Ariz. police say they are prepared as War College, IMF warn of economic riots, unrest

A new report by the U.S. Army War College talks about the possibility of Pentagon resources and troops being used should the economic crisis lead to civil unrest, such as protests against businesses and government or runs on beleaguered banks.
“Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security,” said the War College report.
The study says economic collapse, terrorism and loss of legal order are among possible domestic shocks that might require military action within the U.S.
International Monetary Fund Managing Director Dominique Strauss-Kahn warned Wednesday of economy-related riots and unrest in various global markets if the financial crisis is not addressed and lower-income households are hurt by credit constraints and rising unemployment.
U.S. Sen. James Inhofe, R-Okla., and U.S. Rep. Brad Sherman, D-Calif., both said U.S. Treasury Secretary Henry Paulson brought up a worst-case scenario as he pushed for the Wall Street bailout in September. Paulson, former Goldman Sachs CEO, said that might even require a declaration of martial law, the two noted.
State and local police in Arizona say they have broad plans to deal with social unrest, including trouble resulting from economic distress. The security and police agencies declined to give specifics, but said they would employ existing and generalized emergency responses to civil unrest that arises for any reason.
“The Phoenix Police Department is not expecting any civil unrest at this time, but we always train to prepare for any civil unrest issue. We have a Tactical Response Unit that trains continually and has deployed on many occasions for any potential civil unrest issue,” said Phoenix Police spokesman Andy Hill.
“We have well established plans in place for such civil unrest,” said Scottsdale Police spokesman Mark Clark.
Clark, Hill and other local police officials said the region did plenty of planning and emergency management training for the Super Bowl in February in Glendale.
“We’re prepared,” said Maricopa County Sheriff Deputy Chief Dave Trombi citing his office’s past dealings with immigration marches and major events.
Super Bowl security efforts included personnel and resources from the U.S. Department of Homeland Security and U.S. military’s Northern Command, which coordinated with Arizona officials. The Northern Command was created after 9/11 to have troops and Defense Department resources ready to respond to security problems, terrorism and natural disasters.
Northern Command spokesman Michael Kucharek and Arizona Army National Guard Major. Paul Aguirre said they are not aware of any new planning for domestic situations related to the economy.
Nick Dranias, director of constitutional government at the libertarian Goldwater Institute, said a declaration of marital law would be an extraordinary event and give military control over civilian authorities and institutions. Dranias said the Posse Comitatus Act restricts the U.S. military’s role in domestic law enforcement. But he points to a 1994 U.S. Defense Department Directive (DODD 3025) he says allows military commanders to take emergency actions in domestic situations to save lives, prevent suffering or mitigate great property damage.
Dranias said such an emergency declaration could worsen the economic situation and doubts extreme measures will been taken. “I don’t think it’s likely. But it’s not impossible,” he said.
The economy is in recession. Consumer spending is down, foreclosures are up and a host of businesses are laying off workers and struggling with tight credit and the troubled housing and financial markets. The U.S. Federal Reserve Bank and U.S. Treasury Department have pumped more than $8.5 trillion into the economy via equity purchases of bank stocks, liquidity infusions, Wall Street and bank bailouts and taxpayer rebates. U.S. automakers are seeking more than $14 billion in federal loans with fears they could fall into bankruptcy without a bailout. The U.S. housing and subprime lending-induced recession also has hit economies in Europe, Japan and China.
Gov. Janet Napolitano’s office declined comment on emergency planning and possible civil unrest. Napolitano is president-elect Barack Obama’s pick for secretary of Homeland Security, an agency that oversees airport security, disaster response, border security, customs and anti-terrorism efforts.
As governor, Napolitano sent National Guard troops to Palo Verde Nuclear Generating Station in 2003 in response to terrorism threats.
Glendale Police spokesman Jim Toomey said the West Valley suburb developed new emergency plans with the approach of Y2K computer changeovers leading up to the year 2000 and police have updated those plans several times including after 9/11. Toomey said strategies to deal with public unrest usually involve deploying personnel and equipment to deal with specific incidents while still providing usual services.

