U.S. Military Employs “Counterinsurgency” Strategy In Californian City

The U.S. military is aiding police in a California conduct “counterinsurgency” operations as part of a crack down on gang related violence in the city of Salinas, a relationship officials admit pushes the boundaries of the constitutional bar on the military operating within U.S. borders but one that should be expanded nationwide.
“Since February, combat veterans of Iraq and Afghanistan have been advising Salinas police on counterinsurgency strategy, bringing lessons from the battlefield to the meanest streets in an American city,” reports the Washington Post.
“This is our surge,” said (Mayor) Donohue, who solicited the assistance from the elite Naval Postgraduate School, 20 miles and a world away in Monterey. “When the public heard about this, they thought we were going to send the Navy SEALs into Salinas.”
The head of the program, former Special Forces career officer Col. Hy Rothstein, who oversaw counterinsurgency operations in Colombia and Central America, describes the program as a “laboratory”. The Washington Post article implies that the members of his team are retired veterans, yet later admits that the men are “mostly naval officers taking time between deployments,” meaning that they are active duty, not retired.
Another slick form of spin on behalf of the Post is the claim that the program doesn’t violate constitutional blocks on the military engaging in domestic law enforcement because Rothstein’s team are helping on a “voluntary” basis. This is completely contradicted in the second paragraph of the article when it is admitted that Mayor Dennis Donohue “affirmed his decision to seek help from an unlikely source: the U.S. military,” meaning that the program isn’t voluntary at all, the Mayor of the city instigated the military’s involvement. At the end of the article, a nationwide version of the program is also advocated.

Rothstein explains how his team employ methods used against insurgents in Iraq and Afghanistan to get the job done in Salinas, using military software that “tracks crimes and links suspects and their associates by social, geographic and family connections”.
Rothstein also admitted how part of the program utilizes military psyops tactics to thwart the public from hearing “negative messages,” suggesting control of the local media.
The Post article goes into great depth to depict the town as being under siege from dangerous Hispanic gang members in an attempt to push the justification of military involvement. At no point is it mentioned that if the police were tough enough to deal with real criminals in the first place, rather than feeding on the fat hog of the law-abiding American taxpayer, the need for army involvement would have never arisen.
How many stories do you read every week about women, people in wheelchairs, people with mental problems and other easy pray being tased by cops in comparison to gang members and drug dealers? Perhaps if the cops concentrated on going after the thugs rather than sinking their teeth into the fat, dumb and happy middle class American, then cities like Salinas wouldn’t be full of gang-banger scum.
The crucial part of the Post article is right at the end, when the trial balloon goes up for the U.S. military’s involvement in domestic law enforcement to be implemented nationwide in this context.
“The $1 trillion invested so far in Iraq and Afghanistan could pay a dividend in American streets,” states the article, before quoting Leonard A. Ferrari, provost of the Naval Postgraduate School, who states, “The idea was, not just Salinas, but is there a national model for this?”
Why is one of the biggest newspapers in America, a Bilderberg-owned publication, pushing for the nationwide use of active duty U.S. military units in domestic law enforcement, specifically to combat a “counterinsurgency” amongst U.S. citizens? Is this another progression in the preparation for martial law in response to mass civil unrest, race riots, and even a future civil war?
Or is this merely another gradual blurring of the lines between the police and the military as an ailing banana republic begins to decline into a failed state bossed by a militarized dictatorship?

i really dont see anything wrong with taking drastic steps to fight street crime. I dont get it we get angry at police for not responding to crimes quickly or not doing enough to get rid of these criminials but also get angry at them when they try everything to rid our cities of gangs. we are not talking about martial law, gun confiscation or humvees on the streets, just leo’s getting tips on how to deal with thugs that carry AK’s while they have a glock. Relax thing like this arent so bad. the second that this is used on law abiding citizens then i have a problem, but when it comes to some gangbanger that has no problem robbing, raping or killing a mother father brother or sister, its perfectly fine. Besides gun control in california is ridiculous so take this protection as a good thing. As long as the proper precations are taken to not let it get out of hand then i hope the program works well.

If you send in an affidavit and they refuse to respond to it in the specified time, say 14 calendar days with a written rebuttal to your points, signed by a man/woman, they can loose the right to rebut these points in the future. Next, after they fail to rebut your points, you send in a Notice of Default. This is document number 2. They fail to respond and who looks bad in court.
How do they deny they received 2 documents and didn’t respond to either one? This is the exact technique used by the IRS against the People. Dear Taxpayer…. right off they are calling you a taxpayer, did you rebut their presumption that you are indeed a ‘taxpayer’?
I would ask them to show the factual evidence to support their assertion that you are a ‘taxpayer’, that you owe any money to them, that they have jurisdiction over you, etc. If you send them an affidavit stating you are not a taxpayer, an employee of the corporation doing business as UNITED STATES, but are a flesh and Blood man/woman of the Republic of [Your State- they are all Republics].
Now if they fail to rebut your statements they loose. Study the Common Law. It is the Law referred to in the Constitution when just Law is stated. Common Law is very easy to remember it is only 1 (one) law: “don’t do unto others what you don’t want others to do unto you”. If you injure your fellow countryman you will have to answer for it.
You can’t injure the STATE. The STATE is a corporation, a corporation doesn’t have any hands to sign, or eyes to see, it is a fictional entity in the minds of people but is not a reality of substance.

