    Army Combat Team to Train for “Homeland Scenarios” Under NorthCom

    The 3rd Infantry Division’s 1st Brigade Combat Team has spent 35 of the last 60 months in Iraq patrolling in full battle rattle, helping restore essential services and escorting supply convoys.

    Now they’re training for the same mission — with a twist — at home.

    Beginning Oct. 1 for 12 months, the 1st BCT will be under the day-to-day control of U.S. Army North, the Army service component of Northern Command, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks.

    It is not the first time an active-duty unit has been tapped to help at home. In August 2005, for example, when Hurricane Katrina unleashed hell in Mississippi and Louisiana, several active-duty units were pulled from various posts and mobilized to those areas.

    But this new mission marks the first time an active unit has been given a dedicated assignment to NorthCom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities.

    After 1st BCT finishes its dwell-time mission, expectations are that another, as yet unnamed, active-duty brigade will take over and that the mission will be a permanent one.

    “Right now, the response force requirement will be an enduring mission. How the [Defense Department] chooses to source that and whether or not they continue to assign them to NorthCom, that could change in the future,” said Army Col. Louis Vogler, chief of NorthCom future operations. “Now, the plan is to assign a force every year.”

    The command is at Peterson Air Force Base in Colorado Springs, Colo., but the soldiers with 1st BCT, who returned in April after 15 months in Iraq, will operate out of their home post at Fort Stewart, Ga., where they’ll be able to go to school, spend time with their families and train for their new homeland mission as well as the counterinsurgency mission in the war zones.

    Stop-loss will not be in effect, so soldiers will be able to leave the Army or move to new assignments during the mission, and the operational tempo will be variable.

    Don’t look for any extra time off, though. The at-home mission does not take the place of scheduled combat-zone deployments and will take place during the so-called dwell time a unit gets to reset and regenerate after a deployment.

    The 1st of the 3rd is still scheduled to deploy to either Iraq or Afghanistan in early 2010, which means the soldiers will have been home a minimum of 20 months by the time they ship out.

    In the meantime, they’ll learn new skills, use some of the ones they acquired in the war zone and more than likely will not be shot at while doing any of it.

    They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack.

    Training for homeland scenarios has already begun at Fort Stewart and includes specialty tasks such as knowing how to use the “jaws of life” to extract a person from a mangled vehicle; extra medical training for a CBRNE incident; and working with U.S. Forestry Service experts on how to go in with chainsaws and cut and clear trees to clear a road or area.

    The 1st BCT’s soldiers also will learn how to use “the first ever nonlethal package that the Army has fielded,” 1st BCT commander Col. Roger Cloutier said, referring to crowd and traffic control equipment and nonlethal weapons designed to subdue unruly or dangerous individuals without killing them.

    “It’s a new modular package of nonlethal capabilities that they’re fielding. They’ve been using pieces of it in Iraq, but this is the first time that these modules were consolidated and this package fielded, and because of this mission we’re undertaking we were the first to get it.”

    The package includes equipment to stand up a hasty road block; spike strips for slowing, stopping or controlling traffic; shields and batons; and, beanbag bullets.

    “I was the first guy in the brigade to get Tasered,” said Cloutier, describing the experience as “your worst muscle cramp ever — times 10 throughout your whole body.

    “I’m not a small guy, I weigh 230 pounds … it put me on my knees in seconds.”

    The brigade will not change its name, but the force will be known for the next year as a CBRNE Consequence Management Response Force, or CCMRF (pronounced “sea-smurf”).

    “I can’t think of a more noble mission than this,” said Cloutier, who took command in July. “We’ve been all over the world during this time of conflict, but now our mission is to take care of citizens at home … and depending on where an event occurred, you’re going home to take care of your home town, your loved ones.”

    While soldiers’ combat training is applicable, he said, some nuances don’t apply.

    “If we go in, we’re going in to help American citizens on American soil, to save lives, provide critical life support, help clear debris, restore normalcy and support whatever local agencies need us to do, so it’s kind of a different role,” said Cloutier, who, as the division operations officer on the last rotation, learned of the homeland mission a few months ago while they were still in Iraq.

