Senate Rubber Stamps National Enslavement Bill

The Senate last night rubber stamped a nightmare domestic draft bill that legislates mandatory national service and creates an “army” of at least 7 million civilian enforcers working at the the behest of the government, while also containing language that threatens to ban free speech and the right to protest.
Last week, we reported on the House passage of the Generations Invigorating Volunteerism and Education Act, known as the GIVE Act, which was carried with a 321-105 margin vote.
A passage contained in section 6104 of the original House version entitled “Duties,” in subsection B6, states that a commission will be set up to investigate, “Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed.” This language has been dropped from the version passed by the Senate.
However, Section 120 of the bill discusses the “Youth Engagement Zone Program” and states that “service learning” will be “a mandatory part of the curriculum in all of the secondary schools served by the local educational agency.” This part remains in the version passed by the Senate.
Roles which will be staffed by members of the programs, labeled “Required National Service Corps,” include “criminal justice,” “environmental stewardship,” and “public safety”.
Aside from the programs aimed at college students and young people, others will be specifically targeted towards, “Retired and other former law enforcement, fire, rescue, and emergency personnel, and other individuals with backgrounds in disaster preparedness, relief, and recovery.”
The bill was rubber stamped by the Senate last night in a 74 to 14 motion, in what is described as a “procedural vote,” a move that creates “An army dispersed to help with education, health services and the environment, (which) would vastly enlarge the notion of “community organizing,” and allow, as Senator Barbara Mikulski, Democrat of Maryland, said tonight, for about 7 million people to be engaged in such work,” reports the New York Times.
The Senate will meet tomorrow morning to formally ratify the bill and finalize amendments. Call your Senator and demand that at least the mandatory language contained in this bill be removed.
References to the program as the creation of a civilian “army” have dominated mainstream news coverage of the legislation.
7 million members of this civilian “army” equates to about one member for every 50 Americans, a similar figure to the number of East Germans who collaborated with the Stasi and informed on their own citizens during the cold war.

The GIVE Act is just one of many pieces of legislation that vastly expand service organizations in line with Obama’s agenda to create a “national civilian security force”.
In January we also reported on the introduction by the Department of Defense of a “civilian expeditionary workforce” that will see American civilians trained and equipped to deploy overseas in support of worldwide military missions.
The DoD report states, “Management retains the authority to direct and assign civilian employees, either voluntarily, involuntarily, or on an unexpected basis to accomplish the DoD mission.”
Though the civilian expeditionary workforce program is restricted to DoD employees, similar programs have already been established for public sector workers.
One such program has seen hundreds of police, firefighters, paramedics and utility workers recently trained and dispatched as “Terrorism Liaison Officers” in Colorado, Arizona and California to watch for “suspicious activity” which is later fed into a secret government database.
Similar initiatives have been introduced in other western countries, including recently in the UK with the announcement that MI5 is currently training up to 60,000 UK citizens as part a civilian network of terrorist spotters, according to Prime Minister Gordon Brown and home secretary, Jacqui Smith.
In addition, Obama’s Chief of Staff, Rahm Emanuel, publicly stated his intention to help create “universal civil defense training” in 2006.
In an interview with Ben Smith of the New York Daily News, Emanuel outlined the agenda for military-style training, essentially a domestic draft, aimed at preparing Americans for a chemical or biological terrorist attack.
Asked by Smith about the universal service plan and whether people would have to live in military barracks, Emanuel laughed before responding, “We’re going to have universal civil defense training, somewhere between the ages of 18 to 25 you will do three months of training….but there can be nothing wrong with all Americans having a joint similar experience of what we call civil defense training or civil service in service of the country, in preparation, which will give people a sense of what it means to be an American.”
“It will be a common experience and we will be prepared, God forbid, God forbid that there is a chemical hit, another terrorist act or natural disaster becoming more frequent – there’ll be a body of citizens who are ready and capable and trained – that’s all you have to think about,” said Emanuel before smugly declaring, “We’re all here for you OK? It’s a circle of love.”
Asked if the training would be military style, with people wearing uniforms, Emanuel stated, “If you’re worried about are you going to have to do 50 jumping jacks the answer is yes,” adding that the service could be done through state national guard.
Shockingly, the GIVE legislation also contains language that could completely demolish the 1st amendment.
The 12th amendment to the act states, “Amendment to prohibit organizations from attempting to influence legislation; organize or engage in protests, petitions, boycotts, or strikes; and assist, promote, or deter union organizing.”
As Gary Wood writes, “Those in support of this legislation will argue this amendment is limited in scope and is not meant to interfere with the rights of citizens to protest, petition, boycott, or strike in resistance to government proposed laws. However, the people associated through service under the GIVE Act are considered volunteers, still free citizens, yet it will be unlawful for them to take part in any protests against any legislation. This is as close to a sedition act, a violation of 1st Amendment rights, as has been proposed in recent history. A basic right as a part of our natural, inalienable rights, is to resist government. Our founders not only knew it was a right but it was a responsibility. This legislation begins to break that down significantly.”
Fears about Obama’s plans to create involuntary servitude and domestic spy squads were first stoked in July 2008, when Obama told a rally in Colorado Springs, “We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that is just as powerful, just as strong, just as well funded.”
Despite denials that Obama plans to institute a mandatory program of national service, his original change.gov website stated that Americans would be “required” to complete “50 hours of community service in middle school and high school and 100 hours of community service in college every year”. The text was only later changed to state that Americans would be “encouraged” to undertake such programs.
Numerous other national service bills have been introduced which target everyone from schoolchildren to the elderly. They include the Service For All Ages Initiative, the Summer of Service Act, the Semester of Service Act, the Encore Service Act and the ACTION Act.
Regarding the GIVE Act, “The bill’s opponents — and there are only a few in Congress — say it could cram ideology down the throats of young “volunteers,” many of whom could be forced into service since the bill creates a “Congressional Commission on Civic Service,” reports Fox.
“We contribute our time and money under no government coercion on a scale the rest of the world doesn’t emulate and probably can’t imagine,” said Luke Sheahan, contributing editor for the Family Security Foundation. “The idea that government should order its people to perform acts of charity is contrary to the idea of charity and it removes the responsibility for charity from the people to the government, destroying private initiative.”
Lee Cary of the conservative American Thinker warns that Obama’s agenda is to, “tap into the already active volunteerism of millions of Americans and recruit them to become cogs in a gigantic government machine grinding out his social re-engineering agenda.”
The passage of such shocking legislation with barely a whimper from political activist groups goes to show how well the corporate media has performed in camouflaging the legislation with flowery characterizations of helpful volunteerism, when in reality the bill creates the pretext for mandatory national service and the creation of a multi-million man domestic civil defense unit who will be tasked with spying on their fellow Americans under the justification of protecting the country from terrorism.

