The bomb, with a timer-detonator, was placed in a bush near the podium for the parade, which marked the 30th anniversary of the start of the Iran-Iraq war.
The dead included ten women, among them wives of senior commanders, and one boy.
The parade, one of a number around the country, was taking place in the city of Mahabad, in a Kurdish area of north-western Iran, where separatist guerrilla groups are known to operate.
US Secretary of State Hillary Clinton on Wednesday condemned the bombing.
But Iran has regularly accused America, the CIA and Britain of being behind all terrorist activity in the country.
