    Fingerprints are considered to be among the most personal of information, and fingerprint databases created and proposed in the name of national security have generated much debate. Recently, “Server in the Sky” — a proposed international database of the fingerprints of suspected criminals and terrorists to be shared among the U.S., U.K. and Canada — has ignited a firestorm of controversy. As have cavalier comments by Homeland Security Secretary Michael Chertoff that fingerprints aren’t “personal data.”

    Yet earlier this week, a measure creating a federal fingerprint registry totally unrelated to national security passed a U.S. Senate committee almost without notice. The legislation would require thousands of individuals working even tangentially in the mortgage and real estate industries — and not suspected of anything — to send their prints to the feds. The database and fingerprint mandates were tucked into housing and foreclosure assistance bills that on Tuesday passed the Senate Banking Committee by a vote of 19-2.

    The measure the committee passed states that “an indvidual may not engage in the business of a loan originator without first … obtaining a unique identifier.” To obtain this “identifier,” an individual is requiredto “furnish” to the newly created Nationwide Mortgage Licensing System and Registry “information concerning the applicant’s identity, including fingerprints for submission” to the FBI and other government agencies.

    The fingerprint provisions are contained in a “manager’s amendment” that was hammered out by committee Chairman Chris Dodd, D-Conn, and Ranking Member Richard Shelby, R-Ala., on Monday and attached the next day to a broader housing bailout bill that had been scheduled for a comittee vote. That bill, the “Federal Housing Finance Regulatory Reform Act of 2008,” expands the lending authority of the Federal Housing Administration and the government-sponsored enterprises Fannie Mae and Freddie Mac to refinance the mortgages of troubled borrowers and banks.

    The amendment adopted the fingerprint provisions in a section called the “S.A.F.E. Mortgage Licensing Act.” The fingerprints will be part of what the amendment calls “a comprehensive licensing and supervisory database.”

    And the database would cover a broad swath of individuals involved with mortgage lending. The amendment defines “loan originator” as anyone who “takes a residential loan application; and offers or negotiates terms of a residential mortgage loan for compensation or gain.” It states that even real estate brokers would be covered if they receive any compensation from lenders or mortgage brokers. Since many jobs in both real estate and mortgage lending are part-time and seasonal, even some of the most minor players in the mortgage market may have to submit their prints.

    Justifications listed in the bill for this database include “increased accountability and tracking of loan originators,” “enhance[d] consumer protection,” and “facilitat[ing] responsible behavior in the subprime mortgage market.”

    I conducted a wide Internet search and found fingerprint provisions in some state bills, but I don’t know if any, or how many passed. But in my search, I could find no arguments explaining how, specifically, collecting the fingerprints of loan originators would better serve borrowers getting mortgages. I called the Senate Banking Committee asking this question, but my call has not been returned yet. (I will update OpenMarket readers when and if it is.)

    I imagine that, yes, a fingerprint registry might stop an ex-con from handling loans, but I doubt it will make even a dent in the lending problems the bill aims to stop. And I would venture to guess that the vast majority of the problem mortages were handled by employees with no criminal record. Rather, this seem like another thoughtless idea that lets politicians brag that they are “getting tough” about a particular problem.

    But this fingerprint database, in addition to the privacy violations, might create a host of new problems of mortgage fraud. Identity theft involving fingerprints is becoming a major concern among data security experts. Security consultant Bruce Schneier has argued that hackers can steal electronic images of fingerprints directly from the databases they are stored in. And there is virtually nothing in this bill about security procedures that would apply to this database.

    It amazes me. We have wrenching debates about privacy and freedom vs. national security when it comes to proposed anti-terrorist programs. But then a smililar scheme is done in response to an economic problem, and it almost escapes without notice. A similar thing has happened with anti-money laundering requirements that mandate that banks effectively spy on their customers for possible violations of everything from drug laws to the tax code.

      They tried to get everyone to agree to be fingerprinted back in the 40’s. I was watching a documentary on the Rockefellers and it showed J Edgar Hoover (33rd degree Freemason) with JD Rockefeller II doing a photo-op in which Rocky was getting fingerprinted. They hoped everyone would agree to having that done to them but apparently people were not so sheepish as they hoped, so they only have done it to those charged with crimes, and the footprinting of bewborn babies for ID purposes in the hospital after being born.

      Well for many years, schools have participated in the fingerprinting of their slaves – I mean students – under the guise of “protecting them from child kidnappers”. I remember shortly after Adam Walsh was kidnapped and murdered, my elem. school held an assembly hosted by a cop who had all the students submit their fingerprints under the phony guise of “protecting the kids from child kidnappers”, and all the slaves – I mean students – including myself blindly went along because it was implied that it was mandatory . (I guess refusing to participate would have been considered “disrupting the school” and get the student sent to the HNIC’s office and suspended.) Well I was a slave then, but today I tell the criminal elite that I will NOT be a slave any longer.

      Everything about this power grab is a test of crossing boundaries to see how far they can tresspass into our personal lives.

