H1N1 Pandemic: Pentagon Planning Deployment of Troops in Support of Nationwide Vaccination

According to CNN, the Pentagon is “to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials.”
“The proposal is awaiting final approval from Defense Secretary Robert Gates.
The officials would not be identified because the proposal from U.S. Northern Command’s Gen. Victor Renuart has not been approved by the secretary.
The plan calls for military task forces to work in conjunction with the Federal Emergency Management Agency. There is no final decision on how the military effort would be manned, but one source said it would likely include personnel from all branches of the military.
It has yet to be determined how many troops would be needed and whether they would come from the active duty or the National Guard and Reserve forces.
Civilian authorities would lead any relief efforts in the event of a major outbreak, the official said. The military, as they would for a natural disaster or other significant emergency situation, could provide support and fulfill any tasks that civilian authorities could not, such as air transport or testing of large numbers of viral samples from infected patients.
As a first step, Gates is being asked to sign a so-called “execution order” that would authorize the military to begin to conduct the detailed planning to execute the proposed plan.
Orders to deploy actual forces would be reviewed later, depending on how much of a health threat the flu poses this fall, the officials said.” (CNN, Military planning for possible H1N1 outbreak, July 2009)
The implications are far-reaching. The decision points towards the establishment of a police State. The Pentagon is already planning on the number of troops to be deployed in the case of a pandemic. A nationwide vaccination program is is already planned for the Fall. The pharmaceutical indsutry is slated to deliver 160 million vaccine doses by the Fall.
US Northern Command
“regional teams” have already been established under USNORTHCOM, which has been involved in preparedness training and planning in the case of a flu pandemic for several years (See U.S. Northern Command – Avian Flu. USNORTHCOM website).
Within the broader framework of “Disaster Relief”, Northern Command has, in the course of the last two years, defined a mandate in the eventuality of a public health emergency or a flu pandemic. The emphasis is on the militarization of public health whereby NORTHCOM would oversee the activities of civilian institutions involved in health related services.

“Also, the United States in 1918 had the Spanish influenza. We were the ones who had the largest response to [a pandemic] in more recent history. So I discussed what we did then, what we expect to have happen now and the numbers that we would expect in a pandemic influenza.”
The potential number of fatalities in the United States in a modern pandemic influenza could reach nearly two million, according to Felderman. Not only would the nation’s economy suffer, but the Department of Defense would still have to be ready and able to protect and defend the country and provide support of civil authorities in disaster situations. While virtually every aspect of society would be affected, “the implications for Northern Command will be very significant.”
“[A pandemic would have] a huge economic impact, in addition to the defense-of-our-nation impact,” Felderman said. The United States isn’t alone in preparing for such a potential catastrophe. (Gail Braymen, op cit)
Apart from the CNN dispatch and a FOX news report, there has been virtually no mainstream press coverage of this issue. No statement has been made by USNORTHCOM. The Fox New Report suggests that US troops would be involved in organising military quarantines.

The world population is around 6.8 billion. Do the math, the 1918 pandemic killed ~4% of the population, today that would be ~275 million people. The Posse Comitatus Act is a United States federal law (18 U.S.C. § 1385) passed on June 18, 1878, after the end of Reconstruction, with the intention (in concert with the Insurrection Act of 1807) of substantially limiting the powers of the federal government to use the military for law enforcement. The Act prohibits most members of the federal uniformed services (today the Army, Air Force, and State National Guard forces when such are called into federal service) from exercising nominally state law enforcement, police, or peace officer powers that maintain “law and order” on non-federal property (states and their counties and municipal divisions) within the United States.

