Canadian Army May Assist Maine Authorities During Civil Emergency

Last month, the United States Northern Command (NORTHCOM) and Canada Command signed an agreement that would allow the military of one country to assist civil authorities in the other’s during times of emergency.
The so-called “Civil Assistance Plan” (CAP) allows Canadian soldiers to function with civil authorities in the United States and United States soldiers in that capacity in Canada during a declared emergency.
The CAP was not authorized by Congressional legislation, or as a treaty between two countries by the U.S. Senate.
It also seems that the respective State governors and their adjutant generals weren’t apprised of the agreement either.
Recently, the Fort Fairfield Journal questioned the Maine Emergency Management agency for their thoughts on the plan, a plan which they weren’t even aware of.
“It came as a bit of a surprise to me,” said Maine Department of Defense, Veterans and Emergency Management Commissioner and Adjutant General, Major General Bill Libby in an exclusive interview with the Fort Fairfield Journal. “I’m a little disappointed that I had to learn of the (Civil Assistance) plan from the editor/publisher of the Fort Fairfield Journal.”
According to a NORTHCOM press release, published on their website, the CAP was signed by U.S. Air Force General, Gene Renuart, commander of North American Aerospace Defense (NORAD) Command and NORTHCOM and Canadian Air Force Lt.-General Marc Dumais on February 14, 2008 in a ceremony at Fort Sam Houston, Texas.
Alternate news media covered the story on the internet as early as February 21 and the Fort Fairfield Journal was made aware of it by its nationwide network of independent, volunteer researchers on February 24.
This writer mailed letters to the Aroostook County Sheriff, Aroostook Emergency Management Agency and Maine Secretary of State on February 29 for comment on this plan and followed up with Emails on March 3.
As the head of Maine’s Emergency Management system, General Libby was then admittedly made aware of the CAP shortly after his Maine Emergency Management State Director, Robert McAleer alerted him to it – at least fourteen days after it had been signed.
“Neither the governor, nor I were included in the discussions of the plan, or even aware of it” said Libby, who is the highest-ranking military officer in Maine. “Not that I think NORTHCOM has to come to us for approval, but it would have been nice to at least been included in the discussion of the plan. It certainly wasn’t appreciated at the State level that we were left out.” He also indicated that it was likely most of the other State governors and their adjutant generals were out of the loop, as well.
While left out of the negotiations for the CAP, Libby claims that the use of U.S. or Canadian troops for assistance to local authorities in Maine would be up to the State, not the Federal government. “It is my understanding that in the event of an emergency, the Governor, his emergency management directors and I would determine if we needed assistance from the federal government and would then apply for it,” said Libby. As for foreign troops being used for domestic law enforcement, Libby says, “The Canadian military will not be used for law enforcement purposes.”
Currently, Maine law requires any federal officer who engages in State law enforcement to have completed a minimum of required training through the Maine Criminal Justice Academy, or an approved course. But, those statutes grant no authorization for foreign militaries.
Lieutenant Colonel (LTC) John Cornelio, Public Affairs Officer for NORTHCOM/NORAD in Colorado Springs agreed with Libby in a telephone interview with the Fort Fairfield Journal. “The CAP is merely an agreement between the U.S. and Canada where Canadian troops will assist the states when asked,” said LTC Cornelio. “They are not intended to be used for law enforcement purposes.”
However, the 2008 National Defense Authorization Act (NDAA) seems to contradict Libby’s and Cornelio’s position by placing the sole determination and use of the U.S. military for law enforcement purposes within a state with the President alone. Section 1068* of the NDAA (H.R. 5122) says, “The president, by using the militia or the armed forces, or both, or by any other means, shall take such measures as he considers necessary to suppress, in a State, any insurrection, domestic violence, unlawful combination or conspiracy…”

