House Passes Mandatory National Service Bill

The House passed a bill yesterday which includes disturbing language indicating young people will be forced to undertake mandatory national service programs as fears about President Barack Obama’s promised “civilian national security force” intensify.
The Generations Invigorating Volunteerism and Education Act, known as the GIVE Act, was passed yesterday by a 321-105 margin and now goes to the Senate.
Under section 6104 of the bill, entitled “Duties,” in subsection B6, the legislation states that a commission will be set up to investigate, “Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented in a manner that would strengthen the social fabric of the Nation and overcome civic challenges by bringing together people from diverse economic, ethnic, and educational backgrounds.”
Section 120 of the bill also discusses the “Youth Engagement Zone Program” and states that “service learning” will be “a mandatory part of the curriculum in all of the secondary schools served by the local educational agency.”
“The legislation, slated to cost $6 billion over five years, would create 175,000 “new service opportunities” under AmeriCorps, bringing the number of participants in the national volunteer program to 250,000. It would also create additional “corps” to expand the reach of volunteerism into new sectors, including a Clean Energy Corps, Education Corps, Healthy Futures Corps and Veterans Service Corps, and it expands the National Civilian Community Corps to focus on additional areas like disaster relief and energy conservation,” reports Fox News.
The Senate is also considering a similar piece of legislation known as the “Serve America Act,” which also includes language about “Youth Engagement Zones”.

Despite denials that Obama plans to institute a mandatory program of national service, his original change.gov website stated that Americans would be “required” to complete “50 hours of community service in middle school and high school and 100 hours of community service in college every year”. The text was only later changed to state that Americans would be “encouraged” to undertake such programs.
In addition, Obama’s Chief of Staff, Rahm Emanuel, publicly stated his intention to help create “universal civil defense training” in 2006.
“The bill’s opponents — and there are only a few in Congress — say it could cram ideology down the throats of young “volunteers,” many of whom could be forced into service since the bill creates a “Congressional Commission on Civic Service,” reports Fox.
“We contribute our time and money under no government coercion on a scale the rest of the world doesn’t emulate and probably can’t imagine,” said Luke Sheahan, contributing editor for the Family Security Foundation. “The idea that government should order its people to perform acts of charity is contrary to the idea of charity and it removes the responsibility for charity from the people to the government, destroying private initiative.”
Lee Cary of the conservative American Thinker warns that Obama’s agenda is to, “tap into the already active volunteerism of millions of Americans and recruit them to become cogs in a gigantic government machine grinding out his social re-engineering agenda.”
CFR luminary Gary Hart hit back at critics, claiming in a Huffington Post piece that, “Resistance to expanded public service programs can be expected from the ideologically sclerotic, those who occupy the negative ground between government as the problem and government as our enemy.”

The way I understand it is that we do not derive our rights from the Constitution or the Declaration of Independance etc. Our rights are given by the Creator, the aforementioned documents simply point out what those rights are. Since our rights are given by the Creator they cannot be taken away by the government, in principle anyway, so in the end it all boils down to the issue of force.

I agree with what you’re saying but I think the problem is that they manipulate everything to their own advantage, I mean they just ignore the constitution which is the law of the land and then turn around and enforce laws that don’t even exist like the federal income tax and they get away with it because they have corrupt people in the right places on their payroll, the law system like the political system is only as good as the people running it. Once again it always boils down to the issue of force, I think the founding fathers were familiar with this concept. We are automatically at a disadvantage because we are dealing with people who make the rules and they do not play fair!

People weasel their way out of jury duty, distribute drugs, and refuse to pay traffic tickets all the time even though there are laws against it. I am a High School Senior and I am praying to god that this bill does not get passed. I have personally taken the initiative to actually read the parts of he bill that are relevant (I don’t particularly care how all the funds for the program are distributed, which is what nearly 90% of the bill is comprised of). The parts that have caught my eye are as follows:
(a) Prohibited Activities- A participant in an approved national service position under this subtitle may not engage in the following activities:
(7) Engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytization.
This subsection (7) is located under section (a) on page 98 of the PDF format of the current bill. This particular piece is disturbing, though there are others that are more so. I do believe that this country was founded on the basis of freedom of religious practice, was it not? oh and not to mention this other prohibition under section (a) :
(1) Attempting to influence legislation.
I do believe that in the United States of America we have every right to vote and attempt to influence legislation so that the people’s needs and wants are met, do we not? Ladies and gentlemen, lets forget the misnomer of mandatory military servitude, but lets look at our freedoms being pulled straight out from under us. This bill even has provisions to allow the reassignment of the “Youth Engagement Zones” to Disaster recovery and potentially even settling civil unrest. I will say that I am not a lawyer and it is possible that I misunderstood some of this. But “mandatory service” be it community service or not, is unconstitutional regardless of how you look at it. We must protect the document which has kept this country alive for so many years and uphold its virtues. I pray you all contact your senators and plea they vote no!

