The Emperor’s Seven Signing Statements

Lawless detention is the least of it. State secrets and warrantless spying scrape the surface. Drone attacks and ongoing torture begin to touch it. But central to the power of an emperor, and the catastrophes that come from the existence of an emperor, is the elimination of any other force within the government. Signing statements eliminate congress. Not that congress objects. Asking congress to reclaim its power produces nervous giggles.
Look at how the latest war supplemental funding bill was passed. The Emperor’s people wrote most of the bill. The Emperor combined it with the IMF banker bailout. The Emperor threatened and bribed his way to deals with enough congress members to pass it. The Emperor preemptively told other nations the bill would pass and then badgered congress with the claim that this nation (He, the nation) would be damaged if he turned out to have lied. The Emperor lied to congress members and the public that this would be the last war supplemental bill. Congress members claimed to back it because it was the last one (not that this made the slightest sense), and others openly, proudly, and obliviously declared that they were switching their votes to yes in order to please the Emperor.
When the bill came to Emperor Barack he signed it and released his sixth and only legal signing statement announcing that he’d signed it. Two days later (Fridays being the favored day for signing statements) Obama released his seventh signing statement, claiming to have signed the same bill on that day as well, but perhaps beginning to establish the precedent that “signing statements,” like “executive orders,” can be issued at any time.
The seventh signing statement did what the first five had done: it illegally and unconstitutionally altered the law in favor of bestowing illegal powers on the Emperor. The seven statements are posted here. Here’s the heart of the seventh statement:
“[P]rovisions of this bill within sections 1110 to 1112 of title XI, and sections 1403 and 1404 of title XIV, would interfere with my constitutional authority to conduct foreign relations by directing the Executive to take certain positions in negotiations or discussions with international organizations and foreign governments, or by requiring consultation with the congress prior to such negotiations or discussions. I will not treat these provisions as limiting my ability to engage in foreign diplomacy or negotiations.”

The sections of this latest law tossed out by Obama were ploys to win the bill’s passage, including requirements that he work to strengthen labor and environmental standards at, and report to congress on the activities of, the IMF and the World Bank. Unlike an emperor, an executive would be required by the U.S. Constitution to “take Care that the Laws by faithfully executed,” stated by candidate Barack Obama thus:
“I will not use signing statements to nullify or undermine congressional instructions as enacted into law.”
Obama’s first signing statement made part of the law his right to use the hundreds of billions of dollars appropriated in that bill in “new” and “far-reaching” ways that he would “initiate,” as well as the understanding that an “oversight board” created by the executive branch — rather than congress — would oversee the activities of the executive branch, or as Obama calls it “the Federal Government.”
Obama’s second signing statement declared his intention to violate dozens of sections of the law he was signing, including sections providing for the spending of funds, sections related to the creation of international treaties, and sections restricting retaliation against whistleblowers.
Obama’s third signing statement, on the “Omnibus Public Land Management Act of 2009,” announced his intention to violate requirements in the law related to the appointment of a government commission.
Obama’s fourth signing statement, on a bill creating a “Financial Crisis Inquiry Commission” threw out a requirement that the Emperor provide that commission with information.
Obama’s fifth signing statement was applied to a bill that created a commission and included on it six members of congress. The signing statement declared that those six commission members …
“will be able to participate only in ceremonial or advisory functions of [such a] Commission, and not in matters involving the administration of the act.”
Is it time to stop endlessly being “shocked” by these yet? Obama, like Bush, argues in his signing statements that the sections of law he intends to violate are unconstitutional. The problem is not that either one of these presidents is necessarily always wrong or that such questions can ever be decided to everyone’s satisfaction. The problem is that the Constitution requires the president to veto a bill or sign and faithfully execute it. The time to argue against the constitutionality of a provision is before a bill is passed or upon vetoing it. Such an argument can even be made upon signing a bill. It just can’t be accompanied by a declaration of the power to violate the law.
Presidents Reagan, Bush I, and Clinton made innovations in the abuse of signing statements without which Bush Jr. could not have done what he did. Now Obama is further advancing the genre. At some point, of course — as Germans once learned (and learned before nukes or climate crises were on the table) — it can become too late to act.

