FEMA to Conduct Massive NLE 09 Martial Law Exercise Next Week

Earlier this week, the Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Administrator Craig Fugate met with several state governors to discuss “emergency preparedness,” according to a press release posted on FEMA’s website. “FEMA is committed to protecting and assisting our states and citizens during disasters,” said Fugate. “By working together and strengthening relationships at the state level, we can continue to build the national emergency response team which includes FEMA, as well as state, local, tribal and federal partners, the private sector and faith-based organizations. The work we are putting in now to build this team will go a long way during the next disaster.”

On Sunday, Fugate addressed governors from around the country at the National Governors Association conference in Biloxi, Mississippi, where he “discussed how FEMA can best support the states and their citizens as we prepare for and respond to emergencies and disasters.”
FEMA does not specifically detail the “next disaster,” although Fugate had participated “in a video teleconference with governors and officials from over a dozen hurricane prone states on his first day as Administrator.”
Last October, investigative journalist Wayne Madsen learned from knowledgeable FEMA sources that the Bush administration had put the final touches on a plan that would see martial law declared in the United States with various scenarios anticipated as triggers. “The triggers include a continuing economic collapse with massive social unrest, bank closures resulting in violence against financial institutions, and another fraudulent presidential election that would result in rioting in major cities and campuses around the country,” explained Madsen.
An additional trigger has since emerged – a mass flu pandemic the government promises will occur this autumn.
In addition, Army Corps of Engineer sources told the journalist that the assignment of the 3rd Infantry Division’s 1st Brigade Combat Team (BCT) to the Northern Command’s U.S. Army North will augment FEMA and federal law enforcement in the imposition of traffic controls, crowd control, curfews, enhanced border and port security, and neighborhood patrols in the event a national emergency being declared. The BCT was assigned to duties in Iraq before being assigned to the Northern Command.
On July 3, Infowars reported on National Guard troops training to engage in combat with “militia” groups. In the exercises, held in Missouri and South Dakota, eight members of a Jefferson City-based battalion acted as a “fictitious militant group” and attacked military checkpoints and convoys.
On September 30, the Army Times reported that the BCT would be deployed in the United States under the day-to-day control of U.S. Army North, the Army service component of Northern Command, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks. The BCT mission “marks the first time an active unit has been given a dedicated assignment to NorthCom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities,” Gina Cavallaro wrote for the Times. The military is prohibited under the Posse Comitatus Act from working with local law enforcement.
Madsen reported on a highly-classified document regarding the martial law scenario on April 3, 2008. “WMR has learned from knowledgeable sources within the US financial community that an alarming confidential and limited distribution document is circulating among senior members of Congress and their senior staff members that is warning of a bleak future for the United States if it does not quickly get its financial house in order. House Speaker Nancy Pelosi is among those who have reportedly read the document.”

In November of 2008, noted trends forecaster Gerald Celente predicted revolution, food riots and tax rebellions in America by the year 2012. “Celente says that by 2012 America will become an undeveloped nation, that there will be a revolution marked by food riots, squatter rebellions, tax revolts and job marches, and that holidays will be more about obtaining food, not gifts,” Paul Joseph Watson wrote for Prison Planet. Celente accurately predicted the 1987 stock market crash and the fall of the Soviet Union.
More recently, Celente said “The Greatest Depression” will be called “Obamageddon” in America. “The measures taken by successive governments to save the politically corrupt, morally bankrupt, physically decrepit giant from collapse have served to only hasten its demise. While the decline has been decades in the making, the acceleration of ruinous policies under the current Administration is leading the United States – and much of the world – to the point of no return,” Celente wrote on July 1.

On July 27, FEMA will conduct National Level Exercise 2009 (NLE 09), scheduled to run through July 31. “NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery,” a FEMA factsheet states. It is designated as a Tier I National Level Exercise, or TOPOFF, which are exercises conducted annually in accordance with the National Exercise Program, “which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises,” according to FEMA.
In addition to the participation of domestic “partners,” the FEMA exercise will include foreign troops. “This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.” The FEMA factsheet does not explain why the participation of foreign troops is necessary.
In February, D. H. Williams, reporting for the Daily Newscaster, revealed meetings held between FEMA, the Department of Homeland Security, and Indiana county municipal officials in the vicinity of Chicago. The feds allegedly told the officials that every county in the country would be required to prepare a Hazard Mitigation Plan, including plans to vaccinate the entire population within 48 hours and prepare mass graves. In addition, according to Williams’ source, the county was asked to make plans for “hardening” police and fire stations, putting in hardened bunker type buildings around town, and draft up plans for the possibility of up to 400,000 refugees from Chicago entering the county.
Infowars and Prison Planet have been at the forefront of an effort to document the existence of mass graves, specifically in Phoenix and Houston. In April of this year, The Jones Report detailed the storage of thousands of plastic coffin liners in Alabama.
Finally, it should be noted that FEMA was organized specifically for martial law. On July 5, 1987, the Miami Herald reported on the existence of camps operated by FEMA “should martial law need to be implemented in the United States.” The existence of the camps and Rex 84 — short for Readiness Exercise 1984 — came to light during the Iran-Contra hearings.
“And there you have it,” writes Allen L Roland, “the real purpose of FEMA is to not only protect the government but to be its principal vehicle for martial law…. This is why FEMA could not respond immediately to the Hurricane Katrina disaster — humanitarian efforts were no longer part of its job description under the Department of Homeland Security.”
The FEMA press release states that the feds are conducting a large exercise in order to respond to “emergencies and disasters,” when in fact they are conducting a martial law exercise with not only state, local, and tribal “partners,” but foreign troops as well.

