Private companies in the US are hoping to use red light cameras and speed cameras as the basis for a nationwide surveillance network similar to one that will be active next year in the UK. Redflex and American Traffic Solutions (ATS), the top two photo enforcement providers in the US, are quietly shopping new motorist tracking options to prospective state and local government clients. Redflex explained the company’s latest developments in an August 7 meeting with Homestead, Florida officials.

“We are moving into areas such as homeland security on a national level and on a local level,” Redflex regional director Cherif Elsadek said. “Optical character recognition is our next roll out which will be coming out in a few months — probably about five months or so.”

The technology would be integrated with the Australian company’s existing red light camera and speed camera systems. It allows officials to keep full video records of passing motorists and their passengers, limited only by available hard drive space and the types of cameras installed. To gain public acceptance, the surveillance program is being initially sold as an aid for police looking to solve Amber Alert cases and locate stolen cars.

“Imagine if you had 1500 or 2000 cameras out there that could look out for the partial plate or full plate number across the 21 states where we do business today,” Elsadek said. “This is the next step for our technology.”

ATS likewise is promoting motorist tracking technologies. In a recent proposal to operate 200 speed cameras for the Arizona state police, the company explained that its ticketing cameras could be integrated into a national vehicle tracking database. This would allow a police officer to simply enter a license plate number into a laptop computer and receive an email as soon as a speed camera anywhere in the state recognized that plate.

Such programs would be fully consistent with existing law on searches and seizures. In the 2003 case Washington v. William Bradley Jackson, the Washington State Supreme Court ruled that police could not use a physical GPS tracking device to monitor a suspect’s movements without first obtaining a warrant. No warrant would be needed or restrictions applied to license plate tracking systems which do not require any physical contact. Instead, individual police officers could monitor the movements of suspected criminals or even their wives and neighbors at any time.

In the past, police databases have been used to intimidate innocent motorists. An Edmonton, Canada police sergeant, for example, found himself outraged after he read columnist Kerry Diotte criticize his city’s photo radar operation in the Edmonton Sun newspaper. The sergeant looked up Diotte’s personal information, and, without the assistance of electronic scanners, ordered his subordinates to “be on the lookout” for Diotte’s BMW. Eventually a team of officers followed Diotte to a local bar where they hoped to trap the journalist and accuse him of driving under the influence of alcohol. Diotte took a cab home and the officers’ plan was exposed after tapes of radio traffic were leaked to the press. Police later cleared themselves of any serious wrong-doing following an extensive investigation.

In the UK, officials are planning to dramatically expand the use of average speed cameras that track cars over distances as great as six miles. Records on all vehicle movements taken from a nationwide network of cameras will be stored for five years in a central government Automated Number Plate Recognition (ANPR) server, allowing police to keep tabs on criminals and political opponents. Work on the data center in north London began in 2005 and officials expect real-time, nationwide tracking capability to be available by January.

The STATE OF TEXAS, during the year 2006, voted to reject the issuance of red light tickets as criminal citations because it attributes the owner of the vehicle with a guilty conviction, totally unconstitutional because someone else could be driving the vehicle, not the owner.

Thus, whenever they issue a red light citation in Texas, it’ll say CIVIL, meaning it’s only a civil matter, NOT criminal. Therefore, you can’t be persecuted criminally. They can sue you and take you to court but will they do that over a stupid $70 red light ticket? That’s a rhetorical question.

I just moved to Los Angeles (Hawthorne/Lawndale/Torrence area in which I live and dwell) and I am DISGUSTED with the amount of Red Light Cameras here.

In Seattle there were a FEW and I mean a FEW. I watch for them all the time. In Los Angeles? EVERYWHERE. I heard that within the first 9 months they made the county of Los Angeles over 13 MILLION DOLLARS. I gue$$ we will be $eeing more of the$e red light camera$.

I just cant f---ing stand these things. I see them flash ALL the time and I only drive about 10 to 15 miles per day! CHA-CHING!!! $450 for a photo!! Wow! I wish I could charge that much for my photography!

So, I like many people SLAM on my breaks because I have NO idea how long they yellow light is going to stay yellow. How do I fight such a thing? I am going to get REAR-ENDED or I am going to rear-end someone ELSE!!! The facts are: Rear-ending is GREATLY increased with red light cameras – BUT the “LOVING GOVERNMENT” (As Alex calls it) says that the rear-end collisions outweigh the befits of reducing red light runners. BULLs---!!!

IF I EVER get rear-ended at a red light… I am going to get Whiplash and I am going to sue LA for these f---ing light cameras!!! I SUGGEST YOU DO THE SAME!!! Sue them into the ground! Sue them for damage to your car! For injuries! For counseling! For loss of work!!! Dont have a lawyer? Do it yourself! Take them to small claims court and get the Maximum! $7,500!!! f--- THESE CAMERA SYSTEMS!!! Stop the police state! EVERYONE SHOULD REFUSE TO PAY THE FINES AND SUE THE COUNTY FOR THESE CAMERA SYSTEMS!!!

I’m going to bake some green donuts and throw it at pigs, to fake them into thinking I’m running the green light! hehe

    4. adrian Says:

The very best defense against the revenue producing, accident causing red light cameras is Sprayyourplate.com ’s Photoblocker that you spray on your plate and when the traffic cameras flash you it overexposes the image of your plate so no ticket is issued. Shown to work by KXAN News in Austin, Denver Police, and many others.

