Marines Establish Military Presence in San Bernardino County, California

Branson Hunter, writing for the Big Bear Observation Post blog, reports that the Marine Corps Air and Ground Combat Center (MCAGCC) and the local California Highway Patrol will be working together over the holiday “in a joint effort to reduce accidents and drinking and driving” in San Bernardino County.

Hunter contacted Corporal Knuesn of the MCAGCC Provost Marshal office and MCAGCC Public Affairs Chief, Gunny Sgt. Chris Cox. Both confirmed the USMC will be present on public roads in order to setup a military presence during routine DUI check stops. “They will be working closely over the month to cut down of traffic accidents,” said Cox, “the Military Police will observe DUI check points and watch for their own guys. The intent is to have military presence out there.”
Infowars attempted to contact the MCAGCC Provost Marshal office and MCAGCC Public Affairs to confirm the story but we were unable to reach them.
Dispatching Marines on California highways is an obvious violation of the Posse Comitatus Act (18 U.S.C. § 1385) passed on June 16, 1878. The Act prohibits members of the federal uniformed services, including military police, from working with state and local police and law enforcement.
However, since September 11, 2001, the federal government has increasingly ignored Posse Comitatus. On October 1, 2008, the U.S. Army announced its 3rd Infantry Division’s 1st Brigade Combat Team will be under the day-to-day control of the Northern Command, ostensibly “on call” to respond to emergencies and disasters.
“They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack,” the Army Times reported on September 30. “Training for homeland scenarios has already begun at Fort Stewart and includes specialty tasks such as knowing how to use the ‘jaws of life’ to extract a person from a mangled vehicle; extra medical training for a CBRNE incident; and working with U.S. Forestry Service experts on how to go in with chainsaws and cut and clear trees to clear a road or area.”
It is not explained how assisting in traffic accidents falls within the purview of Homeland Security and the military. It appears that the Marines are using this very pretense in San Bernardino County to “cut down of traffic accidents,” a task normally reserved for local law enforcement.

Last month, Defense Secretary Robert Gates added yet another dimension to this incremental domestic militarization when he ordered the Pentagon “to conduct a broad review to determine whether the military, National Guard and Reserve can adequately deal with domestic disasters and whether they have the training and equipment to defend the homeland,” according to CBS News. According to a report issued by the Commission on the National Guard and Reserves, the Pentagon “must use the nation’s citizen soldiers to create an operational force that would be fully trained, equipped and ready to defend the nation, respond to crises and supplement the active duty troops in combat.”
On December 1, the Washington Post reported that the “U.S. military expects to have 20,000 uniformed [rapid reaction] troops inside the United States by 2011 trained to help state and local officials respond to a nuclear terrorist attack or other domestic catastrophe, according to Pentagon officials.” The Pentagon admitted that this move represented a “long-planned shift in the Defense Department’s role in homeland security,” never mind the obvious violation of the Posse Comitatus Act. “But the Bush administration and some in Congress have pushed for a heightened homeland military role since the middle of this decade, saying the greatest domestic threat is terrorists exploiting the proliferation of weapons of mass destruction.”

Gunny Sgt. Chris Cox explained more than he probably intended when he told Branson Hunter that the “intent is to have military presence” on California’s roads. As Alex Jones documented in his film The Road to Tyranny, the military has trained for more than a decade in domestic military operations and specifically “training for urban warfare against the American people,” as Marty Proctor, owner of the Main Street Deli in Swansboro, North Carolina told WorldNetDaily in April, 2000, when the 26th Marine Expeditionary Unit from Camp Lejeune invaded her town. “Members of the elite unit have been in Swansboro all week training with the local police at checkpoints and neighborhood patrols,” David M. Bresnahan wrote at the time.
In addition to the incremental dispatching of soldiers to assist local law enforcement in operating checkpoints and other duties, the federal government has largely taken over the financing, training, and direction of local police. “Under the 1981 ‘Military Cooperation with Law-Enforcement Officials Act,’ the US Department of Defense is supplying the local police with paramilitary training and equipment, especially for SWAT teams, for use against civilians. According to Peter Kraska in his article ‘Militarizing the Police’ in Social Problems (issue #1, 1997), many SWAT teams are being trained by former military special operations officers,” Fred E. Foldvary wrote for the Progress Report in 1999. It should be noted that this was well before the events of September 11, 2001, and the creation of the Department of Homeland Security.