    Some brigade elements will be on call around the clock, during which time they’ll do their regular marksmanship, gunnery and other deployment training. That’s because the unit will continue to train and reset for the next deployment, even as it serves in its CCMRF mission.

    Should personnel be needed at an earthquake in California, for example, all or part of the brigade could be scrambled there, depending on the extent of the need and the specialties involved.

    The active Army’s new dwell-time mission is part of a NorthCom and DOD response package.

    Active-duty soldiers will be part of a force that includes elements from other military branches and dedicated National Guard Weapons of Mass Destruction-Civil Support Teams.

    A final mission rehearsal exercise is scheduled for mid-September at Fort Stewart and will be run by Joint Task Force Civil Support, a unit based out of Fort Monroe, Va., that will coordinate and evaluate the interservice event.

    In addition to 1st BCT, other Army units will take part in the two-week training exercise, including elements of the 1st Medical Brigade out of Fort Hood, Texas, and the 82nd Combat Aviation Brigade from Fort Bragg, N.C.

    There also will be Air Force engineer and medical units, the Marine Corps Chemical, Biological Initial Reaction Force, a Navy weather team and members of the Defense Logistics Agency and the Defense Threat Reduction Agency.

    One of the things Vogler said they’ll be looking at is communications capabilities between the services.

    “It is a concern, and we’re trying to check that and one of the ways we do that is by having these sorts of exercises. Leading up to this, we are going to rehearse and set up some of the communications systems to make sure we have interoperability,” he said.

    “I don’t know what America’s overall plan is — I just know that 24 hours a day, seven days a week, there are soldiers, sailors, airmen and Marines that are standing by to come and help if they’re called,” Cloutier said. “It makes me feel good as an American to know that my country has dedicated a force to come in and help the people at home.”

      I am posting this so that it may give hope to people. A good friend of mine named Scott Chappell is in the U.S. Special Forces. Right now he is stationed in Iraq and I pray that he stays safe. 12 months ago he was stationed at a base in Colorado. The bad news is he told me that the entire base has been cross trained as Military Police and were briefed that martial law was absolutely going to happen in America. He told me he doesn’t know when or what will cause it but has been briefed that it will happen. The good news is that he told me practically the entire base were all supporters of Ron Paul. I asked him if he was ordered to shoot Americans if he would do it? He said absolutely not.

      This is just another “sign” of what’s in store for all of us, they’re slowly but surely “programming” everyone to be excepting of the military’s presence in our cities.

      On a different note, just stood outside and watched 7 large planes flying at high altitude, leave criss-crossing, long and lingering (from horizon to horizon) chemtrails across the sky here in South Eastern WI…all in a 45 minute span. The trails are NOT just vapor trails as I’m aware they dissipate very quickly, and these trails are STILL very visible in the sky….45 minutes later. Co-incidentally (or maybe not), the sky has gotten cloudy, the temp. has dropped 5 to 10 degrees and there’s an un-natural looking haze predominate now in what was a cloudless, perfectly blue sky.

      Just an update to my post #29 here, I’ve now counted 14 planes leaving chem-trails here in SE WI….there were five in the sky at one time that I could see, all going different directions but at the same altitude. Three planes flew directly over-head and I got a great look at ‘em…large, white, four wing-mounted jet engines on each. The trails each left came from what looked the the tail of the plane, not from the engines themselves and are STILL visible in the sky. The white puffy clouds that formed out of the trails are now turning gray and black. Sorry folks if it seems like I’m freaking out here a bit, but what the heck’s going on, never seen anything like this in my life.

      I’ve questioned cops who were enforcing unjust laws and asked them if they ever thought about whether the law was just. 100% of them will tell you that it isn’t their job to think about things like that. This generation that grew up on violence and Volunteered to go kill in Iraq will turn on Americans when they are told that they are fighting Homegrown Terrorism.

      Jeffrey and all others….I’m in Iowa and so far I’ve counted 11 chem trails all going in the same direction at the same altitude. I had my OB appointment today and my blood pressure, (which has been running 110/65 for months), has gone up to 125/102. Clouds are gathering below the chem trails and the air smells funny.