My kid will not be joining. If schools make it mandatory, I will fight for him to still attend. I will take time off work to escort him into the classroom and sit there to make sure he is not mistreated.
With that said, my son’s school has not yet said anything about the fact that he is not current on all of his vaccines (when I realized it was potentially harmful, I insisted that all vaccinations cease) so this particular school district probably won’t be a problem… but ya never know what the future might bring.
Parents have a protective instinct when it comes their offspring. I wouldn’t try to cross a dertimined parent protecting their child. That’s all I have to say…

It’s a great incentive for our young people to make sure they secure their commercial SELF. The US Corp only holds title until someone stakes their claim on it. You can only tie obligations with titles by bonding the entities together. However, who has possession? I read the HR1388 the other day and is disturbing to say the least. I may have misread it; however, what I got out of it is that it would be a requisite for employment as while. This is a big piece of legislation further dimming the lines of our great constitution. Department of public safety and military are actual terminology that is written into this as well. I don’t see how anyone couldn’t draw the parallel to Nazism. What concerns me even more is the support that it got in the House.

What’s the big deal?
My highschool had a community service requirement AND a service learning office. 25 hours in 10th grade, 25 in 11th, and 50 in 12th.
It was informative and opened our eyes to a world outside highschool drama and dead end jobs.
I don’t think it will become nationally mandatory, but there should be incentives. I’ll tell you that receiving the Bronze Medal of the Congressional Award definitely looked good on my resume.
I honestly can’t take anything on this website seriously. My roommate that practically lives on this site was telling me only a few months ago that Bush passed a law that would allow him to stay in office longer…whatever happened to that? This is just a frenzy of conspiracy theorists.

In fact to receive that award I went above and beyond my school graduation requirement. My service opened up doors I didn’t even know were open to me. I got to travel the Southern states extensively where many of my naive prejudices of southern folk were debunked.
Maybe if Americans implemented service more into their lives and local culture, government wouldn’t feel the need to legislate it.
I don’t agree that AmeriCorps should be mandatory, and I don’t think it ever will be. If anything at the least, the results of AmeriCorps service will likely improve now that it will no longer be treated like the gov’s stepchild.
I’ve done my service, and while I was part of a team of hard working idealistic individuals, the program also had it’s share of unmotivated, people looking for a free ride. It NEEDS to be treated more like the military.

I happen to think voluntary service is great, but we are not slaves here. If you had mandatory community service at your school, I hope it was a private school. I was not aware that public schools had the right to require “volunteer” duty.
I would likely encourage my children to do volunteer service, but I would fight any government entity that attempts to enslave my children. I did volunteer work when I was young. I got no rewards for it except knowing I helped people. I will volunteer to help children not become slaves, if it comes to be mandatory public service.

Okay, I’ve gotten my load of stupid, racist, homophobic, sexist, paranoiac, ignorant, frightened little boys for the day.
National service is not the only way we can begin to restore any semblance of equality in this country but it’s a start. I just hope it doesn’t provide the dodges that we saw in the past where those with the connections could get into the National Guard and avoid service in the combat zone over seas. Of course now, the National Guard IS overseas so at least some redress there. Now we can go to work on the other exemptions.
Don’t worry, if you are forced to mix with the sons and daughters of the wealthy it is entirely possible that they might have to realize that we are out here and you might learn to write and speak a bit better.
Get your programs together and invest a bit of time before you iron your sheets for the next meeting.

I heard they are going to require seniors to serve as well, but at first it will be “voluntary” and you will get some small amount of cash and the chance to earn “education credits” which can be passed on to kids and grandkids to pay for college. My 89-year-old mother is available as soon as she learns to walk again with her walker, her broken thighbone is till healing. Will the Great One give mom an exemption on medical reasons till then? If not, perhaps she can be wheeled into a Soup Kitchen to serve, thank you, Oh Great One.

