Cop Gets 40 Months for Beating Man in Wheelchair

In a rare instance of justice, a Chicago cop received a sentence of more than three years in prison for mercilessly beating a man shackled to a wheelchair. The officer-thug was caught on a surveillance video plummeting the man.
Like something out of a medieval torture chamber, the brutal cop, William Cozzi, cuffed the victim’s legs to a wheelchair and then struck him with a sap. He later said the man attacked him but the video shows otherwise.
Fellow officers complained when Superintendent Jody Weis referred the case to the FBI for investigation. Cozzi had pleaded guilty to a misdemeanor battery charge in Cook County Circuit Court and served an 18-month probation term. “Some officers said Cozzi was treated unfairly by Weis, a former FBI official brought in to head the Chicago department after a series of scandals involving officer misconduct,” reports the Associated Press.
“This is a message to all those officers in blue out there that after 15 years on the job you’ll get thrown under the bus,” defense attorney Terence P. Gillespie said after the sentencing. He said the man in the wheelchair was drunk.
“I let my frustration get the best of me, I lost my judgment,” Cozzi told the judge. The cop charged the man with attacking him and two hospital workers, but the charges were dropped.
U.S. District Judge Blanche Manning said Cozzi had a good reputation with no prior complaints of excessive force. “It’s just unfortunate that you lost it because you kind of messed up your life for a while,” she said.
The case should serve as a warning to other cops around the country who think they can beat and mistreat people for little reason simply because they wear a uniform.
Infowars reported yesterday on the release of a police dashboard camera video in the case of an Oklahoma cop attacking an EMT worker. The video clearly demonstrates that the cop in question, Daniel Martin, attacked the emergency worker without provocation. The article contains a link to a petition demanding Martin be fired.

CHICAGO – William Cozzi, a Chicago police officer, was sentenced today to 40 months in federal prison for violating the federal civil rights of a man whom the officer struck repeatedly with a dangerous weapon while the man was handcuffed and shackled in a wheelchair, announced Patrick J. Fitzgerald, United States Attorney for the Northern District of Illinois; Acting Assistant Attorney General for the Civil Rights Division Loretta King; and Robert D. Grant, Special Agent-in-Charge of the Chicago Office of the Federal Bureau of Investigation.
Cozzi, 52, of Chicago, pleaded guilty in January, admitting that he used excessive, or unreasonable, force while acting under color of law. He was ordered to begin serving his sentence on Aug. 6, 2009. The sentence was imposed by U.S. District Judge Blanche Manning, who also imposed a $2,00 fine, two years of supervised release and 200 hours of community service. Cozzi joined the Chicago Police Department in 1992 and was assigned to the 25th District at the time of the alleged incident. He was subsequently suspended from duty.
Cozzi was charged in April 2008 with depriving the victim of his civil rights. In pleading guilty, Cozzi admitted that on Aug. 2, 2005, while performing his duties as a police officer, he used a “sap” – a dangerous weapon, which is similar to a blackjack – to repeatedly strike the unnamed victim, identified only as “Victim A,” who was handcuffed and shackled in a wheelchair at Norwegian American Hospital, resulting in bodily injury. At the time, Victim A was awaiting treatment in the hospital emergency room after being stabbed in the shoulder.
“Law enforcement officers may not use unreasonable force with impunity and all citizens, regardless of being in police custody, are entitled to be protected from the use of excessive force,” Mr. Fitzgerald said.
“Police officers are given tremendous authority and responsibility so that they can protect and serve the public trust. Those who abuse that authority face serious consequences,” said Ms. King. “The Civil Rights Division is committed to the vigorous enforcement of federal laws prohibiting this type of misconduct by law enforcement officials.”
Cozzi pleaded guilty while reserving his right to appeal a judge’s rulings last year denying his motion to dismiss the indictment on the grounds that the prosecution was based in part on compelled statements he made to the Chicago Police Department’s Office of Professional Standards and during a police review board hearing.
According to a plea agreement, Cozzi was dispatched to the hospital to respond to the stabbing and approached Victim A who was being loud and verbally abusive while awaiting treatment for the stabbing. Shortly after approaching Victim A, Cozzi placed him in handcuffs and left the emergency room to retrieve leg shackles, which he then placed upon Victim A. With the victim restrained, Cozzi used a sap to repeatedly strike him in the face and body. At the time, Victim A posed no physical threat to Cozzi or anyone else at the hospital, according to the plea agreement.
Cozzi also admitted that he subsequently prepared a false arrest report and misdemeanor complaints stating that Victim A attempted to punch him and two hospital security guards, as well as a false tactical response report stating that he used an “open hand strike” on Victim A but omitted that he struck the victim with a sap.
The Government was represented in court by Assistant U.S. Attorney Scott Drury and DOJ Civil Rights Division Trial Attorney Betsy Biffl.

