H.R. 675: Building Obama’s Civilian National Security Force

In January, without any recognizable corporate media coverage, Rep. Bob Filner, a California Democrat, introduced H.R. 675. The bill would amend title 10 of the United States Code and extend to civilian employees of the Department of Defense the authority to execute warrants, make arrests, and carry firearms. The bill was referred to the Armed Services Committee on January 26, 2009.

Filner’s bill would amend the United States code with the following: “Sec. 1585b. Law enforcement officers of the Department of Defense: authority to execute warrants, make arrests, and carry firearms… for any offense against the United States.” (Emphasis added.)
The Posse Comitatus Act, passed on June 18, 1878 after the end of Reconstruction, limits the powers of the federal government to use the military for law enforcement. The Act prohibits members of the federal uniformed services from exercising nominally state law enforcement, police, or peace officer powers that maintain “law and order” on non-federal property within the United States.
H.R. 675 sidesteps Posse Comitatus by defining “law enforcement officer of the Department of Defense” as “a civilian employee of the Department of Defense,” including federal police officers, detectives, criminal investigators, special agents, and game law enforcement officers classified by the Office of Personnel Management Occupational Series 0083 (the United States Office of Personnel Management is described as an “independent agency” of the U.S. government that manages the civil service of the federal government).
In 2005, the Office of Personnel Management partnered with the Department of Homeland Security to create a “21st century human resources management system that fully supports the Department’s vital mission,” according to then Office of Personnel Management Associate Director for Strategic Human Resources Policy Ron Sanders.

Members of the DoD Civilian Expeditionary Workforce shall be organized, trained, cleared, equipped, and ready to deploy in support of combat operations by the military; contingencies; emergency operations; humanitarian missions; disaster relief; restoration of order; drug interdiction; and stability operations of the Department of Defense in accordance with DoDD 3000.05
“This new directive is odd, coming as it does after campaign promises by Obama to establish a paramilitary ‘civilian national security force that’s just as powerful, just as strong, just as well-funded’ as our military,” writes Doug Ross.
According to Sec. Def. Robert Gates, defeating terrorism will require the use of more “soft power,” with civilians contributing more in communication, economic assistance, political development and other non-military areas. “Gates called for the creation of new government organizations, including a permanent group of civilian experts with a wide range of expertise who could be sent abroad on short notice as a supplement to U.S. military efforts. And he urged more involvement by university and other private experts,” the Associated Press reported in late 2007.
It should be noted that the original Civilian Expeditionary Workforce directive mentions the term “overseas” no fewer than 33 times, while the Obama revision does not mention “overseas” at all. In other words, the revised directive is designed for “emergency operations” in the United States.
Both H.R. 675 and the DoD Civilian Expeditionary Workforce directive will establish civilian “soft power” under the direction of the Pentagon. Obama is now actively working to create a paramilitary “civilian national security force that’s just as powerful, just as strong, just as well-funded” as the military. In order to skirt Posse Comitatus, Obama’s paramilitary brownshirts will be organized and run out of the Office of Personnel Management with orders coming from the Pentagon.
In the recent past, the Pentagon sent operatives to snoop on anti-war and patriot demonstrations — for instance, Alex Jones’ protest at the Federal Reserve was monitored by the Pentagon . In the not too distant future they will likely send “civilians” with firearms and the power to arrest “rightwing extremists” who represent, according to the Department of Homeland Security and numerous federalized police agencies, “offense against the United States.”

This is too unjust. We must resist this bill at all costs. We must remember that the government is made up of flesh and blood people just like us. If they are pushed hard enough they will cave as long as we withhold our consent. If we cooperate, then we can forget about survival. They will take everything.

Violence will only give them the “justification” for this and other unlawful acts against our freedoms. We need persistence, large numbers and cool heads if this government is to be turned into the “of the people, for the people” government it should be.

Political activism is a futile endeavor.
Who do you think the politicians feel more obligation to? The voters that write them letters? Or the slimy creatures that fund their election campaigns?
Write your letters if you think it’s worth it. Heck, sometimes it might even have some small impact. But in the long run you’re fighting a tragically futile battle.
The only way to get anywhere is to abandon their putrid system altogether. Stop using their money, stop voting in their elections and stop listening to their demented spokespeople in the media.