The purpose of this “heightened homeland military role” and the militarization of local law enforcement has little to do with a potential terrorist attack or natural disasters. It is part of a long-standing plan to implement martial law in America and control the populace through a military dictatorship. The National Security and Homeland Security Presidential Directive,” otherwise known as PDD 51, was signed into law through executive order by George Bush on May 9, 2007. It allows Bush — and soon enough, Barack Obama — to “take total control over the government and the country, bypassing all other levels of government at the state, federal, local, territorial and tribal levels, and thus ensuring total unprecedented dictatorial power,” as Paul Joseph Watson has noted.
In order to effectively establish a dictatorship and martial law, the government will need troops stationed in the country and that is precisely what the 3rd Infantry Division’s 1st Brigade Combat Team and the Pentagon’s 20,000 rapid reaction troops are all about. It has nothing to do with al-Qaeda, the CIA contrivance, or Fox News hyped homegrown terrorism. In addition, numerous TOPOFF (Top Officials) national-level domestic and international exercises staged around the country are desgined to get the populace ready for the possiblity of a false flag terrorist attack and the presence of troops on the streets.

Marines supposedly assisting the California Highway Patrol is part of this effort as well and is designed by the Pentagon and Homeland Security to get citizens accustomed to a “military presence out there.” It dovetails with FEMA’s so-called Clergy Response Teams trained by the federal government to “quell dissent” and pacify citizens to obey the government after a declaration of martial law (see Feds Train Clergy To “Quell Dissent” During Martial Law). Hurricane Katrina played a part in this emerging long-standing plan when police and National Guard patrols forced home owners to hand over their legally owned firearms at gunpoint.
As Branson Hunter notes, the citizens of California and San Bernardino County should immediately voice their concern over the violation of Posse Comitatus and the Constitution. “The bottom line: I urge anyone and everyone who believes in the Constitution, United States Codes, and Posse Comitatus — to do something! they are building a national guard readiness trainning camp right across the street from my complex call snakes creek in miramar florida. 20 million dollar facility on 300 acres of land. According to the city’s website they are going to have arms and explosive trainning on weekends but they said they will minimize the noise so they won’tbe disturbing to residents near by (yeah right !!!) If someone could do an article on this on infowars.com it would be a good idea. We need to stop the emergence of this police state

San Bernadino County has some rough trade. Riverside County, too. Those places will be hit hard by the housing and general economic busts. Of course, that doesn’t mean call in the Marines. By the way, I was at the Huntington Beach Wal-Mart today, and they had a big 2-1/2 ton combat vehicle out there in front, collecting toys for “the keedz.” That is the first time I have seen them use a combat vehicle at that store. I did not have a camera, tho.

Even scarier is that Blackwater just got evicted from Iraq. At the peak number there were over 130,000 armed contractors (mercenaries and operators) earning $300-$1000 or even up to $3000 per day working in Iraq for Blackwater, Dynacorp, Brown&Root, etc. I would say the majority of the Blackwater guys are Navy Seals, Army Rangers, Army green berets, British SAS, Delta, Marine Force Recon and expeditionary. Hell they hire from all over the world as long as someone is a trained killer, they even have South American commandos from the extreme right wing Deathsquads!

