The last thing TPTB would want to do is to tip off a real terrorist that they were on the list by flagging him at an airport. DHS and FBI would have that individual under continuous surveillance. Tipping him off would only serve to send him underground and make tracking him more difficult. These lists are for the purposes of identifying undesirables within the US IMHO.