Did you read the search warrant? The guy promised to kill a police officer and said he would execute the guys wife and child before shooting him in the head! Is it really a surprise that he got raided by the FBI? The guy wasn’t a patriot he was a loose cannon that probably would have eventually murdered someone. We all get angry, no doubt, especially when bad cops abuse their authority and assault or murder citizens of the United States but who in their right mind threatens to murder a little baby because the father of the infant may or may have not committed a crime?
With people like this posting here and talking about the New World Order and killing the family’s of police officers, is it really surprising when some police officers think we’re all a bunch of crazy maniacs? No wonder a lot of police are taking the MIAC , DHS and Virginia homegrown terrorist reports seriously. People like this Weaver guy are fulfilling exactly what the reports are telling the cops. If I was a cop and thought people within this movement or whatever you want to call it were like this Weaver guy I’d probably be out gunning for anyone with an Info warrior sticker on their car too. I know this isn’t what most of you want to hear but come on! Can you blame them?
This stems directly from bad moderation on this site. The moderators allow severely foul and violent language to remain on the site yet delete posts that dissent or disagree with anything Alex Jones stands for. And then they post articles criticizing Google and YouTube for censorship and gagging their Freedom of Speech! Pretty freaking hypocritical if you ask me. I didn’t here Infowars criticizing Google until they started censoring Alex Jones videos and fan sights. If the moderators were doing a proper job all of the idiots and lunatics wouldn’t be able to post death threats. Instead they waste their time (the moderators) trying to cover up information that might potentially change the way people feel about Alex, things that might start making people think about what may really be going on around here.
It shouldn’t surprise anyone that the FBI and other law enforcement agencies are monitoring these comment boards. After all, there are thousands of idiots out there giving them tons of incriminating information about themselves. If and when anything does go down in the U.S. they’ll know right where to go. Well Jason must be a good guy, but what pissed us off
is that some of us still WORK for a living and can’t get
the Alex show right when its on from 12-4 PM eastern.
So we would listen to the re-broadcast starting at 8 PM
until 12, until Bermas started interrupting it at 10.
It was also a bit difficult to understand him, as his
voice is muffled and low. Turning the bass all the way
back helped somewhat.
You don’t have any problem hearing Alex, with his
crisp staccato delivery and bombastic rants. His pure

And thank you for the info on Alex and the link to prove your words. I too support Alex and all he has done. Having said that, I must admit that his recent actions are starting to bother me. I too question his judgment in NOT confronting the agents by demanding a warrant. Yes, they would get one within a few hours but that is NOT the point. Alex talks a big game, a game I believe in but he must follow his own words or he is just another con-man or fake healer type, money making preaches.
Hate to say this but WAKE-UP Jones, before you lose the vast majority of your true supports. You do something like this again, I’m out of here… not a big deal but each like me will make one.

Thanks GoneFishing but I did not find this shocking info, the OP is “Watch what you say on infowars”, I was only commenting because no one posted or even read the whole fbi report that he took the time to post… people keep thinking they are “awake” here but do not read or research what people are truly saying; it is scary. I will always thank Alex for helping me see things better and will still come here as part of my true information drive (I said part) but it is depressing & disappointing to realize he (alex) did not demand a warrant.

I did take the time to read the report. I think what you’re saying is that they will use it as precedent and barrel through people’s homes where they have no business being. It’s very easy to become drunk on power and stomp on anyone on the wrong end of a gun. Someone with a warrant to search your home is not going to come without armed protection. Unless they’re total idiots. That criminal got what was coming to him, sad to say, no matter how anyone feels about the police or NWO. They are wrong in the incidents that are grabbing media and truthseeker attention, but the squeaky wheel gets the grease. I read your complete comment along with the attatched legal document. I don’t know just what to make of it just yet. I do not know if this site is motivated by profit or if the primary motive is to fight the enemies of this country because I nor anyone else can get inside Alex’s mind. Even if AJ may lack the courage that we would like to see displayed when the chips are down,his site is still a good place to gain some valuble truths whithout even spending any money unless you just want to.
I will offer this thought as a possibility. Had AJ insisted on a warrent then they would have gotten one and possibly came back with a warrent to sieze all of AJ’s computers,and hard copy files so as to be sure to obtain whatever information they may need in prosecuting their case. If they had done that then they would have had in their possession information on every source that AJ has. That would mean that a hell of a lot more names and records would be in their possession and possibly some very sensitive sources revealed. In the long run that may have been a bad move to the info wars movement. I don’t say that they could have done this but I see the possibility of something like that happening.
Alex is not my hero nor do I see him as a “warrior” rather an astute bussiness man that I can gain some knowlege from. He is not a lawyer or combat consultant but a bussiness man that makes his living in the news industry with a “SHOW” motto or platform of telling us to be better informed and then use that information the best way we see fit. If we choose to use violence or do something illegal,I don’t think he wants any of us using his show as a means to advertise our plans or even attempt to formulate something illegal through his place of bussiness.