The picture accompanying an article here the other day showed a lonely suv driving along the border. Maybe a couple hundred thousand armed GI’s lined up there would be a good start. If the military wants to deploy on our soil, how about doing their jobs and defending us against the invasion taking place as we type. If they’ll just stop the flow, maybe the cops will think, hey, maybe it’s not hopeless after all, and start doing their jobs of rounding up these lawbreaking illegals and sending them back with the knowledge of freedom they’ve gained to work for change in their own country.

The military is chainsaw not a scalpel. If you open pandora’s box allow the use of military in civilian ateas it becomes all to easy to ask again and again and again. Before you know it troops will be driving Humvees and Bradlees and going full auto at a domestic dispute.

wow, just read your post after posting mine, confirming each other then.
I urge us all to choose our words carefully in that what we focus on, speak and put energy into has to grow, keep it positive and with positive outcomes. It is a big way in holding onto hope for a better future which has to come by us. Yes be aware of what is going on. Use discernment to see thru the media hype and mass fear propaganda and then choose to to respond instead of react to situations. Reactions uses like energy and keeps the cycles going. Responses involve cognitive thought and mature conscious decisions to do something different and better.

It is always O.K. somehow when someone else gets their freedoms and rights taken away until it is you. If one group loses their rights it is only a matter of time until you lose yours. And we can clearly see happening at a rapid pace in America now. Speak up while you still can speak for others, for someday there may be no one left to speak up for you or your children. Military policing the streets and pointing guns at there own countrymen is a step in a very very wrong direction. Military and police alike swore an oath to defend this country against all threats foreign AND DOMESTIC. I swore that oath when I joined the Marine Corps as did my husband. I love America and what our constitution stands for, but the past few years and more so in the past few months we have witnessed the methodical shredding of every bit of it. I’ll keep my gun, rights and freedoms and Obama can keep “the Change”!

We have to do what we can to address this problem and then go after the elites. We have to get our small victories in the fight against tyranny. To say it’s too late says also you have given up. Maybe it is my strong scorpio nature, or my Marine training, or that I am a mother, but I will NOT give up. It is never too late as long as we have breath and life within us. Look around you. How often do you see police, sheriff, state police, unmarked cruisers? I see at least 8-12 a day. TARP money has been given to police dept to add officers. Most new officers are ex-military. It is apparent that the government is tightening the noose around our necks. The military on the streets in different areas is just frosting on the cake. you are absolutely right jeedst. whetever happened to the days when if you needed to talk to an officer they were easy to spot and equally easy to talk to. not anymore. they are trained to believe that we are the enemy. I have approached police officers to ask for directions and things like that, and they visibly stiffen up as if preparing for me to assault them. they are less and less about serving an protecting us and more about serving the gov’t interests by suppressing the people.

this is not the first time we have heard thing such as this, nor will it be the last. even if they do succeed in stopping the gangs, what they are doing is still illegal. and I have no doubt that even legal, hardworking mexican immigrants will be stopped and interrogated for supected gang activity. they may even go door t door and take guns from people under the pretext of taking guns off the streets. but taking legal guns from lawabiding citizens will only destabilize the area. taking guns out of homes is not the same as getting the off the streets. the people in control have had hundreds of years to perfect their lies ad they are getting pretty good.

I have observed an attitude from local police that would indicate that are aggresively looking for “offenders”. The motto “to serve & protect” is a relic of the past. Traffic offenses are cranked up to the extent that police are “revenue generators”. SQA brings up a valid point– if the military in Salinas begin conficating guns from law abiding citizens– it should be viewed as a sure sign that the “laboratory” is going national. What are you going to do about it?

If it does happen that way what would anybody do particularly if your neighbors are candy-assess? It won’t stop with just weapons confiscation either. Remember all of those executive orders? I have a feeling that they would go into effect once we’re disarmed and just about everybody who ever criticized the gov’t or visited any patriot sites would be subject to what Obama cites as ‘prolong detention’. I think people should pay attention to what these folks are saying.

