A year ago, the Oregon Department of Transportation announced it had demonstrated that a new way to pay for roads — via a mileage tax and satellite technology — could work.
Now Gov. Ted Kulongoski says he’d like the legislature to take the next step.
As part of a transportation-related bill he has filed for the 2009 legislative session, the governor says he plans to recommend “a path to transition away from the gas tax as the central funding source for transportation.”
What that means is explained on the governor’s website:
“As Oregonians drive less and demand more fuel-efficient vehicles, it is increasingly important that the state find a new way, other than the gas tax, to finance our transportation system.”
According to the policies he has outlined online, Kulongoski proposes to continue the work of the special task force that came up with and tested the idea of a mileage tax to replace the gas tax.
The governor wants the task force “to partner with auto manufacturers to refine technology that would enable Oregonians to pay for the transportation system based on how many miles they drive.”
The online outline adds: “The governor is committed to ensuring that rural Oregon is not adversely affected and that privacy concerns are addressed.”
When the task force’s study and test were in the news in 2006 and 2007, critics worried that the technology could be used to track where vehicles go, not just how far they travel, and that this information would somehow be stored by the government.

a) a license to operate it
b) a CERTIFICATE of the title
c) to license & register it every year
d) required to obtain a STATE plate
e) required to obtain an INSURANCE contract

The use of a mileage tax instead of a gas tax means that certain people can be exempt. All the little power tripping globalist servants will get an exemption. As it stands now, everyone has to pay the same price at the pump. But with this, they can have a two cast/class society with one group being exempt to all their little tax scams.

We’ve been asked/told to conserve ‘energy’. So people have by driving less and purchasing more economical vehicles. So the wizards discover that by selling less fuel, the tax revenue goes down! So, NO, you aren’t gonna get away with it! We’ll place a tax on the miles you drive, regardless of how economically. And by the way, we want to see where you are ALL the TIME so a tracking device will be placed on your vehicle.
As for the tracking device, I have found in looking at new cars/trucks that they all come with On-Star. That can be used to pin-point your location already, so…
Anybody know how to disable those things? i.e. On-Star.

This has been talked about here in Oregon for awhile. It’s not surprising, since here in Portland liberal morons eat this crap up under the guise of helping the evironment.People in this town refer to themselves as “The People’s Republic of Multnomah County “, that speaks for itself now doesn’t it. This city was designed like crap and the traffic does suck, but taking the bus or light rail sucks too. On the light rail you have punk ass kids jumping people, beating up old people ,harassing others ,selling dope, and robbing people. I think it was meant to be that way so the public would clamore for more surveilance and a more visible police presence to get the public more used to the idea of a police state control grid. This is qiute ironic though because everyone here hate’s Bush and his police state but will do anything to serve Obama’s police state. Just look at the 72,000 mind controlled slaves that were at Waterfront Park this summer when Obama came here to speak, perfect candidates to be Obama’s Citizen Snitch Patrols. Thankfully the whole state does not believe in this garbage. I hope people will smell the foul stench of tyranny even when it’s a Democrat in the White House, maybe then they will figure out that it was all a con-job in the first place.

It has gone way beyond being able to tax the luxuries of life, but rather how much will it cost, how much can it be made to cost to stop pain, horror and suffering. These are the new markets and everyone at the top of the food chain is devising new ways to phish and haul em in. When I say “em,” I am referring to us and that means YOU!
How much will you pay and how much can you be made to pay???
The answer does have an end point as to how far it will escalate and go no further, when everyone is in SEVERE pain 24/7 and nothing more can be squeezed for more. Imagine your deepest fear and the worst agony you can think of, including physical, emotional, psychological and spiritual.
If they can build it they will find a way. There is always the threat of being lit on fire along with one’s loved ones with a combustable substance. What they will probably do is build a microwave machine that burns like fire 24/7 and then make and sell graduated, patened pills that will reduce the pain, where the more you pay the less it will hurt.
When you look at all the shit being pedaled from cancer to disfiguring and crippling diseases, including HIV, Autism, events like 9/11, actual war and nuclear, biological & chemical weapons, taxes, inflationary taxation, identity theft, bills, bills & more bills and the cost of a home, jobs that suck, the Jones & Cleavers on TV, PowerBall and Queen for a day, were already half way there folks.
The only thing keeping you from flipping right out of your ever living gord is the endorphins your brain makes to filter and block the agony. Some people are already failing the “strain test” as psyopps attempts to find the maximum ceiling height and so they take the pills as prescribed and others resort to illegal drugs and large amounts of booze to cope with all this shit.
It appears the stage we are now in, involves taking away all psychological defense mechanisims, from a belief in God, to the Constitution & Bill Of Rights, family roles and their values like head of house, parents & legal guardian, US citizen. If this would mean that my insurance company can track how much i travel and how fast i drive, I would think my insurance bill would fall to a more affordible level. I would welcome a transponder on my car. why should i pay more for roads I do not even travel.