Captain, for people like us, you’re correct. There are times I am affected so badly by the CTs that it causes brain fog, and the most I can do is sit and watch a video (not TV), or severe headaches and I have to sleep them off, but that’s not all the time. I can imagine if I was in that mental state 24/7 from fluoridated water – my water comes from a well – I would have lost the will to fight by now. I’m just being honest, and who DOESN’T have a breaking point? If I had to be on antidepressants or some other medication as are many of my friends, life would be even harder. Many people I know are unable to do their jobs to 100% effectiveness because they are so tired and stressed out. This is part of the NWO’s engineering. We eat bad food, drink bad water, breathe bad air. And I see the effects of that all the time.
If I were forced into that state of being all the time, I believe I would not care if they took over. But as a soldier of the cross, I do my best to fight the brain fog, do what I’ve been called to do and that’s the BEST anyone can expect of me. Hopeless people turn to booze or drugs. I am not hopeless, but I DO get tired and sometimes discouraged. And I have to remember that others do too and try not to be so hard on those who seem hopeless or helpless. That’s what the NWO does – crush the helpless.

I do not like violence and hope I never have to bear arms against any humans again. We are taught that we have a system where we attain the people’s wishes through electing people that can be trusted to do the will of the people but we have wittnessed a complete break down of that system because the folks we elect do not even attempt to do their jobs. Some congressmen have openly admitted that they are owned by the bankers. Members of congressional committees admit that their committees admit that their purpose was to cover things up rather than expose the truth. I do not want violence but since our system that was put into place so as to avoid violence is dead and gone, I am a realist and know that eventually their will have to be an armed rebellion. It has not happened yet because we all hate violence and are hoping for a miracle. How long should we wait and what system do you suggest using since our elected officials and current or past system is dead?

They are so worried about the oppressed in the world. Yeah, we never hear a word about the oppressed in China, Saudi Arabia, Egypt, Mexico (very corrupt), and our best freinds the Israeli’s (very, very corrupt and not even close to the picture painted) now they don’t give 2 cents about the oppressed in those countries.
Well, those countries play ball with our government and the multi internationals – so as corrupt as they are we give them “foreign aid” aka money. I really don’t think they loose sleep over the oppressed in the world the proof their actions. The evidence is before us.
I feel the agenda is much more nefarious
They would not roll out the troops here if we protested and tried to get them out of there – give me a break they would – we all know it and that is why everyone is so afraid.

The reality is, as I’ve mentioned several times before, is that there just aren’t enough people to fight the system unless a very strong majority can be unified – not probable. Violence is foolish – fighting giants is for David and Goliath and with the way this country has morally declined and anti-Christian sentiments, I don’t think God will be guiding that little stone.
You mention Thomas Jefferson and the revolutionary war. Well, there were fewer people in the United States and not an influx of immigrants. The people were held together by a common purpose and most by a Christian purpose. The first settlers were congregationalists who left England in search of religious freedoms. Wake up, guys – we don’t live in that world any longer. Our country is no longer in unity, no longer moral, no longer Christian. So…what would hold us together now?

