Judge, jury and executioner in Santa Ana

A California police officer shot and killed an unarmed homeless man for little more than him calling her a “bitch” during a confrontation in Santa Ana, with the female cop acting as judge, jury and executioner despite carrying a taser which she could have used to incapacitate 22-year-old Hans Kevin Arellano.
The footage was recorded by a witness who was standing in the parking lot of the Harbor Place Shopping Center in Santa Ana last Tuesday afternoon. Arellano was situated inside the nearby La Tropicana juice shop when police arrived to check on reports of criminal activity.
The female officer exited her patrol car and ordered Arellano to get down on the ground. When he failed to respond, she ordered him to do so again before Arellano exited the shop and stated, “What are you gonna do, bitch?”
One second later, the officer shot the unarmed man in the chest. The grainy video shows Arellano collapsing to the ground.
Santa Ana Police Chief Carlos Rojas responded to the footage by remarking that Arellano was a convicted burglar and that he was acting “combative,” although the footage doesn’t appear to show Arellano making any aggressive moves.
Rojas admitted that the female officer was carrying a taser but refused to comment on whether it would have been more appropriate to use the non-lethal device rather than shooting Arellano dead.
“This needs to get in the hands of the DA and our detectives,” a Santa Ana Police Department officer told KCAL9.com “Like the chief said yesterday, we’re trying to be open and honest. There’s three separate investigations that are going on simultaneously.”
This is the not the only example of cops summarily executing someone on the spot over the last few days. Earlier this week, 18-year-old Israel Hernandez-Llach was tasered to death after he spray painted graffiti on the wall of an abandoned fast-food restaurant in Miami.