I’ve made repeated jabs at the “revolution” nonsense on this comment board. I totally agree that the American People could easily take the country back. Easily. We outnumber the bad guys thousands and thousands to one. But I do not believe for one second that a violent revolution will ever happen. There’s not enough Americans willing to die. Americans are all mesmerized. They no longer have the ability to think on their own. They are slaves to the idiot box and believe every word it spews into their faces. Americans have become worse than the 1930’s German populace.
America is falling apart. No one here will deny that. But everyday where I work no one (NOT ONE) person is talking about what’s going on. Let me repeat. NOT ONE FREAKING SOUL is talking about what is going on. The only topics for discussion: sports, celebrities and who has cancer. The only other thing I hear talked about are the mundane day-to-day things people have always talked about, only now these things seem much more selfish and materialistic.
No, there will be no organized fight. There will certainly be violence but it will be rioting and looting, rape and murder, citizen against citizen. And there will be violence perpetrated by the state. I know there are hardcore ass-busting fellows among the populace, but we are spread out too far and leaderless. We will never get any percentage of the masses on our side, not to the point of a viable, physical, violent resistance. There may be small pockets of vandalism, stuff like what’s going on in Iraq, but you’ll never know if it’s the “Freedom Fighters” or the black ops. And it will mostly be citizens getting killed.
It is my belief that the American Revolution only happened because it was organized and financed by men involved with the secret societies. The American Revolution was intended to happen, it was intended to succeed. Look deeper into the men who were involved. Most were Freemasons and had deep ties to European money and influence. Think about it! It only took a little more than 100 years to turn America into a fiat patsy for centralized banking! And now a little over 200 years and the fat hog is being slaughtered. America made a pathetic showing for all it’s talk of freedom and justice. It certainly didn’t last very long.
My bottom line: people need to realize that the Bible is true Gospel. The battle isn’t simply among the humans. It is a rebellion against God Almighty. I ain’t saying we shouldn’t resist! I’ve decided to prepare as best I can, survive, and try and help the other survivors. In the end I will not go to a camp, I will not take a vaccine, I will not surrender my firearms. I will die alone with my wife in my home, a one man stand against injustice and tyranny. I just hope my dogs survive. Really. That’s really all I’m worried about. My dogs. They are the only ones truly innocent and deserving of life. Being a Christian I believe no man is deserving of life, no man is innocent. But for the Grace of God I shall not truly perish. I will endure.

I agree with you Gary. I don’t want to agree with you, but it’s looking pretty grim. Not one person I have talked to about the conspiracy believes me. My sister simply told me,”I don’t want to know, I don’t want to know,” and that was that. One friend stated that if it’s going to happen it will happen – there’s nothing we can do. One was rather pessimistic, stating that our only hope was either A) violent revolution or B) Salvation from above (and I’m an agnostic). I thought about it for a few minutes and decided that we still have to TRY, so I wrote a long post about infowars providing a means for infowarriors to safely share emails with the purpose of connecting with people in our respective areas. If we could share emails and correspond with people in our areas, we could form little groups. I also sent this posting to Kurt Nimmo.
Well, since yesterday NOT ONE PERSON has responded to this posting. Yes, I have been a little warlike at times on this forum against people who try to convert me, but in all honesty, I am willing to get together with and would respect anyone who is against tyranny (except out and out racists) as long as they would respect me in turn. NOT ONE person has responded. Apparently, people here have no problem with posting all kinds of vitriol, but when push comes to shove no one even responds to a posting advocating that we unite. You can not be censored on this website. Censorship only occurs at government controlled websites where you have freedom of speech issues, since this is a private website, owned by an individual (or company), they can allow or disallow any or all postings as they see fit. It is not censorship, it is the website’s owner exercising his RIGHTS! GET IT?
Would you force Alex to post your messages if you could? Then who’s rights would be getting tromped into the dirt? Many of you have no idea what your rights are, or how they effect you and others. Many universities offer courses on the subject of Personal Law; you may be interested in taking such a course, and if do, you may be amazed by how many rights you do have, but also what rights you don’t.