      It starts out small, with fingerprints to save us from kidnappers, to seizing our DNA, to passage of the “no knock law”, to telling parents how their kids shall be educated and forcing the kids to have all kinds of vaccinations, to CPS abducting kids, to them monkeying with the value of our dollar as the half the value of our savings and assetts.

      These bastards just refuse to acknowledge boundaries and in a psychological and spiritual sense, they are MOLESTING everything personal about everyone. That is, their twisted minds have the same psychological mind set as a molester.

      Yeah, they just want to reach out and touch someone in a deep and personal way, against all the wishes and consent of their victims. I guess this answers the big question of, “from whom do molesters learn the mind set, that crossing personal boundaries is OK”???

      The only right answer is, it is not OK and someone should teach them some manners!!!

      This is a very sick and dangerous mind set, teaching by the power of example that violating personal boundaries is somehow OK.

      Darth Chaos: Speaking of Adam Walsh did you know why his son was kidnapped? Well, while I was repairing RVs in Alaska in 95, one of my customers as he revealed to me was an x trooper on vacation from Florida and he told me the story of how he personally arrested Mr. Walsh may times for running cocaine after I made a comment about the Americas Most Wanted show. This seemed so much in contradiction to the TV persona that I had to ask was he telling the truth and he produced a photo of him and Mr. Walsh from a show. He said he was covered in the show without Mr. Walsh realizing who he was until he came on the show. He then showed me his ID from the troopers and called Mr. Walsh one of the worst habitual offenders he had to deal with and that when he got a TV show he said, I was livid. He told me that his son was kidnapped and murdered because of a bad cocaine deal but the public was supposed to show sympathy for his son being murdered to join this crime prevention team called Americas Most Wanted. Mr. Walsh has no one to blame but himself for his son’s death! And then he has the gaul to exploit his own son’s death to his advantage as a whore for TV and the government agenda? That’s one sick pup!

      #6, the criminal government is actively expanding the definition of what is a sex offense.

      It started several years ago with indecent exposure. Relatively few people exposed themselves to minors so the government passes a law which makes you a sex offender just for stepping out into the woods and urinating.

      Some state just passed a law that makes it a felony sex offense to give a French kiss to a minor under 12. Only a few people do that, so to me, sex offenders French kissing minors is a non-issue.

      And just recently, the state of Maine recently introduced a bill that criminalizes “visual sexual aggression”. What does visual sexual aggression mean? It basically means you get arrested and forced to register as a sex offender just for looking at a minor in an inappropriate manner. In other words, it will be illegal to merely stare at a girl’s butt. And even minors can be forced to register as sex offenders, so this means that Junior the high school junior could be arrested and forced to register as a sex offender for staring at some freshman girl’s butt in tight jeans.

      And the visual sexual aggression law could be ripe for abuse. Remember how the NYPD tried to frame Luke Rudowski as a terrorist by claiming his equipment was a bomb? Just imagine the NYPD trying the same with Rudowski and trying to say he was ogling a teen girl in public? “We know you weren’t staring at a teen girl’s butt, but we don’t like your 9/11 Truth Movement, so we’re gonna say you were staring at her butt so we can arrest you”.

      I’m not defending perverts. They’re scum – especially the perverts working in the higher-up government positions. According to the criminal government and the controlled media, we’re supposed to forget about Mark Foley.

      The FED creates the problem and then says the real estate and mortgage industry must be suspects. You will always pay a price for government help. This housing and foreclsure bill is a joke when you realize it’s the fed that created the problem now they want us to bail ourselves out with more restrictions and personal violations so they have more control over you, so isn’t it funny how it seems to have been the plan all along? Well because it was! We not only want your land but we want to control you as well oh by the way we will send you six hundred dollars for economic stimulas for China but we have to take back three times that amount next year from your taxes thanks.       I had a dream that i think is a warning to not only me, but also to my family, friends, and anyone reading this comment. Please listen because it is important. In my dream i was sitting in My 4th period English class. (im 15 okay.) A police officer came in and hade a machine with a screen and it was handheld and about the size of a small box of chocalates. We were told we had to scan or fingerprints and no explanation was given as to why. Everyonelelse willingly gave theirs and I was contemplating if I should do it. I eventually went alone with everyone else. Eventually I realized the severity of my mistake. I sobbed and sobbed couldnt stop crying. I knew it was a BIG mistake. That was a mistake but now I will not make that mistake in real life. I am glad i had that dream because it really woke me up to the fact that i cant give up my biometric personal information. So please people heed my warning and dont give your fingerprints and
      NEVER EVER GIVE THEM AN INCH! God bless people!

      Last week I was surprised at the credit union where my husband has an account. I had a check he had written to me for 25 bucks for some cash. Since I don’t have an account there (my name is not on his account) they asked for my thumb print along with the usual picture ID. They had me imprint the check. I guess we’ll see more of this in different segments of society. The state already has my prints on file for having worked in school settings and a maximum security facility. I was arrested as a minor when busted for using a fake ID to get into a bar. They printed me then. So, what the H—, They got me on file already. But don’t give it up willy nilly. Next time I’ll at least give them a hard time.

