Inept Norweigan cops couldn’t locate a helicopter or a boat, allowing the gunman to shoot down his victims for 90 minutes before help arrived.

A SWAT team dispatched to the killing field on Utoya island about 50 minutes after the first report of gunfire went by car because their helicopter wasn’t on standby, said Police Chief Sveinung Sponheim.
