    James Corbett
    The Corbett Report
    October 27, 2009

On top of being fingerprinted and photographed each time they enter the country and being forced to carry a government-issued ID card at all times, non-Japanese residing in Japan will soon have IC chips implanted in their ID cards, a move which human rights activists point out will allow police and government officials to remotely track and trace the movements of foreigners in the country.

In a recent interview with The Corbett Report, Arudou Debito—a naturalized Japanese citizen and campaigner for the rights of non-Japanese in Japan—warned of the dangers inherent in this technology. "Why is tracking of people necessary?[...]Whatever you enforce upon a segment of the population is going to be material to enforce upon the rest of the population," he said. Watch the interview in the video below:

As a country well-known for its technological innovation, perhaps it comes as no surprise that Japan is leading the western world in implementing an electronic grid for tracking and tracing its own foreign residents. But just as Japan is becoming a test case for the technology of this electronic control grid, so it also serves as a model for getting the public to accept this technology as part of their daily lives.

    • A d v e r t i s e m e n t
    • efoods

As with most repressive practices, the practice of electronically surveilling the citizenry is being introduced as a measure to protect the country from the perceived threat of foreign criminals and terrorists. This is a technique that has been used by repressive regimes throughout history, from the Nazi persecution of the Jews to Britain’s recent attempts to force foreigners onto the new national ID card first as a way of easing the measure in without fear of political backlash. Many Japanese are unaware that foreigners even carry an ID card, let alone that it will soon be IC-enabled. The idea of foreigners being forced to surrender their biometric data at the border was not debated at all in the Japanese media when it sailed through the Diet in 2006. Of those that are aware, many are placated by the idea that such technologies will protect them from dangerous foreigners, despite the fact that the only spectacular terror attacks to take place on Japanese soil have been perpetrated by Japanese.

Now the general public in Japan is being conditioned to accept the idea that they, too, will be subject to constant electronic surveillance. For years now, Japanese ATMs have incorporated palm print technology as an optional security measure. Although this option is neither mandatory nor popularly used, it serves to condition the public that the use of biometric devices is the future of identification technology…despite the fact the this technology is ridiculously error-prone and often wildly inappropriate.

As the following video points out, CCTV surveillance on the street is also popping up in unexpected places:

What these trends indicate is that the technology now exists to keep electronic tabs on every citizen at all times and governments around the world are keen to use it. Even those who implicitly trust government officials to only use such technology for good must recognize the incredible danger that such a surveillance grid would present in the hands of a corrupt or tyrannical government.

Those who are concerned about this trend, from Japan to India to Mexico and everywhere in between must do what they can now to alert their fellow citizens to the potential danger of this technology and the real uses for which it is intended.

these chips have not been “perfected” yet. in africa, they tag the wild animals and when one of these chips slips out of place, the animal dies of infection, aint that great? and these dumbasses want to put them in people?

      roaddog6 Reply:

‘ren—thats exactly what the chip will do to humans too, from what I’ve heard. But not by slipping out of place, just by being under the skin.

      Rhonda Reply:

      Roaddog,

Chips? Being watched? People look at me all the time when I go down the street. They (mostly men, of course) are always asking, at least in their minds, what am I hiding under my clothes. They are soooooo naughty–hehe.

rhonda—that fucking hilarious. There she was justa walking down the street…

      Roaddog,

Now that is funny. Was it “The Beach Boys”? Did you know that I won an international beauty contest…. No, it was not really that. It was a contest of the most preferred women throughout the world stretching over a wide variety of popular women? The one main enjoyable factor for those involved with the “voting” based on how the place was set up, was that I had enough influence to be the only one to get my bio in English and can you guess what it was?…………My theme song……..”Help Me Rhonda”.

First off, it was not what the average bio would say and second off, it was not suppose to be in English. I guess one might say that I was not only preferred by the general population, but by the sponsors. Of course one might say that, but I would never say it–hehe.

Yup, there I was justa walking down the street–hehe. (The traffic that was generated was remarkable and enough to have some place file charges against the sponsor and it eventually closed down. We never were sure if it pertained to me or not, but it was one time when the “electronic surveillance” on me was definately having many wondering what was under my clothes. Ah, nothing like MEMORIES–hehe.)

Wow, now Michael Savage is talking about how the elites pick the president and that there really is no left/right party anymore. I will wager that that and how he was talking about The New World Order yesterday has to be stemmed from Alex’s latest movie. He did the same thing shortly after The Obama Deception came out. Maybe I should bother Alex to play that clip. He is sometimes quite stubborn, ya know.

