Call this one of the newest and innovative the ways your government has come up with to battle greenhouse gas emissions.
Indirectly it could be considered a cheeseburger tax, but one of the suggestions offered by the Environmental Protection Agency (EPA) in its Advance Notice of Proposed Rulemaking (ANPR) for regulating greenhouse gas emissions under the Clean Air Act is to levy a tax on livestock.
The ANPR, released early this year, would give the EPA the authority to regulate greenhouse gas for not only greenhouse gas from manmade sources like transportation and industry, but also “stationary” sources which would include livestock.
The New York Farm Bureau assigned a price tag to the cost of greenhouse gas regulation by the EPA in a release last month.
“The tax for dairy cows could be $175 per cow, and $87.50 per head of beef cattle. The tax on hogs would upwards of $20 per hog,” the release said. “Any operation with more than 25 dairy cows, 50 beef cattle or 200 hogs would have to obtain permits.”
Kate Galbraith, correspondent for The New York Times, noted on the Times’ “Green Inc.” blog that such a “proposal is far from being enacted” and that the “hysteria may be premature.”
But Rick Krause, senior director of congressional relations for the American Farm Bureau, warned it’s certainly feasible – especially based on the rhetoric of President-elect Barack Obama and the use of the EPA to combat global warming. Such action by an Obama administration would take an act of Congress for livestock to be exempt.
“The new president has been on record as saying that he really supports regulating greenhouse gases out of the Clean Air Act,” Krause said to the Business & Media Institute. “So, we really have to keep an eye on it. Legislation would really be the only way to exempt it at this point – the cow tax.”
Krause said it is difficult to quantify the cost that might be passed directly to the consumer by farmers from the legislation, but predicted it would mean higher costs for dairy production.
“It’s hard to figure what it would do to consumer prices since farmers, unlike other industries, really can’t pass their cost along directly like utilities and things do,” “About the only thing we could realistically come up, in terms of any of this stuff – it would add between 7 and 8 cents per gallon of milk costs to farmers. So it would cost them 7 or 8 cents more to produce a gallon of milk.”
Even the Department of Agriculture warned the EPA that smaller farms and ranches would have difficulty with limits as much as 100 tons annually on emissions:
“If GHG emissions from agricultural sources are regulated under the CAA, numerous farming operations that currently are not subject to the costly and time-consuming Title V permitting process would, for the first time, become covered entities. Even very small agricultural operations would meet a 100-tons-per-year emissions threshold. For example, dairy facilities with over 25 cows, beef cattle operations of over 50 cattle, swine operations with over 200 hogs, and farms with over 500 acres of corn may need to get a Title V permit. It is neither efficient nor practical to require permitting and reporting of GHG emissions from farms of this size. Excluding only the 200,000 largest commercial farms, our agricultural landscape is comprised of 1.9 million farms with an average value of production of $25,589 on 271 acres. These operations simply could not bear the regulatory compliance costs that would be involved.”

Is the “cow tax” for real? Some New York farmers are “steamed”, saying they can’t afford it!
In Rensselaer County, Brunswick dairy farmer Ken Herrington’s farm has been in the family for generations. For the last few years, they’ve fought lower milk prices and high feed and fuel prices. “We’re running negative cash flow,” says Herrington.
That’s why Herrington, like many other New York farmers, is up in arms about what the New York Farm Bureau calls a “cow tax”. There’s concern that when a cow flatulates, methane gas is emitted, which could contribute to potential global warming.
The Environmental Protection Agency is considering regulating greenhouse gases—like methane—through new permits. The Farm Bureau says those permits are tantamount to a tax, that would cost dairymen like Herrington 175 dollars a head.
“We have about 12 hundred cows on the farm,” says Herrington. So at 175 dollars a head? “That’s a couple hundred thousand a year, ” Herrington says.
Herrington says the already beleaguered farm industry can’t take a hit like that and keep going. “If you threw this at us, I mean we’re done. This dairy here would be done.”
So, will the permits come to pass? Herrington says he doesn’t know for sure but says he needs the public’s help.
“They need to call their Congressman, their Senators, it’s gotta stop. It’s ridiculous,” Herrington adds.
The Environmental Protection Agency and its spokesman says there is “no cow tax”. He says that might be what the Farm Bureau is calling it but the EPA does not consider it as such. He says that it’s “way too early” to know what decision on the permits might be made, and says the agency is still reviewing public comment on the matter.

this actually is a good thing. let me explain myself. according to this article small farms won’t be subject to this tax. if i have less than 50 beef cattle i won’t be above the limit of emmisions.
so this tax will actually only hurt the large farms which is a good thing.

Anything related to a carbon tax is all crap. Humans have not been on earth long enough to even know the cycles of earth; all of what’s going on could be a natural occurrence for all we know (or don’t). Carbon tax or any other variation is just another way for the government to take more money from people, making it hard for families to eat.

And the effed up part is that everyone will be behind this…reminds me of prop 2 in California which gave rights to slaughterhouse animals. Ranchers in this state are going to inevitably go under. I would assume that the owners of dairy cows can’t afford $175 a pop annually so they will go under too. I would expect the government to not only be running our banks but our hospitals and farms by this time next year.

“…to Curb Greenhouse Gases” In other words, once the tax is paid, the cows will cease to defecate? Sounds like a great idea! Of course, the farmer will pay this tax or be threatened with some type of penalty. More small farms and farmers down the drain. More corporate farms for all of us…and they’ll get a tax break for cow methane! Instead of proposing something so ridiculous, why not a program to turn the methane into a usable fuel source for use on the farm? Watch out, they’ll be taxing us next based on the number of times we flush the toilet!
Once again, I must ask…”Who the hell gets paid to think up this outlandish stuff (Bull Shit?).” With the current state of affairs in our country/world, this is one of the best things we can concern ourselves with? It really is too late folks. The slate needs to be wiped clean and a new start made, but don’t look for it in the coming administration. That’s already been packed with retreads from previous losing administrations.

Plenty of small farmers have over 50 cows, so it will destroy the small independent farmers who do their best to bring us clean, hormone and chemical free meat.

First, I doubt that this tax will really be enacted. If it is; simply divide up your farm and lease the smaller portions to fake corporations that you control. Where there is a will there is a way. I did see a program where a farmer put all the manure under tarps and used the methane to run a portion of his operation.
Less is more when it comes to government.

I haul raw milk out of dairies in an 18 wheeler tanker and spend alot of time in the barns so I can get samples for the plant to test the milk. 99% of the milk is rBST (rBGH) free as people and distributors got alot of flack from consumers, so the dairy farmers changed the feed/silage to ensure the milk is rBST free. Otherwise, it can go to a cheese plant, powder plant, etc, but that’s about as far as that goes. If you look at the milk cartons that do not have this bovine growth hormone in it, it will say ‘rBST free’ as USDA requires that. But the cheese plants take grade A milk and grade B milk as well. Powder plants the same. I get so tired of the govt regulating all aspects of my life…can’t wait to pick a few of them off when the time comes. So much crap is happening in the dairy and food products hauling industry and lots of people are losing jobs because of govt rules/regs…wonder if I’ll have ajob within the next 6 months, if all hell doesn’t break loose soon……I’m really ready to bring the nwo on ASAP!!!!!!!!!!!!!!

I think this is a great Idea! Do we really need cows. They are way to expensive in terms of land usage to energy ratio. We don’t need Cows! If they get too expensive find something else to grow. The only way the American people will change is to effect their pocketbook.
