    Hope Steffey’s night started with a call to police for help. It ended with her face down, naked, and sobbing on a jail cell floor. Now, the sheriff’s deputies from Stark County, Ohio who allegedly used excessive force during a strip search 15 months ago face a federal lawsuit, and recently released video won’t help their case.

    Steffey’s ordeal with the Stark County sheriff’s deputies began after her cousin called 9-1-1 claiming Steffey had been assaulted by another one of their cousins. When a Stark County police officer arrived, he asked to see Steffey’s driver’s license. But instead of handing over her own ID, she mistakenly turned over her dead sister’s license, which she contends she keeps in her wallet as a memento. That’s when the situation became complicated.

    “Hope was not treated as a victim,” her lawyer told WKYC News. “The officer said to her ’shut up about your dead sister.’”

    Eventually, Steffey was arrested and taken to the Stark County Jail, charged with disorderly conduct and resisting arrest. But once in custody, her attorney says seven jail workers, male and female, forcibly removed Steffey of all her clothes, including her undergarments, while she lay face down in handcuffs. Local news footage shows Steffey wailing, asking “What are you doing?!?”

    “And you have to ask yourself, what was the purpose of the strip search?” said Steffey’s lawyer. “What was the necessity of it? This was a disorderly conduct claim.”

    The lawsuit says that Steffey remained in the cell for six hours and wrapped herself in toilet paper to stay warm. During that time, she was not allowed to use a phone or seek medical assistance for injuries she accrued that night, including a cracked tooth, bulging disc, and bruises.

    Although the sheriff’s policy requires officers conducting any strip search to be of the same sex, the sheriff contends that the tactic used on Steffey was not actually a strip search. He also questions the validiy of the events leading up to Steffey’s arrest.

    Once shown the exclusive video, Steffey’s husband was in disbelief. “You don’t treat people like this,” he said. “I don’t think murderers are treated like this.”

      I was able to speak to Sheriff Tim Swanson 2-1-08 the next day after the video release on WKYC TV 3 Cleveland. He was very respectful in a phone conversation after I left a voice mail message as I am a resident of Stark county Ohio. The home of the killer cop Bobby Cutts Jr. My message to him was that I am a concerned resident in the county and I would be watching this case closely. When he returned my call I was asked by Sheriff Swanson to please be patient and rather than to try this case in a court of public opinion the Sheriffs department was going to carry this out in a court of law. He also pointed out to me that Hope Steffey was not coperative and slipped out of her handcuffs in the jail house and was convicted of her offense of disordely conduct in a Stark county court and thinks his deputies will be cleared of any wrong doing. When I asked the Sheriff if he would publicly respond to the media story he said he would not other than the release of the video of the strip search. I left the conversation with a reminder to the sheriff of the firing of the police officer in sheffield village, ohio for the improper use of a taser and of the attepmted framing of a citizen by a St. Joseph, Missouri police officer who also was fired. Those criminal cops involved need charges brought against them because the county gets sued while the cops are commended for their actions. I’m putting in my call to this sheriff’s dept to voice my outrage as should everybody who reads this story.

      I live a few miles from this jail and even spent a couple of weeks in there when I was a young (wild) lad for posession of weed back in the mid 70’s. The cops were pricks then. A young lady I knew went to this jail a few years back to attend an AA meeting they have for the inmates. Before you attend one of these meetings you have to have a background check done to be accepted on “the list” of safe people to attend. Well, when she arrived to attend the meeting (to be of help to alcoholics) she was arrested on the spot because she had a warrant out for her that she had no knowledge of. Ohio cops are corrupt pigs.

      I reposted my original post. Please tell me where I said that was ok to search that woman. I only referenced comments made by posters on this site. The basis of my post is that it seems to me that people on this site hate cops for the actions of some or are just anarchists. The chick I am talking about is the one the poster said was arrested for an open warrant for going to AA at the jail. The poster (Dave) seems to believe that it is bad for the jail to do background checks on people who wil interact with inmates. I believe that is fair since they could potentially give the inmate contraband, weapons, or aid in escape. They should know who they are granting access to the inmates. I see nothing wrong with that. Apparently reading comprehension is at a low level on this site.

