New Legislation Authorizes FEMA Camps In U.S.

A new bill introduced in Congress authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency.

The National Emergency Centers Act or HR 645 mandates the establishment of “national emergency centers” to be located on military installations for the purpose of to providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.

The legislation also states that the camps will be used to “provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations”.

Ominously, the bill also states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse.

Many credible forecasters have predicted riots and rebellions in America that will dwarf those already witnessed in countries like Iceland and Greece.

With active duty military personnel already being stationed inside the U.S. under Northcom, partly for purposes of “crowd control,” fears that Americans could be incarcerated in detainment camps are all too real.

The bill mandates that six separate facilities be established in different Federal Emergency Management Agency Regions (FEMA) throughout the country.

The camps will double up as “command and control” centers that will also house a “24/7 operations watch center” as well as training facilities for Federal, State, and local first responders.

The bill also contains language that will authorize camps to be established within closed or already operating military bases around the country.

As we have previously highlighted, in early 2006 Halliburton subsidiary Kellogg, Brown and Root was awarded a $385 million dollar contract by Homeland Security to construct detention and processing facilities in the event of a national emergency.

The language of the preamble to the agreement veils the program with talk of temporary migrant holding centers, but it is made clear that the camps would also be used “as the development of a plan to react to a national emergency.”

As far back as 2002, FEMA sought bids from major real estate and engineering firms to construct giant internment facilities in the case of a chemical, biological or nuclear attack or a natural disaster.

A much discussed and circulated report, the Pentagon’s Civilian Inmate Labor Program, was more recently updated and the revision details a “template for developing agreements” between the Army and corrections facilities for the use of civilian inmate labor on Army installations.”

Alex Jones has attended numerous military urban warfare training drills across the US where role players were used to simulate arresting American citizens and taking them to internment camps.

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `National Emergency Centers Establishment Act’.

SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.

(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.

(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure–

(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;

(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;

(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and

(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.

SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.

(a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.

(b) Minimum Requirements- A site designated as a national emergency center shall be–

(1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;

(2) environmentally safe and shall not pose a health risk to individuals who may use the center;

(3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;

(4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during nondisaster periods;

(5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;

(6) required to consist of a complete operations command center, including 2 state-of-the art command and control centers that will comprise a 24/7 operations watch center as follows:

(A) one of the command and control centers shall be in full ready mode; and

(B) the other shall be used daily for training; and

(7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.

(c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:

(1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.

(2) The area consisting of Federal Emergency Management Agency Region IV.

(3) The area consisting of Federal Emergency Management Agency Regions V and VII.

(4) The area consisting of Federal Emergency Management Agency Region VI.

(5) The area consisting of Federal Emergency Management Agency Regions VIII and X.

(6) The area consisting of Federal Emergency Management Agency Region IX.

(d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.

(e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.

(f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.

(g) Reports-

(1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site–

(A) an outline of the reasons why the site was selected;

(B) an outline of the need to construct, repair, or update any existing infrastructure at the site;

(C) an outline of the need to conduct any necessary environmental clean-up at the site;

(D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to the Secretary of Homeland Security, if necessary under subsection (e); and

(E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f).

(2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site–

(A) an update on the information contained in the report as required by paragraph (1);

(B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);

(C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.

(3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site–

(A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);

(B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(C) any additional information pertinent to the establishment of a national emergency center at the site.

(4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements of this Act.

SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.

This Act does not affect–

(1) the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); or

(2) the authority of a State or local government to respond to an emergency.

SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

There is authorized to be appropriated $180,000,000 for each of fiscal years 2009 and 2010 to carry out this Act. Such funds shall remain available until expended.

SEC. 6. DEFINITIONS.

In this Act, the following definitions apply:

(1) CLOSED MILITARY INSTALLATION- The term `closed military installation’ means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:

(A) Is located in close proximity to a transportation corridor.

(B) Is located in a State with a high level or threat of disaster related activities.

(C) Is located near a major metropolitan center.

(2) EMERGENCY- The term `emergency’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(3) MAJOR DISASTER- The term `major disaster’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(4) MILITARY INSTALLATION- The term `military installation’ has the meaning given such term in section 2910 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note).

   Many of us have done something about this. We have setup plans to move to Venezuela. Chavez is on our side. As soon as the buses come down the streets to take people to the emergency shelters (FEMA Camps) that is when we take our belongings and make our way to Venezeula. There are many routes to get there. No other foreign leader will protect you, it is not the best place to be but Chavez will be there to protect all of us.

   Do you not the reason why the internet was created? It was so people would stop ‘printing’ on paper, thus, ultimately, allowing complete control of the information to be in the hands of the elite, who can wipe all the data away in one day.