#23 Nobody needs marines for drunk driving checkpoints, drunk driving checkpoints are the highway patrols job. The highway patrol has more than enough resources to pull over people in california to issue out petty traffic tickets (seriously my friend just got a ticket for 5 miles over the limit), there have been police on every corner… Yet they need marines for a check point for drunk driving???? The highway patrol has not dwindled in its normal activity since the economic crisis, in fact, it has increased greatly in california. Also we have photo cameras on most traffic lights issuing out red light tickets. Although I know that private companies own these cameras and use them in the 1984 tradition, it also reduces the number of police monitoring red lights, so there’s some more police workers that are available for checkpoints. It’s not fear mongering its reality, it is a violation of posse comitatus, and it’s wrong!

17 – well chuck, if alex jones started spreading around news of an uprising, hed be thrown in prison for being a terrorist, although its quite certain that the government is corrupt, and completely out of control. im unlucky to have been born in 1992, which makes me 16, but at least i dont have to go through what those kids are going through. i cant be completely prepared until im 18, becuase well waddya fucking know, i cant buy any guns, and i cant move somewhere else. what i do have is a ghillie suit, survival skills and the ability to create makeshift explosives, which is enough to get away from these assholes. unfortunately, i live in a suburban area, and im not only one who gets ANYTHING. all of the rest of the dumbasses in my neighborhood are preppy potheads that support groups like PETA, and hate groups like the NRA. my parents dont get it, my dad thinks everything is right in the government world, and thinks im competely nuts. im so fucking frusturated because i cant get my hands on the things that i need…i can even buy a god damned lighter from a convenient store anymore. I hate to tell you people but San Bernardino is mostly Illegal Aliens who are not going to say boo to whatever the police/CHP/Marine Corp does, nor are the semi-rich that live in Redlands and surrounding areas that depend on these illegals to work at their factories, mow their lawns and clean their houses.
You have to be there..have to go to the grocery stores in San Bernardino and up and down the cities along the 10,60 and 91 Freeways…it’s the God Damned 3rd World out here. These people are not going to stand up to anyone.
As for TENT CITIES, Ontario has or had one and there are homeless vets all over the place. Austin Texas has nothing to brag about either; I was home last summer and saw what you people have allowed to be done; hell, driving to San Antonio was like going into some place in Mexico where the cops were everywhere. However, I will say one things about the State Trooper that wrote me a ticket in Austin, he tore it up once i dropped the right names.

Y’all ain’t never served in the military, have y’all? A “biosuit” (read MOPP or NBC suit) and gas mask is designed to get you through a brief chemical attack. It is not designed to be lived in, which is what you’d basically have to do in the event of a biological attack (unless some type of short lived, non-proliferating, non-persistent biological agent were used). You have to have spare filters as well…they do get used up. You also need decontamination equipment, otherwise, moving out of the area is your only option for survival. Of course, you also have to drink water and eat. If you don’t have a drinking tube in your mask, or a drinking port on your canteens plus something to decontaminate the openings, you will likely infect yourself in the course of nourishing your body.

Remember your rights!
The 3rd ammendement to the Constitution prohibits soldiers from using private porperty as a means of habitation. See the case of Engblom v. Carey as the precedent. Soldiers are not permitted to enter your home or legal residence. Under the 2nd ammendment you have the right to defend your property or legal residence by any means necessary against anyone who illegally enters said property or residence.
The 1st ammendment gives you the right to free speech and free assembly meaning you can verbally, and in groups, protest the presence of soldiers on your streets, neighbourhood and city/town. Do not interfere with their activities but peaceably protest their presence and distribute information on the unconstitutional actions they are taking.
Review changes the Bush Administration attempted to make in regards to the Posse Comitatus Act of 1878 and the Insurrection Act of 1807 all of these changes as of 2008 have been repealed in their entirety, meaniing the acts mentioned are still in force and the changes made are invalid. The Posse Comitatus Act prohibits “…federal military forces from executing the laws…”, in short, they are not police and cannot act as such, ever.
The National Defence Authorization Act of 2008 repealed, in their entirety, all changes made under the Insurrection Act of 1807 by the Bush Administration. The use of federal military forces under this act is permitted, but only if very specific conditions have been met. Please review the flow chart in Wikipedia’s information on this act. Focus on the left side of the chart which deals with the original, and upheld, Insurrection Act and what conditions must be in place to justify the use of federal military forces. You will notice that these conditions are not currently in existence, therefore federal military forces cannot be used at this time under this act as well as the Posse Comitatus Act.
In effect, the use of federal military forces as they are being used today is unconstitutional and in violation of both the Posse Comitatus and Insurrection Acts. Therefore, every free citizen has a constituitonal right to oppose such actions. I urge you do so non-violently as the Insurrection Act in particular allows for use of federal forces if “domestic violence” is occurring, thus negating effective opposition.

