FORT STEWART, GA. – The exercise scenario was a sobering one: a 10-kiloton nuclear device detonated in America’s heartland, quickly overwhelming civilian responders.
Military leaders who recently trained for this response say they are now thinking differently about how to move equipment, extract the injured and take care of people following this type of attack.
Their insights came from "Vibrant Response," a week-long command post exercise designed to train the commanders and staff of the nation’s dedicated force for responding to chemical, biological, radiological, nuclear and high-yield explosive incidents, or CBRNE incidents.
The units completed the exercise Sept. 18 at Fort Stewart, Ga., just two weeks before their force, the CBRNE Consequence Management Response Force, or CCMRF, will be assigned to U.S. Northern Command to begin its mission.
"Assigning them will allow Northern Command to directly influence the operational and training focus of the forces and ensure a trained and ready response force when needed," said Col. Lou Vogler, chief of future operations at U.S. Army North.
U.S. Army North conducted the exercise while its subordinate, Joint Task Force Civil Support, provided command and control for the CCMRF.
Joint Task Force Civil Support — based at Fort Monroe, Va. — plans, trains, develops policy and determines the way ahead for DOD CBRNE response, said the force’s commander, Army Maj. Gen. Daniel "Chip" Long.
Commanders and staff in the three task forces – Operations, Medical and Aviation – say that the academics and command post exercise offered valuable new perspectives for the Soldiers, Sailors, Airmen and Marines assuming this important mission.
Task Force Operations
Responding to a catastrophic chemical, nuclear or biological attack is challenging because there is no notice and it requires a fast response, Long said.
Developing the capability to deploy rapidly was a priority for the infantry unit assigned to the force, according to Army Maj. Marc Cloutier, planner for the 1st Brigade Combat Team, 3rd Infantry Division. The unit forms the core of Task Force Operations, one of the three functional task forces within CCMRF.
It’s the first infantry brigade to be assigned to NORTHCOM for a year in order to respond quickly to civil-support missions.
Cloutier said that one apparent challenge for the brigade will be turning an infantryman into a truck driver or a first responder. However, Cloutier said, the Soldiers and NCOs in the brigade are smart and adaptable and can easily learn to drive a truck or use a chain saw given a little instruction.
"When I got to the unit in July, I looked at the mission and realized the biggest challenge was going to be organizing to become rapidly deployable," he said. "I knew we would have to preposition containers and equipment to deploy ourselves on very short notice."
The brigade also began working with the division and the garrison at Fort Stewart to ensure there were mechanisms in place to support a short-notice deployment, Cloutier said.
Once the exercise started, the brigade planners looked at how to reorganize their habitual formations from an infantry or armor battalion in order to accomplish the mission.
"Do we want to take our internal assets and develop functional task forces like engineering, decontamination, heavy movement, and search and rescue, or do we want to develop multifaceted task forces and assign them by region?" he asked.
Their conclusion? That configurations would likely change based on the type of catastrophe or the size of the geographical area.
"We’re developing something of a playbook from everything we do here," Cloutier said. "We’ll capture everything and keep it on the shelf so if we see a similar situation down the road, we’re starting that much further along."
Technical Support
Air Force Lt. Col. Kevin Martilla was especially impressed with the brigade’s planning efforts, which structured the forces and established processes to efficiently execute any mission that comes down.
As chief of the Air Force Radiation Assessment Team, Brooks City-Base, Texas, Martilla leads a unit responsible for supporting health-protection efforts for the force, to help commanders understand and manage radiation risks so they can complete their missions.
The team has existed since 1968 to respond to Broken Arrow incidents, or those involving military nuclear weapons damaged during transport.
"We’ve always been involved in planning to respond to Broken Arrow incidents, so it made sense that (the services) included us when developing CCMRF," Martilla said.
The team provides technical advice and the capability to measure radiation levels, collect and analyze samples, and measure and track radiological exposure to the force.
Being assigned to Task Force Operations allowed the team to work closely with the brigade planners and staff, Martilla said.
"Our team gained an understanding we wouldn’t get if exercising with units on paper," he said. "This exercise has been a great step forward toward accomplishing this mission in case it ever does happen."
Also assigned to CCMRF within Task Force Operations is a Marine Corps technical support force called the Chemical, Biological Incident Response Force based at Indian Head, Md.
The force, known as CBIRF, was created in the mid 1990s as a domestic response force following the sarin attacks on the Tokyo subway.
The biggest misconception, said the unit’s operations officer, is that the force is a nuclear, biological and chemical unit.
"We are a life-saving organization," said Marine Corps Maj. Stan Bacon. "Although we can identify hazards and decontaminate personnel, those actions are all geared toward allowing our force to conduct search and extraction."
