Videotape obtained by 27 News of a woman fan who was subjected to a taser during a Badger football game suggests the incident created chaos.
The videotape recorded by eyewitness Seth Dahmen captures fans yelling at UW police officers over police handling of ejected fan Margaret Hiebing. Hiebing, 54, a long time season ticket holder who had not been drinking, was ejected from Camp Randall stadium during the Oct. 11 game against Penn State after she was discovered sitting in a stadium aisle, with her seat occupied by someone else. Authorities said a taser was used to subdue Heibing.
"She was lying on the ground face down and she was still kind of squirming, so they tasered her," Dahmen told 27 News. "On the back of the calf."
"I was shocked. I couldn’t believe it, it was just really (a) scary sight." Dahmen said a police officer initially threatened Hiebing with pepper spray when Hiebing refused to leave the stadium seating area.
Former Wisconsin Department of Justice Training and Standards Director Dennis Hanson told 27 News the use of a taser is an accepted intermediate option when the subject of police commands is not cooperating.
"There are hand tactics, compliance holds, and pain tactics that are deployed first," Hanson said.
Hanson said factors such as thick, layered clothing can sometimes prevent officers from using less aggressive tactics than a taser.
While not familiar with the October Camp Randall incident, Hanson said officers may have had to force Hiebing into the prone position in the stadium concourse, and the escalation to a taser may have been the next step to force compliance.
The videotape also shows police officers confining Hiebing to a wheelchair in the process of ejecting her.

Tasers are a great alternative to lethal force, but there has to be a much better policy with their use. The problem isn’t the tasers, it’s misusing them.

The overuse/misuse of tazers has grown to epic proportions. The UN declared over a year ago, their use is a form of toture, yet police in the US are still allowed to use them as pain compliance devices. Using pain to make a person do or say what you want them to is the very definition of torture. These devices were designed to be an alternative to a gun, not a first response to anyone who doesn’t do what they’re told. I’ve seen plenty of unarmed people, plenty of non threatening individuals, plenty of handcuffed victims being electrocuted for the crime of not obeying police commands, or asking too many questions, or simply standing up for their rights.
This is our future if we don’t take a stand. They are tazing the elderly, women, children and handicapped, where does it stop? Will you one day be tazed until you confess to a crime you didn’t commit? Better question, has it already happened? They can use these things to force you out of your car, out of your home, out of public/private areas. They use these devices to force submission, and thats not very far from forcing confession if you ask me.

The problem isnt the taser but the person using it. It enables those with a sadistic power trip to do what they like. To cause people pain and torment without accountability. They get to show their benevolence and compassion by using a taser and not their gun. Less paper work to. But they get the satisfaction of exerting dominance and force. I bet he slept just fine after tasing a 54 year old woman. What a twisted pervert.

Brosef your right it’s the Law Enforcement Officer’s responsibility to know when to use the taser, and when not too. I’m a Deputy in Texas and I personally do not carry a taser on me, but to the ones that do you should only use it if all other means have been exhausted. With great power comes great Responsibility! There is a use of force continuum that must be followed before the use of a taser is justified. Unfortunately when you are in Law Enforcement you do have great power the power to take somebodies freedom away from them. You must beable to use the power intrusted to you by your community fairly and equally to all, and abide by your oath to the US Constitution to protect and serve it always. If your Department gives you an order that is unlawful and goes against your oath to the people and to the US Constitution it is your duty to refuse to carry it out! To all law Enforcement Officer’s out there it’s time to have a back bone, and to quit blindly following unlawful orders from those who lied when they swore their Oaths to serve and protect! Anybody who lied when they swore to protect and serve the US Constitution should not be wearing a badge period! God save the Republic!

Can not believe that there are people kicking in the door of their station and asking questions to whoever is in charge. What a bunch of tools cops are anymore! All they do is beat and menace people who can not even defend themselves. All they do here is babysit the streets, hand out traffic tickets while rampant gang activity, murder, rape, child neglect and juveniles run amuck with no respect. if I was near that woman I would have been detained along with her because I would have opened up my Citizens Rule book and started reciting the 4th, 5th and 6th articles.

I live in WI and have attended a dozen or so Badger games in my 28 years of adult life, they’re a great time and there’s very few if any problems in the stands…especially since the city banned drinking in the stadium close to 20 years ago now. However, the cops in Madison are as “thug” as they come when demanding compliance out of anyone, so I’m not one bit surprised to see that they took this opportunity to “flex” their authoritative muscles…even on a sober, 54 year-old woman. This type of incident is a sad reality, but one that’s obviously becoming common-place in this day and age.