after talking with some local military and ex-military personnel, it seems as though one of the largest bases for the Marines is right there, 29 Palms, and the military is the biggest employer in that area. DUI checkpoints coming into bases have been in existence since WWII apparently. I dont necessarily agree with it still, but this is probably getting blown out of proportion a wee bit.

On this subject. I live in Tempe AZ. I have been to Florance Az and seen the outside of the Dept of Homeland Security’s jail and the mason building in the middle of this small town that has about 7 large prisons around the town. But more disturbing to me in that I am able to watch the planes land at Sky Harbor Airpot and for the last 3 months I’ve witness several military jets 10 or more land at this airport. I have seen a personal carrior land as well. Now maybe this is just by chance, and many may think that it is not strange to have these war planes land. But on the west side of Phoenix we have the largest F-16 training facility in the world, and Tucson has one of the largest airforce bases in the country there, so why would military jet need to land in down town phoenix?
I don’t know but the land in pairs of 2’s and hold all other air traffic until these jets are down.

These foolish Marines that show up in public places wearing the battle dress uniform are breaking their own regulations. Chapter 2 of MARINE CORPS ORDER P1020.34G W/CH 1-4 specifically states that BDU’s are not to be worn in public. When I was in active service I asked my boss why this was and he said that the Corps did not want the public interacting with Marines in Battle Dress and that the only way we could go out in public was in the dress uniforms… slacks and button down shirts or dress blues. Why has this changed and why am I seeing Marines in public in BDU’s?

20k troops in the homeland seems scary, but how is 20,000 troops enough to bring martial law to enough of the country to fully control us? There are millions and millions of people in the us, all of whom will be pissed off and vocal when shit starts to go down. There are 4700 in Georgia right now, but clearly that small number can’t be used anywhere that isn’t in the immediate area around the base.
Over the iraq war people screamed that we’re too spread out abroad, and not defened at home. Now that they’re bringing some troops home, people are screaming that they are trying to keep us down and put us in camps. There are two sides to every story, so how about even just exploring that other side? Instead of getting drunk on your own perspective and accepting it as absolute truth. FTW.

Understand this … no one thought Hitler would turn his National Security Team (eventually known as the SS) into a terror briggade. It was a handful of ARMED men herding UNarmed civilians into trains bound for concentration camps and extermination of what the Nazi’s considered “undesirable.” Wake up … Alex is right on the money! This is also foretold in the Book of Revelation in the Bible. What better way to make people want to take the mark of the beast but by HUNGER. Once this National Security team of thugs round up the so-called undesirables (anyone that opposes Obama or the New World Order will be deemed this) … well, let’s pray Jesus comes back soon for the church … however, can you imagine once the church is gone what it will be like then??? OMG … thank GOD I’m a Christian.

If even a quarter of our citizens revolted 20, 000 of the most heavily armed troops wouldn’t make much of a difference.

I see this use of US service members as the equivalent of deploying Shore Patrol, while sailors and marines are ashore. Instead of drunk marines being processed thru the civilian system, they get the militiary treatment. But, I suggest you read:

Hey Fmr Marine! We, Marines, do not wear BDUs, so get it right. The MPs changed the SOP for it and now its the seasonal service uniform, so they are in USMC uniform regulations. Its not like your going to charge them with it. Its a uniform violation, its not a LAW. Shut up.