Every one of the 500 Marines and Sailors in the battalion is trained to perform search and extraction, Bacon said. In addition, all members have received additional training to perform specialized technical rescues, including confined space, advanced rope, trench, collapsed structure, and vehicle and heavy machinery extraction.
The battalion is able to "grab and drag" people from within the hazardous area. However, the force also developed procedures to stabilize casualties when moving them would cause more injury, Bacon said.
"Very few military or civilian agencies plan to have medical personnel in the hot zone, in suits, treating and extracting casualties," he said.
Bacon said the Marine Corps unit benefited from training with the forces that will provide its logistics, decontamination, aviation and command and control during a disaster.
"We know we won’t have to reach back to Indian Head for logistics support or work on mitigating the hazard," Bacon said. "We’ll be able to focus our entire effort on saving lives."
‘The main effort’
Civil support missions also are logistics intensive, as Army Lt. Col. Johnney Matthews found out.
Matthews, a support battalion commander, knows what it takes to move the fuel, food and water for a brigade headquarters and four maneuver battalions for combat.
However, the support battalion soon found they had gone from being the "unsung heroes" of the brigade to being the main effort, he said.
As the exercise scenario unfolded, Matthews learned the importance of quickly building a supply base to keep their own forces sustained so he could focus on moving food and water to affected civilians.
The battalion designed "speed balls," bundles of daily rations that feed up to 1,500 people and can be rapidly rolled on and off a military flatbed truck.
"This exercise has been a good experience for us," Matthews said. "We’ve been able to shake out our staff and put some systems in place for future missions. And we’ve learned a lot about civil support – we’ve been given a picture of some of the things we might face."
Task Force Medical
The consequence management response force is able to deploy with robust medical capability, including patient treatment and evacuation, blood storage and distribution, environmental assessment, epidemiology, and even stress management.
They were all coordinated by 1st Medical Brigade from Fort Hood, Texas.
As with a number of units attending the week of academics before the exercise, the 1st Medical Brigade was on alert and planning for possible response to Hurricane Ike, which was barreling toward the coast of Texas.
During every break, the medical brigade’s executive officer was returning phone calls.
"We knew that if Ike hit hard enough to trigger a federal response, we had to be ready to respond," Army Maj. Tim Walsh said. "We have a lot of ongoing requirements, but we know we have to be prepared to deal with the alligator that is in our room."
Walsh said the exercise gave them an opportunity to look at mission requirements and the brigade’s capabilities, then identify shortfalls and try to mitigate them.
Although they may not be able to mitigate all the shortfalls, just knowing what they are is beneficial too, Walsh said.
"States and local responders go through the same process," he said. "Our goal is to fill their shortfalls until they are able to handle the incident with just their capabilities, then we leave."
As combat operations continue in Iraq and Afghanistan, military medical capability remains in high demand. Walsh said those deployments give the unit the credibility to do their mission within the United States.
"We are proud and honored to do our mission anywhere, but to do it in the United States – that’s extra motivation," he said. "We treat everyone with dignity and respect, whether it’s a captured suicide attacker or one of our own Soldiers – we give them the same level of care we’d give our own parents."
Task Force Aviation
Speed is essential for this type of response, and rapidly moving people and equipment is nothing new for the 82nd Combat Aviation Brigade, according to Col. Paul Bricker.
"We’re not encumbered by roads or terrain, and we move vertically around obstacles that restrict vehicular movement," Bricker said. "If a bridge is out, we can move people or large equipment rapidly."
The commander of the Fort Bragg, N.C., based aviation brigade said each of the unit’s CH-47 Chinook heavy lift helicopters can move 30 people and large pieces of equipment – ideal for medical evacuation, patient transfer, logistical resupply and personnel movement.
Each of the UH-60 Black Hawk utility helicopters can transport 11 people or 8,000 pounds of cargo – perfect for transporting search teams, dogs, high-priority equipment and radiological survey teams, Bricker said.
The exercise allowed the brigade’s staff to both come together as a team and to work with a joint task force headquarters.
"Working with the joint task force and the civilian sector exposes our folks to a whole different set of coordination requirements," he said.
‘What if’
Long, the Joint Task Force Civil Support commander, agreed that having a dedicated response force assigned to Northern Command can only improve DOD’s ability to help save lives, prevent injury and provide temporary critical life support.
"We’ve got to train like we’ve got to execute," he said. "There will be catastrophic deaths. Hospitals will be affected, first responders will be affected, and you’ve got to integrate all the response capabilities when citizens are trying to get away or trying to pull their lives together."
Since the joint task force was created in 1999, the nation has made tremendous progress on ‘what if,’ Long said.
"There are all sorts of deterrence capabilities, and this (force) is one of them," he said. "This exercise has been a great effort to prepare for a catastrophic CBRNE event. The nation needs to know we have this capability."