I have to say the title of this article seems unneccessarily sensationalistic. The bill to me sounds as though what it does or appears to be designed to do is to establish commitees to study the possibility of, investigate, plan, and generally plot HOW to establish mandatory national service. It is NOT a bill which puts such mandatory service into effect as the title of this article would seem to shockingly suggest, and the the fact that they are moving forward with this agenda IS indeed scary and shocking enough on its own. I get really tired of this kind of shit where things are made out to be even more appalling than they actually are. WHY is that necessary? The actual facts are just terrifying enough in and of themselves. Why is it necessary to amp it up? That REALLY pisses me off, and i have to say the fact that it seems to be infowars stock and trade, makes me feel mistrustful of this site and reluctant to recommend it to others even though there IS a great deal of good information here.
Of COURSE the idea of mandatory government service is absolute crap and DOES not strengthen the fabric of our nation because it is an utter denial of the principles which form that fabric of personal freedom to create one’s own destiny. It is not the job of government to replace more wholesome cultural institutions, to require, nor to choose the manner of giving and furthermore, it is NOT giving if it is FORCED… And as such it is not going to bear loving fruits.
I will say that this article seems to hit it on the head that what this is, is essentially part of a social reengineering program, and the scathing remarks of its defenders betray that rather obviously. Like you’re “sclerotic” if you believe that human families and communties as God created them with organic, inborn, and naturally occuring impulses towards charity and goodness and helping one another aren’t good enough on their own. There is absolutely no justification for that kind of thinking and reading such hateful, pejorative, and outright Luciferian words makes me cringe. People such as this man may think we need more service, but they certainly aren’t doing humanity any favors.

A Constitutional Amendment? Well since they’ve been keeping copies of the Bill of Rights in the Congressional bathrooms for use as toilet paper, I wouldn’t put much faith in the 13th Amendment being taken seriously – or for Americans as a majority to realize there even is indeed a 13th Amendment.
This is a creeping death that is coming over America – none of you will stop it with your “take action” attitude. You should have ALREADY taken action – forget guns and chaos in the street – as if you are going to beat them at their own game. Try just cutting them off. Haha, if the government thinks that they can draft people in the US into civil service, then they are sorely mistaken. It would be easy to do, if we had a history of it, but we don’t. Plus, you want to draft…teens to do this? And they aren’t getting paid if I’m correct because it’s community service. Ya, that’s going to go over real well with the young people of the nation. Well, maybe with the hardcore Obama supporters. If they do initiate a program to draft these youth into the military or require basic training (which is useless, it doesn’t really teach you horribly much you wouldn’t learn on your own) Obama will see a huge number of not only teens, but parents refusing. However, before this gets blasted through congress, you can bet that the anit-gun laws, wiretapping, searches, and powers of arrest will already be so greatly expanded that any resistance would be limited.
It’s come to the point where I want to see america come to revolution just so we can have our rights back and go back to a semi-stable free market system, and a political system where liberalism prevails, liberal as in the true sense of the word in that everybody is more or less free to do what they want. That’s the only way to make America strong again is to start back at square one.

Sorry about the double post, but, they also want to create a “Civilian Security Force” which is as well paid and equipped as the military. To me, it sounds like they are gearing up for a revolution of their own. Hitler did this prior to seizing control of all government powers in Germany, so, when he did do that, the segments of the army that would try to restore democracy would be crushed. In like fashion, the US army would probably not take to well to a coup de tat via state of emergency or what have you. There would be some segments that would probably resist, if not the citizens themselves. All of this just creates an atmosphere of indoctrination for a core segment of the society, which would be ready to defend the president from any perceived aggressors. This citizens defense force will be nothing but the brown shirt hoodlums that Hitler used before and after his power grab to silence opponents, and to generally keep any unhappy citizens from spreading their ‘poisonous’ influence amongst the rest of the population.

Is it so hard to buy some shop tools, and grow a garden? If every American reclaimed even a fraction of their self-reliance and sovereignty back the aggregate effect would be monumental. Today you could all go out in your backyard and plant a garden. Tomorrow you could go to the store and buy a drill, an angle grinder and a basic set of hand tools and start making your own furniture. Start exchanging with each other.
How’s that going to help things? Its just like P2P file sharing – all the legislation and complaining in the world didn’t do anything to phase the record companies and the movie studios – but when P2P cut them off and left them to wither and die – their sales plummeted by billions and they now spend their time trying to survive – the fights on with the mass media and not a shot had to be fired.
Take the P2P paradigm and apply it to any aspect of economics and you have megalomaniac corporations brought to their knees by a swarm of ants they have no way of stopping. It will work, its happening already even on its own albeit slowly. Wake up to this possibility and help it along to its positive conclusion.
What have I done? I got my own garden, and a growing collection of tools and finished projects that I currently use to exchange with other local small businesses or hobbyists. Stop waiting for a savior – he came already – he stares at you in the mirror every morning when you wake up.

I suspect this will be law very soon. Here’s what this tells me…
1-If you can be forced to do anything against your will your a slave. Duh!
2-This will push America closer to a civil war.
3-Many of us within the NWO research community have been warning this is coming, and the American people have little to no time left to wake up and act like freedom loving, morally guided people, who have the guts to stand up for themselves.

