NLE 09: FEMA Takes Preparations for Martial Law to the Next Level

FEMA is preparing to take its martial law exercises to the next level this July. According to a factsheet buried on the FEMA website, the agency will host National Level Exercise 2009 (NLE 09) on July 27 through July 31, 2009.




	Previous TOPOFF exercises concentrated on natural disasters and bio-attacks.

“NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery,” the factsheet states. It is designated as a Tier I National Level Exercise, or TOPOFF, which are exercises conducted annually in accordance with the National Exercise Program (NEP), “which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises,” according to FEMA.

NLE 09 “will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants” in the “aftermath of a notional terrorist event outside of the United States.” So-called “exercise play” will concentrate on “preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks.”

Such a large and coordinated exercise seems inappropriate, considering the fact there has not been a terrorist attack on the United States since September 11, 2001. In 2007, the neocon-connected Jamestown Foundation chalked this lack of threat up to “stepped-up counter-terrorist efforts after 9/11 and possibly the simple luck enjoyed by government authorities.”

As the Washington Post noted in 2005, the government has a poor record when it comes to apprehending and prosecuting terrorists within the United States. “Except for a small number of well-known cases — such as truck driver Iyman Faris, who sought to take down the Brooklyn Bridge — few of those arrested appear to have been involved in active plots inside the United States.”

In fact, as recently leaked Department of Homeland Security, FBI, and local law enforcement (in particular, the Missouri State Police) documents reveal, the real target is not al-Qaeda or Muslim terrorists, but rather “rightwing extremists” who support the Second Amendment and states’ rights and oppose abortion and open borders. The liberal corporate media has worked tirelessly with the government to demonize activists and supporters of these movements. It has orchestrated a disinformation campaign against the Tea Party movement and has attempted to link the alleged white supremacist cop killer Richard Poplawski to Alex Jones and others erroneously classified as “rightwing extremists.”

The FEMA factsheet states NLE 09 “will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants.” In other words, the exercise will concentrate on surveillance and counter-intelligence targeted at “terrorists” (rightwing extremists) who will – according to the NLE scenario – carry out attacks following a vaguely defined international terrorist event. A FEMA bullet point underscores the need for “counter-terror investigation and law enforcement.” Local law enforcement, through relationships previously established by DHS, the FBI and the CIA, will be on the front lines of this surveillance effort.

The FBI in particular has experience in surveilling Americans. In the late 1960s and early 1970s, for instance, the FBI kept a list – dubbed the “ADEX” list – of over 100,000 persons to be rounded up as subversive. More recently, the Inspector General of the Justice Department reported that the Terrorist Screening Center (the FBI-administered organization that consolidates terrorist watch list information in the United States) had over 700,000 names in its database as of April 2007. The list was growing by an average of over 20,000 records per month, according to the ACLU. The list now totals well over a million entries.

Although not specifically mentioned in the FEMA factsheet, NLE 09 will also include exercises designed to round-up and intern suspected terrorists. Under REX 84 and other operations, FEMA, in association with 34 other federal civil departments and agencies, trained to detain large numbers of American citizens.

During Hurricane Katrina, FEMA performed a “dry-run” of this unconstitutional power in New Orleans, not only rounding up “refugees” and “relocating” them in camps, but also testing its ability to confiscate firearms from law-abiding citizens. Blackwater USA, a private mercenary outfit, participated in this illegal confiscation.

InfraGard, the FBI organized “public-private partnership” (classical fascism as defined by Mussolini), will participate in NLE 09, as they have in past TOPOFF exercises.

As Matthew Rothschild documented last March, there are more than 23,000 representatives of private industry working quietly with the FBI and the Department of Homeland Security. InfraGard “may be closer to a corporate TIPS program, turning private-sector corporations – some of which may be in a position to observe the activities of millions of individual customers – into surrogate eyes and ears for the FBI,” Rothschild explains, citing the ACLU. The FBI has given the private organization the ability to use lethal force against suspected “terrorists.”

FEMA’s National Level Exercise 2009 represents the next phase of preparations to implement martial law in America under the guise of fighting loosely defined terrorists. As the DHS, FBI, and MIAC reports indicate, the government now defines terrorists as “rightwing extremists” and indicates the threat is not from fanatics with beards in caves half way around the world, but from law-abiding Americans who are opposed to government policies.

The FEMA camps corporate media shill Glenn Beck insists do not exist but are documented to in fact exist around the country are not for Muslims, but the real threat to government – increasing numbers of Americans determined to return the nagtion to a constitutionally limited republic.