In that case, anyone who was planning on a July 4th vacation should divert to D.C. for an all-out demonstration. Celebrate our Independence Day by exercising our rights while we still have them. Voice our concerns loudly at all parades and all political speeches. Don’t stop until the seriousness of the message is finally felt. But do so non-violently. Withdraw our money from the banks, stop using credit, use as little gas as possible and so “NO!” to the politicians and bankers and foreign interests until they finally understand. Show the rest of the world that it can be done without violence when EVERYONE stands as one. Remind them that government is supposed to be for ALL the people. Remind them that government is meant to SERVE THE PEOPLE, not vice versa.
All we have to do is wake up everyone we know, reach out to everyone we can in any way we can and finally stand as one. Stop the pointless, petty squabbles and work together to take back this runaway government. If the citizenry of this country can just stop being lazy, complaisant, fearful children with an overdeveloped sense of self entitlement, these issues before us can easily be solved. United, we can be a shining example to the world. Apart, we are lost.
If we cannot do something so fundamentally simple, I have to wonder if such a loss would really be that significant, because we obviously do not deserve the freedoms we refuse to stand up for.

I was growing sceptical of Kucinich when he was hesitant to sign on to HR 1207. I know Ron Paul makes sense and has personally said that he most agrees with Kucinich of all the other Democrats. I do not agree with you. I think we need this bill to be signed into law by Obama so that we can have standing to sue in court and expose the fraud of the entire system. This bill could be the silver bullet that sinks the Congress and Military and illegitimate President. Remember, since Obama is not qualified to be President, this Bill cannot ever become a legitimate statute/law and it will go down in flames in the courts. I say bring it on and let the thousands of law suits that this will generate ensue!

Actually, you do not have that correct. The SC has ruled that the 16th amendment granted no new powers of taxation and that it did not grant the power to lay a direct or indirect tax on the compensation of labor, not incomes. Incomes are the profit or gains of corporations or privilege which the government has always had the right to tax both before and after the 16th amendment. The 16th amendment was just declaratory and did not change anything. There are thousands if not millions of U.S. citizens that legally pay no income tax because their money is not derived from profit or gain or income from any privilege, but is just the compensation for their labor from the laws of nature. This money does not have to be reported as income, profit, or gain, for IRS tax purposes. That is the law and the government does know and recognize this if you know how to live your life correctly, legally outside of IRS jurisdiction, and make the correct arguments. Many of them have won their cases in court, includijng former IRS agents! And now the government has been forced to leave them alone. You Tube has many videos of these cases by the citizens that won. The courts will rule against these bills/statutes, however that does not mean that the government will stop, no. But, it does mean that you can sue the shit out of any government agent that tries to use those illegal statutes and you will win and that will eventually stop them and make them obey the law. Freedom isn’t free and must be constantly paid for by those willing to be trespassed against and then who will fight back. So, I see no problem in the long run, and you have failed to convince me otherwise with your incorrect example of the 16th Amendment. The vast majority of IRS cases are within the law. Most of the Patriots that have fought the IRS and lost, is not because the government does not listen, it is usually because of mistakes that the Patriots make in their theories or presentations, or facts about the way they live their lives that does not match the correct theory, or tricks of mind manipulation of a jury by the government. If you know how to live totally within the laws of nature, and not have a job working for a corp[oration, or interest from investments in banks etc., and do not want social security, then you can legally live without owing any taxes to the IRS, and the U.S. government will leave you alone.

The passing of this bill will essentially create a unified federal state, effectively making the states that in name only. If there is a federal police force on the streets, that is too much. Sir a word of advice, don’t mention what you possess in term of permit or firearms on a monitored site like this one. You are only asking for a visit from the feds or asking to be picked up at said rally. If i can get your ip address with some freeware program the CIA/FBI surely can get your home address and your name to pick you up and throw you in jail on phony charge and confiscate your weapons. Remember half the battle is knowing if they don’t know what you are packing they will hesitate…and you will have the element of surprise when the shit hit the fan.

Limited life primers sounds like something in an ammunitions round that will fail if not used within a short amount of time after being manufactured.

