Arizona Police Trained for Economic Civil Unrest

Mike Sunnucks, writing for the Phoenix Business Journal, reports that Arizona state and local police “say they have broad plans to deal with social unrest, including trouble resulting from economic distress. The security and police agencies declined to give specifics, but said they would employ existing and generalized emergency responses to civil unrest that arises for any reason.”

The Phoenix Police Department told the newspaper it has a Tactical Response Unit that trains “continually and has deployed on many occasions for any potential civil unrest issue,” according to Phoenix Police spokesman Andy Hill. Scottsdale Police spokesman Mark Clark said his department has similar plans “in place for such civil unrest.”
The Phoenix Business Journal notes Clark, Hill and other local police officials said the region did plenty of planning and emergency management training for the Super Bowl in February in Glendale. The training at the Super Bowl included personnel and resources from the Department of Homeland Security and the Northern Command, which coordinated with Arizona officials.
As Infowars and Prison Planet have documented, Northern Command is specifically tasked with implementing martial law under Continuity of Government. The Military Commissions Act of 2006 voided restrictions placed on the military to support civilian administration by the Posse Comitatus Act, the latter restricting the military from working with local law enforcement. In addition to the Military Commissions Act of 2006, a 1994 U.S. Defense Department Directive (DODD 3025) allows military commanders to take emergency actions in domestic situations.
A recent report by the U.S. Army War College discusses the possibility of Pentagon resources and troops being used in the event of civil unrest due to the economic crisis, “such as protests against businesses and government or runs on beleaguered banks,” according to the Phoenix Business Journal.
On December 16, Steve Watson and Paul Watson detailed the U.S. Army War College report, entitled Known Unknowns: Unconventional Strategic Shocks in Defense Strategy Development.

“Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security,” writes [Ret.] Lt. Col. Nathan Freir for the U.S. Army War College. “Deliberate employment of weapons of mass destruction or other catastrophic capabilities, unforeseen economic collapse, loss of functioning political and legal order, purposeful domestic resistance or insurgency, pervasive public health emergencies, and catastrophic natural and human disasters are all paths to disruptive domestic shock.” (Emphasis added.)
In other words, any organized political response to the engineered bankster economic crisis will be considered “resistance or insurgency” and will be dealt with by the military and militarized local law enforcement, the former trained to kill people and break things.
On December 16, the International Monetary Fund Managing Director Dominique Strauss-Kahn warned of economic riots and widespread civil unrest if the financial crisis is not addressed.
Last month Gerald Celente, the CEO of Trends Research Institute, renowned for his accuracy in predicting future world and economic events, predicted a depression of a magnitude worse than the Great Depression of the 1930s, tax rebellions, and possibly a popular revolution against the government. On December 15, Paul Joseph Watson reported Celente updating his prediction by stating “that America will see riots similar to those currently ongoing in Greece and that the cause will be a hyper-inflationary depression, leading to the inevitable use of troops and mercenaries to deal with the crisis as Americans are incarcerated in internment camps.”
The fact that a corporate media newspaper such as the Phoenix Business Journal is now telling us police are trained with the assistance of Northcom and the Department of Homeland Security to respond to civil unrest spawned by economic unrest should be a wake-up call to all Americans that the government is planning to institute martial law.
No doubt, in the weeks to come, the corporate media will increase the drumbeat of the possibility of civil unrest and violence related to the bankster engineered economic crisis designed to usher in a global currency and an all-encompassing global government.

Within the last 24 hrs, we observed, on the actual geographic border and within a couple miles, many large trucks had entered from Mexico and were parked in places locals might call ‘hiding in plain sight’, after leaving heavy dually tracks only going North toward the usual parked, “broken down” Border Patrol [wearing military insignia!] “waiting for their tow trucks”. The scam is wearing thin on those of us who live here, having seen it all over the last 40 years. We go home, past only a few BP trucks, not paying any attention to us, till we turn south just below a “Border Checkpoint” some 30 miles north of the geographic border. We could have brought anything we wanted to from the border, by doing little more than saying hello to the unmarked trucks we meet on the back roads. Fact was, we are on the wrong side of the “operational control point”, we may as well live in Mexico, for all the smuggling & corruption- it is total, complete, and absolutely corrupt, and in the hands of the TREASONOUS*$^*% that now are militarizing southern Arizona with BP yards full of vehicles & military gear, and too much military hardware & vehicles being found in towns and across the landscape in unusual and unexpected places. Something is going down, and its not a picnic. They intend, we think, to try to suppress us all with hostility and betrayal, from Phoenix southward, there is WAR at hand, daily outrage, and anticipation of “a breaking loose” at any hour.