      Stock up on supplies. When the economy tanks and people start panicking and rioting, that will give Bush enough excuse to declare Martial Law.

      After the Civil War ended in 1865, the U.S. Army was tasked to assist in reconstruction in the south by chasing down disaffected Confederat insurgents, and other … “peacekeeping” activities that were actually more like “law and order” responsibilities as we would consider them to be today. Even The 7th Cavalry, General Custer’s famed regiment, participated in this.
      The results were so detrimental to the nature of American Governance that the result was what we call the “Posse Comitatus” laws that prohibit the military from participating in law enforcement type activities today.
      While the article states this is for what we might ball beneficent, or beneficial, reasons, remember: in the decade after the Civil War, the use of the military was also seen as beneficial … and it turned out quite different.

      I listen to Alex just about everyday and I like to verify what he, or anyone, says. I came to this article after he mentioned it on his broadcast Friday and what shocked me was that he said something to the effect of “they (the Army) hope that won’t have to shoot any Americans…they said that!”. I don’t see that said in the article anywhere. I do see the parts about emergencies or unrest and the fielding of non-lethal measures. But I don’t see any spokesman for the Army saying “We hope to not have to shoot or kill American citizens”.

      I am prior service and it concerns me to see the active Army being used in a domestic capacity when the National Guard normally fills in during a crisis. The government could have been honest and said “We don’t want to have another incident like Katrina and have all of our state National Guard assets deployed to Iraq. Therefore, we are now setting a precedent to have the active Army in our city streets.” Of course, that would have just emphasized how spread thin our Army is with the fake War on Terror. This was a better spin for them.

      I do believe there is a “war on for our minds” in the media through the government spin machine. But that same spin machine will take comments like Alex’s which are uttered in the heat of passion and make him out to be some kind of crackpot. He really must confine his comments to supported facts in this war, and stay away from the hyperbole, if we are going to wake up the rest of the sheeple.

I’m not making any excuses one way or another. It’s really up to all of us to confirm, via legitimate sources, what we hear–something that Alex encourages.

      I also realize you’re not hosing Alex, but pointing out everyone needs to be prudent and cautious in making statements–and I agree with this as well.

      Regardless of what Alex said and how he said it, it’s pretty concerning to have combat troops patrolling anywhere in the USA–and if they’re combat troops wandering around in the street, you can bet they won’t be handing out free ice cream bars–so there’s a strong implication they’ll have “shoot to kill” orders even if the article never mentions this.

      Our forefathers were scared s–tless of a standing army that’s why to this very day all branches of the military aside from the U.S. Navy (the ONLY Constitutional service) have to be reauthorized every two years or so.

      We could shut them all down by deauthorizing them and/or not funding them.

      As to whether or not the Army would turn on civillians…well, first those soldiers were basically children when they enlisted and know really nothing of government and politics and were taught to obey from minute one. They will be controlled to do the bidding of their field commanders. And then you have to envision this scenario. You are in uniform and armed facing a hostile crowd of your fellow citizens. Behind you is an officer with his weapon drawn and who, sensing confusion and hesitation among his troops, says “he will shoot the first soldier to disobey the order to fire.” How would you react under the circumstances, were you an enlistee with only a few years of service under your belt? Not an easy choice, not by a long shot. For me, having served in combat in the 60’s and now living a peaceful life since then it is a no-brainer. But I have the wisdom of age plus I have taken the time to read American history that was never taught or covered in school.

      The internet giant Google has teamed up with technology multinational General Electric to develop a “smart” electric power grid and promote clean energy.
      Both companies want to make renewable energy more accessible and useful.
      In a joint statement they said: “Our economic, environmental and security challenges require we use electricity more efficiently and generate it from cleaner sources.”
      “Clean energy is eminently doable and solvable,” said GE ceo Jeff Immelt.
      “This just makes good sense,” said Google CEO Eric Schmidt.
      The plan was unveiled at Google’s Mountain View headquarters in California where the firm was holding its annual Zeitgeist, a conference bringing senior executives from around the world to discuss the pressing issues of the 21st century.
      Both GE and Google said they would leverage their lobbying muscle in Washington to try and persuade politicians to push for major policy changes in energy.
      The statement by the two firms said that “policy is a major impediment to building a 21st century electricity system.”
      Mr Immelt said while his instinct is to keep government at arm’s length, in this case there is a vital role for politicians to play.
      “There is no such thing as a perfect free market. It is a market that needs a little catalyst from the government and then I think the entrepreneurial dollars will flow to that.”

