Military Police Document Reveals Integration with Local Law Enforcement

On May 5, the WikiLeaks website posted a document entitled “Concept of Operations for Police Intelligence Operations” produced by the U.S. Army and dated March 4, 2009. The 60 page PDF is a “For Official Use Only” intelligence manual from the U.S. Army’s Military Police School.

“PIO [Police Intelligence Operations] supports the homeland defense goals of detecting, deterring, preventing and defeating threats and attacks,” the document states. “PIO supports the range of homeland defense operations and civil support protection capabilities. A CONUS [Contiguous United States] based PIO network that is integrated with local, country, tribal, state and federal, law enforcement entities will ensure a federated approach to enable a unified effort for defense support to civil authorities (DSCA) [Defense Support of Civil Authorities] as well as support (within legal constraints) development and exchange of data assisting in the production of watch lists that deny adversaries access to the homeland, fixed installations/facilities, or expeditionary forces in-transit.”
In short, the document explains how the U.S. military, in violation of the Posse Comitatus Act, has “integrated” with local law enforcement under the rubric of the GWOT, or so-called Global War on Terrorism. It stresses the need for military police to collect “information that identifies trends, patterns and associations that indicate a possible nexus disrupting or targeting Army operations” within the United States. The “criminal intelligence produced from this analysis should be focused on future coordination” with local law enforcement, again a direct violation of Posse Comitatus.
In 2005, NBC revealed the existence of a DoD database containing information on the antiwar activities of American citizens. “A secret 400-page Defense Department document obtained by NBC News lists the Lake Worth meeting as a ‘threat’ and one of more than 1,500 ’suspicious incidents’ across the country over a recent 10-month period,” Lisa Myers, Douglas Pasternak, and Rich Gardella reported on December 14, 2005. “Other documents obtained by NBC News show that the Defense Department is clearly increasing its domestic monitoring activities.”
According to Robert Dreyfuss, writing for Rolling Stone, the Pentagon has assembled a nationwide domestic spying machine that rivals the NSA’s warrantless surveillance of telephone and email traffic. “Operating in secret, the Defense Department is systematically gathering and analyzing intelligence on American citizens at home — and a new Pentagon agency called Counterintelligence Field Activity (CIFA) is helping to coordinate the military’s covert efforts with federal, state and local law enforcement agencies.” The Pentagon insists the effort is aimed at preventing another attack by al-Qaeda, but as Dreyfuss notes “the military’s efforts at domestic spying have caught few, if any, terrorists.”

It is not merely the antiwar movement the feds and the military are spying on. During the Tea Party antitax protests held last month, a number of people reported the presence of DHS’ Federal Protective Service at the rallies. “The Department of Homeland Security has an important public safety mission,” says spokesman Russ Knocke. “In a post 9/11 world, I think the public would be comforted to know that part of our mission is to maintain situational awareness of possible vulnerabilities to public safety or even security, such as, for instance, at large public gatherings. The department will, as a routine matter, maintain situational awareness of large public gatherings and share that with state and local partners.”
As it turns out, CIFA was not closed down. It was outsourced to QinetiQ, a major British-owned defense and intelligence contractor based in McLean, Virginia. “Pentagon ‘outsourcing’ of intelligence operations to corporations provide yet another layer of ‘plausible deniability’ to the DoD as it wages the administration’s odious ‘war on terror’ against the American people,” writes Tom Burghardt.
During the Republican National Convention, military intelligence teamed up with federal, state, and local law enforcement to violate the civil liberties of Americans and disregard Posse Comitatus. In late 2008, WikiLeaks posted a DHS document detailing how security forces worked together during the RNC. Many federal, state and local organizations are mentioned in this document and a number of these agencies are military based. NORTHCOM figures prominently in the document (see Did Feds Use Military Intelligence to Spy On RNC Protesters? where there is a link to the DHS document).
The “Concept of Operations for Police Intelligence Operations” document is instrumental because it provides additional information on how this “theater of operation” network operates. Intelligence “fusion cells,” the document explains, are now more prevalent in “operational environments” and these cells enable “commanders to have a ’see, decide and act’ advantage over criminal networks, terrorist groups, cells, and individuals [as noted above, consisting primarily of American citizens opposed to government policies] by ensuring police information and police intelligence is integrated as vital pieces of the overall battlefield visualization.”
As documented on the Infowars and Prison Planet website and covered by Alex Jones on his nationally syndicated radio show, military collaboration with local law enforcement has increased substantially since the false flag terror attacks of September 11, 2001. Most recently, military police have patrolled civilian events such as the Kentucky Derby and the Boston Marathon. DHS, federal agencies, and military police have participated in illegal (under Posse Comitatus) checkpoints in Tennessee, California, Texas, and elsewhere. These operations are designed primarily to acclimate the populace to the presence of uniformed and armed soldiers in our midst — in essence, a standing army — a notion completely antithetical to the sensibilities of the founders.
The “Concept of Operations for Police Intelligence Operations” document is another indication that the military is in the process of incrementally imposing a military dictatorship by stealth in the United States under cover of the bogus GWOT. As then General Tommy Franks told Cigar Aficionado magazine in December, 2003, the next terrorist attack will result in a cancellation of the Constitution and the imposition of a military dictatorship.
The next terrorist attack will be pulled off by the same people as the first one — not a distant organization of patsies and dupes created by the CIA and hiding out in caves, but forces within the shadow government. Before this can happen, however, the military and police state apparatus must be in order. “Concept of Operations for Police Intelligence Operations” provides us with another glimpse of the operational plans now underway.

There is no duty to carry out unlawful/unconstitutional orders and if you notice, the constitution comes before all else.