“Justin”-These things are everywhere in the greater Seattle area, theres at least 5 cameras PER intersection in all of the major shopping and mall areas- not to mention the cops n spooks that have been seen sitting up on the roof tops watching everyone through binoculars. I live in close proximity to SeaTac intl’ airport and every intersection running down for miles across Pac hwy is littered with cameras. Where in Seattle did you live or, maybe the better question is how long ago had you lived here? They even got them running up and down I-5 and other major highways, including the construction sites where they get double pay and have cited it as a great success that they hope to step up in the future! Seems like you can’t drive or walk anywhere around this town without having your picture taken or being asked for you papers.

^For those who say that it was debunked by Mythbusters, WRONG! A co-worker of mine is married to a law enforcement officer and he told me himself that cameras can’t pick up a plate’s image at certain angles, particularly from higher ground, if a plastic anti-photo cover is used.

    9. NWO blows Says:

NWO (No Way Out) can only get away with this if we the people allow it, and since very few people/citizens do more than blah blah blah and maybe post a few comments on the Internet, the big time crooks have a field day ie, ENRON, Fannie Mae and Freddie Mac, the ILLEGAL Federal Reserve Bank and IRS, inside job 911, attacks on the US Constitution, higher gas prices with record profits in the tens of billions of dollars (per quarter) to the oil companies, open borders, multitudes of revenue generators like parking meters, camera lights, speed cameras, illegal invasions of other countries ie, Iraq based on complete LIES, failure to prevent the illegal election of Bush (twice), etc. etc. etc. We the people really need to become like Alex Jones and be the change we want to have, not just by talk, but also ACTION! I commend Alex Jones and We Are Change and recommend that more continue in the foot steps of these fine humanitarians (Americans) by joining and creating such outlets that permite ordinary people to unite and accomplish extraordinary goals…united we stand, departed we fall! Recall that the elites corrupt plans include the extermination of up to 90% of this world’s human population which translates on average as having 9 out of 10 people you know are scheduled to be murdered in the near future realted to the inactions of the people today. Something to think about. Get involved!

    10. Miles Says:

A form of this has already been implemented in South Florida. They already have hundreds of cameras up in plane view right on top of the traffic lights. They point in all directions at 90% of all traffic intersections down here. Ive seen this here in Broward and Miami-Dade counties. They make no attempt to hide them or beat around the bush as to what they are for. You’ll see cherry pickers installing them everywhere. It was all over the news down here explaining its a new plan to help ticket people running red lights. I dont know to what extent of information they gather or hold….but they are here. I have yet to get a ticket, but im sure its only a matter of time!

    11. MyCountry'sInTheCrapper Says:

Well, I sure hope they can take 100s of pictures of my middle finger as I will be sharing it with them ALOT!

    16. Dee Jay Says:

How about if somebody, or several, dressed all in black, and spray painted the lenses or something to dismantle them. That way, they couldn’t recognize who it was. I am a law abiding citizen but I am getting pretty tired of being treated like a criminal. It is getting carried too far and it has to stop somewhere. Question: When the police and government agents, etc. are not at work, are they also being tracked like the criminals they are? Don’t tell me; they are trying to find all the illegal aliens, lol. Heard on the news today on the radio (I don’t have TV) that 1000 became nationalized citizens but sure haven’t seen anything on the internet about it.

    17. dave Says:

Instead of vandalizing public property, how about you get your fellow citizens fired up and mad enough to sign a petition asking your local elected representative (your mayor, or even govenor) to have the cameras legally removed?

Attacking these cameras is 1) illegal and 2) potentially dangerous to you.

Try getting tons of local support and contact your elected officials and let them know you want them down and off. Let them know you’ll remember them when it comes election time.

Also, if you or anyone you know is involved in an accident where these cameras are, make sure to ask your attorney if you can name the company that runs the camera as a defendant. There is a possibility that you could make it very unprofitable for the company to run the light if you can show that they’re partly responsible for the collision.

Yesterday and today I have been driving around in my town Of New Smyrna Beach FL and saw a car driving around with a logo on it saying Traffic control surveillance devices . Could this be that they are starting to put these cameras on our Traffic control lights here???
If I see it again I will take a photo and post it.

    23. William DiBurgh Rothschild Says:

Being Policed By Machines is the First Step to Being Eaten by Robots. They did it in Iowa. The company installed the cameras for free and took a cut from the Tickets. Gee Conflict of Interest???? Then they said it might be unconstitutional under the Iowa Constitution, so the Iowa Supreme Court decided that making money is more constitutional than having RIGHTS, and gave then the go ahead. The majority hate the speed cameras, which have a history of inaccuracy, but the cities don’t care because they generate $Millions in speeding tickets. Trying legit means of change is going to be like asking mobsters not to gamble. At best, the stupid things don’t even stop speeding, because one doesn’t know one just got a speeding ticket. It’s not about safety. It’s about money.

    24. jerry Says:

when you receive your ticket in the mail call the court and tell them you cannot pay the fine. they will then ask you to pay the fine upfront before you go to court. remind them again that you do not have the money, but are willing to go tocourt. believe me they will do it, just keep everthing docummented with names and dates then-go to court and plead not guilty. when the judge wants to set a trial date, demand your 7th ammendment right of a “trial by jury” and not a jury trial. a trial by jury allows you to choose at least 1/2 of the jury. you have the right to interview the perpective jurors and that way you can make sure that some of them have been subjected to the same money grab . if the judge says you cannot do this, hand them a copy of the 7th. they are there to uphold the constitution and thier oath of office. remind them that they work for you and not the other way around. any monetary infraction of the “LAW”? over $20.00 allows you this protection. if everyone did this (and you do not need a lawyer) can you imagine the backlog this would create? just bury them in their own paper mess. the “LAW” does not like informed citizens. read the 7th and you will see that no other interpretaion is possible.