   After what comes comes, then the real decisions will have to be made. There will be no more slumber, ignorance will be gone. However acceptance will be to stay, like in 1984. In those defining moments many so called patriots will give in to the darkness, the sadness. Many strong ones will become mute and hollow, while many weak ones find their voices.

   Beyond that not much is known. There is much uncertainty in the next couple of years, things that cannot be seen, or are kept in hiding.

A bill that is written is subject to all constitutional provisions and other laws as long it is on US soil. There are plenty of safeguards. If you read habeus corpus you find that US citizens cannot be held against their will which is safeguarded by the fourth amendment of unreasonable searches and seizures.    Check again “The Ghost”. It is true habeus corpus and due process was suspended by Bush but was later reinstated on June 12, 2008 by the US Supreme Court. If you read cases leading up to Boumediene v. Bush on detainee suspects you will see that due process was slowly giving back. Do some research and read laws pertaining to the War on Terror. Yes the War on Terror is a phony mask but the same laws for the War on Phony Terror do not pertain to ordinary US citizens. You have to read about legal definitions to be considered a terrorist.

    This is some scary stuff. I was reading through the bill and Section 3 subsection (c) and (d) scare me the most. It says there that they’re are to be NOT FEWER than one “center” in each of the 10 regions. Then subsection (d) says that they can establish new centers in portions of existing military installations. So is that what the other bases that are popping up all over the country are going to be used for? I think its going to get bad really soon.

    Keep in mind. This is the same law that has been introduced by the same guy in congress 110 and 109, shot down both times. This time, he doesn’t even have any co sponsors. The other times he had a few.

    Congress doesn’t seem to be keen to that law. Be watchful, and concerned, but also realize, this isn’t something that just popped up for the first time, and hasn’t seen much in the way of support every time.

    The key part of this document comes down to Sec 2.b

    Here, there is a list of items given for the “Purpose of National Emergency Centers”. Items 1-3 gives somewhat specific purposes but item 4 states “to meet other appropriate needs, as determined by the Secretary of Homeland Security.

    The “other” clause.

    It’s like the employment policy at all major corporations. There are hundreds of policies and procedures for terminating someone which gives you a false sense of security that you have rights. That you need to be given due process before you can be fired. That they have to have a good reason to terminate you. Then, somewhere, hidden in the mountain of employee policies, there is one line that trumps it all. “We reserve the right to terminate anyone, at anytime, for anything”.

    The line in Sec 2.b.4 is the same thing. Yes, these camps will only be used for “humanitarian assistance”, or for “training”, or for the “coordination of preparedness” OR… ANYTHING ELSE that Homeland Security deems “appropriate”

    Would it be “appropriate” to use these facilities to detain those who speak out against Obama? Or maybe those who are registered gun owners when the second amendment is repealed. Or maybe those who dare demand their money from the banks when they soon collapse? Or maybe those who refuse to serve in the youth brigades? OR………

    If you are pertaining to the picture in the story it does not say where the picture came from. The picture could be stock footage, military installment, prison facility, or some other holding facility. If the writers of the story told us where the picture came from or what it exactly was then a better assessment could be made.

    The law states nothing about surrounding razor wire. Until we know where the picture came from it can be considered stock footage. Amazing how people believe the pictures of infowars. Most of the pictures are stock footage taken from the net. Infowars doesn’t have a professional photographer going around.

    Alcee Hastings corruption scandal

    In 1979, Alcee Hastings was appointed a federal judge for the Southern District of Florida by President Jimmy Carter. Two years later, Hastings was indicted on charges of conspiring to solicit a bribe from two defendants awaiting sentencing in his court. Hastings was unanimously acquitted of the charges in 1983.     I understand the concept of concentration camps. I know it’s possible to round up 7 million people and murder them. I am well informed on Prescott Bush’s investments in the hollocost. The hollocost was pretty clear cut. It was based on the genocide of a specific physical traits. It was easy to identify the capturees. Who will the american govt. target to throw into these camps? If it’s based on peoples political or religious views or something to that effect well it’s going to be a task finding these people. It would be like a bunch of debt collectors trying to hunt down everyone who owes money to them. When I watch the news, it seems it’s hard enough to catch a single bank robber sometimes who performs their crime before a camera. Their are escaped fugitives from the prisons that already exist who are unaccounted for. I’m confused because I can’t feasibly picture millions of americans being rounded up in a door to door procedure. When I try to calculate how much man power, money, vehicles and how many willing American govt official this would take, I find a peace of mind. If it were so easy, wouldn’t we have all these shit head terroist groups already in containment? Lastly, what does our own govt have to gain by imprisoning millions of it’s own people?     The only way it could happen would be with a complete news blackout or completely fabricated reports of the people being well treated while they show the rest of the country as a lawless wasteland. Or they could maybe do it in waves? I dunno, it’s all speculative at the minute I suppose.