its really quite simple actually you just have to find the onstar module which is a relatively large black box the size of a first aid kit and usually found on the drivers rear side of the trunk..behind the carpet liner. once you locate it just unplug it. all this technology is childs play to subvert.

So……Let me get this straight. The state of Oregon only wants to know how many miles you drive each year. I have a brilliant idea. This might be to complex to understand but I will try to explain it.
When you register a car with the DMV (Secretary of State in Michigan) the actual mileage of your vehicle is on your title. Even if you buy the car used they know how many miles it had when it became your car.
Follow me?
Which means from the minute you register your car there is a record of the actual mileage attached to the VIN of your car along with your name.
Still with me?
This means when you re-new your license plate or tags each year, some lacky could physically verify your odometer reading, and with the help from a thing called subtraction, determine how many miles you drove in a given year.
This may not give an exact measure, given inter-state travel and the like, it would however provide a rough estimate. Maybe a tax could be assessed based on a percentage of total mileage.
What does it all mean Basil?
Simply. The state can achieve the same results without the need for GPS based transponders by utilizing a system that is already in place providing that the employees at the DMV would actually do some work.
But that would defeat the purpose of tracking us wouldn’t it?

What will happen here, is it will be transferred to all the other states. Then when the price of gasoline goes way up again, and it will, then they will get us twice on the same dang gasoline. I used to work at a gas station in fascist Oregon. We pumped 500,000 gallons every month. 500,000@ .25 cents per gal= $ 125,000 dollars we collected for fascist Oregon every month. There are thousands and thousands of gas stations in Oregon. YOU DO THE MATH!! A usage tax is the only fair tax there is.
If you use a product or service you pay for it to be maintained just like if you join a golf club you pay a fee for the maintinence of the property.
If I have kids in school I pay for it. If I don’t, I should not be paying for it. If I use the park I should pay for it to be kept up, if I don’t use it I don’t pay. If I use the roads I pay for upkeep because after all it’s my use of the road that is the cause if it needing repair.
You meat heads who think you should not pay any taxes should quit your paying jobs and work for free in road construction. If enough people did that then there would be no need for a tax to maintain roads. I don’t know how they will eat and pay for their house but at least they won’t be paying those nasty taxes.
I fully agree that we should not be paying one cent in fed. income tax though.

It’s also good to move off the gas tax and replace it with a millage tax because with the millage tax you won’t pay tax on the gas you buy for lawn mowers, weed eaters, dirt bikes, 4 wheelers, snowmobiles, generators, power washers, air compressors, forklifts, wood chippers, chain saws, leaf blowers, snow throwers, ice fishing drills, boat motors and other shit.
I have a big problem with the potential tracking ability though. And the millage tax idea might just be a sneaky way of chipping your vehicle.

Does anyone remember those college psychology experiments where those in “authority” condoned and demanded of their lesser staff, that electric shocks be given to test subjects, per protocal. The working staff did their job even when they feard it might actually harm the test subjects.
Our law enforcement and military are being trained in the same way, to hurt the citizenry when ever they are told to do so. And laws are being passed giving zero accountability for any dammages being done while mainstream is going along with applying the stigma of “bad person” to anyone that objects.
If the courts finally admit to tasers being potential “deadly force” and devices of behavior modification and torture, which they clearly are, then my answer as a citizen would be, “you have the right to bear fire arms, shoot first and ask questions later.” If you or a loved one is innocent of any form of crime “suspected”, I would say that if tasering is a potential risk to your life, shoot the bastard with the taser.
Law enforcement should not be in the form of sci-fi psycho freaks from outer space. If they come out in that form, well, it is up to We The People to rid society of such insane freaks.

