Chertoff Cites “Domestic Violence” During Election, Discounts al-Qaeda Threat

As Richard Clarke was telling CNN that Osama Bin Laden would attempt to influence the 2008 U.S. election, either through a terrorist attack or by releasing a videotape, Homeland Security Secretary Michael Chertoff said the phantom terrorist group shows no signs of attacking. “I have not seen evidence that a major element of al Qaeda’s planning is our anniversaries or our elections,” Chertoff told Reuters in an interview. “Terrorist operations are undertaken when they are operationally ready. They don’t wait for something that’s an external event, and they don’t rush it.”

Chertoff also said the global economic crisis has not changed al-Qaeda’s strategy, although it has impacted state and local spending on homeland security.
The DHS secretary is more worried about political rhetoric in “an intemperate time,” saying it could fuel violence among Americans. Earlier this week, rumors surfaced indicating there would be riots in American cities if Obama was to lose the election. Chicago, Detroit, Philadelphia and Oakland announced plans to increase the presence of police during the election, including SWAT teams put on standby.
Earlier in the week, Los Angeles Police Chief William J. Bratton said he believes Osama bin Laden would attempt to influence the election. “With so much at stake in these elections, Bin Laden will probably attempt to make his opinion count,” wrote Bratton in an article published on the opinion page of the New York Daily News. Bratton co-wrote the article with R.P. Eddy, former director of counter-terrorism at the National Security Council.

“Put simply: Bin Laden probably realizes it could become markedly more difficult to paint the United States as the ‘Great Satan’ with a new president who is admired internationally,” wrote Bratton and Eddy. “The remaining 14 days before the elections should be seen as a time of high threat, and state and local police should be on high alert.”
The deputy chief of the LAPD’s anti-terrorism bureau, Michael Downing, said the department had been “gearing up for some time” for the November elections, according to the Los Angeles Times. “Surveillance teams have been concentrated in the city’s financial district, he said. Communication with private security groups has also increased, and the department’s area commanders were briefed last week on the need to keep their officers vigilant, Downing said,” the newspaper reported on October 23.
Chertoff did not rule out the potential for domestic violence. He said “hot rhetoric” could trigger a “disturbed individual” to commit an act of violence. “We live in an intemperate time, when a lot of people take political positions which they express not just with vigor but so often with animosity and anger, and there is always a danger that someone reading that or listening to that suddenly decides now they want to act out. That’s why we have the Secret Service,” he said. In recent weeks, the campaigns of Obama and McCain have accused the other side’s supporters of inflamed comments.
According to neocon radio talk show host Rush Limbaugh, if Obama is not elected “sixties radicals” will stage riots. “Welcome to the land of the Marxist-Leninists who make up Obama’s core group of friends. So the scenario here has been written. If Obama loses, it’s due to racism and voter fraud. If he wins, he has a mandate to transform our society into some kind of European socialist authoritarianism,” writes Limbaugh.
In fact, Obama receives a large degree of support from the banks, including Goldman Sachs and UBS, and any “sixties radical” influence is minor at best. As OpenSecrets reports, individuals from the banks and financial sector — including Goldman Sachs, Citigroup, JP Morgan, Lehman Brothers, and others — have donated to both candidates heavily this election season.
Limbaugh and the neocons have attempted to portray 1960s radical Bill Ayers as a decisive influence on the Obama campaign. It should be noted Ayers has received support from the Chicago Annenberg Challenge, an education reform project that worked with Chicago’s public schools, funded by Walter Annenberg, a billionaire Republican philanthropist who served as Richard M. Nixon’s ambassador to the U.K. Walter and Leonore Annenberg have donated to a variety of political candidates, including George W. Bush, Mitt Romney, Strom Thurmond, and others.