Those were CAMPUS police, not even real cops! What authority do they really have? Do they have to take an oath to uphold the Constitution, or only an oath to protect the school? Private police forces should be outlawed…

Nothing like a taser story to bring out the lunatic fringe from this site. I don’t know if the cops were right or wrong on this. Based on personal experience and observation of these type situations, there is a high likelihood that there is much more to the story that is presented in this biased article. While I concede that it may well be that the woman did nothing wrong to start with and was wrongly tasered, it may be that she was being herself, unreasonable, with the cops. I don’t know what they asked or ordered her to do before the altercation, but I have found, in most cases, if the cops tell you to move on, your best bet is to move on. If they are doing wrong, you can argue or present your case to their IA or whoever later, but they may have a dire reason for having you move and they may not have time to explain in detail to each and every person who wants to question their actions. If someone chooses to be a jackass and be difficult, then they should be prepared for whatever comes next. I get the feeling this woman chose to be a jackass. Like them or not, the cops are part of an orderly society as it is now and has been done for decades and even centuries. For them to do their jobs, they have to be able to get compliance to commands which are of a lawful nature. Frequently, that is just about anything, unless proven otherwise. No NWO conspiracy, just the way things are and have been for some time, now. Contrary to what everyone thinks, the taser is not going to “fry” or burn someone alive unless they have something like gasoline or certain grades of alcohol on them. Again, if they die from heart attack, drug induced problems, or whatever when tasered, that was their choice to resist and push it to that level. Is should not be the cops’ job to kiss your ass to get you to do something that you should be doing anyway.

Well Strange, lets see. Now according to the news story, she was standing in the isle because someone was in her season ticketed seat. Someone complains, since they don’t have all the facts of the situation. Security is called. Seems they finally got out of her seat since she was sitting there when the cops are there (video). They ask her to leave. She tells them that that is her season ticketed seat . They don’t care. She shows season ticket, proof that that is her seat. They don’t care. Take her out anyway. Sounds plausible.

Strange Freaky People, whenever there is a taser story on this site we ALWAYS get someone, like you, who defends the actions of the police by saying ‘if the person wasn’t acting like a jackass, they wouldn’t have gotten tasered. Do what the cops say and this won’t happen to you’.
This is exactly the type of mentality that has gotten us in this predicament in the first place. It’s the lasse-faire attitude about police conduct, your rights under the Constitution and the Geneva Convention, that condones this type of action. I’m sure you wouldn’t be so apathetic if this had happened to you. People are always apathetic until it happens to them. It’s called being (with all due respect) ‘morally lazy’.
So the next time a cop tasers you for something you may, or may not, have done and you get no satisfaction from the IA because they deem it as a ‘necessary use of force’, well then, you will just have to ’suck it up and move on’ because your time to complain and challenge it would have passed. You should be complaining NOW instead of saying “they should be prepared for whatever comes next”.

When you read the commentary from police spokesmen who attempt to minimize and dismiss this new threat when answering reporters questions, you can see from their words that they are impressed with and intoxicated by the newly realized power and intimidation factor gleaned from using Flash Gordon weaponry.
Police department apologists apparently aren’t willing to own up to the fact that in the vast majority of these cases, harmless and relatively innocent people are being tasered and sometimes killed because they hadn’t responded quickly enough to some ‘compliance’ order being barked at them by a policeman! Never mind that the person being tasered may not have understood, or heard, or even realized what was being said to him. Immediate ‘compliance’ is the order of the day today with Officer Rambo and too bad if you get killed for not obeying police ‘orders’ quickly enough!

It seems to me that the on lookers were COWARDS and should have interviened and took control of the the so-called officers. Take their tasers and use the pain device on them.

What the citizens need is anti-taser deployment devices, that returns an equally powerful jolt of electricity to the original source and tasering offender.
This kind of anti-taser deployment system could be built into modern clothing, equipped with homing sensors and immediate responce deployment tasers that would shock the shit out of any happy go tasering cop out there.