      During an interview session at the conference, Mr Schmidt quizzed Mr Immelt about GE’s decision to focus on clean technologies under an initiative dubbed “Ecomagination.”

      The centerpiece of Rockefeller Center is the 70-floor, 872-foot (266 m) GE Building at 30 Rockefeller Plaza (”30 Rock”)—formerly known as the RCA Building—centered behind the sunken plaza. The building is the setting for the now famous photograph taken by Charles C. Ebbets in 1932 of workers having lunch, sitting on a steel beam, without safety harnesses. The 840-foot (260 m) drop lies below.
      The building was renamed in the 1980s after General Electric (GE) re-acquired RCA, which it helped found in 1919. The famous Rainbow Room club restaurant is located on the 65th floor; the Rockefeller family office covers the 54-56th floors.       Power line communication or power line carrier (PLC), also known as Power line Digital Subscriber Line (PDSL), mains communication, power line telecom (PLT), or power line networking (PLN), is a system for carrying data on a conductor also used for electric power transmission. Broadband over Power Lines (BPL) uses PLC by sending and receiving radio signals over power lines to provide access to the Internet.
      Electrical power is transmitted over high voltage transmission lines, distributed over medium voltage, and used inside buildings at lower voltages. Powerline communications can be applied at each stage. Most PLC technologies limit themselves to one set of wires (for example, premises wiring), but some can cross between two levels (for example, both the distribution network and premises wiring).
      All power line communications systems operate by impressing a modulated carrier signal on the wiring system. Different types of powerline communications use different frequency bands, depending on the signal transmission characteristics of the power wiring used. Since the power wiring system was originally intended for transmission of AC power, the power wire circuits have only a limited ability to carry higher frequencies. The propagation problem is a limiting factor for each type of power line communications.
      Data rates over a power line communication system vary widely. Low-frequency (about 100-200 kHz) carriers impressed on high-voltage transmission lines may carry one or two analog voice circuits, or telemetry and control circuits with an equivalent data rate of a few hundred bits per second; however, these circuits may be many miles (kilometres) long. Higher data rates generally imply shorter ranges; a local area network operating at millions of bits per second may only cover one floor of an office building, but eliminates installation of dedicated network cabling.

      Power line communications can also be used to interconnect home computers, peripherals or other networked consumer peripherals. Proprietary specifications for power line home networking have been developed by a number of different companies within the framework of the HomePlug Powerline Alliance, the Universal Powerline Association and the HD-PLC Alliance.
      On December 12th 2008, the ITU-T adopted Recommendation G.hn/G.9960 as the first worldwide standard for high-speed powerline communications[1]. G.hn also specifies communications over phonelines and coaxial wiring.
      A few days later, on December 19th 2008, IEEE P1901 confirmed[2] the baseline text for another standard for high-speed powerline communications, which includes both in-home and access applications. Although IEEE P1901 specifies multiple non-interoperable PHY and MAC options[3], it provides mechanisms for coexistence between them[4].

      Losing power
      Today’s power grids were developed at a time when power was cheap, the environment wasn’t an issue and the consumer wasn’t part of the equation. They were centralized, closely managed and supplied by a relatively small number of large power plants.
      The inefficiencies in our current grids are systemic. With little or no intelligence to balance loads and monitor power flows, every year grids around the world lose enough electricity to power India, Germany and Canada.
      Entering the digital age
      IBM is helping utilities add a layer of digital intelligence to their grids. These smart grids use sensors, meters, digital controls and analytic tools to automate, monitor and control the two-way flow of energy across operations-from power plant to plug. A power company can optimize grid performance, prevent outages, restore outages faster and allow consumers to manage energy usage right down to the individual networked appliance. “Smart” grids can also incorporate new sustainable energies such as wind and solar generation, and interact locally with distributed power sources, or plug-in electric vehicles.