Change in U.S. President May Spur Terror Plot, Chertoff Says

Oct. 22 (Bloomberg) — Terrorists may see the change to a new U.S. president over the next six months as a prime chance to attack, no matter who wins the White House, Homeland Security Secretary Michael Chertoff said.
“Any period of transition creates a greater vulnerability, meaning there’s more likelihood of distraction,” Chertoff said in an interview yesterday. “You have to be concerned it will create an operational opportunity for terrorists.”
The risk is the same whether Democrat Barack Obama or Republican John McCain is elected president on Nov. 4, he said. That comment undercuts McCain’s argument that the U.S. would be more in danger of an attack if Obama, 47, wins.
McCain, 72, has been citing remarks by Democratic vice presidential nominee Joe Biden on Oct. 19 that “it will not be six months before the world tests Barack Obama like they did John Kennedy,” should Obama win the White House.
“We don’t want a president who invites testing from the world at a time when our economy is in crisis and Americans are already fighting in two wars,” McCain said yesterday at a rally in Bensalem, Pennsylvania.
Chertoff, 54, stressed he didn’t know of any specific threat to the country tied to the election or transition, and said terrorist groups are likeliest to attack when their preparations are complete.
Strike When `Ready’
“The general experience has been that they strike when they’re operationally ready to strike,” Chertoff said. The Bush administration has been making security preparations for the transition for more than 18 months, he said.
Chertoff said he was hopeful the next administration would appoint a team that would participate in a national security exercise before President George W. Bush left office.
Still, he said, he’s concerned about the effect of rhetoric from some hate groups or individuals during the campaign.
“There’s a general level of intemperateness in the discussion as we approach the election,” he said. “Do I worry that it could trigger in a disturbed individual a desire to do something? Absolutely, I worry about it.”
On March 11, 2004, an al-Qaeda cell set off 10 bombs targeting passenger trains in Madrid, killing more than 190 and injuring more than 1,400. The attack came three days before Spain’s general elections.
`Logical Time’
Former CIA Director George Tenet said in his memoir that his intelligence agency went on higher alert that year, with the U.S. presidential election taking place in November. “We believed that bin Laden has himself assessed that a logical time to attack the United States was just before the U.S. election,” Tenet wrote.
Chertoff, who has overseen responses to hurricanes and cooperated in uncovering plots to blow up airliners during his three and a half years as Homeland Security chief, said the country is safer than it was after the Sept. 11 attacks.
He cited the nation’s ports, among other areas, which are “a hell of a lot more secure than they were seven years ago.”
Chertoff said he remained concerned about “ungoverned space” in Somalia, Yemen and tribal regions of Pakistan that could provide safe havens for militant organizations.
“These are spaces where terrorists can insert themselves,” he said.
The Department of Homeland Security and other law- enforcement agencies are also monitoring cells of terrorist sympathizers already on U.S. soil, he said.
`Sleepers’
“We do have sleepers or people here who are connected back to terrorists,” he said.
Chertoff credited administrative initiatives, such as controversial laptop searches, at the border with uncovering information about terror suspects.
“We have found on laptops things which clearly point to terrorist intent and capability,” he said.
Chertoff said not all threats the U.S. faces are physical. As head of the administration’s effort to secure the government’s computer networks, Chertoff said technicians are upgrading the so-called Einstein protection system to detect and disrupt cyber attacks. Currently, the system can detect hacking only after it has occurred.
DHS is working with the private sector to strengthen security at companies such as telecommunications and energy firms that are part of the country’s infrastructure, he said.
The companies aren’t required to seek the government’s help.
“We don’t want to get ourselves into a situation where people start to feel we’re imposing ourselves” on their computer security, Chertoff said.
Illegal Immigrants
He also said his department had clamped down on illegal immigration to the point of deterring people from crossing the Mexican border.
Chertoff said the faltering U.S. economy has slowed illegal immigration, as well.
Fewer jobs also may make it more difficult for the next administration to push an immigration measure through Congress that allows temporary workers from other countries.
“My hunch is it’s going to make it harder to get comprehensive immigration reform,” said Chertoff, who led the administration’s failed effort to pass legislation that included a temporary-worker program.

I see your point #37. However, #29 explains this sentiment. So many don’t see through the left / right paridigm. These people may tend to see Obama as the great savior. If this great savior happens to be “kept from his mission” his legions (who are only selectively viewing this”matrix”) may be in an uproar. Add the obvious racial component, and it’s not a great leap to see the possibility of civil unrest.

With all that has been written about the fear of riots and uprising if Obama is not elected, I can’t help but feel that this whole election is “designed” to divide this nation. If this nation is divided “they” stand a better chance of gaining even more control over the people. Who really gives a flying fuck who the prez. is?? It doesn’t matter. “They” already know who it is, and think that the masses believe the control is in their own hands. We as a nation, need to keep our heads about us and realize that it is not “us” who is choosing the prez., “they” are. We need to stick together and not let their plan to divide us. No matter the outcome of the election, i will not turn my anger toward my fellow man, no matter his/her color or beliefs. Don’t let them control your feelings, and divide us, we all need each other.

The controversy over Obama’s citizenship may be serious. I only say this for two reasons:
1. It looks like the motion cited by Allan (43) is a follow-up to the original motion, and this one is referring to the fact that Obama and DNC failed to respond in a timely manner to the original motion, thereby “defaulting” on the allegations made in that motion. The net effect is that the judge (according to a strict interpretation) really has no choice at this point but to grant the most recent motion for summary judgment. This would – if done – remove Obama from the ballot in Pennsylvania.
2. If this could have been addressed by Obama or the DNC by simply supplying the required documentation to the court, why has that not been done? They had to know that they were risking a summary judgment by not doing so, or at least communicating with the court to ask for an extension of the default period.
Well, it certainly would be a “surprise” if he can’t hold the office of President legally, eh? And … you have to know that McCain and the RNC are aware of this – why are they being so silent for so long? Maybe they’re just waiting until revealing this nationally will result in complete disaster for the election? (naw, that couldn’t be it …)

Why can’t the third parties get together and have ONE person to run for President? Now that Ron Paul is out let’s have Ralph Nader as the only third party candidate. First,he’s on the ballot in 45 states (more than any others) Second, he has name recognition and is trusted as a consumer advocate for over 40 years and is enemy of fascistic corporatism. People that write long comments need to start using paragraphs. I pass over and do not even attempt to read any comments that are more than 4 lines with no paragraph spaces. No matter how good your statement may be I will just go to the next comment. Learn to write the correct way.
Same goes for any religious statements. As soon as you start quoting scripture, you lost me as a reader. I do not care if you are religious or not, try to write comments that would appeal to everyone or else you are just talking to a percentage of the people reading, instead of everyone.
Just my thoughts. I am sure I am not alone on this one.
By the way, I will be posting this on multiple articles over multiple days or even weeks. If you do not like it, tough shits. If they do not appear regularly, then I have been censored.