You made me think. Actually I”m already aware and after a good four to five years of experiences and research, a lot of the Greys are actually the snakes in suites, those big eyes are like goggles. At first glance, it seems that, if a person’s tooth or eye were lost in a scuffle or accident, the one who caused the loss to happen would be required to forfeit his own tooth or eye. Though some may have demanded this in times past, it is clearly not God’s intent for the law. Instead, it is a principle, given in concrete, understandable terms, that damage is to be justly compensated.
According to commentator Adam Clarke, the Jews of Christ’s day abused this law to extract every last penny from another, and in the majority of cases, there was no mercy shown. Human nature being what it was then, and still is now, they insisted that the one who caused the problem receive every bit of punishment coming to him. In short, they wanted and exacted revenge! Jesus wants us to understand that His disciples are not to act this way.
In countering the faulty understanding of this Old Testament law, Jesus teaches, “But I tell you not to resist an evil person. But whoever slaps you on your right cheek, turn the other to him also” (Matthew 5:39). He begins by instructing us not to escalate the situation by stubborn resistance or, worse still, by perpetrating an additional offense. Elsewhere, Paul writes, “Repay no one evil for evil” (Romans 12:17). If offended, do not offend in return. If injured, do not inflict an injury in payment. In other words, retaliation is not the answer.
Note that Jesus is not speaking of dangerous situations, like facing a robber with murderous intent or a rapist on a dark street. On His mind are circumstances of daily life that are insulting, bothersome, or even mildly injurious, but not life-threatening. The Interpreter’s Bible comments on the latter half of the verse: “A blow with the back of the hand to the right cheek was an insult, thus the palm of the hand was now poised to bring a blow to the left cheek.” The blow is struck contemptuously rather than homicidally.
In a situation like this, the first thing that comes to most minds is revenge. Jesus desires that, rather than avenging oneself and acting with the same attitude of hatred as the aggressor, we reflect our calling and suppress the urge to seek vengeance. We should even be willing to take a second slap, this one from the other’s open hand, without retaliation. Such pacifism usually pours cold water on the situation, avoiding further tit-for-tat retribution.”

will run out of ” cheeks to turn ” in any assault. After you have run out of cheeks
to turn in an assault, it is always nice to have a modern proper weapon designed
to meet out the proper punishment to the aggressor ! A nice barrage of hot lead

Looks like all of you have pretty well covered this subject. I just have a few thoughts, though. I think that everything America is experiencing now is a Judgement from God on our materialism, immorality, hypocrisy and willingness to let the elite rule us rather than exercise eternal vigilance appropriate to the citizens of a Republic. Ever since we started acquiring our empire, with the Spanish-American War, we have exploited whole areas of the earth for our own gain, to the detriment of the native people, overturning democratically elected governments and installing fascist dictatorships. We have installed dictatorships because they were more reliable in providing our low-cost access to other countries’ natural resources than democratic republics. We started with the African slaves and the Native Americans, and we have continued doing the same thing all over the world, all the while proclaiming we were spreading “democracy” and “freedom.” In fact, we were doing the opposite. We, as a people, became very good at denial, but while we fooled ourselves, willingly, we couldn’t fool God. Now we are reaping what we have sown.
Our country is pretty far gone now, and we are all going to see some rough times ahead. What we all need to do is be as faithful to God as we can be, always, and use what freedom we have while we still have it in order to fight, peacefully, the totalitarian juggernaut that is bearing down on us. We all have to decide individually whether or not we will fight if and when “they” come for us. It’s an individual decision, and no one can make it for any of us. We should all hope and pray that that time never comes, for us or any of our countrymen. One way we can work toward keeping that from happening is doing whatever we can to help disprove the official conspiracy theory of 9-11. Remember that everything the totalitarians have done and are doing is justified by the official story of 9-11. 9-11 is the key. If the official story can be disproved, their whole house of cards collapses. That’s why they are furiously trying to preempt us with a scenario that will justify martial law, because we are getting closer and closer to disproving the official fairy tale. Our violent resistance of the government would justify martial law, so that must be our absolutely last resort. Violent resistance is exactly what they want, at this point, so we mustn’t give it to them! We are in a race for our lives and the life of our country. Only God knows how it will turn out. Prayer is still the best option while we WORK to keep what little freedom we have left. We should work praying and pray working. Sure, write your Congressman and Senators. Whatever you can do, DO IT! I define prayer as working for the good, trusting in God, not getting to your knees all the time. Though I believe we are under God’s Judgement, we must work for the good, that is the liberation of our country, while we can.
If the official story of 9-11 can be conclusively disproved, and the numbers of people in the country and the world that are aware of it reach a critical mass, a critical mass, unfortunately, no one knows the number of, the totalitarian juggernaut of war and oppression can be peacefully overturned. Though we must be prepared to fight, if need be, we must do all we can NOT TO HAVE TO FIGHT.

The PROBLEM is that currently the US Military is switching over to a system of Civilian Police to provide law enforcement and protection for military basses and facilities do the the shortage of Military Police and the need to develop a more professional and stable police services. Currently the DOD Civilian Police is operated by each military branch under the authority of the Base Commander and not under any Federal Law. This does NOT provide for effective force protection, uniformity, stability, or direction to the Police services. This Bill is just one step in correcting what is wrong and moving to a professional police service.