That’s correct. Even though a lot of this stuff is high-tech and looks overwhelming, there are simple technologies that can throw a wrench into their expensive toys. Look at Africa – when the U.S. was there, they tried using this goo that makes everything slippery as hell. You can’t walk on this s---, you slip and slide and fall down. What did the “primitive” people do? Why they got a whack of boards and stuff and just laid it all down on top of the goo and walked over the s---. Never underestimate the cleverness of the average person, especially people who have to live by their wits every day! I don’t think bad guys really plan to win. It rather seems that they only plan to exercise their vicious authority as extremely as possible, because being obeyed blindly is their drug. It makes them feel all-powerful. If it gets them defeated or killed, they don’t care much, like a motorbike aficionado will risk death or paralysis to satisfy his passion. He will accept a shortened life or impaired health, provided he can feel high. Severe drug addicts endanger themselves in the same way and power abusers are similar to drug addicts: they only live for their rush, no matter what the consequences will be. We can exploit their stupid recklessness.

You know me, I have had several people on here, tell me to stand down… I think the majority of the people here, are so used to standing down, that no one knows, or is even capable of standing up.
I do agree with you, to an extent, but I still think that most people are looking for a leader, or someone to actually start things out. People in general need someone, even if it is a IDEA to get behind, before they feel justified in standing up. That’s the ONE flaw I find with leaderless revolutions, they have nothing and no one to make them act in a cohesive group.
Sooner or later, one brave man or woman, will stand up, and say they have had enough, and by that one persons actions, a nations hearts will be lifted, and rebellion and revolution will stir the hearts of the most docile.

Any car made after 1985 is subject to be switched off no matter where you are. (Many of you have wondered about alot of the construction going on. Including construction workers who are told to dig up a street and then put it back together the next day.)
So.. if all the cars are shut down, and they put even 3 people with road blocks down… they have effectively cut off transportation.
As far as being able to get everyone.. that’s impossible. And that’s why we have a chance to win.
However… the ATTEMPT is very possible and they will succeed at probably rounding up about 65% of the people that they want in the beginning.

Genuine queries:
1) Is it likely that an oppressor would allow their plans to be known to anyone but their own?
2) Is it possible, in this light, that this is entirely a plan to see how people would react to the idea..to see whether the moral of the populace has been sufficiently demoralised as to give in without a fight?
After all, the “powers that be” haven’t completely disarmed “Joe Public” yet. It would be in their interest to keep costs (monetary property, lives etc) down to a minimum.

I am 40 yrs old and a vet of 8yrs in the Navy. I woke up last year and have two very young daughters. I live in Illinois and am having a tough time trying to wake people up including my wife which is bugging the s--- out of me. Any ideas? No smartasses please.

Technically, if you read the contract that you signed in M.E.P.S (for all you ex-mil folk or current mil-folk) You are sworn to “Defend the Constitution and People of the United States of America.” So.. I think that a lot of them will use this as their reason to go AWOL if things start to go sour. But my question is this, What will happen to the National Guard units if Foreign Military takes over? I assure you.. they won’t like fighting side by side with the family members of people they are killing.

All I can suggest is to highlight the weakest of the weak coverups. Yes, I will admit the coverup for building 7 done by NIST/Popular Mechanics is mighty thin. How you can explain that away with a straight face while claiming to have an engineering degree is beyond my understanding. Even though 9-11 is the rosetta stone of modern politics; the powers that be have done only a semi-half assed job of cover up. Where they have utterly failed is :
1. Mena Arkansas. “the boys on the tracks”. They never did cover this one up and no one will ever be prosecuted. Plenty of folks have been murdered over this one.
2. Bruce Ivins. “the antrax killer”. This one was covered up, only in a half-assed manner and fully exposes our lack of a free press.
3. DC madame. She said the wrong things, did the wrong johns, and made the wrong threats. She announced she would be killed ( just like Bhutto), and shortly thereafter, commited suicide–leaving a hand-written suicide note. Totally adequate coverup with excellent press manipulation. Never be able to prove “they” killed her; but at the same time it’s obvious that they murdered her once they got her ” little black book”. Classic case of knowing too much and not disappearing.
Since 9-11 is still fresh the media propaganda blitz is very highly active. If you express doubts about the shoddy gummint story; it means you are one of those kooks. Whereas the Mena conspiracy is so sloppy and wide open ( we even have a key player in it in the whitehouse ), some small internet research makes it obvious we’re being lied to . Once that domino falls, how can you not question the fake anthrax killings? Pretty soon, you ask: where are all the trials over 9-11? No one at Norad got into trouble? I see your point and somewhat agree but sheeple respond both ways. MOMENTUM might serve us in that if people sense the tide shifting towards “revolt”, it will spread quickly. That’s why the “Info war” is important. The government underestimates this by thinking all these control mechanisms will work, I’m thankful for their arrogance, because it helps expose them to even more people. I suggest most people don’t trust the government anymore, it’s just a matter of “tipping point”, Americans will take A LOT, but when you cross the line (and no one really knows where that is), then it’s on and will spread like wildfire, we just have to KEEP it going once it starts. I was encouraged to read that the NSA is policing so hard from within because of dissent, this is a GOOD thing, I suspect it holds true for Police, Military and down the line. Maybe we can rework those percentages a bit more in our favor? I hope so.