Federal troops can be called in to supress an insurrection or a rebellion. Our government can easilly be proven to be insurrected today in many different ways….easilly. But where are they going to prove this insurrection exists? Certainly not in an insurrected government controlled Court Room.
My state constitution authorizes the raising of the militia, but only in times of war. The legislation and protocol for the “well regulated” part of the 2nd amendment is already in place. Now all we citizens need to do is: “organize our militias”.
Some people think the state’s national guard is the state’s militia. That isn’t the case in my state. There is the national guard….and then there is the state guard (militia).
History proves to us that the things we are talking about on these issues (insurrected government) can happen. Because they did happen. It would be prudent of us TRUE patriots and minutemen to at least organize under the legal authority to form our militias. So we can best be prepared to defend ourselves against a government that is already way beyond unconstitutional and insurrect. Need proof of that??? I don’t…. I already know it is. Because I have read our Constituion, and the federalist papers that clearly explain how it is to be interpreted.
If you all are really sincere about this, and feel isolated and powerless to do anything about it because you are simply one individual. Then lets really get together and let the government know that it will be a little harder for them to roll all over us at any point. It’s called Prudence…. Not paranoia. Not picking on you Ron, I just wanted to get my comment in.
Militias ARE our right…. And in war time, with our armed forces stretched thin….you would think the state would raise the militia to protect our homeland from an overwhelming conventional attack. It’s been done before in other places. And it’s not impossible. After all, we only comprise 5% of the worlds population. And there are some pretty pissed off countries who would like to see us fall.
So why hasn’t the states raised the militias in war time? Because the militias would take over the States! Why don’t states allow standing militias in peacetime? Because the Militia would take over the state! lol

The reason there hasn’t been much news coverage is because its not that big of a deal. What I’m sure this site and those on this board will imply is that the military will show up with their guns, hording up people like that seen in the movie Outbreak. The reality is that the military will most likely show up with medical teams from their military hospitials–sorry no guns. Other people with skill sets such as logistics (transportation, supply) are another group that could be tasked. I agree. What good is all this chat if people don’t make a plan of action. Get your weapons ready, buy ammo, get a food and water supply ready and have an active passport in case it gets really bad. Have a second location to go to in case you have to leave your base. Form a security group, a small group where each individual has a specific responsibility, (supplies,communications etc.) and a final destination where everyone is to meet when the s--- hits the fan. Beyond that, is it time to mass march across the nation (millions cannot be ignored by the media or the policticians) or would we all be shot?

Forced vaccinations?? Considering the threats that we’ve seen before (small pox, polio, etc), what value would be in forced vaccinations? If you’re too stupid to get vaccinated and die….I look it as cheap land for sale (yours). Let’s say vaccines were ‘banned’ for the entire US. There’d be more people demanding vaccines than there are currently anti-vaxers – BY A LONG WAY. Especially after a few epidemics / national pandemics have shocked people back to reality….The benefits of vaccines. far outweigh the risks…
Personally I too, think the idea of anything ‘compulsory’ except for a few obvious prison sentences is a totalitarian principle that should be removed…

I guess you missed something a while back (May I think) when cargo containers full of respirators were whipped into military facilities in North Carolina. Don’t ask me for links, it was a while ago, I don’t have time to go search for it again. But there were photos as well as a copy of a government ‘request for vendor bids’ for the items posted a month before delivery took place.

Go out and buy some of the cheapest computer printing paper you can find. Go out and buy some ink for your printer. Print out the best Obama telle prompter reading lines, speech, or info you can think of. About the Flu about the Fed about both or whatever so you can wake up the masses. Use quotes from past Americas pertaining to your topic. Make the text hallow so you can save on ink, and print away. Once you got your papers (1,000 pages is what i had printed front and back) go out to the shopping malls, the walmarts, the YMCA’s, the grocery stores and put them all over EVERY CAR WIND SHIELD WHIPPER IN SIGHT. I even found a couple cop, sheriff, and border patrol cars to post on. Its a great way to wake up and inform the people. If you have sick people everywhere like the black pleuge then they’d have to have an entire hospital. If you’re looking at simply giving vacinnations, I don’t think the military would even bother getting involved. I think that it has everything to do with this conversation. These are people who first signed up to sacrafice their lives in your defense. Their charactor is one of service to others. They understand Constitutional principles better than the average American. I’d glady have one of them for my neighbor long before I would someone that didn’t serve.