The Canadian military’s agreement with NORTHCOM may allow them into the State under the President’s authority in the NDAA to “suppress in a State, any insurrection, domestic violence, unlawful combination or conspiracy, if it so hinders the execution of the laws of that State, and of the United States within the State.” Clearly this portion of the NDAA is intended to authorize the use of the U.S. military for law enforcement within a State, under the President’s discretion, and allows the Canadian military to also be used upon request from NORTHCOM under the CAP.
There is no mention in the NDAA of a State governor’s input in the determination to use U.S. troops within his/her State. Instead, those measures are left solely to the U.S. President alone. The language, “or any other means,” in the law seems to imply the use of foreign troops in addition to, or in lieu of, U.S. troops to enforce the laws of the State and the United States in the event the state’s constituted authorities are either unable, or refuse to provide said enforcement.
The text of the agreement with the Canadian military is not being made public. “It is marked, ‘For Official Use Only,’” said General Libby.
“The CAP is an Operational Order and all Operational Orders fall under the category ‘For Official Use Only,” said LTC Cornelio. “Certainly if we were designing an Operational Order for use in Iraq we wouldn’t want that made public. But, the CAP is different and we are working on authorizing it for release to the public as soon as possible.”
LTC Cornelio promises a copy of the CAP will be made available to the Fort Fairfield Journal as soon as it’s released.
The NDAA allows the President to use the military to enforce the laws of the United States within a State when a State “opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.”
The State of Maine is currently refusing to abide by and adopt provisions of the REAL ID Act, which is a federal law. Under section 1068, of the NDAA, Maine could be considered in a state of “insurrection” by refusing to comply with REAL ID, thus activating the language and intent of the NDAA against them. The deadline for compliance with REAL ID is May 11, 2008. The State of Maine has indicated it has no intention of filing for an extension for compliance.
There is an old maxim that says militaries are formed and trained primarily to kill people and break things. Militaries, by their nature are not disaster relief organizations. “NORTHCOM is an operational command center, it has no troops assigned to it,” said LTC Cornelio. “We are in command of both aspects of the military – the war side and the disaster relief side. We determine which to use based upon our assigned mission.”
Since the only time Maine would apply for assistance “out of house” is when it is determined that it can’t handle the emergency “in house” with its own authorities, General Libby was asked what would happen if a foreign military were invited into the State and decided to take control of the police, legislature or governor. By inviting in the Canadian military, we would admittedly not have enough people in the State to handle that type of situation. “The plan doesn’t address that question,” he said.
“Despite having a tiny army with a tiny budget, Canadians have positively terrifying reputations as fighters,” writes independent military correspondent, David Axe, in his online blog, www.warisboring.com/?cat=50 . “Many observers compare the Canadian army to the U.S. Marine Corps, as both leverage excellent training and strong fundamentals to compensate for mostly basic equipment and a general dearth of cash.”
As to who will actually be in control of the Canadian troops in Maine, Libby states, “There is an understanding that they would be reporting to the States’ Adjutant Generals when assisting in pre-known events, such as security at sporting events. But for other unpredicted events, there is an ongoing discussion of who the troops will actually work for.”
In the event Canadian troops are used within Maine, the State would be required to pay them, even though the chain of command is, according to Libby, still in an “ongoing discussion.” If a Federal disaster is declared, then the Feds pick up 75 percent of the cost, with the State responsible for 25 percent.
Whether or not the foreign military force will be armed while operating in the United States is still unclear. “The CAP is silent on that question,” said Libby.
Libby admits the foreign military would not be bound by oath of allegiance to the United States, or its Constitution while assisting State authorities in-country. “There is no expectation that would occur,” said Libby. “Our troops go into other countries to provide assistance and don’t swear an oath of loyalty to their government or constitutions.”
Currently, the State of Maine has provision in law to activate a Maine State Guard in times of emergency and disaster.
The Maine State Guard is a separate entity from the National Guard, is comprised of all able-bodied males and females between the ages of 18 – 45 within the State and is not to be used for Federal government service and not to participate in Federal wars outside the boundaries of the State.
“The State Guard currently has nobody in it. It exists solely on paper,” said Libby.
Libby indicates that the use of Canadian military troops wouldn’t be so much a “manpower” issue as a “technical” issue. “We wouldn’t necessarily be calling on the Canadians to help us due to a shortage of troops,” he said. “But, rather for assistance in some technical aspect we are lacking, such as water purification.”
The NDAA does not deal with innocuous events such as water purification, but instead deals specifically with the use of the U.S., and now through the CAP, Canadian militaries to enforce State and U.S. law within a state under the President’s direction. A plan, that General Libby admits was entered into with no input or foreknowledge of the respective States’ legislatures, Emergency Management Directors, Adjutant Generals or Governors.
To date, the Aroostook County Sheriff and Maine Secretary of State have not responded to their letters of inquiry on the CAP to this newspaper reporter.