You are so right. As the Bible so aptly states “everyone did that which was right in his OWN eyes.” There is nothing holding us together now; basically it’s every man for himself. People are not outraged that their neighborhoods are being ransacked, bulldozed and made into ghost towns for the sake of supersized toll roads. They don’t even KNOW their neighbors for the most part because they are too busy pursuing their own interests and really couldn’t care less about them. That is how far we’ve come. “Love your neighbor as much as you love yourself”? Who really does that? What they’re angry about is the fact that it’s going to cost them more to live as they’ve been living, and most can’t afford even the substandard living arrangements that are available now – get this – without govt help. Unforntunately, this is true! But The FIRST course of action should be trying to resolve issues in the least bloodiest and NON-VIOLENT means possible!
I have heard so many people trying to instigate a full blown civil war, and to be honest, it would be the bloodiest contest for both sides, ULTIMATELY doing nothing more than opening our Country up to take over, by an influence that would be more than likely, worse than what we have!
So,(and history backs this point up) I do believe that while the majority of people in this movement actually want a better society, that closely reflects what was originally intended, You will ALWAYS have those who would usurp power under pretense, and then take this Country in alot worse direction!
Basically, we need to get together and draw out CLEAR IDEOLOGIES, and make ABSOLUTELY SURE, that ALL those who would pretend to stand, Stand for the Right reasons!
We also need to realize, that while we all wish to battle the Progressive Facist movement, We will also ALL have differing ways of doing so!

I know you are right, I never once put out a call to arms. I really am a Christian.
My only option on the table for violence is an immediate threat on my life aka: self defense.
Your right, I once saw one person basically calling for a military coup. I pointed out they always take the reigns under the guise of saving the country – well, then become the new dictator.
I honestly pray and try to educate. That part is not going well, denial not a river in Egypt. Most people can’t grasp it is this bad and honestly I think they could not handle knowing. It is killing us.
The tragic history lesson of the past we need to look at – a radicalized, organized minority can rule an unorganized apathetic majority. The Nazi’s the Bolsheviks were examples of such. They actually did not represent a majority of the people. Look how it turned out tragically.
No, I was not calling for an armed response – but if it really comes to an overthrow, tragically historically non violent means do not work if the government is willing to call out the troops and I know ours would.
I am waiting to see how things progress.

The jewish temple hasn’t been rebuilt yet. The Dome of the Rock (Muslim holy place) currently sits in its place on the temple mount. That’s one indicator that it probably won’t be within the next 2-1/2 years. There has to be a Jewish temple (and it will be apostate with animal sacrifices being re-instituted) for THE anti-christ, the NWO leader to desecrate it by sacrificing a pig on their altar.
I remember reading that a great earthquake will take down that muslim temple and the way will be opened for a jewish temple to be built.

Does anybody believe David Copperfield’s “illusions” are real? The Bible speaks of the NWO being able to perform “lying signs and wonders, insomuch if it were possible, to deceive the very elect.” Technology now exists for them to put holograms in the sky and make people believe Jesus has come. The true believers will go crazy because they expected to go in the rapture and come to the conclusion that their pastors (and hence, Jesus Himself) lied to them. David Icke is, indeed “the reptile guy”. I’m not sure why Alex has him on the show, but if you go to youtube.com you can actually find a video where Alex Jones essentially claims that David Icke could be an illuminati shill. Jones seemingly retracted these statements about Icke much later when he had David on his show in January of this year in 2009.
But you see, you still have a puzzel. I have detected a very SUBTLE connection between Icke and Jones in the sense that, if you read and look very carefully at Icke’s books, you will notice that he continuously uses information specifically and exclusively put out by Alex Jones. And Jones repeatedly used David’s term “Problem-Reaction-Solution”, even in films like “Martial Law”, which would have been around the time where Alex Jones believed David was a spy or shill.
So if Jones viewed him and Icke on opposite sides, you find out that you are asking an excellent question, “amused”. And that is, why are they cooperating with each other then?

1) It might have been the result of, sort of, a SUBTLE friction between Jones and Bermas. In other words, Bermas might have been demoted.
2) Bermas might have been willing to reduce his hours because Jones screams at him all the time, and Bermas might have decided that he still wants to do the right thing, but can’t take the stress from Jones.
3) The IW program might have been a TEST of some sort, like an exercise that Jones and company decided to run. Has anyone else noticed that Jones seemed to be paying very close attention to the show from behind the scenes all the time? What the eff were they testing? Who knows…
But keep in mind that some of these people like Jones actually might be trying to LURE people into some sort of trap. So all you apes need to take caution.

