NY Times: Mileage Tax Would ‘Track Where Motorists Have Been’

A New York Times article about the different test studies being conducted as a precursor to the introduction of a CO2 or mileage tax admits that cars will contain tracking devices that will record where motorists have been.
Obama’s transportation secretary Ray LaHood recently caused controversy when he let slip that the administration was considering a “vehicles miles traveled” tax to replace the federal fuel tax. Press secretary Robert Gibbs hastily moved to offset concerns by claiming that such a tax “is not and will not be the policy of the Obama administration.”
However, as the New York Times reported in its Sunday edition, a number of different large scale beta-testing programs are currently underway to trial that exact scheme.
The largest is the $16.5 million federal Road User Study, under which thousands of volunteers in Austin, Tex.; Baltimore; Boise, Idaho; Raleigh and Durham, N.C.; San Diego; and the Quad Cities region of Iowa are driving cars equipped with tracking devices that catalogue their every movement.
For such a program to achieve its objective of taxing people by the mile, one would think that the only information the tracking device would need to measure is how many miles the vehicle has traveled. However, the true purpose of the technology is revealed when we learn that the system will also “record where motorists have been”.
Jon Kuhl, principal investigator for the Road User Study, concedes that “invasion of privacy” will be an issue, but the article does not mention how this will be overcome.
“You’d have to have a record where the car is at all times, and that certainly would frighten America,” said Mike Moffatt, an economist at the Ivy School of Business at the University of Western Ontario.

The Times article notes that Massachusetts, Nevada, Oregon are also piloting similar schemes.
An increase on the roads of fuel-efficient vehicles and cars run on electricity is causing panic amongst tax-hungry authorities, who are seeking new ways to snag people who are managing to pay far less gas tax.
Indeed, the Times article quotes Susan Martinovich, director of the Nevada Department of Transportation, who expressed her desire to pursue such individuals.
“Those people are not paying as much, and yet they’re still on the road and still causing congestion and impacting pavement. How do I get at those people?” she stated.
“How do I get at those people?” That phrase perfectly underscores the nature of this entire program – a fresh government assault on the personal privacy and the wallet of the beleaguered American taxpayer that will achieve nothing aside driving more people into near-poverty while ensuring their every move is tracked and catalogued by big brother.
The Times article concludes as all the best PR pieces for an expansion of government taxation and surveillance would be expected to, by proclaiming that the mileage tax is “inevitable” and that it will begin by all automakers installing the tracking devices in new cars as standard.

I’ve been following this since Washington State or was it Oregon talked about doing this a couple years ago. Don’t forget Washington State is beginning to issue the RF chip drivers liciense which can be scanned from outside the car and we also have the thousands of Traffic Cameras which are being put up through out the country which can also track you. Add to that your cell phone and it a massive NET of the Beast.
In addition this shows you that the main goal is not energy saving and saving the panet, but taxing the H*LL out of us and TRACKING us.

I wouldn’t look for this to happen in the near future. These are trial balloons to get us slowly used to the idea. The millennium generation will ultimately accept this garbage along with a cashless society. Their children will accept personal chip implants. The elite don’t mind moving slowly. They’ve been working on this for centuries already. A few more decades won’t matter. The government already does this to parents who pay child support in California…they track whether they go to work or not through tolls, etc…it is just a disgrace…However, I will say that too many people have no problem in the government taking away rights from others, ie. parents who pay child support, but as soon as it gets to them, they scream…Welcome to the world of thousands of fathers who are continuously treated like criminals and watched by the government, all at the request of women all around the country…And yes, I AM a woman…

The ACTUAL money in the data mining of the GPS information that will be collected by such a system is in the selling of that data to interested corporate partners.
Where you go and how much time is spent at each location is a boon for business and government programs. Much the way that the Census Bureau sells, or just gives for free, the data it collects. I was a victim of the new American Community Survey which is a perpetual replacement for the old ‘long form’ of the 10 year census. I refused, but every month 250,000 households are ‘required’ to answer about 70 questions about everything in their life. Harrasing phone calls, visits by census staff. Your neighbors don’t get one, so there is no collective outrage like with the long form that used to come to 1 out of 6 households. They learned the lesson with the 2000 census. And that info is then given to many corporations and also used to justify most government programs. An the next month, 250,000 others get it.
If all you conspiracy people want to see a REAL travesty that is on going now, look into the American Community Survey.

This is something that really worries the hell out of me. I bought a smaller fuel-efficient car to save money at the pump. Now, I’m the “problem” because of this? Why not just drop CAFE standards and encourage all of us to drive mid-70’s sedans with huge V8’s and big SUV’s? This is what these government idiots will never understand: Taxation is done to DISCOURAGE an activity by making it more expensive, for example cigarette taxes. People respond to the higher taxation by doing the activity, in this example smoking, less. When this happens, tax revenues actually decline, or at least fail to meet government expectations. The tax then is raised even higher to make up for the shortfall, further discouraging the activity. For this article, people have responded to higher gas prices by buying smaller and more fuel-efficient vehicles, especially those who bought cars last year when gas was so high. They’ve also cut back on their driving, which has lowered revenue from gas taxes. What I dislike intently about this mileage tax is the idea that they can know where your car is at all times. It’s nothing to add on a thing saying “he shouldn’t have gotten to that point so fast! He must be speeding!” and start ticketing people without even having one of those Hitler cameras seeing you do it.
I just know I’ll never put one of those things in my car. Where I am and where I’m going is my business only, and maybe that of any passengers I have.