The only exemption has to do with nuclear materials (18 U.S.C. 831 (e)

Joint Task Force Civil Support? oh you must mean Joint Task Force Civil round-up brigade. Yea, train them to round up innocent citizens, but you better train them good because we the people are armed and pissed off and we are in our underwear. There’s nothing scarier than a pissed off armed man in his underwear.
What if? What if they bombed the trade centers or what if they bombed a train station full of people or what if they bombed the FBI building in Oklahoma, and what if they bombed the Cole and what if they bombed our embassies, or what if they took your guns during Katrina, or what if they shot you down at Waco, so the next thing is bomb the US with a nuke? Your track record sucks so don’t be saying the nation has made tremendous progress on what if, when the MIC is partly to blame for WHAT HAS already occurred. WHAT IF the military read Posse Comitatus? Would we be any less safe? Probably not, but at least they wouldn’t be turning OUR soldiers into traitors of the people they are supposed to protect.

#4 I remember that plastic coffin article. I can tell you that throughout history, there have been many instances of mass casualties. Just recall the Tsunami incident; do you think they actually put all those bodies into coffins? No. Instead, they dig a big hole in the ground, fill it with bodies, and bulldose it over. The “coffins” you saw were plastic grave vaults. A traditional casket fits inside of it. The facility they were stored at is just that, a storgage facility outside Atlanta. Why were there hundreds of thousands of them? Because everyone’s going to die and the funeral industry will be there to exploit their loved ones when they do. But I can assure you that if there’s a nuclear attack or large scale natural disaster, we won’t be wasting time putting the bodies into coffins.

Near-Future events are being “telegraphed” here, to all with eyes to see and ears to hear. With the carefully pre-planned financial melt-down unfolding, an “Operation Distraction” is now also very likely to unfold (a nuclear blast?- ugh, imagine the mass fear THAT would create, along with the huge numbers of completely needless civilian deaths). Yes, the already completely overloaded medical system will NOT be able to cope. Yes, the “exercise” will cynically proceed with full knowledge of this. No, “al-Qaeda” ,or “Iran” ,or some kind of “foreign terrorists” will NOT be responsible for any nuclear bombs being set off in this country – the country is collapsing entirely on its own – financially, economically, spiritually – without any “help” from the outside!! A suggestion: This Christmas season, what would happen if we do not go to the stores and buy a single toy for ourselves – or anyone – (i.e. ‘just say NO to consumerism’) and instead, learn about the people in our own neighborhood, and learn what their real needs are – if a family is is hungry, bring them food, and we will truly be experiencing the real spirit of the season.