    My other point was that this isn’t confined to the USA. There are thousands of these camps all over the European Union. There are no new camps being built over here that I’ve seen or heard of but there are still ones that are preserved from the second world war.

    Bob K, the “homeless”, whose number increases dramatically
    now every week, will simply “disappear” into the camps.
    They tried this already on a well-known tourist island in an area of
    south Florida. They rounded up all the homeless using the excuse that
    “Seeing homeless people around will spoil peoples’ vacation”, and
    corraled them UNDER the local jail in a concrete chain-link fence area.
    Of course they offered them a free bus ticket off the island and many
    were incarcerated in the jail “upstairs” for any reason available.

    Point is as long as there remains a large enough group of people who
    are still “comfortable”, that group will want homeless poor “out of sight
    out of mind”. Because the elite include all the politicians, judges and
    cops everybody else is considered a “cipher”, a nothing, a “useless
    eater”. This will also include the elderly, (who are already being given
    to murderers, “hospice” to be euthanized), the handicapped, “mental
    deficients”, (which could be construed as applying to anyone) and
    vastly increased numbers of infants and newborns to abortion.

    HELL is in session, folks. The clock is past the eleventh hour. We

     FEMA and its federal partners took over an abandoned JCPenney department store at Highland Mall, preparing to support the state’s operations by deploying federal resources.

     The old juniors’ and jewelry departments at the JCPenney site are replaced by the Joint Field Office.

     “It’s a very big, flexible operation as you can see,” said Bill Lindsey with FEMA. The site “will easily fit all of FEMA’s operations.”

     The store’s new functions include serving as a center for administration, a weather monitoring site, a Department of Defense operation, and a travel hub.

     “You’ll be here for a day or so and then go out into the field, come back when your tour is over, generally,” explained Lindsey.

     Internet is now installed at the site, so teams can communicate with FEMA headquarters and field crews, which operate with the help of satellite vehicles.

     “We roll in with the satellites, and we’re able to provide telephone service and computer service,” said Mark Beall with FEMA.

     The Joint Field Office will also provide support to medical teams, with three truckloads of supplies ready to roll to the coast.

     “They can set up tents, they have cots, they have medical supplies, and they have pharmaceutical caches for treating patients,” said Lt. Commander John Welch with the U.S. Public Health Service.

     The site serves as a coordination point for the evacuation of medical patients – an effort currently underway.

     Asked if any of those special needs patients may come to Austin, Captain Andy Stevermer replied, “At this point we do not. Austin is also in the path of that storm, so having them up in College Station might be a little bit better place for them.”

     With Ike storming closer every minute, part of the Joint Field Office operations will work around the clock. FEMA will keep the office open as long as necessary. Bill Lindsey with FEMA says a similar office for Hurricane Katrina is open, albeit on a smaller scale.

     I served OUR country in the Navy (MA2 sub-rate Marine Cadre), I’m retired now, but my daily duty while serving was in the law enforcement community.

     Every person has the right 2 his or her opinion, BUT 2 put people in a camp or even advocate such actions goes against ALL that the generations before us shed blood 4.

     We as a nation have been divided, so it is only natural that they now TRY 2 conquer. The question is, will U let it happen? I was not fooled by EITHER in the past election, & won’t b n the ones 2 come.

     I remind the people that r under the impression that they r on the “inside”, & won’t b affected, 2 give pause, becaues your parents, siblings, or just somebody that u know, & or care for may not be so lucky.

     And in final 2 the rest that don’t have billions of $’s, just like me, even if nothig comes out of this let’s shore-up OUR divisions, & present a unified front.

     I don’t believe it is DOT, my uncle works for them, being ex army himself, he has never mentioned this to me, tackmars have however evolved, now they use RFID transponders etc., I have seen some of these in AL. it was an exorcise, they later pulled them, I believe they got wind of the fact we were savvy to them.

     Be watchful of this, but don’t think this is law and start running for the hills quite yet. This is also not a new development. The same person proposed this exact law, under the same name, with the same text, in both the 110th congress and 109th congress. Both times, it was shot down before it went to the vote. This time it doesn’t even have any co-sponsors. (it had 2 and 3 the last two times… so it appears that people are even more skeptical about it)

     From what I see, it doesn’t seem like congress is keen on the idea. If it gets to the point of a vote, THEN is when to start flipping out.