I’m an Oregonian of fifty three years, and Von Kulo is a moron. Like all politicos he thinks of us as slaves. One of the last GOVs we where stuck with let the enviros take out our flood dam on the Rogue that had turbines that pumped irrigation water to the whole valley for free for allmost a hundred years, they replaced the three huge pumps with electric pumps, Now dont that make sence, now the Rogue valley pumps are being run by Bonniville dam on the Columbia river and we are stuck with the electric bill. I for one am tired of asshole lawmakers, whose job is to make more laws and more laws and rip us off, more money, more laws, more bureaucracy, more government, more BLM, more gated off wilderness, more laws, regulations, taxes, fees, permits, codes, licences, rules, crap and agendas. Eugene and Portland are bastions of driveling idiots, however, to its credit, Eugene has some true freedom fighters and revolutionaries, but Portland is a pathetic, bizarre place. I can see this working in Oregon because everything is spread out once you leave these two cities. So if you want to go anywhere outside your town in Oregon, you must drive.

Got a Chevy? Want to kill your Onstar? Here’s how you do it! Click the link below and then click ‘onstar’ on the left of the page. This site not only shows you how to remove it, but if you want you can hack it so Chevy can’t track you but you can use it with a laptop and have free navigation. I ripped mine out. I didn’t like it in the first place, but I only had the vehicle for 2 days and when adjusting the rear view mirror I accidentally hit the emergency button. I knew that if I didn’t wait for them to answer (about 45 seconds) they would call the police so I had to sit their like a dummy so I could explain to the ‘magic voice’ that everything was OK. It was very unnerving to have to explain to an invisible voice what I was doing in my own vehicle.! Death to onstar!!!!!

I don’t live in Oregon, but if it gets by there, it’ll be coming to state near you soon. This is absurd, especially given that the governments have all been as fiscally irresponsible to their taxpayers as they have. Some other states are considering leasing or selling toll road concessions to foreign concerns, roads that OUR tax dollars built! This taken together means they plan on divesting themselves of the responsibility for our day to day infrastructure, at our expense, and then find new ways to TAX us more for the “privilege” of freedom! If we take this as a country laying down, we will have lost all right to move freely about the country. Do we actually believe our founding fathers would have allowed a tax on each MOVING MULE OR HORSE? It’s time for a huge REVOLT! Be represented in good faith by your elected officials or simply refuse to recognize their “authority”. After all, in this country, they are SUPPOSED to get their authority from WE THE PEOPLE and SERVE US, NOT ENSLAVE US!

Wouldn’t that be a 1,000% increase in tax?
Based on my calculations, people who drive efficient cars that get substantially more gas mileage will pay more in taxes per mile than per gallon so it defeats the purpose of driving an efficient car when you look at how much you pay in taxes per gallon and how far you can drive on that gallon.

The mileage tax is to track us better, not really for more revenue. All you have to do is increase the gas tax. The gas tax is fair! The mileage tax is not! Gas tax: If you consume more gas, you pay more.
Mileage tax: If you drive more miles you pay more, not fair. But the govt will be able to track where you go.

So, lets say you pay big, to save some fuel over the course of time, and of course that big purchase price is more of a state sales tax bite, now with this new scheme, you cannot save. So why should someone buy that type of vehicle, and why should someone build it ? It looks like they want to confine us to our caves, when this country was built on going places cheaply. (counsel of government) Thus we get Sustainable Development. Sustainable Development is apart of the North American Union plan for Judge Dread style megacities where everyone is in a few cities and the banksters controll all the other resources. Now with the North American Union we get the Trans Texas Corridor which everyone says is dead, It Certainly is NOT! They have broken the corridor into Countys because the local government is easier to manhandle. Thus we are getting tollroads (which are on already existing roads) and railways (which well be subsidized by you guessed it more taxes). This milliage tax helps pay for all the tollroads and railways to be built which will tax us even more.