      President Bush and his top aides publicly made 935 false statements about the security risk posed by Iraq in the two years following September 11, 2001, according to a study released Tuesday by two nonprofit journalism groups.

      “In short, the Bush administration led the nation to war on the basis of erroneous information that it methodically propagated and that culminated in military action against Iraq on March 19, 2003,” reads an overview of the examination, conducted by the Center for Public Integrity and its affiliated group, the Fund for Independence in Journalism.

      According to the study, Bush and seven top officials — including Vice President Dick Cheney, former Secretary of State Colin Powell and then-National Security Adviser Condoleezza Rice — made 935 false statements about Iraq during those two years.

      The study was based on a searchable database compiled of primary sources, such as official government transcripts and speeches, and secondary sources — mainly quotes from major media organizations.

      The study says Bush made 232 false statements about Iraq and former leader Saddam Hussein’s possessing weapons of mass destruction, and 28 false statements about Iraq’s links to al Qaeda.

      Bush has consistently asserted that at the time he and other officials made the statements, the intelligence community of the U.S. and several other nations, including Britain, believed Hussein had weapons of mass destruction.

      He has repeatedly said that despite the intelligence flaws, removing Hussein from power was the right thing to do.

      The study, released Tuesday, says Powell had the second-highest number of false statements, with 244 about weapons and 10 about Iraq and al Qaeda.

      Former Secretary of Defense Donald Rumsfeld and Press Secretary Ari Fleischer each made 109 false statements, it says. Deputy Defense Secretary Paul Wolfowitz made 85, Rice made 56, Cheney made 48 and Scott McLellan, also a press secretary, made 14, the study says.

      “It is now beyond dispute that Iraq did not possess any weapons of mass destruction or have meaningful ties to al Qaeda,” the report reads, citing multiple government reports, including those by the Senate Select Committee on Intelligence, the 9/11 Commission and the multinational Iraq Survey Group, which reported that Hussein had suspended Iraq’s nuclear program in 1991 and made little effort to revive it.

      The overview of the study also calls the media to task, saying most media outlets didn’t do enough to investigate the claims.

      “Some journalists — indeed, even some entire news organizations — have since acknowledged that their coverage during those prewar months was far too deferential and uncritical,” the report reads. “These mea culpas notwithstanding, much of the wall-to-wall media coverage provided additional, ‘independent’ validation of the Bush administration’s false statements about Iraq.”

      The quotes in the study include an August 26, 2002, statement by Cheney to the national convention of the Veterans of Foreign Wars.

      “Simply stated, there is no doubt that Saddam Hussein now has weapons of mass destruction,” Cheney said. “There is no doubt he is amassing them to use against our friends, against our allies, and against us.”

      Iraqi Basra police commander dismisses accusations against Iran

      Text of report by state-run Iranian Arabic-language television news channel Al-Alam on 17 January
      The commander of Basra Police, Staff Maj-Gen Jalil Khalaf, has described the US-British accusations that Iran is meddling in Iraqi affairs and undermining the security situation as nothing more than a political game. He said the Iraqi security services have not obtained any evidence pointing to a negative Iranian interference in southern Iraq.

      (Al-Alam TV correspondent in Basra Ni’mah Abd-al-Razzaq) Iran is backing the armed groups in southern Iraq. This accusation which the US and British forces of occupation have continuously and repeatedly made in the past few years has not been backed up with facts, according to the (Iraqi) field commanders in southern Iraq. The commander of Basra Police, Staff Maj-Gen Jalil Khalaf, described the US and British accusations against Iran as nothing more than a political game, saying that the Iraqi security services have not found any evidence which would point to an Iranian interference in southern Iraq.

      The field commanders in southern Iraq have repeatedly denied any negative Iranian interference in Iraqi affairs and yet the US and British forces of occupation are trying to lean on this pretext to justify their failure in Iraq, according to observers.

      It’s hard to see this as a good way to tackle loan sharks. Only the people who need to stay legitimate will co-operate. Finger prints seem to be the answer to all security problems.

      We used to sign for things. Sign cheques, sign credit card payments. Oh but computers can’t check signatures. Numbers are too easy to copy. So Fingerprints, computers can read them but not signatures?

      I am hoping that at some point people won’t accept these intrusions.

      When you see the Fed’s cutting interest rates to hold up the failing housing loans, they’re spreading the debt across the country, it’s that simple. So what happens ? Well, the borrowers are using unsecured credit to pay the loans because of lower interest rates, but they can’t pay back the unsecured loan companies….it turns into a no win solution. It would’ve been better to keep the rates as they were, separate the debt and deal with it, which would keep the dollar up so the gas prices would stabilize. Bad troubleshooting ! It’s no different then throwing a car away because it had a flat tire ! Now, the dollar isn’t worth anything, which causes the gas prices to go up, because it isn’t worth anything back in their country. It’s a good thing the Fed’s don’t run Nuclear Reactors, or we’d be heading into a meltdown !