      It is difficult to answer that question. I am sick of us being there, but I fear that we broke it, we are obligated to fix it. I am not qualified to devise a plan that everyone comes out a winner. I was certainly one that wanted someone, anyone, to pay for 9/11 (please do not bring up inside job) and was just happy to see us kicking some ass. I am tired of the “I hate Americans” taking pot shots at us and it is about time we whooped ass for it. But, what we have now is not good for anyone. I am very proud of my service, but I cringe that my teenage sons could one day be over there if they so chose because we are still there, gaining little to nothing. I will celebrate when we leave, but I have no idea what is best at this point. I think just bailing would only deepen the hatred, but I am not sure we can do anything about it. I know that isn’t much of an answer, but it is the best I can do.

      I didn’t choose to post about it because when I read the article, I could not watch the video because I had a 3 year old next to me and had no idea how graphic it would be. I didn’t watch the video until later and it is disturbing. I chose to post about the types of comments that were posted since that is something I could do at the time.

      What I see on this site disturbs me as well. It seems that many on this site, including AJ and his researcher, are quick to point out anything that puts police, the government, or the military in a bad light. I have not heard the other side of this story either. Certainly, it seems from the video that there could be little justification for it, and certainly no excuse for men being present. But, I will not pass judgement until I hear the other side. That was my point of questioning the posts after the article. That doesn’t mean I agree with it.

That was total uncalled for. How ever I disagree about the lady at AA and I will tell you why. 3 years ago my huband pulled into our yard after work. A minite later an unmarked sherifs car pulled in. The officer asked my husband if he lived there.
      My huband said “Yes”
      Officer “Do you have any proof?” My husband handed him his driver lis. First BIG MISTAKE.
      Officer “Can anyone verify that you live here?”
      Husband “No one is home but I’ll go get the mail out of the mail box.” Second BIG mistake.
      While my husband went to the mail box the officer called in his DL. Note that my husband was not even in his truck when the officer pulled up. As my husband was coming back from the mail box he heard the officer say “Send a Patrol car out here.”
      Huband “What is going on here?”
      Officer “You have a warrent outsanding for your arrest.”
      Husband “What are you talking about?”
      Officer “It’s no big deal. Looks like you bounced a check about 4 years ago and never showed up in court.”
      Husband ” I don’t know anything about this.”
      Officer “Like I said. It’s no big deal … just go down and pay the fine and your wife can come pick you up.”
      Once at the jail my husband asked what he had to pay. Deputy at the jail said “$1000 bail. Plus court fees at trial.
      Husband “What are you talking about …bail.. the officer said that I had to pay a fine and I could leave.”
      Deputy “That Officer dosn’t run this jail and I say you pay $1000 bail or say in jail till you see a judge.”
      They did allow my husband to call me. I brought all the money I had and started calling bondsmen. The Deputy at the front of the jail told me she had never heard of bail for a bounced check and called to the back…they confirmed what my husband told me. By the way the check that bounced (in the middle of a move from one city to another.) was for $20.
      Three hours later I finally got my husband out of jail. It cost us almost $500 total, to clear this up.
      During the three hours I was sitting in the waiting room at the jail I watched 5 other people..including one that had been transported from another county come in and pay fines that were on bounced checks. Not one of them was even placed in the jail.
      My husband has never even had a parking or speeding ticket. Never been in any trouble ever. He fully cooperated with every thing they asked him to do… He was left in an isolated cell alone and never even told that I was there. During that time he watched others making numerous calls to get them out … several coming and going while he was stuck there…three that were arrested on drugs paid fines and left. It will be the last time he will ever cooperate with the police. They made a true enemy that day.

      This woman did not have an arrest warrant moron, she called 911 after being attacked. She handed the cop the wrong ID after he slammed her against the car.
      I have many cop friends which have viewed this video. They did use excessive force, and they did violate policy by allowing men in the room with that naked woman.

      This woman was a victim, not a convict. Explain to me why the woman would give the cop a false ID when she was the Victim??? Makes no sense. She was not charged with giving false information, she was not charged with carrying another persons ID. She was charged with disorderly conduct and resisting arrest.

      Would you not resist arrest if you were a Victim? Nowhere did it say that she had a warrant, and nowhere did it say she was drunk.

      Get your facts straight…

      If you want to call others anarchists for expressing their concerns about corruption in the police forces of this Country, then that makes you a fascist for trying to suppress the facts.

      Very troubling. This what happens when you instill the notion of absolute authority in people. I’m currently in college, and the cops here are terrible. They force entry into houses, and once inside, start cussing at students, telling them they’re all getting underages, and never getting a career etc. In on instance, the cop pepper sprayed a student who wouldn’t put down his drink fast enough.

