Japan warns N Korea over nuke testing

NEW YORK — Japan's delegate to the conference to review the Nuclear Non-Proliferation Treaty, Yukio Takasu, warned North Korea on Thursday against conducting a nuclear test. He also called on Pyongyang to return to the stalled six-party talks on its nuclear weapons program without preconditions, saying the talks represent "the most appropriate framework and should be fully utilized."
"First and foremost, there should be no more additional states permitted to possess nuclear weapons," Takasu, the Vienna-based Japanese ambassador charged with the Comprehensive Nuclear Test Ban Treaty and related affairs, said during remarks at the conference.