     That’s why all the patriots here with AK’s or whatever, look at what’s happening in Congo, Rwanda and similar places around the world where some have decided to do something- friendly fire and most casualties caused by misled people to other people. It’s the majority turning against itself, thinking that their next is the one who they need to fight, because they are clueless and divided. All this and the corruption is thriving better than ever, the ones responsible stay at the trough and slice the cake up for theemselves just as they did for decades. So you’d understand it is scary to think of an armed revolution right now. It could go horribly wrong. Don’t be footsoldiers for those who exploit us, we are smarter than that. Right now the people around the world, watching the news and seeing the protests going on, support the protesters because they know they have been looted by the government. As soon as they become violent though the public oppinion changes. It is this unity we have to achieve among ourselves and be disciplined to stay calm, not because we have run out of options, but because we can. It is our greatest strength. We don’t need any guns if the people would support each other.

     Right now we need enough common sense to determine the consequences of our decisions, since those who planned this crisis must have been planning for decades. Rushing into action without a clear picture of what to do is no solution. The only thing clear is that we must all work together, but for that to work we must have RESPECT for each other. So far it is usually hard to find.
     It doesn’t really matter what one says here, but let it be posted just so.      Until that glorious and terrible day, we have this time to prepare, to train, to allow our young to grow up so that they are better prepared to defend themselves and be cognizant of waht is going on, so that, if they lose us, they will not be lost and hence persuaded to join them!

     They did NOT just establish these camps, there are many, some built in the 40s, some in the 60 and the rest are existing military bases, most closed by clinton, some open and to be used in the civilian inmate labor program, google that.

     Not only that, there are in all 50 states, defense force elements who are and have been training to put your family in camps, they used to have their training manuals, which are military police field manuals on line for them to train, to put what they call, CIs and EPWs , that is, civilian internees and enemy prisoners of war on several different means of conveyance, such as box cars, boats, helos, or empty ammo cars converted, all with, if possible concertina and an isle for guards, (no mention of latrine facilities!} They train in the 5Ss and T, that is to
     silence, search, segregate,( by religious, political, military or civilian etc., persons, only allowing them, if anything, their wedding rings,) speed, to a secure pickup zone and tag, ( in the past that meant a regular ID, strapped to their person, now it means, RFID.

     They are also trained to search for and be cognizant of sympathizers and hostile local nationals along the route, the trains these people are to be relocated,(extraordinary renditioned on) are already staged around the country. Learn to free yourself from cuffs and nylon straps.
     You will note, that they maintain the subterfuge,(their words,) to keep their rations,MREs etc, during EARLY stages of captivity, That was verbatim on form 191-379-4450(SL3) There s to much to enumerate here and they scrubbed these documents after they were on the net, ostensibly they learned we were reading them, they were open to the defense forces, who are to replace overseas deployed national guard units.

     My point is, they have had this in place for years and are just now bringing it to public attention, that is BAD!

     You need to prepare now and be advised, do not ever allow yourself to be put o the trains etc., DO not under any circumstances allow your family to be put on the trains etc., it is a ruse from which, like a trip with ted bundy, there is NO return!

     I am reading all of these posts on this article, and I would like to say ” if this is how we are going to act then god help us all”. Know is the time you should be helping your fellow American get prepared with what little time we have. The new American Nazi party has been preparing for a long time and are ready. We must do the same to be able to combat them hopefully non violent but if blood needs to be spelt even my own to save this beacon of liberty and freedom on the realm of earth that we are fortunate enough to call home, then let the red river flow! I have spent the last year getting prepared and researching and here are some helpful hints.

     most important thing you can do is arm yourself! if you don’t believe in guns remember your enemies do. and you better hurry ammo is almost completely gone

     Clothing= you are going to need the right clothing to suite your climate all year long.
     -Cargo pants that can be zipped off into shorts
     -Thermal I recommend under armor
     - 2 pairs off socks 2 wool socks for winter
     - 3 pairs off underwear
     - coat I would get one that has a detachable vest
     - boots get a light weight tactical military boot
     - belt nylon only so it wont break on you belt you will need a canteen, survival knife, and a hatchet to get wood.
     I highly recommend going to a army surplus store for all these

     Back Pack you are going to need to prepare a back pack of supplies look for a outdoor pack with a hydration bladder. walmart has a decent one for only $20 here are some things you In your pack

     - your extra cloths
     - extra ammo
     - freeze dried food
     - first aid kit
     -sharpening stone for knife
     - hooks and fishing line and artificial worms
     - compass
     - multi tool
     - binoculars
     - sleeping bag get the nice one that is really warm and rolls up small
     - collapsible eating utensils
     - small army cooking pan
     - magnesium flint
     - matches
     - maps
     - rope
     - army survival field manual it will show you how to survive
     -army first aid field manual

     keep all these ready to go at all times

     This is what you need if it is only you I have done this already but, I have a family so I have bought a fith wheel and property in the mountains to keep my family safe. We have stalked up on ammo, food, drilled a water well that has a hand pump, and plenty of heirloom seeds.

     I hope I have helped someone and hope other people do the same.

     we will win this fight but only if we are prepared if not you have the same chances as a un armed village in Darfur.