When all the comments divert the real scenario which is pulling a trigger when the time comes; I am truly proud to be a REAL AMERICAN. Everything has beeen placed and hiddden and all one is to do is wait. I am operating alone but that matters not. I have been on these hills all of my life and I always played “army” when I was a kid and still retain the gear I bought back then. Now I see it was all for a reason. Thank god for my dad buying me my first guns and for my grandpa on those porch days overseeing us shoot soda cans many years ago.

~We trained all the time when i was in the service for NBC attacks, at that time they said Saddam might have weapons mass destruction. I cant say if they honestly thought we might encounter these NBC chemicals or if they are just trying to keep a heightened state of fear. What i can say is there are numerous place to train at mock cities called M.O.U.T. (Military Operations Urban Training) so you should never hear them stating they need to train in OUR cities, if they do they are lying and simply trying to condition soldiers to fighting around Americans or they are trying to install fear into the media and “citizens” What i can tell you is they pumped me and thousands(just that Im aware of) of 15-20 shots in less then a year before deployment (personally i had 18 shots)
~Try not to be to hard on the police and military Alex there are more then you can imagine that understand full well what you are speaking about, (Closet people trying to make the best of a jackboot situation) alienating the first responders and military will definitely insure Americas defeat and yes sooner or later there will be a call for people as yourself to be arrested on a much larger and serious scale so grab as many of us as you can while you still can…and the word is… WE ARE CHANGE!

i agree tamara, but our country is so enduced by materialism that no one can live simply. that would require them to live, and feel and care and get envolved. our country is lazy, conformists. they dont know how to think, live, act, breathe, defend or provide for themselves. we all have a great dependency on our country and also fellow americans, to do things and provide things we will not do for ourselves!!! i mean, without the ” little man” where would the corporate asshole be? starving? living in a tree? i’m not saying i even agree with our “supermarkets, or restaurants, i am saying that people don’t know who they are without materialism, without money!!!!! and that is a sad, american truth. we are interdependent. not self sufficient!!! once everyone can learn who they are without money or tv, or internet, or government, then we can get down to living simply, being content with just the honor to be alive!!!! loving ourselves enough to want to do something!!! not loving money… to get us things we “love!”

How many of the people on this board have ever served in the military? How many of you who condemn the military have ever put on the uniform? How many of you have ever had to leave your children for a two year tour in Iraq? and miss your daughters first and second birthdays only to come home as a stranger to her?
I love how most of you call us (Soldiers) terrorists and decry the poor, poor, Islamists who die in combat.
How about some other questions?
How many of you have been a part of search parties that have dug up mass graves that the Islamic terroroists have killed? How many of you have had to dig them up and re-bury these people who were killed by their own people? How many of you have seen these stories that the main stream media and Alex Jones WILL NOT report on but soldiers like myself and others have lived, and yes we have reported these things to the media only to be rebuffed by the liberal elites?
How many of you have seen these animals with children tied to them as human shields? Yet you want to condemn U.S Soldiers as terrorists for a so called “war for oil”? Where is your proof that the United States has stolen a single drop of Iraqi oil? Fact is all you have is conjecture, straw man positions, ad hominem attacks, and red herrings.

~I have served and understand your feelings i was the same way not to far back myself. (I know how the green grass grows) Im not gonna sit here and try and pretend i have all the answers but i do know a couple things and thats…
1. This is not about liberal tree hugging loopys or republican elites hawks..meaning The truth movement is not about politics in the sense of the left/right para dime as you are formly used to on the television set in your living room. Though yes some liberals like to attach themselves to it because they can bash on Bush buts a small minority. He has crippled the Constitution and taken more freedoms from Americans then any terrorist could have ever had a wet dream over, so he deserves it and gave them the ammo to do it with.
2. Science and history never lie, Governments, politicians and Corporate media most always do.
3. your reason for being in the military are to always defend the Constitution against foreign and domestic enemies. (”for those willing to give up freedoms for security, deserve neither” B.franklin
4. It is not America or any particular nation, race, or peoples that are bad its is the leadership that sometimes creeps its way into our and other governments from years of relaxation that destroy the nations that are not secure from within when not destroyed from afar.
5. Most people don’t know the constitution, what its means and says nor are these days is Christ allowed in society and its moral meanings. Perfectly ripe for bad situations. Whether they are the ones enforcing it or defending it. (Government, Police & Military) How can something be defended with your life when most don’t even know its core foundation or its true value?
6. Being a Republican/ Independent/ Democrat consistently does not make you American, Researching the facts on the candidates and deciding which particular candidate at that particular time thats defending the Constitution the most (the candidate thats defending it or restoring it after abuse) is what makes you a GOOD American.
7. MOST IMPORTANTLY always think outside the box, lead from the front and never take anyones word for anything in politics, history or religion..Do your own research with a open mind, making sure you find the best info on that subject and determine the situation for yourself and follow up the sources.