It is quite apparant that the USA needs protection from themselves. I would have never thought i would see the day that a country built on independence, and power of the people would let their own government take away all their civil liberty and justice. If another country was doing what the US government is doing, there would be a revolution, and demise of current power. People of the US, quit letting your government take away your civil liberties. This article is just a taste of what is to come. it would seem that a not so popular idea is coming down the pipes, and the US government is preparing to force conformation on its people. Be aware, that the FEMA camps have one way turnstiles, IN ONLY, fences with barbed wire, survelliance cameras, and look at towers. Often they are near train tracks. And when they are made operational during martial law, there will be guards and troops armed with automatic weapons.
The government has given us many various “reasons” for these camps. At one point, they said it was for illegal immigrants. Well, illegal immigrants commit crimes all the time, and they are never prosecuted, let alone put in these waiting empty camps.
If you think the camps are there to keep us safe, and to preserve “continuity of government” during an “emergency”, then you are a hopeless f---ing idiot. And if you cross my path during martial law, i’ll shoot you just like any other traitor. And your finger on your cell phone tapping 911, is alot slower than my trigger finger. So I would consider your loyalties.

Truthers need to reach out to them caringly, and offer them DVD’s and other information to help them understand and get up to speed.

Remember the six nukes that were “accidently” loaded onto a B-52 and then flown across the U.S. last fall? They ended up in Louisiana. I heard that one of them is “missing”. I suspect that criminals in the government and intelligence community are getting ready to spring the next false flag operation on us (they will probably blame Iran). Since a lot of our National Guard troops have been sent to the Middle East, the goverment will probably call on our nieghbors to patrol our streets and to round up patriotic dissenters to send to the FEMA camps. I am preparing for the worst. Are you? God Bless America!!!!!

im in the canadian army and this s--- is f---ed up. i just got back from fort pickett west virginia where we done some urban warfare training, i also been doing the same in upstate new york. we are good soldiers capable of doing just about any job. i as an infantryman am qualified to use rifles, machine guns, anti tank rocket launchers, mortars, grenade launchers, different explosives, grenades etc. as well we drive our own trucks, and do troop lifts etc, and even fix them. canadian troops overall have good morals and values and are not the natural born killers it seems the states likes to breed. it gets the job done in iraq and these areas i know, but when u release these guys on your own public, i dont think a whole lot of good can come out of it. we as canadians never hear of our guys commiting war crimes such as torture or things of that nature. i assure you if we do go to the states to enforce policies, we would do it in the most fair nature as possible and be completely neutral. i bet we’d be alot less “authoritative” than your state police, but you can rest assure that we do have the capabilities to get the job done, just without all the unnecessary bulls--- and violence the US govt is known for! we like the US no doubt, but we all know of the dirty work the US is involved in! pretty soon we wont even be able to write this or go on the net, so suck it all up now whille you can.

When martial law is declared, please fight with us against the tyranny. Anyone who attempts to enforce martial law upon me, I will kill without discrimination or hesitation.
We need soldiers everywhere to realize what is really going on, and that US, Canadian, and Mexican governments have all been hi jacked by corrupt conspirators. 911 was an inside job, and Bush and Cheney helped plan it and carry it out.
“I’m just doing my job” is no longer a viable excuse. And around me, it will get people killed. Because I am just doing my job according to the Bible and the Constitution. Martial law is illegal and treason. And so is dissolving paper currency, and survelliance against the 4th amendment.