Good article Mr. Watson, except you missed a crucial detail. The Senate voted for Cloture, which means they stopped debate on the bill and forced a vote. There has been no vote yet on the actual passage of the bill, however it will probably come soon and be passed.

I read most of the bill. The only part i see about required is if you accept a grant for education you are required to participate in this service.
Dont get government grant for school and you dont have to.
So saying they is required for every young person seems to be mis information
I invite anyone to point out differently, if so i missed it
also the govtrack version section 1302 is intact where it mentions required for grant.
the infowars version of teh bill is conveniently missing section 1302

Glenn beck had a good point. think about it . Did anyone give millions to the families of military who were killed in Iraq and Afghanistan? Why are these civilians so priveleged? And whine do they whine as though they wrere entitled to all that money? The families of dead and severely maimed military deserve that money. I would say they earned it.

I am very surprised that they still work for Mr. Jones. I find that most of the things they write are speculative and absolutly biased. I am often upset when I see a story on here that seems interesting and then click on it and it’s been written by a Watson. Watson, what do you know about the two provisions under the “Miscellaneous” subheading? I couldn’t find info about them when I looked this afternoon, but I didn’t have much time. I’m not sure if they are part of the bill yet. The one that really caught my attention was the possibility of “foreign exchange” service. It sounds like we would exchange our juvenile delinquent Obamanoids for genuine Maoist and Hitler Juegen! Nice.

Well if you leave out an important part like “you can take a barrak or you can take a train ride”, I find that very signifgant, and NOT a part to be left out when we all know about the fema train cars. And, I listened to the audio of the interview he did indeed say exactly that, it’s no mistake as to what Rom said. What I am questioning is just what the hell did he mean by it. Oh and by the way, I realize that maybe it wasn’t in the report above for the reason you gave, but I wanted to bring it to everyones attention and link it so everyone here could read and hear it for themselves. And also I was NOT knocking Mr. Watson, just putting more info out there for We The People!

Yesterday I called my Senators, DeMint and Graham.
I told the staff members that I was connected to from both offices that I am the mother of two kids ages 19 and 20 years. I first said to DeMint’s office to thank him for voting against the GIVE Bill. I told Graham’s office that I was very disapointed that he voted for it because the language of the bill and the ammendment left more questions.
I asked DeMint’s office what is the punishment to those who refuse to participate? She flat out said, “I do not know.”
I asked what is the punishment of those who protest it..she did not know that either…the bill does not say.
I asked Graham’s office the same quesions..they took my phone number and said someone would call me to give me the answers…I will not hold my breath!
I have been writing my representaive’s telling them to vote aginst this bill among others for a very lont time now. They always send me a letter thanking me for my concern but they do what they want anyway.
I will say that DeMint has writen me a very personal letter once and it answered my specific questions when it came to the bailout showing me that either he or his staff letter writer actually read my letter.
I am thinking that DeMint in South Carolina may be an actual friend to our Constitutional and inalienable rights..at least he has been lately. My hopes is that he is not just another one of their controlled opposition people.
Eitehr way I think we all have to be careful of those in the spotlight lately….some may be placed to try and get people to riot so that they can finally come right out and impose their martial law plans.
I truly am worried about my kids and what the future holds for them. Actually I am scared to death for them!