      I’ve personally experienced this behavior from the police quite a few times at parties, and have heard numerous other stories as well.

      My father was cop, and I use to have the utmost respect for them. Stories like this and personal experience are causing my general respect to dwindle. I know not all police are bad, irrational people, but where’s the outrage from police forces across the states? With all the assaults, shootings, taserings, etc., you’d think some cops would want to come out and protect their reputation as upholders of law (if there is such a concrete thing) and not simple thugs of the state.

      I imagine that the woman was drunk, which is why there was a fight in the first place, gave the wrong ID (her dead sister’s) and wanted it back and got angry when the cop would not give back an ID that belonged to someone else (she could have kept the photo, but the having the ID is probably illegal). I imagine she got hysterical because she was drunk and that is where this all began.

      The reason she was stripped was because she the cops did not know her mental condition and didn’t want her to hang or choke herself with her clothes. They should have done the strip with women, but obviously they were not up to the task, and probably never are when someone is struggling. It is hard to explain things like this to someone who is as drunk and hysterical as this woman obviously was and she probably kept resisting.

      The video is taken to document procedure and protect both the woman and the police. She was left for six hours to sober up and not given a blanket because she could have killed herself with it.

      As far as 9/11, I have reviewed all of the evidence in the collapse of all of the buildings and found nothing out of the ordinary. Most people do not realize the damage these buildings sustained in the initial impacts and loss of fire protection which allowed the steel in the structures to become heated and begin to elongate and fail. It is all B.S. by those who have an axe to grind with the government. Anyone can put in their name with B.S. degrees on the Architects and Engineers website. The government is so inept at most things that they could never pull off a conspiracy, so bark up another tree.

      Our soldiers and sailors are also not to blame for the ills that some perceive in this country. If Americans cannot compete in a fair labor market against uneducated 16 year old Mexicans, then they are lazy. Having worked as a laborer, I’d much rather work with someone who came to work and didn’t show up to milk the clock for a paycheck. Run an ad for construction workers in South Florida and see how many Americans show up to take the job. It used to be they picked fruit in the south and no one cared. Now they mow the laws and build the US and people complain when they show up in Indiana.

      Unions made the US worker overpaid, lazy, and thinking he deserves more than he got. Now he can’t compete in a global marketplace because others are hungrier than he is. While I do not believe illegals should be given benefits and I do believe out borders should be secure, the economy would never have grown as it has in the last decades without their backs. We are too lazy.

      I work as a psych nurse in an urban teaching hospital, and I’m appalled at the way the Hope Steffey case was handled by the Stark County deputies.

      It’s my understanding that Hope Steffey was the victim of a crime. Even if there were extenuating circumstances, if she was obnoxious, a substance abuser, made comments about suicide, etc., the completely inappropriate; dare I say, gestapo-like tactics of the deputies, were still unjustified and abhorrent and, unfortunately for the Stark County Sheriff’s Department, eventually broadcast worldwide over the internet.

      As a male psych nurse, I have to deal with physical control of paranoid schizophrenics, manics in a homicidal mood, and agitated people strung out on mind altering substances. All psych nurses are trained in passive restraint techniques, as are all police. The object of restraint is to use as little force as possible to prevent a person from hurting himself or others, while attempting to maintain the privacy and dignity of the individual.
      This woman was handcuffed and surrounded by, I believe, seven deputies. She was strip-searched with at least two males present who participated in forcibly removing her clothes while she was screaming out protests; and then she was left lying naked for 6 hours. She had injuries that, apparently, weren’t treated and may have been aggravated by the harsh treatment she received. If that wasn’t painful, traumatic and humiliating enough, the whole incident was videotaped, insuring lasting public humiliation and a complete violation of privacy.

      As a psych nurse, I have occasionally had to face 6′ +, 200 lb + gang bangers strung out on crack all by myself, and have managed to subdue them without causing them excessive harm. Most of the time, however, I have been assisted by other staff members and, sometimes, even the city police. When you have three or more trained people surrounding an unarmed subject, there is absolutely no excuse for using painful or damaging restraining techniques and certainly, no excuse for performing a multiple strip search assault on a handcuffed woman.
      Again, there were seven officers surrounding Ms. Steffey.

      At no time, do you understand; AT NO TIME, is it ever appropriate for a male to be present for a female strip search. They had several female officers present to conduct any search that was necessary. Why were the male officers even present? Why was the strip search on video? This is a complete violation of all privacy rights. Why was a strip search necessary in the first place? The circumstances didn’t seem to warrant it.