Mike your right. In Salt Lake City this guy had his dog shut in his car. The windows where cracked and it was only in the 50s temp wise. Someone called the police and these cops started beating this guy for not bowing down to them over this non crime. Then most people thought the guy had it coming to him. Sad days in America.

I’m a crime writer who was going to be an FBI agent – til I dated one who talked me out of it; I dated an LAPD cop because I was scared of them, and thought it would change my mind about them. He repeatedly told me he “couldn’t wait for his turn to kill someone.” Over & over I asked – when does that Protect & Serve gene kick in??? I’ve been writing about law enforcement for 12 years. Many of them join to make a difference, then they find out they can’t, and get frustrated. Others join because they’re ticking time bombs, and due to limited funding, they get rushed thru the Psych-Eval, so no one knows how lethal they are til it’s too late. We face a higher penalty if we hurt or kill a cop. Shouldn’t they face the same penalty if they hurt or kill us???

Here in Tucson a cop left his K9 partner in the car went inside his home and forgot about the dog which died of heat exhaustion. Of course he got a slap on the wrist for it. But if a citizen harmed a police dog we’d get the book thrown at us as if we’d killed a real cop. Definitely a double standard these days.

Not only are a lot of beatings not being reported there is one police agency that has no legitimacy whatsoever yet has killed many people in this land. That police agency is the world’s largest. It’s called the IRS. Not only do they rob and kill people with impunity, Alex Jones himself even supports this diabolical bunch by suggesting people even owes them. So then, why would he, for goodness sakes, do these commercials? Why? Why be a sellout? Why not s tay silent on the issue rather than being in the pay of those who would ensnare you in all that? Some of us have been successfully stood up to the IRS for years. Some of us have values different than Alex Jones. Some of us put our lives,, our honor, and our fortunes on the line for what is right. Then others would prefer to be a sell out and then rationalize it away for the sake of convenience. This should be a lesson to all of you out there who have video of the cops beating someone or your self.
Take your case federal. Don’t try to charge them locally as that doesn’t serve justice at all.
Charge them in Federal court for violating your civil liberties.
If they get convicted they get no chance at parole until 80% of the sentence has been served.

From there perspective (cops), when they seem to interfering with your ‘freedom’ or what ever, realize that their trying to PROTECT others around you. It not just about you for once.
I read an article about a pastor who got dragged out his car and beaten and tazered by cops at a toll booth/checkpoint for drugs, contraband, etc. The pastor refused to search his car because it was a violation of the 4th amendment. Now at first it seems like the cops are abusive etc. But now from the cops perpective, a random man pulls up and refuses to let them search their car in a drug infested area near Mexico. The cops are suspicious that the man is a drug trafficker. See you people are automatically read “Pastor gets beaten by Cops” but the cops didn’t he know the man was a pastor. YOu are emotionally swayed by these types of things.

As far as this cops 15yr “great” record goes: it usually takes years for a serial killer to be caught. When they are caught their neighbors always thought well of them, no one that new them had a clue. That is because a smart criminal knows how not to get caught, I think that this guy just never got caught before this. Being a cop I am sure that he knew how to avoid being caught. I mean watching this guys calculated actions O just can’t imagine that this is the first time that he has done something like this, he did not even hesitate, he followed through with his punches right from the begining.
Cold and calculating, not like someone who had never done this.

This isn’t just small minority of police doing evil, it is the majority. Why do people think it is so easy to capture the police beating the hell out of people on video? About time the public sees some kind of punishment for the actions of bad police servants. I would have sentenced him to an additional penalty of being shackled to a wheelchair and beat as badly with a sap as bad as the victim was, to show him how bad the treatment feels. More of these kinds of punishments should be meted out to bad public servants.

When one dude goes into a musuem shoots a security guard, we hear about it as a hate crime done in the name of Patriots and Ron Paul supporters. When a cop beats the hell out of a guy in a wheel chair, or a cop tases an old lady, or a cop kicks a man in the face while handcuffed, or a cop tases a preacher crossing a border because he refuses a search, it’s just an extreme case of individuality. They are never cast as a group like we are, noone ever says, “oh this is just another brick in the wall of a building facist government”

Unfortunately “Cops” don’t go to REGULAR prison, especially in the Federal System. He’ll end up in a “Special” protection unit somewhere with other cops, judges, lawyer, etc… Too bad he couldn’t end up a few prisons that I could think of, and run into a few people in prison that I could think of….

Oh. but you are so wrong in this case{tee-hee}, since this was federal crime there is no parole until 80% if the sentence has been served.
This hold be a lesson to all of you out there who have video of the cops beating someone.
Take your case federal. Don’t try to charge them locally as that doesn’t serve justice at all.
Charge them in Federal court for violating your civil liberties.
If they get convicted they get no chance at parole until 80% of the sentence has been served.