Anyhoo, what I said was, the stats back then were so skewed because of the infant deaths from lack of sanitation. Standing water for multiple baths festered disease. Now with running water, flushable toilets, etc, infant mortality is next to nil. If you were lucky enough to live through childhood, chances are you lived a long life. Those who survived lived an average lifespan of 80+ years.
Now however, without that “skew” life expectancy is in the 50-60 range. We are not living longer Ron, we are living shorter lives. In 50 years from now, see how many people actually live to 90…In my little tiny community of about 600 people, we recently had a birthday of a woman who turned 102. That will swiftly become a thing of the past. These elders who are dropping off took their weekly shot of Epsom salts, cod liver oil and apple cider vinegar. We don’t see the old fashioned time proven maintenance regimens anymore. People are too reliant on doctors for their ills and doctors are becoming increasing ignorant of these natural techniques by pharmaceutical companies who proclaim themselves to be the messiah of health, when all their crap is synthetic and poisonous to our system. When the FDA passes things such as aspartame and msg, poisonous pesticides and herbicides, heart medication that causes heart attacks, asthma medication that increases the risk of asthma attacks…etc…you’re gonna trust them to pass a safe vaccine??? Who’s the blind idiot now???

So when military is deployed on the streets and we can’t live (job, food, travel, etc…) without getting vaccinated, will it still be peace at all cost or will peopel finally take up arms? If not, just turn your guns in or sell it or trade it in for an xbox because you will never use it. Use English…if you’re going to write something, make it intelligible. This last comment is missing things like subject, verb, and object. Your first post basically says IF THEN X then Y. Yet, X does not necessarily invoke Y–why does “forced vaccines” mean that people will allow anything. That’s like saying if people pay taxes then they should just give all their money to the government.
If people believe there is a benefit to getting the vaccine (so they don’t get sick) why is that bad? And then you have this rant about testicles for some ridiculous reason.

I understand it perfectly. If you are going to allow untested vaccine to be tested on you and your family then you are likely to allow anything else and give in easily. That indicates an attitude of a pushover who lack any spirit of resistance.
Because the vaccine contains impurities that is detremental to your health. If the vaccine is pure high quality vaccine that does what it is suppose to do without side effects, then take it. From the research done on these vaccines, pure high quality vaccines free of impurities does not seem to be the case.

You and I both know that this virus is nothing worse than a seasonal flu. If we sat and accounted for every person who had the seasonal flu in every country and those who have died from it, the numbers would literally blow the swine flu out of the water, so please don’t pretend you don’t know this.

I actually wrote a pretty lengthy book but this site acts kinda screwy. I just gave up. I don’t disagree with the fact that this appears to be nothing more than the flu. Even those within the government joke about it. But, this whole thing got started while we didn’t know how bad it was really going to be and there is a great amount of momentum left over from that period. It’s within FEMA to plan for the worst, hope for the best. I’m sure in a few months you’ll hear that of the 150 million vaccines, half were never given out because of lack of interest.

Anyone foolish enough to willingly go to a FEMA camp is just plain stupid or plain sucididal. Once inside the FEMA camp you will processed and then efficiently killed. No one will get three meals a day and a play yard to play in while you pass the day away. It is not going to happen. Wake up, the only reality awaiting you is a FEMA camp and a gas chamber or guillotine and a creamation oven. Accept the ride to the FEMA camp and you will never be seen again. 3. 6 mos. – 24 (age group most likely to be the healthiest? Likely to love Obama?)
4. People living in houses with babies (makes sense)
5. NON Elderly people with Athsma/immune issues (Ok, vulnerable)
MISSING, LAST EVEN CONSIDERED? Old people, over the age of 65. Those pesky little old ladies that are waiting to have a hip replaced. Never mind that this age group is historically hit the hardest. I called the “news tip” line today about a group of young men (about 10 of them) I witnessed this morning, a little around 8:15am, passing out flyers and wearing shirts/body-billboards with large text & surgical-type face-masks (most of them had the masks down around thier necks) in Times Square. The shirts/billboards said: “BE PREPARED! http://WWW.TRUTHABOUTFLU.COM” Please go to that site and watch the video on the homepage. It features Lloyd Soong, the president & CEO of Pasture Pharma who is one of the only two corporations (the other is 3M) who happen to manufacture the FDA-approved General Public Use Respirators (i.e., masks). It is not a question of IF it comes, it’s really, WHEN it comes.” The 21+ minute video plays like a trailer for a modern outbreak-horror movie.