      SAN FRANCISCO -(Dow Jones)- The chairman and chief executive of International Business Machines Corp. (IBM) issued an upbeat message to stockholders Monday, in marked contrast to the mood of other large tech companies.
      IBM, whose stock has outperformed its large cap tech peers, said in a letter accompanying the company’s annual report that it is “positioned to lead in the era that lies on the other side of the present crisis.”
      “We will not simply ride out the storm,” CEO Samuel J. Palmisano said in the letter. “Rather we will take a long-term view, and go on offense.”
      Palmisano’s letter stresses IBM’s global exposure – nearly two-thirds of the company’s business comes from outside the U.S. – and its investment in cloud computing as two trends which it believes will help the company keep its edge over peers and prosper not just in the current environment but after economic growth returns.
      He also talked extensively about the way IBM has positioned itself to play a role in selling “smart meter” technology, underscoring its position at the heart of the company’s growth strategy and the central role it is likely to play in rebuilding infrastructure across the world.
      Palmisano said the devices, which plumb analytical software into small devices that can be used in everything from traffic management systems to food traceability products, will play a central role in the efforts by governments and corporations to revive the world economy.
      “Through pervasive instrumentation and interconnection, almost anything – any person, any object, any process or any service, for any organization, large or small – can become digitally aware, networked and intelligent,” he said.

      In a January/February 2007 Foreign Affairs article, Laurie Garrett claims that many charitable organizations, among whom the Gates Foundation is prominent, harm global health by diverting resources from other important local health care services.[48] For example, by paying relatively high salaries at AIDS clinics, the foundation diverts medical professionals from other parts of developing nations’ health care systems; the health care systems’ ability to provide care diminishes (except in the area the foundation funds) and the charities may do more harm than good. Similar findings were reported in a December 2007 Los Angeles Times investigation.[49]

      The Foundation has also come under criticism from pro-life conservatives because it distributes money to groups that sponsor population control and family planning. [50]
      Not only is Bill Gates sponsoring abortion in Africa but he has ties to the Rockefellers:

      The Gates Foundation has partnered with the Rockefeller Foundation to enhance agricultural science and small-farm productivity in Africa, building on the Green Revolution which the Rockefeller Foundation spurred in the 1940s and 1960s. The Gates Foundation has made an initial $100 million investment in this effort, to which the Rockefeller foundation has contributed $50 million.

      Agriculture was introduced to the Natural Sciences division of the foundation in the major reorganization of 1928. In 1941, the foundation gave a small grant to Mexico for maize research, in collaboration with the then new president, Manuel Avila Camacho. This was done after the intervention of vice-president Henry Wallace and the involvement of Nelson Rockefeller; the primary intention being to stabilise the Mexican Government and derail any possible communist infiltration, in order to protect the Rockefeller family’s investments.[15]
      By 1943 this program, under the foundation’s Mexican Agriculture Project, had proved such a success with the science of corn propagation and general principles of agronomy that it was exported to other Latin American countries; in 1956 the program was then taken to India; again with the geopolitical imperative of providing an antidote to communism.[15] It wasn’t until 1959 that senior foundation officials succeeded in getting the Ford Foundation (and later USAID, and later still, the World Bank) to sign on to the major philanthropic project, known now to the world as the Green Revolution. It also provided significant funding for the International Rice Research Institute in the Philippines. Part of the original program, the funding of the IRRI was later taken over by the Ford Foundation.[15]
      Costing around $600 million, over 50 years, the revolution brought new farming technology, increased productivity, expanded crop yields and mass fertilization to many countries throughout the world. Later it funded over $100 million dollars of plant biotechnology research and trained over four hundred scientists from Asia, Africa and Latin America. It also invested in the production of transgenic crops, including rice and maize. In 1999, the then president Gordon Conway addressed the Monsanto board of directors, warning of the possible social and environmental dangers of this biotechnology, and requesting them to disavow the use of so-called terminator genes[16]; the company later complied.