At a truckstop near Portland,OR I personally witnessed 3 of NORTHCOM’s brand new MBC’s (mobile command unit). They were brand new 2009 Chevrolet Suburbans (diamond edition). Dark blue in color with all tinted windows. These units had radar dishes, at least 8 different types of attenna arrays, and some extemely high-tech electronic outlets/terminals on the side. Other than all the gadetry, the only markings showing designating NORTHCOM was a small sticker near the front. The truck driver told me a factory in Texas is gearing/building these DEATH MACHINES and he’s been hauling non-stop to the West Coast. GO FIGURE??

I heard Alex Jones say that the military had already began patrolling the streets in a small town in South Carolina going door to door taking people away when they find firearms in thier posession and attempted to take over city hall. i live in south east ohio and the sheriffs dept here has a m113 APC parked out front in the parking lot anyone driving by on interstate 70 can see it. it just showed up this week all painted like the sheriff cars black with the yellow lettering. has anyone else noticed armoured vehicles showing up at police and sheriff depts elsewhere

Why on Earth would they be worried about civil unrest?

First, I am calling for PEACE and NOT for aggressive, militant, and violent response to any ‘crisis’. The USA is a country whose people are far more civilized, resilient, and resourceful than other countries. This is an opportunity to show the World that we are a people of ‘respect’ for human life and physical property, and a joining together (team-work) to help each other in a time of crisis.
I propose that we as a people join together to determine solutions to the ‘economic crisis’ and how we may help each other. People must always respond to each other in the ’spirit of the Treaty of Westphalia’, which means we must always look towards the desires and needs of others first and, then, look at our own desires and needs.
Any type of civil/social unrest/resistance may make the crisis worse than it is.
I propose a solution to this ‘Economic/Financial Crisis’. The USA, and the World: specifically Russia, China, India, and other countries must join (team-up) together and put the ‘economic/financial system’ into Chapter 11 Bankruptcy and develop a New Bretton Woods ‘credit-style’ system, which is prescribed by the USA Constitution and by Economist Lyndon LaRouche (www.larouchepac.com).
Anyone whom has access to Email should be sending Email to the ‘Obama Transition Team’ to address this ‘national crisis’.
And, yes I do agree that religious wars (or Holy Wars – Crusades) have killed more people in the history of the World than other wars. I live in Mesa and work in Phoenix, and I can tell you all first hand that there has never been military personel walking around town like what is shown in the picture. I’ve never seen any police doing military style patrols, and the only time the guys in black are called out is when there’s s hostage situation. Not only that, but in my job I talk to Phoenix policemen at least once a week, and none of the one’s I’ve ever talked to would take up arms against Americans unless those Americans were actively engaged in violence against someone else. They are just not that kind of people. Maybe New York or Chicago or Las Angeles have blood thirsty brutes wearing uniforms, but the Phoenix police do not.

SEC. 1068. REPEAL OF PROVISIONS IN SECTION 1076 OF PUBLIC LAW 109-364 RELATING TO USE OF ARMED FORCES IN MAJOR PUBLIC EMERGENCIES.
(a) Interference With State and Federal Laws-
(1) IN GENERAL- Section 333 of title 10, United States Code, is amended to read as follows:
`Sec. 333. Interference with State and Federal law
`The President, by using the militia or the armed forces, or both, or by any other means, shall take such measures as he considers necessary to suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy, if it–
`(1) so hinders the execution of the laws of that State, and of the United States within the State, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or
`(2) opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.

Pharaoh, If you read carefully, the contracts are for site prep, and planning. In other words, they have a secured site, with access, where the slaves will be brought to build their own shelter.