All you need to do is stand outside your home when they come through, maybe have a sign and remind them that they are not needed. There is no violence, there are no terrorists, we have those people taken care of and isolated receiving treatment to put them back in their neighborhoods to be productive and helpful. I listened to his radio show and the ads that he has are sicker than regular radio. Besides that he is on the GCN (Genesis Communication networks) which is affiliated with ABC (American Broadcasting Corporation) that is owned by Disney. The Disney’s are one of the leading illuminati families said to take part in Bohemian Grove and who is the only journalist to ever get into Bohemian Grove? That’s right Mr. Alex Jones.
Now that’s circle work.
I only ask this because even though he says what he says and “uncovers” heaps of info it’s still easier for the ruling elite to buy their enemies then to have real ones.

I was born in Miami and still live nearby.
Krome detention camp is in Miami(Krome ave) and is still being used to process the tens of thousands of newly arrived immigrants (primarily from Cuba) and has been doing so for decades.
It isn’t a “FEMA camp” as many have claimed.
I don’t doubt that there are some FEMA camps,but many of the camps on those lists are bulls----they can call any prison a FEMA camp.

I was censored on this site again for nothing except possibly exposing the truth……here it is again….i was crunching some numbers and came across this pattern that will end right in the middle of NLE 09…check it out….9/11/01 add 9+1+1+1=12, 7/7/05 7+7+5=19, the difference 19-12=7……..NLE 09 occurs 7/27-8/01/09…..if an “event happens during this time it will happen according to the math on Tues the 28th….7+2+8+9=26 the difference 26-19=7. adding the date numbers and subtracting the sums equals the number 7.

Think of it like this: decide at what future point you will introduce the New global currency, then before that date print and pay off all US Dollar debt. I mean it really is just paper (like monopoly money) backed by nothing, but the US military. Then whoever is holding all that US currency is screwed. US didn’t guarantee the value of the money just the number of dollars plus a small interest return. Trust me it is very easy for money to be virtually worthless. In Germany in the 20’s a loaf of bread could easily cost you 3 Billion dollars (marks).

If you think you can fight the NWO with guns you are mistaken. They have conventional military arms that make yours look like toys, not to mention more cutting edge/experimental/classified weapons.
However, they won’t even use the fancy stuff.. They’ll just blow you to bits and then use your own aggression as an excuse to change laws, take away more freedom, and move closer to the military dictatorship-style government they want anyway.

Has anyone searched the Fox News website for the keywords (NLE 09, or FEMA). FEMA Region VI is an area of some of Fox News’ strongest conservative supporters and listeners, and they don’t even take the time to have one article discussing the largest military augmented, federal exercise in recent US history happening in their backyards. A key point to consider is this region has one of the largest density groups of private land owners and people that would be able to organize on common ground protesting against federal intimidation. It seems like this exercise is a dissent litmus test for gestapo type intelligence. Just another blatant example of the narcissism that is occurring with this globalist agenda. They are telegraphing every blow to there citizens and laughing at us when we allow blatant coercion.
One more final point, while reading the FEMA fact sheet listed above and on FEMA’s website. They are planning on using faith-based organizations to be a sedative for civilian control and calming of dissidents. Hypocrites! What happened to separation of Church and State? Oh, I remember religious organizations can only be used in conjunction with Federal organizations to demoralize its citizens.

AaronRamms’ reply at the top is spot on. This is exactly what they want, a Revolution, and it won’t be peaceful either. I would say your best bet would be to either stay inside, or run away. Resistance of what they have to do is probably considered a terrorism threat to them. They want to tame us, and submit to them. Don’t forget people there are still foreign troops inside the U.S. Waiting to get back at us. I even won’t be suprised if there is another terroristattack just like 9/11.
