Bush Signs Bill To Take All Newborns’ DNA

President Bush last week signed into law a bill which will see the federal government begin to screen the DNA of all newborn babies in the U.S. within six months, a move critics have described as the first step towards the establishment of a national DNA database.
Described as a "national contingency plan" the justification for the new law S. 1858, known as The Newborn Screening Saves Lives Act of 2007, is that it represents preparation for any sort of "public health emergency."
The bill states that the federal government should "continue to carry out, coordinate, and expand research in newborn screening" and "maintain a central clearinghouse of current information on newborn screening… ensuring that the clearinghouse is available on the Internet and is updated at least quarterly".
Sections of the bill also make it clear that DNA may be used in genetic experiments and tests.

One health care expert and prominent critic of DNA screening is Twila Brase, president of the Citizens’ Council on Health Care who has written a detailed analysis (PDF) of the new law in which she warns that it represents the first program of populationwide genetic testing.
Brase states that S.1858 and H.R. 3825, the House version of the bill, will:
• Establish a national list of genetic conditions for which newborns and children are to be tested.
• Establish protocols for the linking and sharing of genetic test results nationwide.
• Build surveillance systems for tracking the health status and health outcomes of individuals diagnosed at birth with a genetic defect or trait.
• Use the newborn screening program as an opportunity for government agencies to identify, list, and study "secondary conditions" of individuals and their families.
• Subject citizens to genetic research without their knowledge or consent.
"Soon, under this bill, the DNA of all citizens will be housed in government genomic biobanks and considered governmental property for government research," Brase writes. "The DNA taken at birth from every citizen is essentially owned by the government, and every citizen becomes a potential subject of government-sponsored genetic research."

"The public is clueless. S. 1858 imposes a federal agenda of DNA databanking and population-wide genetic research. It does not require consent and there are no requirements to fully inform parents about the warehousing of their child’s DNA for the purpose of genetic research."
In a previous report we outlined the consequences of the already existing DNA warehousing operation in Minnesota, a program that the Citizens’ Council on Health Care has been following closely for a number of years.
Ms. Brase explained in a statement last month that state Health Department officials are now seeking exemption for the so called "DNA Warehouse" from Minnesota privacy law. This would enable state officials to continue to take the DNA of newborn infants without consent, which would also set the precedent for nationwide policy on DNA screening.
DNA of newborns has already been harvested, tested, stored and experimented with nationwide.
The National Conference of State Legislatures lists for all 50 states, as well as the District of Columbia, the various statutes or regulatory provisions under which newborns’ DNA is already being collected.
In addition, all 50 states are now routinely providing these results to the Department of Homeland Security.
The Newborn Screening Saves Lives Act of 2007 merely establishes this practice within the law.
Another vocal critic of bill S. 1858 is Texas Congressman Ron Paul who made the following comments before the U.S. House of Representatives:
"I cannot support legislation, no matter how much I sympathize with the legislation’s stated goals, that exceed the Constitutional limitations on federal power or in any way threatens the liberty of the American people. Since S. 1858 violates the Constitution, and may have untended consequences that will weaken the American health care system and further erode medical privacy, I must oppose it."
Paul, a medical doctor himself continued, "S. 1858 gives the federal bureaucracy the authority to develop a model newborn screening program. Madame Speaker the federal government lacks both the constitutional authority and the competence to develop a newborn screening program adequate for a nation as large and diverse as the United States. …"
"Those of us in the medical profession should be particularly concerned about policies allowing government officials and state-favored interests to access our medical records without our consent … My review of S. 1858 indicates the drafters of the legislation made no effort to ensure these newborn screening programs do not violate the privacy rights of parents and children," Paul continued.
"In fact, by directing federal bureaucrats to create a contingency plan for newborn screening in the event of a ‘public health’ disaster, this bill may lead to further erosions of medical privacy. As recent history so eloquently illustrates, politicians are more than willing to take, and people are more than willing to cede, liberty during times of ‘emergency," he concluded.

This is going to be awful. No one will see this for at least 15 – 20 years…. but if the government wants to frame someone, they will be able to “plant” DNA of whoever they want to silence using the stored DNA in crimes so they can put people away… much like the “suicide” of the DC madam, they will have the power to murder people like that and plant DNA of whomever they wish.

I’m less worried about crime frame-ups than I am specialized bio-weapons. Your DNA is easy enough to get if they wanted it for use to frame you. You lose DNA all over the place everyday – in your comb, on your eating/drinking utensils, cigarette butts if you smoke, etc.
Support you local midwives, and get home birthing legalized in your state if it is not already. Having a baby in a hospital is dangerous enough as it is, without Big Brother snatching DNA.