Cops will lie their butts off and use the courts to “punish” you by inflating your actions or even making stuff up out of the blue if they don’t like you staying silent or questioning them. They figure burying you with lawyer fees and court dates to fight false charges is enough of a punishment, even if the charges end up dropped.
Scumsuckers that abuse their power need to be rooted out and punished severely.

The one committing the assault and the other three allowing it and maybe even attempting to conceal it by blocking the camera. I retired from the military after 24 years of service. I currently work for a Cable company. A police officer (female) who I was working in her house told me that I should be a cop. That her and her husband are cops, and that Metro here in Las Vegas need more cops. I told her, I thought about it at times, and wonder, how do you deal with having to shoot someone. She told me that you think of people as scumbags that don’t deserve to live. After that, I decided that being a cop is not for me. For this cop that is going to prison, I hope he gets the shit beaten out of him there.

This is a welcome change, but it’s not enough. There are too many cops getting away with brutality. Even when its caught on video and shows up on YouTube, we almost always hear from some P.D. brass that, yes, it looks bad and you can be sure we’ll investigate. The matter is then quietly dropped.
One of these days, a victim of police brutality is going to fight back. Someone’s going to pull out his CCW and plug the cop. Hopefully, when it happens, it will be caught on video. I further hope that the victim of the bully cop lives long enough to be acquitted.

So if you have 15 years experience wearing a uniform, badge and gun you have the right to handcuff a bleeding victim in a wheel chair and beat him. Makes sense to me.
Under this “logic” a cop with 20 years experience should be permitted to pistol whip and rape a child.
Perhaps police with 5 years experience should be permitted to hand cuff and beat certain defense attorneys.

There will come a day when a cop is in grave danger, and there is no fellow comrad around to assist him. There will be one lone citizen standing there. It’s the officers only chance, and he or she calls out help me! The person turns and looks instinctly goes to help the injured and distressed. But while the person gets closer images are flashing in his or her head. Voices from years past and present. Feelings and emotions rush all at once. Wait I remember the way I’ve been treated. The look in your eye, and the tone of voice. Your eyes say ” I wish I could kill you right now you peace of human garbage”. The over reaction to a small affences, “you could of killed a new born baby!” when actually you did’nt come to a complete stop at a stop sign. Planting evidence on people so that you could get a promotion. Beating drunks on the weekend and charging them with assault and battery and resisting arrest costing hundreds maybe thousands of dollars, lost jobs, lost relationships, lost of trust within there family, lost of the best years off there life, but when the weekend comes you go and do the same thing. You work for us! and don’t forget that. You think that the people are cowards and week. You keep pushing and you wont be able to stop what you created. That person that you cried out to help for is going to turn there back and walk away, just like you’ve done to the American people that pay your check every week. We don’t pay to be humiliated, beaten, robbed, maced, lied to, and disrespected.

Almost a year to the day ago my oldest son alledgetly did something he wasn’t supposed to. I agree what was done was wrong (stole a truck). However, did it take 9 officers to cuff him? My son also recieved cuts to his nose and a good scrape to the forhead from being taken to the ground. Where I have a problem is that my son is MENTALLY HANDICAPPED, RETARDED!!!!! He at 14 has the mind of a 3yr old. Him being in that truck in the first place is a great mystery. He’s not capable of speech so we’ll never know the whole story of why her was in the truck. I believe he was being abducted. he’d been riding his bike in the neighborhood that day and the police said he’d put the bike in the back of the truck and took it for a joy ride. BS!! 1.) where’d he get the keys from? 2.) he put the bike in the truck?? really?? he wouldn’t do that I know it in my heart. he’s not strong enough to lift the bike, regaurdless of all that. it took 9?? a neighbor had photos of the 9 officers surrounding him. they cuffed and shackled him. He didn’t understand what was going on. He doesn’t even remember the day now.
In court he was charged with grand theft auto, destruction of property,resisting arrest, and assualt on an officer. The state had to do an evaluation to his competency to determin if he was really handicapped or not. I guess years of him in special school programs and countless required doctors visits,speech and occupational training isn’t enough to convince the state (VA). he was found not guilty due to the evaluation. (after 8mnths of delays on the states part) I wanted to press the issue of the ruff treatment and was, I felt, laughed at and nothing was ever brought up against the arresting officer.
I sent notice to the ACLU and was told they were to busy at the time to look into the matter?? I also couldn’t afford the lawyer I would have needed to really push the issue so I’ve let it die.
At this point I don’t as I’m sure my son doesn’t trust anyone in a blue suit. I’m sure there are more stories like mine that go un-noticed and are swept under the carpet. I’m glad Cozzi was punished for what he did and I hope the other cops standing around get something to. What is it going to take to have this behavior curbed?
