Martial Law in Florida?

A listener writes:
I'm not sure what the exact definition of Martial Law is, but we in Port
Charlotte, Florida are under a 9pm curfew because of the hurricane Charlie,
and I have a question about what's going on here, because it does seem like
Martial Law to me.
Tonight, my roommate was coming home from work, and it was around 9pm. We
both have to work out of town for now, because there is still no power here,
and our businesses at which we work aren't open. So he was coming home at
around 9pm, but got delayed by an accident, and when he was approaching the
town just south of us, (Punta Gorda, to which President Bush came to survey
the disaster), he got stopped at the border and was turned back, miles out
of the way, to take the interstate home. That having happened, he was now
even more late coming home, and when he was coming into town, he got stopped
by the National Guard, who then searched his car, and almost arrested him.
Also, Saturday morning, when I was coming back into town from northern
Florida, having left because of the storm, I encountered an unwarned road
block, was greeted by a cop on a major power trip, yelling at us to turn
around, would not tell us why, and would not tell us when we could procede.
Is this normal procedure for a hurricane? I don't know, but whether it is or
isn't, it sure seems like Martial Law to me. National Guardsmen are posted
all over our town, and fully armed. The reason given for this is to protect
businesses from looting (which is very unlikely to happen here anyway). But
even when they have no reason to believe that a person has looted, or is
planning on it, they still stop you, search your car, and if they want, they
will arrest you.
What's kind of ironic is, this is stressing out most people around here,
because they were not prepared for it. I have been at peace during this,
because I knew it was coming. Hopefully some of the people I have been
telling about this stuff will start believing me now.