Spot on Darth Chaos. Everyone should be afraid because as Chaos and others have said, this is Eugenics and Genetic Engineering. There is no public health emergency that would require the DNA of babies, because if there is a health emergency they try to stop the spread of the disease and study the infected and the ones that aren’t affected by the infection to get antibodies. And what about the people that are on the other side of this bill who haven’t been tested because there was no law (almost all the population). If there is a medical emergency, it won’t help to have a small portion of a DNA population especially if the virus or bactirium mutates. And why would they want to track the progression of people with genetic traits that are a defect.
You are correct chaos about the elite destroying themselves by bringing this into being, because all of these laws and such are dogs that can easily bite them as much as us.

We are presently experiencing a huge evolutionary leap. A few years ago I found several articles about children being born with a 3 strand DNA. These children have amazing mental and psychic abilities. Some were living in one of the universities in California ,it may be The University of Northern California , where their entire lives were one big experiment. Are you being honest, here, Frank? The Bible suggests that there’s a Creator God to which we’ll all, one day, be acountable for our actions. If you honestly believed you “might be wrong”, then you’d give the Bible and the claims of Jesus Christ (for one example) a fair trial. I said it before: eternity is longer than we can fathom! If one is going to pick a religion, then shouldn’t one pick the religion that gives you ONE CHANCE to get it right? ELDORADO, Texas (AP) – An arrest warrant for a man thought central to the Texas polygamy case has been dropped.
No explanation was given, but a spokesman for the Texas Department of Public Safety says the warrant “is no longer active.”
It concerned a 50-year-old man and the girl who made the original allegations against the polygamist sect. She’s the one who called a crisis center saying she’d been beaten and raped at the compound. The man denies knowing the girl.
A spokesman for the Fundamentalist Church of Jesus Christ of Latter Day Saints says the dropped warrant shows the weakness of the state’s case. He says it’s more evidence that the raid which led to removal of more than 460 children was based on unfounded and inadequately checked information.
The phone number used to call the crisis center is the same one once used by a Colorado woman who’s accused of making previous false reports of abuse. Investigators have not said whether the woman made the call to Texas authorities

China Orders Alert On Virus That Has Killed 22 Children

BEIJING — China’s Health Ministry issued a nationwide alert Saturday in a bid to control a virus that has caused the deaths of 22 children in one city and shows signs of spreading.
Health bureaus around the country must step up monitoring for hand, foot and mouth disease following a “relatively large” outbreak in the central city of Fuyang, the Health Ministry said in a notice on its Web site. The ministry warned that cases were more numerous this year than in recent years and that the peak for transmission would likely come in June and July.
The warning has been prompted by a jump in cases in the Fuyang outbreak of Enterovirus 71, or EV-71, a type of hand, foot and mouth disease.
Up to Thursday night, 3,321 cases of the virus were reported. Besides the 22 deaths, 978 people remain hospitalized, 58 of them in serious or critical condition, the ministry said in a separate statement.
Meanwhile, state-run Xinhua News Agency reported that preliminary tests showed an 18-month-old boy who died Friday in southeastern Guangdong province was infected with EV-71, and a second suspected death is under investigation. Cases of hand, foot and mouth outbreaks, but not necessarily EV-71, have been reported in at least two other provinces.
“Health bureaus at all levels must recognize the importance and urgency of preventing the spread of infectious diseases and must put priority on preventing and controlling the spread of infectious diseases,” the ministry said in its nationwide order.
Hand, foot and mouth disease are viruses that cause fever, mouth sores and rashes with blisters. Spread by contact with the mucus discharges or stools of infected people, the viruses mainly strike children 10 years and younger, and in some cases can cause fatal brain swelling.
The outbreak is another concern for the communist government as it gears up to welcome hundreds of thousands of foreigners for this summer’s Beijing Olympics and deals with unrest in Tibetan areas of western China. It’s also an uncomfortable reminder of the SARS pneumonia outbreak in 2003, which Beijing tried to cover up but then adopted drastic measures to control.
State media reported earlier this week that the government’s response in Fuyang, a fast-growing city surrounded by farmland in Anhui province, had been slow, allowing rumors to spread about the outbreak.
The China Youth Daily reported earlier this week that some reports had suggested the virus was a “children’s SARS,” while others claimed it was a “type of bird flu that could infect people.”
Since the SARS crisis, the government has increased spending on the detection and monitoring of communicable diseases.
In several announcements Friday and Saturday, the Health Ministry increased the monitoring network, ordering regular reports on outbreaks of hand, foot and mouth diseases. It also sent expert teams to Anhui province to lead treatment and prevention.