The new group had been long expected within Obama’s inner circle and, although no details on how it would be staffed were released by the transition office today, it is expected that longtime Obama loyalists will be placed in charge — following the blueprint set out at the DNC.
It’s clear that Obama recognizes the power that his email list, which boasts more than 13 million names, represents in American politics and is working to ensure it stays within the control of a small group who are charged with protecting the Obama brand.
Job One, of course, is to ram the most massive, wasteful budget in the history of the country down the throats of congress and every citizen thereby raising taxes on all of us.

Common Sense, the thing that people need to realize when it comes to people dieing and bad things happening, is its all a part of God and his love for us and our wishes, and you need to realize that with God being all knowing and all powerful in the universe that he lets us have free will and choose what we want which is why we have the choice to choose the good or the bad. And in Gods eyes everything happens for a reason and that has been proven because some people die in very innocent encounters and others survive encounters that are horrendous that no human body should have ever been able to endure. But they live and that shows me whole heartedly that Gods all encompassing love for us can be good or negative experiences, and it all depends on what we choose whether it be good or bad in our thoughts whether it be intentionally or unintentionally. And I truly believe that even though all religions in todays world are so messed up that anyone religion can lead a person to Gods true beliefs, and can lead all of us to our higher spiritual beings which we all are supposed to strive to connect with while on this planet. If we all choose to love over to hate then we would be starting to live in Gods utopia instead of satans false utopia which as any holy book in the world will tell you that thats the way we should be living.
The problem with the NWO is that they dont love and want to change the world for themselves and not for the betterment of mankind. Its not what they are changing that is bad in all instances its how they are wanting to use those changes for their betterment so they hide their hidden agenda from us which is the deceiptfulness of satan which is why they must fall in the end. In fact if you think about it a One World Government if used properly would be I think the best thing for our planet and ourselves, its just how they are planning on using it that is bad and why we need to stop them from succeeding. Here is a plan, run for your local school board and when the feds come and try to put this in place, OPPOSE IT. Get like minded people to run for the school board with you. This will get it into the local media. School boards still have the final say and if they try to push this issue it make it a 10th Amendment violation court case, because it is a violation.
Spread this to every every parent you can, spread it to every grandparent you can. Spread it to every high school aged kid you can, it affects them directly, they can influence their parents. Run for the county board so when the feds try to impose it, you can oppose it. Or better yet we should all join the local police departments and start to educate the police force and standing up to this from within their own organizations that they will us against us. Because all police forces all over North America are highering policeman in all departments because whether you think we are in a recession or not because they are getting themselves ready for what is coming. Just be warned that if you do go this way when the time comes for them to make their move you will be the first people that will be dealt with because you are in essence putting yourself on the front lines. Joining politics would be the same thing but it is not easy to make people see the light and you need to respect their decisions and choices and show them love before they will open to you enough thsat they will listen to your opinion but if done properly you can change a lot of peoples minds very quickly. And I am even considering on take one of these paths myself to encite change where I live.

This maybe the next best choice for standing up against them. But we should remember that even though you are still not joining you are still playing their game by going to the courts that they own. Either join their game and get as involved as you can in their game by joining their teams and educating people already their or claim your independence that is your God given right and stand outside of their games and claim the higher moral ground by not playing their game on their terms. Those are your only 2 choices. Remember what happens when unarmed people go against armed agents of satan. From what I read here, there is no cohesion to all interested parties in the effort of protecting the constitution. A lot of spit and vinegar, but no cohesion. Since we have no sense of identification to the cause of liberty, it’s easy to see why all this lapses into a game of petty one-upmanship. I believe the principle of the First Amendment, which is the real manner at hand here, is to protect us from these needless arguments in the first place.

I have a few questions-
1. When do they start enforcing this? Is there anything in the bill giving dates or is it just whenever they get around to enforcing it?
2. Is there anywhere that says what the penalties will be for non-compliance?
3. This is for public/private schools right? Does anyone know where in the bill it says that? And also, where will that leave us homeschoolers?

I am trying to read through it. The private school part is on pages 29 and 30 but I am having trouble understanding what it all means.
There is nothing wrong with asking for help. Others that have already done this could speed the process up and share input.