( this page is giving me trouble when tryin to type this s---, says i already said that, lol “hi FCC”.)yea man i am trying to spread the word, but you can only do so much. i write infowars.com on chalkboards etc when i see one, and when i am teaching the troops lessons on powerpoint etc i put infowars.com on the screensaver lol. i dont preach it but i do things like that on the sly. we canadians know that it is not the citizens of the us but rather the govt. we are both the same except were a lil more lucky that we’re not so involved, but like you said we are getting sucked into it and now you hear canada (and the us as partners) more and more in the news.

Rob in Canada and nizz8dagrizz8, please remember that the citizens of the US don’t want the atrocities to go on either. If you hate the atrocities, go after the ones who give the orders, not civilians who don’t know about it. (I could say that about the innocents who are suffering now in other lands, too) Cut off the head of as snake & the body dies.
We, the people, are not in control of who is sent where and what they are trained/ordered to do.
The news sends out the worst incidences, and while that’s not morally right or just, we so far have not gotten the madness to stop. We are just like you guys up there in Canada, and want to world to settle down, so we can live a normal life. The citizens are not a finely honed fighting force, more like frightened sheeple, unfortunately, or we may have gained more ground, so far in the War on Evil.
Good advice is ‘Prepare for the worst, and hope for the best’.

That’s nothing… have any of you ever wondered why there are some 300,000 Chinese troops stationed just 90 miles away from U. S. soil in Communist Cuba, and you never hear any objections to that blatant threat from our Elected Officials? Or, how about the fact that China now owns massive tracks of land on both sides of the Panama Canal that can be use to house hundreds of thousands of more troops? I’ll tell you were those boys are going to end up, HERE!!! Policing our cities, arresting American Citizens, shipping them off to the FEMA camps, but most likely just outright executing them. Is no accident that they intent to utilize these anti-social miscreants who have been robot like servants of a Totalitarian System their whole lives. These elements will not think twice when it comes to taking the lives, and Freedoms of the innocent. What about the massive portions of land put aside for just such a thing across the border in Mexico? Wake up folks this is not some coincidence, they mean to forcefully enslave us, kill us, or brake us. I don’t know about the rest of you , but I sure as hell do not want to end up in some concentration camp.

Speaking from a Canadian standpoint , I know better than to think Americans would want this. NOBODY wants this , except psychpaths , Luciferians , Royals , and all the bootlickers tagging along. But I faced it , and WILL face it again , the fact that I must die. I WAS supposed to die naturally. To add to what Fred stated, American soldiers took an oath to defend the Constitution from enemies both foriegn and domestic. Currently, politicians are literally waging war upon the Constitution, and so you have a collective duty to STRIKE.
If you all agree and promote a strike, there is nothing the government can do about it. You can still demand your paychecks, BECAUSE YOU ARE OBEYING THE CONSTITUTION.

I completly agreed, Brother. Is good to see other former, or currently serving Military Brothers on this site. I served in the Army myself, and I have often wondered if infact I was really serving the Constitution, and the Nation, given all the crap that is going on these days. I still belive that the best Defenders of the Constitution are the PRIVATE CITIZENS who are aware as to all this garbage they are trying to pull on us. I’m all for it, give no regard nor reconize any Tyrant or Tyranical Legislation. This thing with the Canadian Soldiers is nothing new as I stated before on my other post about the Chinese Soldiers stationed in Cuba, and Panama. I reside in Florida, I have a Cuban-American friend who recently returned from a trip to Cuba to visit his family. He has told me how the place is crawling with Chinese, and they have areas designated just for them.