      I have to deal with criminals; drug users, psychotics, suicides; and I rarely find it necessary to conduct a strip search. A thorough, hands-on, spread-out pat-down is usually sufficient to uncover drugs and sharps. We usually allow the person to change into a hospital gown with same sex supervision. For a woman with Hope Steffey’s profile, a strip-down was completely unnecessary.

      What was wrong with those deputies?
      Have they received no training? Have their backgrounds and mental health been screened thoroughly? Are they drug-tested regularly?
      This was an incredible violation of civil rights, privacy, and basic human decency.

      The deputies lost control of their own aggression, acted inappropriately, (I believe illegally), and, as a result, are perceived, publicly, as displaying almost sociopathic behavior.

      Why didn’t the women deputies protest the presence of the men? The woman was
      handcuffed. A couple of first year psych students could have handled her. We’re supposed to believe the female deputies were incapable of dealing with the situation? Not unless they’re completely incompetent, and if they are, what are they doing on the payroll?

      If this incident had happened to my wife, there would be a civil suit against every officer involved, a suit against the department, a suit against the county, and a criminal complaint for sexual assault, at the very least; even if it resulted in no more than reprimands and public humiliation for the officers and the department. I would have an army of psychiatrists, mental health workers, secure facility guards, civil libertarians and others as expert witnesses.       NIST Status Update on World Trade Center 7 Investigation

      A team of scientists and engineers at the Commerce Department’s National Institute of Standards and Technology (NIST) that is investigating the collapse of New York City’s World Trade Center 7 (WTC 7) building expects to release its draft report for public comment by the end of the year. WTC 7 was a 47-story office building adjacent to the WTC towers (WTC 1 and 2) that collapsed following the terrorist attacks of Sept. 11, 2001. WTC 7 collapsed later that afternoon.

      NIST’s investigation of WTC 7 includes an extremely complex analysis that incorporates detailed information about the building’s structure and construction, as well as data about fires, damage sustained from falling WTC 1 debris and other technical factors to determine its probable collapse sequence.

      “We are proceeding as quickly as possible while rigorously testing and evaluating a wide range of scenarios to reach the most definitive conclusion possible,” said Shyam Sunder, WTC lead investigator for NIST. “The WTC 7 investigation is in some respects just as challenging, if not more so, than the study of the towers. However, the current study does benefit greatly from the significant technological advances achieved and lessons learned from our work on the towers.”

      The NIST investigation team initially worked simultaneously on both the WTC towers and WTC 7 collapses. In June 2004, the team shifted to full-time study of the towers to develop needed simulation methods and other research tools and to expedite completion of the WTC towers report. Work resumed on the WTC 7 study in October 2005.

      The current NIST working collapse hypothesis for WTC 7 is described in the June 2004 Progress Report on the Federal Building and Fire Safety Investigation of the World Trade Center Disaster (Volume 1, page 17, as well as Appendix L), as follows:

      An initial local failure occurred at the lower floors (below floor 13) of the building due to fire and/or debris induced structural damage of a critical column (the initiating event) which supported a large span floor bay with an area of about 2,000 square feet;

      Vertical progression of the initial local failure occurred up to the east penthouse, as the large floor bays were unable to redistribute the loads, bringing down the interior structure below the east penthouse; and

      Horizontal progression of the failure across the lower floors (in the region of floors 5 and 7, that were much thicker than the rest of the floors), triggered by damage due to the vertical failure, resulting in a disproportionate collapse of the entire structure.

      This hypothesis may be supported or modified, or new hypotheses may be developed, through the course of the continuing investigation. NIST also is considering whether hypothetical blast events could have played a role in initiating the collapse. While NIST has found no evidence of a blast or controlled demolition event, NIST would like to determine the magnitude of hypothetical blast scenarios that could have led to the structural failure of one or more critical elements.

      About the Paulverizer comment dated February 7th, 2008 at 10:54 am. I am the policeman involved. I think you should check your facts of the case before you shoot off your mouth about “what people say.” 1) the person involved was not related to me or involved with my spouse at all. 2) The case was full investigated by the Ohio Highway Patrol and Carrollton Police, In fact the case went before the Carroll County Grand Jury with a NO BILL returned 3) The person involved was actually out on bond for committing felonies. 4) And breaking the law again at the time police tried to stop him. 5) The ciminal made the choice to try to run……the police did their job to apprehend them.
