New York Cops Announce Dubious Precrime Plan to Find Mass Shooters on the Internet

New York Police Commissioner Ray Kelly has unveiled a precrime plan to find mass shooters before they strike.

“The techniques would include cyber-searches of language that mass-casualty shooters have used in e-mails and Internet postings,” Kelly said in a statement, according to the New York Times. “The goal would be to identify the shooter in cyberspace, engage him there and intervene, possibly using an undercover to get close, and take him into custody or otherwise disrupt his plans.”

Paul. J. Browne, chief spokesman for the New York Police, said tactics include creating an algorithm that would search online “for terms used by active shooters in the past that may be an indicator of future intentions.”

Kelly said the effort will resemble techniques used to find terrorists online. The new techniques, however, are designed to target “apolitical or deranged killers before they become active shooters,” he claimed.

“Active shooters can cause multiple deaths in seconds, regardless of police training or how deft the police response,” said Kelly. “For that reason, the N.Y.P.D. is examining ways, through intelligence, to try to identify potential active shooters before they strike.”

The Sandy Hook shooter, Adam Lanza, did not have a Facebook or Twitter account. He was described as a mentally ill loner who avoided social interaction.

Likewise, James Holmes, the Aurora, Colorado theater shooter, did not have a Facebook or Twitter page.

Despite its announced decision to use precrime techniques to uncover potential mass shooters, the New York Police department appears to be more interested in surveilling Muslims and political activists.

The NYPD was engaged in unconstitutional spying on Muslims. “Millions of dollars used by the New York City Police Department to put entire Muslim communities under surveillance came directly from the White House, although it was allocated to fight drug crimes,” John Glaser wrote in February.

“The fact that the money used to do this kind of surveillance on Americans was actually meant for drug war activities is yet another indication that this is the national security state run-amok. Vast sums of taxpayer money is used not only to violently enforce regressive and unnecessary drug laws, but also to fund tyrannical law enforcement powers that violate the basic constitutional rights of American citizens.”

In addition to Muslims, the illegal NYPD program targeted anti-war activists and infiltrated liberal political organizations.

“The infiltration echoes the tactics the NYPD used in the run-up to New York’s 2004 Republican National Convention, when police monitored church groups, anti-war organizations and environmental advocates nationwide. That effort was revealed by The New York Times in 2007 and in an ongoing federal civil rights lawsuit over how the NYPD treated convention protesters,” the Associated Press reported in March.

The NYPD’s dubious effort to track down active shooters over the internet appears to be little more than a public relations stunt and a shameless exploitation of the Sandy Hook shooting following revelations about its illegal intelligence program and its links to the Obama White House and the federal government.