I was listening to Mark D’s radio show the other day and he had Peter J. on the show. I like both of these creatures in their own right, but there was this idiot kid that came onto the program and started bashing PJ.
The kid came on and said that a “Satanist” is essentially defined by a person not believing in “god”. Keep in mind that, whether you agree with PJ’s work or not, the attitude of this kid is the same attitude carried by TYRANTS throughout history. And it is the attitude: “If you don’t believe in what I believe in, you must be evil”.
But the arrogance and stupidity of SOME Christians is a side issue. Lets get back to the facts for a second. If you look at the textbook definition of what a “Satanist” is, you will discover that, in order for you to be classified as a satanist… You must “Worship Satan OR the powers of evil”. Need I remind you that, according to this definition, somebody can still be classified as a satanist if they just simply WORSHIP THE POWERS of evil. Because you see, the term “satan” can sometimes be used to refer to the embodiment of all evil, and it can also be used in order to refer DIRECTLY to an individual entity.
However, the important thing to understand here, which most of the dumb apes around here have trouble understanding apparently… Is that if you are a NON-CHRISTIAN, that DOES NOT automatically classify you as somebody who worships the embodyment of evil or Satan himself. Saying so essentially makes you retarded, by textbook definition, which means:
“to be delayed.”
Now that I’ve pointed out what is wrong with the callers argument into MD’s radio show against PJ, I want to extend the principle of my argument over to you, FreedomLover. Basically you are saying that if somebody DENIES Jesus, they are automatically the anti-christ. I’m not going to go so far to say that the ENTIRETY of the religion you worship is complete BS, but lets just hypothetically say for a second that Jesus is a fictional character like Mother Goose, Humpty Dumpy, or the 3 Little Pigs.
And it’s actually an incredibly simple arguement, so hopefully you can understand. You see, to deny the real life existence of a fictional character doesn’t necessarily make you evil, a satanist, or the anti-christ(which is essentially the physical manifestation of all evil). In fact, if I were to deny the existence of the 3 little pigs, for example, that doesn’t necessarily mean that I would hate them or be against them in real life. It doesn’t mean that at all, but the more important thing to concentrate on here is that we are talking about fictional characters.

I am going to be replying DIRECTLY to what “COIN” said. But first, before I do that, I want to talk about possibilities.
I want to expose what you are doing here, COIN. This is a very simple and easy technique that you are using, and it can essentially be classified as a form of exageration. Lets say for example that Alex Jones was ACTUALLY a fed… Not a jesuit, Bill Hicks, a reptoid, and nor is he attempting to have some of his employees emit “Long Walker” signals. Lets just say all of that gibberish is complete BS, and he is really just working for the fed.
Now lets continue with this hypothetical scenario just for a second, and say that you are NOT necessarily a few, but you are just one of his idiot employee’s or affiliates that basically does whatever he tells you to do. Your job is to make sure that the majority of the people on the infowars comments section are parroting almost precisely what AJ says on his radio show. You are also employed to identify anybody who is attempting to challenge what AJ says, and then try and discredit them.
Buddy, it’s the oldest trick in the book. People learn about these little discrediting techniques in like 3rd grade these days. You are attempting to associate one possible element of truth with a number of clearly non-sensical gibberish in an attempt to pass them all off as being part of the same whole.
But you have failed yet again. And let me talk about how they do this to David Icke. You see David has a theory, which is very familiar to what AJ says about how the world is run, except for a few key differences. One of the key differences that you will find when crossing over from AJ’s work into DI’s work is that, for some reason, David thinks that REPTILES are behind the international conspiracy. Now, it is a fact that when David talks about the reptiles, he is LITERALLY referring to a REPTILIAN species of aliens from another star system, that are NOT human.
It’s definitely a pretty crazy theory, but that’s besides the point. The point here is that what some of the different organizations have done is took it upon themselves to try and REPLACE or ASSOCIATE DI’s reptilian theory with him being anti-semitic. In other words, some people think that when DI talks about reptilians, he is talking about jewish people. However, this is a total and complete lie, and it couldn’t be any further from the truth. And however ridiculous his little reptilian theory may be, the fact of the matter is that he is NOT talking about a group of human beings, he is talking about non-humans.
But look. Side issue. Heres the point. The point is that COIN is using the same exact technique of attempting to spread disinformation in an attempt to distort any alternative point of view to AJ. I’m sure some people can think of fancy little names to call this technique. With respect I have seen the interviews and heard the statements of Jackson and I know he’s a liar over certain issues. I know he’s psychotic and deluded. Well some will say. That’s a Good law. People should’nt be able to assault cops. Yes this is true. But what if the assault would other wise be an illegal act in normal circumstances?
What if a cop is acting in otherwise unlawful circumstances?
What if a person has done NOTHING wrong yet is being assaulted themselves or intruded upon by the COPS?
A Law that says You cannot EVER touch a COP, even to defend yourself from Out right unconstitutional & Rights stealing manner of assault upon you person is saying only the law bringer has authority over you in all circumstances. You have no Free will to disagree.
Law absolute.
This is an avenue that will be used to enter homes to confiscate guns.
Don’t you DARE touch that Cop doing His duty to the Law, because now the law says you cannot own a Gun?
No warrants? No touch cops? No freedom & Liberty! No matter if YOu defend yourself, you’ll go to JAIL!!???