Way to leave out pertinent information Michel Chossudovsky. The Felderman quote is accurate from the perspective of what Felderman said…. give it some context so the full truth comes out. Northcom is the global synchronizer for COMBATANT COMMANDS (military organizations), it does not say the federal government. That falls to HHS. Read all of Northcom’s publicly available literature, and you will see Northcom’s plans are geared toward supporting federal agencies, in synch with HHS’s own plan, and that other Combatant Command plans are geared to preventing further spread and maintaining their own military mission capability.
People need to start looking at our military in a light other than Guns and Bombs. They have more airlift/cargo capacity than ANY airline in the world. The military has a large, expeditionary, and flexible logistics distribution capability. I can’t think of a better capability to leverage in a worse case Pandemic scenario where society seems to stop/severely slow down until the threat of life threatening illness goes away. Distributing vaccines to civil authorities, to every citizen of the us….. yep lets use those personnel, aircraft, and trucks.

They do more than just work with FEMA. They are responsible for patroling our borders, preventing Russian aircraft from entering our airspace, the Coast Guard, and if an attack on our nation happened, then they would be the ones to corrdinate a response.

THE USE OF MILITARY ON AMERICAN SOIL IS INEXCUSABLE.

@ Razor you were headed down the right road in quoting Posse Comitatus. In no scenario ever, should the Federal forces take a leading role that belongs to civil authorities at the local and state level. Using the military in such a manner is criminal and puts normal citizens in a bad situation.
However…. if they are not used in such a manner…. and they are merely supporting civil authorities (transportation, engineering, other non militarized support) what is the harm in that? There isn’t a better trained and equipped force to do that (again as long as the Local and State Civil authorities have the lead….. not Federal).

@razor You are spot on with your Posse Comitatus comments and observations. As far as your bottom line point…. I subscribe to something more down the middle of the road.
There are valid uses (matter of opinion I suppose), if the military is applied in a manner that does not include guns, bombs, and other weapons of war…. and they are in a pure support role to the Civil Authorities. Transportation, logistics, medical augmentation, engineering, etc…. all have potential domestic possibilities. Again…. as long as the military is supporting, not leading efforts and the Civil Authorities have the lead.
In general that is the way the Federal Government relief agencies are postured to support State and other local authorities. There are those situations where serious questioning on Federal leadership is required (2007 Defense Appropriations for instance, which could possibly be used to overturn Posse Comitatus). National Response Framework is good reading material.

Unfortunately, I have come to the conclusion that the Alex Jone’s show is a multi-hidden-agenda fear mongering show by more than enough of my own critical research. After studying enough of the patterns/red herrings, diversions etc. over the years even as a real obsessed A.J. fan, (as he’s always says “do your own research”) I now have my own proof.
Yes, Alex Jones knows how let the cat out of the bag (for his own ratings) but constanly changes his hat and becomes the gatekeeper for that same truth fighting poor cat. Now why is that? Due diligence and keeping the government in check is a good thing, but man some folks really cross the line into conspiracy theory nuts.
I remember trying to inject some middle of the road common sense in response to a YouTube video that was a replay of a webcast. The video essentially purported that Northern Command was a puppet of Bush/Cheney and was going put the country in to marshall law (with just 4000 troops nonetheless) in order to keep republicans in power. Obama is in power and none of that has ever come close to happening. Hell they didn’t even deploy those forces.
Unfortunately, as much “other side” perspective as you try to inject so people understand the full picture, you will always be discounted in these forums. It’s as useless as going to a car Forum built around the love of Corvettes, and trying to tell them that there is a better car. You will be discounted, and told to get out if you don’t agree with it.