I’m not a Police Officer but I work security and I can tell that if I ever threatened with mace or physically ejected someone from the mall, I would probably be fired. The only time mace or tasers should be used is in self defense. Seriously though, are the cops that afraid of a 54 yr old woman? If she wasn’t causing problems then why did they even bother her? They should have just asked her to find a seat and if she couldn’t find one then they possibly could have helped her find one. Once they got back and saw her in a seat they could have said something like this “Ma’am we noticed earlier that you were sitting in the aisle, we respectfully ask that you find a seat next time.” I’m not perfect, I’ve had my go with people that push my buttons, I’ve gotten loud but I’ve never threatened them with mace or physically hit them. And to #82, I really feel sorry for you. I’m 19 and I know that I don’t know enough to be a police officer. If you are going to be busting people for DUI, you should at least know what going to the bar is like or what our shitty society does to the average working man to make him want to go out.

I don’t think cops should be there at stadium anyway. Security force probably shouldn’t carry guns, but with so manyt nuts wandering free there is another side to this coin.

It is a very sad day when the people who are supposed to protect us become our enemies, and even sadder when there are some still in their midst that care and know what is right that get lumped into that category.
There are a lot of people out there, including myself, that distrust anyone with a badge because of the fact that realistically the work draws a person with a certain psychological make-up and belief system – that being a feeling of superiority because of their perception of having a better moral compass or the right to enforce what is “right” on others. It is the rare person who can go into that profession and maintain their common sense and any ability to be objective.
A good friend of mine used to be a beat cop, then a family services detective. He eventually had to get out because the indecency, total apathy and “us vs. them” mentality had so corrupted the vast majority of those around him that most of the investigations and subsequent court cases were biased and unfair. We’re not talking drug charges here, we’re talking made up sex charges, total lack of evidence convictions based on heresay simply because the cops twisted the story, lied on the stand and obviously got away with it.
If I were you I would find it hard to stay where I was. I hope for your sake you raise your voice in protest of things like this. Cops don’t listen to citizens, but if there is any hope left, perhaps they will listen to other police? Maybe it would be a good idea to show them just how enraged most people are when they see exactly how brutal the treatment of the average citizen has become. Maybe they should be taught the philosophy of individualism which states that if someone isn’t hurting anyone then leave them the hell alone! Either way, you have a responsibility to be more than angry over this sort of disgusting display of disrespect for an innocent person.

[Where in the story(here and the article posted) do you get your information as to what you are stating? Both story/artcle read the same.
From the story/artcle:
“Hiebing, 54, a long time season ticket holder who had not been drinking, was ejected from Camp Randall stadium during the Oct. 11 game against Penn State after she was discovered sitting in a stadium aisle, with her seat occupied by someone else.”
This woman was a season ticket holder with an assigned seat and “someone else occuopied it”. She should have summoned the officials toonly AFTER requesting the eprosn in her seat leave. (Note that person could have been someone she knew and ALLOWED to have her seat.)
How the woman came to be on the ground and face down is not disclosed in either story/artcle.
And as I said.. “something is missing here” in the whole story/artcle. It is only part of the picture.

You have a screwed up woman with a season ticket allowing someone else to occupy her seat, which in turn her answer is to sit in the aisle, which in turn attracts the attention of the stadium police, which in turn the predicatble happens when you get at least two idiots or more together, problems escalate, and then you have a thrid observer video taping the incident who is not sure what they saw…..
The outcome is predictable.. a group of idiots colliding do not equate to a genius as result.
I sated the woman and cops should be horsewhipped. I forgot to add the idiot who videotaped the incident as well. The world has enough idiots.. we could do with a few less.
And I did read the article, here and the news site. Both, along with your response, are as half-ass as most humans are today.
Perhaps you should simply “read” the article as is instead of interpreting the words the way you would have liked them to be.
P.S. A good horse whipping would clear your mimd as well.. In the meantime.. remain calm and in standby until I can find a human born without an anus. When I do.. once transplanted into that person so that you may have purpose.

The public that sits there and watches as the pigs attack another citizen are the real cowards. Soon it will be one of them and they will hope some Citizens would stick up for them. It is time for all Citizens to start sticking up for the helpless. If fifty Citizens had confronted the pigs the whole story would have gone away along with the pigs…..do not let them hassle citizens. We must fight back or we are NEXT.

I have an I.Q. rare than 1:100,000 and I find Alex Jones to be 95+% accurate as he claims, it took me a month to stop slapping my forehead, but I hope you skeptics can be patient and hear the man out.