“Our records show that you recently received an email from colmado_naranja through the Ask Seller a Question or Contact eBay Member features. This email may be fraudulent,” the eBay notice warns. “This kind of email is often called a ‘phish’ or ‘phishing attempt,’ and the people who send them are known as ‘phishers.’ Phishers use these methods to try to get your personal information, such as user names, passwords and credit card details. It is in my opinion that certain obligations have been neglected or infringed upon by the Judiciary, Legislative and/or Executive branches of the US Federal govt. in relation to servicing the debt of their creation.
Therefore I demand satisfaction and show support by standing with other free people whom’s posterity I share and resubmit for consideration the original Bill of Rights for the US.
Amendment 1 – Freedom of Religion, Press, Expression. Ratified 12/15/1791.
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
Amendment 2 – Right to Bear Arms. Ratified 12/15/1791.
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
Amendment 3 – Quartering of Soldiers. Ratified 12/15/1791.

Amendment 7 – Trial by Jury in Civil Cases. Ratified 12/15/1791.

Why be limited by the voting process, why be limited anyone??

There has been some discussion of moderators and censoring of the comment boards.
Might I suggest that the moderators leave a “trail” on those comments which they must censor, not permitting the comment to remain on the comment board, but rather, leaving information on why a particular post had to be censored. This would permit the poster to learn the etiquette of the comment board. This will also permit the poster to make a more “refined” post the next time they post a comment.
If the moderators continue to just cut the post without explaining why, it just hacks off the poster, and (to quote a Jim Carrey line from the “Batman” movie) “…they don’t learn nothin’!…” Just a suggestion…

Slowly but surely the NWO take over is imminent. I can react to these emperor’s facts, for my country Honduras just ousted a president that deliberately tried to dissolve congress before his term was over. Fortunately he got ousted by the rigidity of constitutional law. The difference with America and Honduras is tha congress powers are pretty much dissolved and they may not know of it. Therefore they act superficially as the dolls of the emperor. Perhaps the only draw back that they have is that they do not know how soft ot hard will be the reaction of the the American people notice that the constitution and/or their liberties hung by a thread.

What is the militia? The term “militia” consists of two parts: the organized militia and the unorganized militia. According to the organic Maine Constitution and backed by the United States Code, the organized militia is the standing military force in the state (the “State Guard”) while the unorganized militia (which is commonly called the militia) consists of all other males between the ages of 17 and 45 (or 65 if they have prior military service). The militia was established for the purpose of defending the state (a sovereign nation) and the United States of America (a union of nations) from all enemies “foreign and domestic” based upon principles of community self defense established hundreds of years before the nation was formed. However, while the organized militia was tasked with the defenses of the states, our forefathers, having just fought their own government, did not place their entire trust in the government or a standing army to protect them but reserved the right and the means to protect themselves – thus the unorganized militia. The militia was and is a defensive body set up so that its members can take care of normal peace by internal lawless elements, or government usurpation of the rights and power of the people guaranteed by the Constitution, there is a group of people that owe their allegiance to no one except God and their fellow Americans who desire to remain free.
The mission and purpose of the militia have not changed. What has changed is the status of the organized militia. The “State Guard” with the duty and obligation of protecting the state is now under federal jurisdiction (the “National Guard”) thereby obligating it only to the federal government making the unorganized militia the only constitutional force available for the defense of the state.