We were watching that treason from here in Mississippi, quite the quandary, our troops were good as gold while we were hearing horror stories from over there, the official lie was, that their was so much shooting that the troops had to disarm everyone, but we also knew the corrupt police were hold up in a hotel, they had created a media free zone to cover up their looting operations, at the same time, good cops were actually battling FEMA who was cutting all communications and the good cops were trying to keep them up,” we didn’t know so much about blackwater then,” but then we heard reports on shortwave and else where about the horrors that the women and all were suffering at the hands of the military, we knew that the military had no business disarming the good citizens, they were even stealing the weapons of men who were out in their own boats rescuing people from the water, then we heard that the marines anti terrorist units were over there, ” personally, I fiquered that the only reason they could be there was to fight the citizens who were resisting, I have no proof of that, but we never did hear what they actually were doing, so it seems a reasonable assumption.”
I and others were being very observant of the troops in our AO,I was expecting the treason to migrate to Mississippi, it never did, I believe, that every one over their actually believed they’d get their stolen firearms back etc., so they capitulated, the difference between that treachery and the event they tell us that is going to happen nationwide and we know is and they are proactively preparing for, is that, we have been witness to the crimes they committed, that the people were never recompensed for their stolen property, they now languish rusting away, mix matched, those peoples weapons are lost, worse and more dire, is that the soldiers who brag about what they did over their implicate themselves in that they were raping women, they were making them beg for food and usually only got it when the exposed themselves or gave themselves to the mercenaries and criminals under honores command, it was the true face of tyranny and treason, when that event happens nationwide, the horrors that will be heaped upon our loved ones and ourselves will pale in comparison, especially at the hand of foreign troops, in particular the murderous Mexican, Chinese and Russian troops already staging here. Our response will not be a choice but a necessity, not only to save our country, but our family’s and friends, ourselves!

We reside in a big Metropolitan City, I often think about what will become of my family when the s--- hits the fan. I hope to get them out of the City on time. I’ll do what it takes to keep them safe, but when the time comes I intent to be at the side of my Brothers opposing the Tyrants, and defending what we all hold dear . So the fear of not been with my love ones at such a dreadful time grips me quite often. However, for Men and Women such as us servitude, and slavery are a foreign, and detestable thought. To theft, death, Tyranny, and brutality they give the lying names of Security, and Prosperity. For those of us who see through the vial deceit we are prepare to face the possibility of never seeing our families again. If that fate awaits me under such circumstances then I ask you all, what could be more honorable than to die for the promise of absolute Freedom… is that not what the Founding Fathers, and all those who followed them into the battlefield faced? I could not spend a lifetime under the yoke of thugs who serve the perverse desires of Tyrants. Humiliation, death, hunger, poverty, rape, and deprivations is what is to be expected of these would be Masters. The moment will come when that decision has to be made by us all, to stay put and live in infamy, or to take to the fray, and perish facing the fire. Although the focus of this article is on Canadian forces being used in Maine the real purpose of this NORTHCOM and Canada Command agreement is to allow US troops to apply martial law in Canada when the days of the globalists’ authoritarian state come. Think about it- Canada doesn’t really have a military (I’m Canadian). Our forces are drastically smaller and much, much, MUCH less equipped and armed than the US military. The small forces Canada does have will be serving orders of the elite globalist dictators to violently oppress Canadians in their own lands- but there won’t be enough, and that’s when the US military will come in to make up the difference. Americans are right to say this is a threat to them, no foreign military should be allowed on any sovereign nation’s soil to police or oppress it’s citizens. However, the fact is that it would likely be the other way around- US forces marching over the border to secure Canada’s natural resources and contain it’s small population that is spread over a much larger area- something that the Canadian military does not have the capability of doing.
However it works out, we Canadians will be fighting alongside American freedom fighters and opposing any military or policing force that comes to steal our last rights from us!

Be very afraid. The thought of any foreign troops being used in the United States to “assist” state authorities is frightening and should be stopped immediately. Foreign soldiers on US soil are invaders, nothing less. The US military and government is treating American citizens as the enemy. The Feds are behaving like the scared British authorities before the armed portion of the American Revolution. When I grew up in the 1980’s a scheme like this would have been unbelievable to us. Look how far we’ve come.