The way it looks to me is they talk tough but remember katrina when all the cops deserted when things got bad, same will happen in AZ when the cops and there ar15s are being shot at with 50 cal. rifles, they all just try to appear tough psy ops that will change when the bullet hits the bone……………

I really have a feeling thats gonna happen end of january too much talk of things happening we dont even know about yet I think we are going to be hit with a few suitcase nukes at the inaugeration and that will start it all,just my opinion. funny though I dont think it will be wa. also I would like to add one small note the sign I am looking for this month that will tell me its time to hit the trail is some kind of conflict between authoritys and a local militia group, to try to discredit our second amendment rights before the “disaster” to help sway the minds of the weak there way, and I also see the oprah factor coming into play she will be at the inageration and if chicago would be hit she could cry with the world and all of her fans would beg to be chipped and turn in there weapons it would be too perfect. I belive she will be the public spokeswoman for the new world order…….

If there are people out overturning cars, or setting buildings on fire, or breaking in and looting banks, or other such things, then the local police in and around Phoenix will fight against those people. But if the police officers are simply given an order to go out and impose martial law on a city full of people just living their lives normally, then they will not. I have met lots of police officers in the Phoenix area, and they are not thugs. They have wives and kids and neighbors, and they have no desire to opress anyone. I’m certain they’ll quit their jobs before they’d become part of a domestic occupation force.

New Orleans… There were probably 1,000-1,500 police officers(Note that does not include sheriffs and other LEOs there and only a handfiu (less that 10 got the media “squeaky wheel” attention. There are bad eggs in every batch… but that doesn’t make the whole bacth bad.
NOTE: New Orleans professes to have 1,328 Police officers employed now with an estimated population of 496,000.

New Orklleans was a prime example of a uncaring politicians playing a role they neever prepared for to lead people who were apathtic and dependent on GVt for every day simple life functions. I am a cop in FL. and let me tell you people something. I am well aware of the new world order, 9/11, katrina and the rest of it. I also know what the Constitution is all about but the fact is that 99% of the public has no clue because they don’t read and if they did they would not be able to understand it because they are dumb worthless trash.
Everyday I run into the dumbest fucking trash in the public and I’m convinced that they deserve everything they’re getting. They don’t care about their lives and so they deserve nothing more than being stomped on. If they don’t have the will to defend themselves then so be it.
I’ve had parents offer to let me feel up their daughters and wifes in exchange for not arresting them. What kind of trash scum does that, and they think they deserve to be treated with respect for their rights. Yes, I have taken those offers and then arrested the scum anyway for being such pathetic pieces of animal shit.
You people should know by now that there is no resistance, there is no revolution. What a joke. Why are you people going to die foolishly defending your weak pathetic neighbors? For what? There are only a few thousand of you. You will not stand any kind of chance.

I agree totally with 21. In addition, I think its just about time that a Thailand type option be used here in the USA. What is the Thailand option? The Thailand option is where the military overthrows the corrupt civilian leadership when they get out of control until stability sets in and then, they relinquish power back to the people with an open election. I don’t think we are there yet because we just elected a new administration and it is only fair to give them a chance to correct this corrupt establishment that has destroyed this nation. However, if the civilian establishment, that is, the DEMS and REPUBS continue with their corruption and imperial behaviour, then, I believe that the Thailand option would be suitable. Not only are they corrupt but they implement un-constitutional laws and acts. The military swears an oath to the U.S. constitution not the President of the U.S.

I thought that our taxes pay the cops and the military’s salaries so they would be there to protect and serve the american people not the american government and the bankers. Hmm guess I was wrong. Well if we lose jobs we can’t pay taxes so i guess the banks will have to pick up all the tab hahaha. I’d burn down the banks first then the cop shops lol.