Rhonda (Justa walking down the street–hehe)

how could I possibly know you were in a beauty contest? How can I tell? I never got the pictures you so whole heartedly promised me. ~sigh~ woest me. All I can do is wonder. I see its only a one way street.

      Rhonda Reply:

      Roaddog,

Oh my. I have been so busy that I forgot that I said I would send you a picture of me. Second off, that particular beauty contest, if you want to call it that, was not really publically announced. It was international, yes, but was mainly for the most popular women in the world. None of us knew why we were chosen and some, like Britney Spears, I doubt even knew she was in it. It was more of like a private auction of us, different than ones you might see women asking for votes for. It was a simple sort of contest, but we all were chosen by a criteria that was based on a world wide recognition. After we were chosen for our popularity, then the public was asked to vote for us or rate us. Individually it really did not matter because it was just a privilege to be on the list. The “voting” was for fun and to generate traffic, which it did because again, it pertained to popularity. That meant that there were singers, models, actresses, where beauty was not necessary, although of course most included were there because they were known for their beauty, and many known only from their respective country of origin.

In a funny sort of way, I am like Alex. I am better known outside this country than here. Here they forget about you quickly. Internationally, it brings a tear to my eye when someone who strains to speak or write clear English for me knows so much about me. Makes me think how Alex is so well accepted on international channels as compared to here where the media is scared to have him around.

The “contest” was more for the people who work behind the scenes, but open to the public, if you knew where to look or lucky enough to be told where to look. Actually, between you and me, I know I “won” only because my fans got involved since there were a couple or three internationally famous women who were above me for about a year. I guess because they were still active.

Now, enough about me. Oh wait. You still want that nude picture of me? I guess it is all about me–hehe. I really have not even spent much time reading my jokes. I will send a picture in a few minutes after I finish reading the comments here. Sound good? Then just make sure that you keep your eyes on the road or stop and stand on the corner….watching all the girls, watching all the girls go byyyy….as you swivel your head between them and the desire that my picture will be putting into your head.

      No more beauty contest girl,
      Rhonda

Put the card that holds the chip inside a RFID shielded wallet. Problem solved.

      Foreign Japan Dweller Reply:

Yeah This has been wrecking my head for ages. They also have a biometric registration system called “taspo” to allow people to use cigarettte vending machines. All the cigarette vending machines have a microwave transmitter(like a mobile phone) which registers your purchase. Japanese people are so un-aware and trusting of their government. I always ask a smoker, ” do you think it is possible that every single pack you are smoking is registered and will in future effect your health insurance premiums?” and they look shocked. Another datapoint to consider is that a japanese company announced that they won the contract to provide tracking microchips to be put in the Euro notes. So the tech and concept is alive and well in japan. The next step about 12 months after the launch of Taspo was the announcement ” your taspo has become more useful” now they are allowing taspo users to make small money transactions using their Taspo Id card. I believe the system is an incremental introduction of a manditory databasing and electronic commerce system. The Taspo and Gaijinn systems will eventually merge. I also know that japanese doctors surrepticiously take blood samples of foreign patients and register them in the national criminal dna database without informing the patient of the purpose. I knew this but I had to submit to the blood samples or not recieve treatment.

      Foreign Japan Dweller Reply:

I forgot to mention, they also test the blood for diseases HIV etc.. and use this information to refuse to refuse a foreigner a visa at a future date.(but dont tell the patient) This is of course not done openly. But I was told this by a foreigner who’s local doctor confided in him the purpose of the blood sample.

I do not like methods like these but the Japan’s new government for all intents and purposes are 9/11 truthers. They want the U.S. military bases gone and want their independence back. They are tring to keep from getting hit by a false flag attack that might be carried out by the U.S. but they are move some what away from the New World Order.

I would give them the benefit of the doubt. Maybe they are watching other countries being invaded by illegal foreigners to the point that they are losing their culture and national identity.
Maybe they want to allow foreigners in without allowing them to become a beachhead for an occupying army. In another vein who wants those foreigners who want to bring the war from their old country and persue it’s goals in a free country as a terrorist. Not everybody is a nice tourist who just wants to live in Japan and teach english.

    29. FROM JAPAN Says:

By the way, you need no TASPO Card if you buy your cigarettes in Japan in a shop, not from a vending machine. I own no TASPO Card at all but I can buy cigarettes from the old people who sell in a shop. No IC chip is necessary for you to live.
If you want to make the Japanese government pay for their illegal surveillance, you can do so by buying no cigarette. Cigarettes are a major source of tax revenue for the Japanese government.