On one hand I understand what you are doing, but HELLO you never asked how many are made for government acencies. If you do your own research you would know that fema is more like the the muscle behind the program, so their name gets mentioned most. Informed people are not saying that fema is directly footing the bill. How about the CDC!? ANY government agency buying bulk in these is a scary thought.

In case of buildings in downtown areas, they are installing them all the way around the building. Fencing has been replaced on bases as well, each pole 20 feet below ground with 5 x 5 reinforced by rebar concrete and the poles are 6-12 in in diameter solid steal and are at 1 – 4 feet apart 12 feet high and then the fencing isn reinforeced steel with razor wire and will be electrified the poles will have cameras on each. sounds like prison walls to me???

Banning is not censorship. You have every right to start your own website and talk about whatever you want. A comment section is provided to further discussion. Yes, they can be annoying, but its kinda funny that we keep hearing them scream “liar” when 95% of predictions do end up coming true. They can only point out the 5% that didn’t come true. Actually not a bad track record considering that psychics claim you only need to be right 65% of the time, and our Infowarriors don’t claim to be psychics or prophets.

I can remember the Infowarriors being called out as liars years ago, and now the stuff they were accused of lying about is mainstream news and government press conference.

I see how this is going to play out. They’ll do this run. We’ve become so dependant on other nations for goods and the “global economy” if we hit an all time low on the economy and can’t buy overseas because our money isn’t worth anything then we’ll need that bailout. We won’t get help unless we bow down to the nations of the world. So an agreement to control our economy will be made and we will be back where were in 1776….

If our officers arrested the NWO in the U.S., then the NWO would fall everywhere in the world. It is my understanding that this almost happened under Clinton during Kosovo. If our officers acted, it is likely military officers in other nations would act as well. All of this could end swiftly if our military officers find the courage to act. I’m in south florida. I’ve noticed a lot of trooper activity (pulling people over) in Palm Beach County, which is really unusual. I’m getting really nervous reading all this stuff. My husband is dying and in hospice care which just leaves my son and me to fend for ourselves. I have like minded people around me (brother, co-workers), but still. My stomach is in knots. I’m worried about my daughter who lives up north, even though her boyfriend is of like mind and hopefully will protect her.

Brothers and sisters of America please do not be fooled!!!! Don’t allow yourself to be divided as they are planning this strategy very carefully. This is phase 1 that we must do……

Phase 2 is where we must stock up on food (nonperishable food) ammunition and guns for protection, simple medications such as aspirin legend peroxide(complex first aid kits) candles, batteries, crank radio or crank flashlights are good. You should have a thousand rounds of ammunition per gun, you should have food or rations to last you at least two years if not more.

Very important to stock up on water, and a purifying system to purify water.

These two mostly consists of getting materials ready for a doomsday type event… but hope that it never happens but it’s better to be prepared for you and your family sake. Also look into wool blankets, wool socks (depending on your climate)

While phase 2 is going on you still need to be focused on phase 1…. need to still notify friend’s family and neighbors of exactly what’s taking place in this country.

It’s time to realize people that you need to stop worrying about what your neighbors or your family or your church might think, it’s time to listen to your gut feeling start preparing.

Listening to the laws and start listening to the morality of your soul…. don’t ever stop listening to that little voice inside you ifyou do you will never able to get it back!!!!

Phase 3 is a very important phase, and this phase we try to work peacefully with a nonviolent solution getting rid of corrupt politicians. We need to start electing school teachers farmers sheriffs every day construction workers…..STOP electing politicians or lawyers!!!!!!!!!!!!!!!!!!!!!!!

We must start with a very simple basics which are a paper ballot system eliminating computers altogether(computers that run elections were tallied votes) these computers can be simply corrupted as you have witnessed already with Al Gore in Florida…. and the numerous reports of voter fraud in New Hampshire regarding Ron Paul.

If I can get one thing clear to you people that are listening to this it would quite simply be you must stay in up or what you believe in!!!!! The evil in this country and the crooked politicians or not to go away simply because you are upset or you decide to raise a sign and stomp your feet!!!! You need to realize that you will not take no for an answer be bound and determined to change the system even if it means to be ridiculed by your friends are the media this is a small price you must get back what is rightfully ours!!! You must stay in up, go to public meetings, go to select Board meetings, go to your state capital and seek answers….. read people are the police of our government and we need to start doing a better job. It’s when we fall asleep that everybody else takes advantage.