I love this website and the information that I get from it. But a word of advice if you want to keep readers engaged. Shorten your articles. We already know your opinion about the NWO, it is not necessary to include it in every article. Maybe create a separate column or blog where you can air out your personal feelings apart from the raw information. It is hard to keep readers when the articles are over 1100 words everyday. Sometimes less is more. Just some constructive criticism coming from someone who graduated college with a bachelors in journalism.
Keep doing what you are doing though. We need more investigative journalism like this.

Since Waco the Military has been closely working with the police departments….its only news because people are waking up to it….when AJ broke the news about the roadblack traffic checkpoints they had to pull back but all they doing is training the local police and military units to work together more closely and teaching the military their tactics for running checkpoints,civilian style…..if you havent already gotten used to seeing them riding with cops,you need to get ready because they are here to stay….this is surely a sign of the coming NWO but a dead giveaway that it is here will be seeing non American troops riding with cops and working streets…the troops that went to New Orleans to help the local cops after Katrina have just recently been pulled out…they have been riding the streets of that city for over 3 years…..they got lots of training…

It has a direct link (via an on board computer system), with DHS, FBI and NCIC, not to mention a In bumper Camera, that can scan 5100 license plates an hour. The computer also has Facial recognition software, so the camera can run your plate and your face at the sametime!
But back to the article, When I was in the Military Police, it was told to us, we could not function in the U.S. as it was a matter of Federal law! Now that I have researched Posse Commitatus, I know what laws they were talking about! Now that was back when Bush Sr. was in office. I KNOW that there were units before that that were used in PA. to detain the Cuban Refugees, My brother was stationed @ Fort Indiantown Gap, PA. during that fiasco!
But They have been training for this since before Reagan was in office, I was strickly Combat Support, But I know of troops that trained in the U.S., at The training bases in GA. and in NC.!
So, to me this isn’t new or (I guess) unexpected since they, had mentioned it to the majority of my graduation class at Ft. McClellan!

kurt, you totally misread this document. it’s about military police strategies in centcom theaters. most (if not all) uses of the word “police” in the document are adjective, as in policing activity of MPs, not the noun referring to local police forces.

Things are only gonna get worse. They cant have one world government and have Americans with such a high standard of living while most of the globe has a very low standard of living. We cant have a Constitution and Bill Of Right’s while the rest of the globe doesn’t have these rights so, the rights we have MUST be eroded away and our standard of living must come down if the NWO is to convince the rest of the globe to join the “New Deal”. As Brzezinski said, While our jobs are outsourced. carbon taxes, recession etc continues to hit us and our standard of living decreases, the American people (and the other more fortunate countries) aren’t going to like it. The rising gap between “The have’s and The Have not’s” will lead to riots and civil unrest. This is why the military is joining with the local police. It’s to beat you and I down. They are afraid of a lot of pissed off Americans (who still have firearms) going on a rampage. If you have guns report them stolen now. If you dont have any, Go to the homeless shelter and find a non felon homeless woman who can pass an instant back ground check and give them $50 to run to the local gun store or to a gun show with you and get you a couple assault rifles and a very good sniper rifle, and dont forget to get lots of vest piercing ammo. At gun shows you get better deals and more choices If your going to a gun store, .Just make sure you know what your getting before you go there. Use a homeless woman and pay with cash only. A lot of states have a limit on the amount of weapons you buy with in a time frame, so, you might have to get a couple homeless people to make a couple different runs. Learn how to construct hidden compartments- there’s lots of great books on the subject, or keep everything “off site”. Stock up on protein powders and water and most importantly AMMO, It goes fast. what good is a gun with any bullets? NONE!! The prices for ammo just getting higher so…… Or, you could just go turn on American Idol and call it a day

For example, I understand that there are three (3) DHS agents living in my neighborhood here in Orange County, CA. One of them happens to be an arrogant black guy married to a white woman. How do I know this? My friends own the townhomes these DHS personnel are renting! The Obama regime must undertstand that its agents will become legitimate targets in the event of civil war. I can see why Globalist NWO goons believe populations under military control is a GOOD thing.
Ancient Rome had a similar view of ending Wars forever, to achieve that noble sounding ideal of “world peace”. And once they had conquered the world, and their military might was awesome, there WAS NO MORE WAR!
Sadly however, there was no end thereafter to regional conflicts, the armed quelling of hostilities, brutal police actions, both foreign and domestic, and the forcible settling of strife.
So yes, once the NWO achieves a one world government, I believe there will indeed be no more WAR.
Just the CONSTANT use of the military to putdown and bust-up defiance, disobedience, dissent, heresy, insubordination, insurgence, insurrection, nonconformity, revolution and uprisings of the subjugated tax slave peoples, just as Rome did against its “known world” states (provinces) when they wanted independence and freedom.
And just like Rome’s example, the use of the NWO military against its people will be said to be essential to maintain order, calm, harmony and peace.

It seems we are being subjegated to learn history for ourselves. If this is truly the case then we must do 1 of two things. Flee, or fight while we have the chance. I know not of the outcome from these treasonous acts but the implications will be greater should the Patriots and freedom fighters fail. It is our inactions which will be the greatest failure. When future history is taught, if it is a free future, they will look back on these times, and wonder where all the good people were. Were they cowering in their homes? Were they passivley allowing government to swell to the point of freedom’s being limited and fear in anyone who says NO MORE? WERE WE THE GENERATION THAT ALLOWED THESE EVIL MEN TO PURSE THEIR ASPIRATIONS AND SUCCEED? Or were we the ones who rose up as brothers of freedom to cast away the darkness for future generations to see all that? This is the time, there will never be an opportunity like this again to fight honorably with diginty in the fact we were on the right side fighting for what is just and sacred in this universe.