Sorry, how is this meant to work with the army there? If problems arise, they shoot at the problem to make it go away. Is that it? What are the army going to do that police can’t do? The only difference is that the idea of soldiers is that you’re allowed to exercise the death penalty whilst bypassing the law and the courts and judges and supreme courts and appeals process etc. Dear America, you have opened the doors to the demons. I will start off stating, I actually live in the city this is taking place in. Me and my wife are self employed with our own business. After paying into the welfare programs for years through taxation we figured we would look into applying for the food stamp program to help alleviate the budget some. Because my wife is not pregnant and because we are white we had to apply for some sort of work project to qualify for the stamps. I began with a test, I emptied the bank account, stated we had no jobs and owed rent/mortgage and even checked the “emergency help required will run out of food in 3 days or less” box and we were still denied for immediate assistance. I had a friend apply who was Mexican stating he did not speak English had a job and owed no rent/mortgage and was not an emergency get accepted immediately and issued food stamps in less than 72 hours. This is Salinas, Ca. If you are not Mexican you will not survive here.
Just a few weeks back there was a gang related shooting less than a block from my house. This is not the “Bad” part of town this was 2 blocks from the local college. This city is so riddled with gang activity sirens can be heard on a near constant basis after dark.
We recently had a vote on a 1 cent sales tax increase to fund the local police hiring new officers to help curb the gang violence, it failed and did not pass. As of late there has been Helicopter activity over the residential area’s of the city, which is weird because they just appeared out of nowhere one day and have been non-stop ever since.
Now, if anyone took the time to look into this article they would realize that there are no ground troops patrolling the city busting gang bangers, quite simply the Mayor decided to enlist the aid of Volunteer student’s and ex officers to implement a system for cataloging consistencies in the crime pattern/known associates of these offenders.
While I do not agree with this, please do some research.

I began waking up when I noticed despite 70% of the people wanting a REAL Immigration policy and not amnesty that Washington just gave us half hearted attempts and lip service. Democrats and Republicans alike are just as guilty. I could not figure out why it would never be addressed and then started trying to piece it together and it all pointed to NWO.

The Law and how to use it to keep your public servants honest.
First always sign “under duress” or “without prejudice” above your signature and By: to the left of your signature. ‘Under duress’ voids your signature, Without Prejudice reserves your rights and the UCC states just requesting to sign with a qualifier attached to your signature is enough to retain that qualification.
Putting By: separates any liability from the signer to anything stated above in the writing. Next realize that a maxim of law states “an unrebutted affidavit stands as truth”. This is a very powerful tool to use in court.
An affidavit is your declaration of events or ideas about things that is Notarized in the form of a JURAT, or witnessed by 3 men of good standing. I’d go with the Notary for better effect. To see an example of an Affidavit or other Lawful forms see AndyJackson | Scribd.
If you send in an affidavit and they refuse to respond to it in the specified time, say 14 calendar days with a written rebuttal to your points, signed by a man/woman, they can loose the right to rebut these points in the future. Next, after they fail to rebut your points, you send in a Notice of Default. This is document number 2. They fail to respond and who looks bad in court.
How do they deny they received 2 documents and didn’t respond to either one? This is the exact technique used by the IRS against the People. Dear Taxpayer…. right off they are calling you a taxpayer, did you rebut their presumption that you are indeed a ‘taxpayer’?
I would ask them to show the factual evidence to support their assertion that you are a ‘taxpayer’, that you owe any money to them, that they have jurisdiction over you, etc. If you send them an affidavit stating you are not a taxpayer, an employee of the corporation doing business as UNITED STATES, but are a flesh and Blood man/woman of the Republic of [Your State- they are all Republics].
Now if they fail to rebut your statements they loose. Study the Common Law. It is the Law referred to in the Constitution when just Law is stated. Common Law is very easy to remember it is only 1 (one) law: “don’t do unto others what you don’t want others to do unto you”. If you injure your fellow countryman you will have to answer for it.
You can’t injure the STATE. The STATE is a corporation, a corporation doesn’t have any hands to sign, or eyes to see, it is a fictional entity in the minds of people but is not a reality of substance.

The military is chainsaw not a scalpel. If you open pandora’s box allow the use of military in civilian ateas it becomes all to easy to ask again and again and again. Before you know it troops will be driving Humvees and Bradlees and going full auto at a domestic dispute.
That is why the military is the military and the police are the police. Talk to the grunts on the ground they will say the same if they are loyal Americans.
To fix Salinas just enforce the ICE laws. Everything will go back to pre 1980’s crap.

Remove these opinion posts– they belong on his message boards – not in the news.. Use your power not only to defeat the NWO, but to improve your world. I’m a resident of Salinas and I’d like to pose a question. Our problem in this town is rival MEXICAN gangs (not legal US citizens) who are duking it out on our streets. These gangs are vicious. At what point can you declare that this is an invasion of foreign troops (albeit not uniformed in the traditional sense)? Their alegence is sworn to the gang leader (often in another city, sometimes running the “war” from a jail cell), not to our constitution. (some of the spanish stations are telling them that california belongs to Mexico, that we Americans took it illegally). So when can you call in the military?
This is food for thought. It’s a tough problem. Your opinions please.