Hey man I have felt the same way at times over the past year and a half. IT’s the world we live in today it’s crazy and scary when you become conscious of what the United Nations, United States and global elite are up 2. When you become aware of the fraud and corruption that our government has implemented upon us throughout the years. My best friend died a few years ago my prom date died 2 years ago, I recently quit drinking and smoking weed. My consciouness is out of control since then I am so aware of subtle energy and feel so bombarded by the negativity of the world. So I started reading about Spirituality, the Chakra system, the book of thomas, reiki and all kinds of spiritual things. Don’t get me wrong we need to prepare for this coming storm in so many material ways but we also need to reconnect with nature and our soul. Reconnecting with your true inner self is the only way to fight this negative world we live in. We will need our souls to get through the next few years. Read the Book Of Thomas it was banned from the bible. I am part of no religion I am part native american.

As to your comment. Surprisingly, I agree with you. Many African countries suffer because of a lack of cohesion and willingness to industrialize/modernize. Why? Many factors. For one, European’s have been stealing from them for centuries. We try to make up for it by providing them ‘aid’ in the form of food, while other’s sell weapons to the militias there. Additionally, C.S. Lewis address these points in one of his books. The whole paganism parallel, where it is actually parallel, is completely ambiguous and CAN BE coherent with true Christianity. For example, perhaps God set up nature in such a way that all of the pagans derives similar false religions. Perhaps God did this as a means to usher them into His Son’s true religion when He would come to earth to die for our sins. This is not so outrageous, as Jesus, being the Word, is how creation came to be in the first place, so I think He can be poetic and parallel nature, which He was the means in creating, in His ministry.

I agree with Shadow. I have respect for law enforcement and for the military and outside of traffic citations I have never been in trouble with the law. I have dignity and respect for myself and others. I come from a military family. My brother is a drill instructor in Ohio, Dad’s retired senior chief, grandpa retired senior chief, other grandfather killed in korea and all of my uncles are vietnam vets. I grew up with an extroadinary pride for my country and respect for what our military does to defend us. AGAIN with the Katrina disinformation. Give it a rest, Nimmo! Most of the city was flooded. Many places were flooded to where people took refuge on their roofs. Others didn’t have water that high, but certainly had too much water for anyone to stay there for any length of time. Where do you expect the people who rescued those hurricane victims to bring them? They had several drop-off points that they brought these people to that were on high ground and from which they could be bused out of the city to evacuation shelters. This was NOT FEMA “practicing for martial law” or anything else you’ve alleged over the years. You don’t live here. You don’t know s--- about New Orleans, Katrina, its aftereffects, or anyting else related to the region. All you know is what you heard from the dominant media, and some of the countless urban myths that surround the storm.

And I hate you more for making me begin to even sound like I”m saying anything nice about FEMA. They’re one of the biggest villains in Katrina and the long recovery thereafter, but NOT for this.

Buy a good sling shot
Buy seeds and plant a garden
Get yourself 6 months of food supply
Put together a good first aid kit
Get a good pair of hiking boots and a good tent

Look it the sh*T never goes down at worse case you are prepared for a natural disaster.

Good that someone is giving advice instead of just complaining. I’ll try to add my two cents.

1. Definately ammo. It’s going..going…almost gone. Also, extra parts for your rifle and a backup cleaning kit.
2. A good dog is great….make sure you store away a big bag of dog food or fido won’t survive…i wouldn’t be able to feed my dogs human food in that kind of situation, so make sure you prepare for your dog’s well being.
3. As for self-defense…A book just won’t do it. A grappling and kickboxing class isn’t hard to find and fairly inexpensive. As for self-defense, it must come natural, not read in a book.
4. In addition to the garden, store extra seeds. They are very cheap and will last for years if dry. Also, chickens and rabbits if you are permitted where you live.
5. Spam has a 7 year shelf life. Other vaccum sealed foods do as well. Also, learn to make flatbread (flour and water)….it goes a long way and cultures around the world have survived on just breads. Buy salt too.
6. First aid kit is a must!!! Aspirin and sinus medicine, etc is helpful.

Is it me or does anybody else get annoyed listening to AJ go into his “alter voices” as if he is playing with GI-joe dolls in character that are speaking to one another (much like an 8 year old boy does). LOL! He spent several minutes yesterday going in and out of his “voices” for emphasis but it was taking on a rather redundant, unnatural tone because he did it throughout most of the broadcast. I’ve cracked up from time to time listening to him especiallly when he goes into a voice with a british accent mimicking royalty. But recently he’s spent so much time using juvenile tones even when interviewing people or having them on the phone. It’s becoming a distraction. I think having a sense of humor is an absolute but him constantly doing “character accents” wastes a ton of time and is bordering on obnoxious.
I don’t know about Michael Savage, I don’t think he’s an operative. I think, he like other msm hosts, know they are walking a very fine line and he goes up to that line but not over it, but he’s gone alot further than most of them. When his screws get too loose like they did when he was on television screaming for a gay caller to die and calling him names, his wisdom and character is in question. I just don’t think Savage likes anyone, he seems to hate people in general.