I’m for Mandatory Service…. And it should be strictly enforced and wealthy George W types should not be able to have their parents buy out of it, and lazy white trash, blacks or immigrants who want to hang out and play video games all day should not be allowed to collect welfare and/or other social services, or have babies, without doing it.
Taxes are the same thing, and in this case, If they did it right, they could LOWER taxes by an equivalent amount by having people serve in the community. And in this way, it would be more fair for rich and poor alike, since each person’s time is of equal value to them.
Some of these comments make me realize how pathetic we have become. You are not entitled to live a life of leisure and not contribute anything to humanity. Go F yourselves … I wouldn’t complain if every single person on this earth had to spend an entire year working for charity orgs and helping their communities and the environment. Including the CEO of AIG. They should also make people go through at least the same hurdles to have babies that they must to get a drivers license (take a small course, pass a test, show financial responibility). If they did that CA wouldn’t be broke and we wouldn’t so many coming here taking and not giving.

David, you’re operating under the fallacious assumption that Obama’s service programs are strictly a humanitarian in nature. If you would take the time to read the documents themselves, and find out exactly what Obama’s civilian security task is for, you will realize that it has nothing to do with charity and humanitarian relief. It has more to do with a force that will quell political opposition to Obama, and green brigades that will enforce radical environmental measures. Have you studied the great fascists regimes? In every case the dictator creates a private army which is beholden to the dictator alone. It is a private army that will physically attack Obama’s political opposition; it is a domestic army that is bigger than the US army. Here is what Obama said in a speech in Colorado Springs awhile back: “We cannot continue to rely on our military in order to achieve the national security objectives that we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.”
Again, no one on this thread believes that service or helping others is wrong as you seem to suggest, which is merely an attempt to set up a straw man so that you can easily knock it down. You’re wrongly assuming that Obama’s civilian security force is inherently a good thing.

With all morality a thing of the past, his influence, less God, will not last.
Even though one recognizes Him, as a leader sanctions unmitigated sin,
God’s Righteous Judgment will prevail, while compromising policies fail,
Leaving many followers mystified, when promises and hopes go denied.
This man is not the Messiah, my friend, and all shall see that, in the end,
As many continue struggling to cope, some will see Christ is their Hope,
And lifting a man is futile at best, as a follower of Christ is truly blessed,

I missed 120 on my first read..it does exist as a subsection of 1203…and states..
YOUTH ENGAGEMENT ZONE- The term ‘youth engagement zone’ means the area in which a youth engagement zone program is carried out.
‘(3) YOUTH ENGAGEMENT ZONE PROGRAM- The term ‘youth engagement zone program’ means a service learning program in which members of an eligible partnership described in paragraph (4) collaborate to provide coordinated school-based or community-based service learning opportunities, to address a specific community challenge, for an increasing percentage of out-of-school youth and secondary school students served by local educational agencies where–
‘(A) not less than 90 percent of the students participate in service-learning activities as part of the program; or
‘(B) service-learning is a mandatory part of the curriculum in all of the secondary schools served by the local educational agency.

You lying, misrepresenting SCUMBAG! This is what the bill says:
‘(3) YOUTH ENGAGEMENT ZONE PROGRAM- The term ‘youth engagement zone program’ means a service learning program in which members of an eligible partnership described in paragraph (4) collaborate to provide coordinated school-based or community-based service learning opportunities, to address a specific community challenge, for an increasing percentage of out-of-school youth and secondary school students served by local educational agencies where–
‘(A) not less than 90 percent of the students participate in service-learning activities as part of the program; or
‘(B) service-learning is a mandatory part of the curriculum in all of the secondary schools served by the local educational agency.

I read the bill several times. I did a search of the bill for key words like MANDATORY, REGUIRED, FORCED, etc. and CANNOT find language indicating young people will be forced to participate in mandatory national service programs.
I see that the bill calls for the formation of a commission to investigate, “Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented…”
Maybe one of you guys can point me to the provision in the bill that mandates service, the time lines, who will be required… and so forth.

I too am outraged and want America back too!! Omaba is dangerous! Now he is hiring muslims in the White House that took thier oath on the Quoran! My god! My only hope is that in 2 years us smart people will vote Pelosi and the other dumbass dems out the door! Obama/Biden got a lot of slack about this bill before the election, they changed thier stance to “We urge young people to get involved” Stupid idiots in this country STILL voted him in. I only hope to god in 4 years from now, people realize what they did. I so wanted to be wrong about him and still try not to speak ill of him like the liberals did about Bush.