What is so hard about ignoring these laws, stop listening to the government and just building your own system in place of this one? Is this system working out so well for you you can’t possibly imagine a way to do it better? Don’t kid me – get up off your lazy ass and start building your own system. Go look at HR 1388 and you will see.. as Watson stated above .. that the language was removed from the bill regarding mandatory service.
Now there is a new bill HR 1444 that has the original language from TITLE VI or HR 1388.
This is what we should be concerned about.. the GIVE act will pass and there aint shit we can do about it.
So, now we must get the word out about HR 1444. Go read it!!!

Obama’s goal here is to creath his version of the Peace Corps. It’s a 2009 version of JFK’s youth volunteer corps with a bit of the old WPA and NRA of the 1930’s tossed in for good measure. He’ll then put them to work cleaning the streets, planting gardens in the city, cleaning up national parks and similar tasks. Nothing to worry about as I see it. I did a stint with the Peace Corps building houses and digging wells for 2 years in the 1960’s in Honduras and it got me out of serving in Vietnam!

Reading through, it does mention mandatory service-learning, but it’s one of two optional requirements to have a “Youth Engagement Zone Program” the other being that over 90% of students are involved in service-learning. It does not (on its own at this time) institute that all public learning implement mandatory “service-learning” however, so it is not (on it’s own) a Draft bill from what I have read so far.
However, it does appropriate $20,000,000 USD (Twenty Million) specifically for that program, which is greater than any of the other “Special appropriations” the next highest of which is $10 Million (note this does not count the main appropriations for Americorp, which was at least around 97 Million)
However, I think it’s very, very important to point out that several states (including California) and school districts have been putting into place mandatory service-learning as part of High School and other graduation requirements (with varying degrees of success).
While not necessary, it is interesting that the amended “purpose” of NACS1990 included an amendment, that added in “geographical location” as something to ignore when “encouraging national service.”
There were also a lot of purely “politically correct” amendments, such as removing mention of churches specifically when discussing religious entities, and the addition of various things related to “historically” or “serving” hispanic or black etc. peoples. There was also a seeming new stress on the “national” part of “national service.” Whereas before the word National would have been foregone, it is explicitly added into parts of the bill. As is the term Federal.
Even if it isn’t on it’s own a Draft, in tandem with local legislation, and the potential of federal legislation as well, it would be. Local legislation of mandatory or similarly worded requirements of “service-learning” in Grade and even University level education will undoubtedly increase with a twenty million dollar pool to go toward expansion and establishment of programs.
Further more, there is also, as already discussed by the article, indeed mention of using retirees and even specifically “Baby Boom generation” people, particularly those with science and math, to essentially volunteer to tutor and educate people, including to indoctrinate the desirability of “service.” This also includes educational, local, environmental, and other services expanded into the umbrella of Americorp.
I have not yet found the specific part that limits the First amendment for Americorp participants and employees, but it is listed, as the 12 amendment to the GIVE Act, so I very much trust it’s there. What I am not yet clear on is if it limits ALL “service” organizations or only those with ties to Americorp. I also don’t know if there are, or are not, limitations on “service” organizations as to whether or not they CAN be separate from Americorp. in the first place, as I’m highly unimformed, and only recently got a hold of some of the specific bills to read myself.

I read the bill in question here all versions, the first of which was introduced a year ago. In the present and only potentially applicable version there is NO, I repeat NO language that makes this possible program forced or mandatory. Nor does it describe training of a combat nature. PERIOD.
As for restricting freedom of speech etc. the language states prohibitions while ACTIVELY INVOLVED in the program meaning it’s no different than an employer telling you you can’t pass out literature or smoke on the premises. GEEZE WATSON wearing out the panic button much?
Have you all lost your minds or are you getting rich spreading fear and confusion among the ranks of people actually trying to DO something important?
As for my fellow Americans I suggest you check your facts before repeating anything you see, hear, or read on this and other sites like it. If you go spouting off to someone who has done their homework you’ll look like a fool and lose all credibility.

It’s for inner city schools? Then why does the bill say all secondary schools? Where you there when the bill was being written? I don’t give a damn what is common in other countries, slavery is common in Africa and the Middle East, religious intolerance and oppression of minorities in most other countries. I suggest you go ask an Iraqi how well the Department of Defense fixed up houses and cleaned up the environment in Iraq and gave them a social connection.
I went to an inner city high school, I wasn’t a lost young man who was into gangs because I felt hopeless. Those that joined gangs were just bullies that liked to steal. Sell your stereotyping victimization crap elsewhere.

I read most of the bill. The only part i see about required is if you accept a grant for education you are required to participate in this service.
Dont get government grant for school and you dont have to.
So saying they is required for every young person seems to be mis information

California and most other states have an attorney’s licensing requirement that they do a prescribed amount of free public service law. It is violated with impunity by 99.99% of all attorneys and never enforced. Now, they are going to enforce this crap against kids?