Does anyone remember the 14th paragraph of the “PAX AMERICANA” paper written by the New American Century Think Tank created in 1998 and the paper was released 2000 before cheney took office? First, lets review who was on the board of that think tank and who created that think tank. Cheney resigned from Halliburton with a $37 million dollar exit bonus he deposited tax free into a Bahama bank account. Then he and Wolfowitz, JEB BUSH (remember that for the next election), Feif, perle, Cristol, created the New American century think tank.
I bring this up because that data base is more than it appears according to that think tank. Paragraph 14 states “…. USING BIOWEAPONS, BY GENOTYPE, FOR POLITICAL PURPOSES”. If you put two and two together, they can create diseases by genotype (DNA) and then experiment with those of that genotype without the victim knowing or they can harm or kill an opponent by genotype with bioweapons and that is what “political purposes” means.
DO NOT HAVE YOUR BABIES IN THE HOSPITAL. HAVE THEM AT HOME AND GIVE THE GOV THE FINGER WHEN THEY TRY TO GET YOUR BABIES DNA, if not, YOU DOOM THAT CHILD TO A LIFE OF SLAVERY OR DEATH IF THEY REFUSE THE SLAVERY.

I read the bill. No where in it does it say anything about the program being “mandatory”. In fact, is says that this is part of a Voluntary Family Planning Progam (follow the link to ‘42 U.S.C. 300′). You have the right to say NO if they ask you for samples. Read the bill and know what it says.

I have to say I’m not totally convinced this testing is the right way to go, but let’s say we did have a DNA Database – how many crime cases would this instantly solve, missing persons, etc? I think our crime rate would significantly decrease. There are some true advantages to having this kind of resource. The opposite side of the coin is I just watched a 20/20 story over the weekend where these two ladies each had two different DNA’s. One lady had to fight extremely hard to keep her children because of it so there are definitely drawl backs but that is just a small percentage.

Es la más avanzada y extarordianria ley. Significa un salto para la humanidad, no hay que tener miedo de trabajar con el ADN de nuestros bebes, para prevenir enfermedades y prevenir otros problemas. Como ejemplo, voy a referirme a una situación que hoy es imposible, pero en el futuro será una realidad. Por ejemplo, cuando sea la hora de establecer una colonia a Marte, cómo se va a realizar la selección de los más aptos?, ya no estamos en la época medieval cuando se escogían por su fuerza física, o su capcidad para luchar cuerpo a cuerpo y vencer al enemigo a punta de golpes, hoy se requieren otras habilidades y otras características que solo el exámen del gernoma lo va a permitir. Lo que les solicito, es que tengan en cuenta ayudar a los paises del tercer mundo a implementar esa misma ley, para evitar mayores discriminaciones que en un futuro ahondarían las diferencias sociales. Just wait until your health insurance carriers will be allowed to access the database, and refuse you coverage, or gouge you sharply for coverage, because of potential health problems, based on DNA.

This is what gets me! If this is “REALLY” happening then why are we just posting it on websites and telling people mouth to mouth, why isn’t anyone really concerned and actually doing osmething about it. This is what gets me, we talk and talk about doomsday and about other things that the government is doing, and yet NO ONE IS DOING ANYTHING about it!! Yeah I can go post yet another WEBSITE about all the conspiracies out there and it doesn’t do anything. I dont’ know…I’m tired of just reading about things. I want something DONE about it!

There is a fairly simple solution to avoiding this law. Have your children in your own home. Don’t go to a hositible to have your children. Avoid going to the doctor unless your children are sick. Study homapaic treatments. School your children at home. However, if you go this route, be prepared to defend it because the government will try to force you to use their services.

We were just denied health insurance because we wouldn’t allow this testing on our son. This is how they will get most people to comply!

Imagine what happens when that DNA database gets “accidentally” linked with the criminal DNA data base. It seems like the only “safe” DNA data base is the military one as it is only allowed to be used for identifying remains.
My children are born at home, vaccine free, and homeschooled. In this day and age if we train our children well they can work for themselves from home if they so choose.
The government doesn’t need our DNA and it DEFINITELY needs to get out of bed with Big Medicine/Big Poison.