Been there, done that. My statement to you is that was there. You did and went where you were told to go and do. Can’t fault you for that. But this is here. What are you going to do here? That’s the question. I don’t like to see lives lost in any country but it’s here I’m most concerned with. I abhore the violence we have heaped on another country and I am disgusted by the lies that got us there. But my question is what will you do here?
If it goes down like I think it’s going to go down I pray that some of you boys will see the light and bring some very heavy equipment with you. Your country needs you more now than it ever has. Just be sure to think long and hard about who’s side you will be on. I hope you make the right choice. I’ll be praying for you.

The troops are the good guys. Thanks for being here to protect the fatherland troops. You might have to murder american families but hey they aren’t worth much more than iraqi families anyway and besides that would be the patriotic thing to do. if you’re a marine then you are automatically a good guy somehow, even if you may have to murder real patriots trying to do the right thing.

I hung up my uniform in January ‘97 only three years before I was due to retire because I was blessed enough to see the things that are now unfolding in a plan that was signed by former president and Commander in chief George H.W. Bush in 1993. I was working very close with MI at that time and was privy to TS docs. So, this plan was created long ago and I felt it was my time to stop being a pawn for the rich and greedy elite that are the ones that are the direct cause for you and all other soldiers to be where they are right now.
I charge YOU as an active duty soldier to ONLY accept orders form higher that are LAWFUL! My point being, if you are ordered to fire on U.S. Citizens, it is your duty according to the Constitution to refuse these orders. If you are not firing upon these people, chances are they will NOT fire first. This is all that the American people are concerned with, I hope you understand our position in this matter.

Im not all that sure that american boys will be so quick to fire on american citizens….not because MOST if these guys are not IMPRINTED to be robotic, hit men, for who ever their masters are…but because MOST of these white warriors are also bent toward white supremacy ( racists) so haveing to kill white people MIGHT slow them down a little….these white warrior guys like to pray on people of color, and like the kkk/skinhead/identity types, they also like to smash homas…cause they THEMSELFS are a type of homo who are HEAVELY trying to denie it, so when they see their own homosexuality reflecting in another man it is their impulse to rush in and denie it, even kill it if they think they can get away with it…..but, i digress……now what was i saying??? ….screw it !

We have over 1.2 million uniformed police officers on the streets right now. That does not include the federal agencies such as DHSA, CIA, FBI, US Marshals, NIS, FEMA and others. What the hell do we need the Army 3rd brigade for?
I wore the uniform for four years (’89-’93) and live to regret it. I have Gulf War Syndrome, and cannot begin to explain what I go through every day! What 125,000+ of us go through every DAMN DAY! We were used and disposed of! You guys in uniform may have good intentions, but are nothing more than pawns. These damn wars are built on false pretenses to serve the elite as they laugh at your stupid asses! You’re so puffed up with pride that you have lost all ability to reason and ask questions!
I hope you guys wake up before it’s too late. Hell, it’s already too late!

@ Robert M – Well said. When I was in Germany 82-83. Our CO, took us to a secret Cobra anti-tank squadron local, in the sticks, over there.
We were then supposedlly still fighting the cold war/ yet? Here was Soviet advisors walking around this US secret installation , under UN auspices?

Oh and by the way? This Family has Friends who are at odds with the current things going on, and they work inside the US Intelligence burueas(Some still do) and others have recently retired.
They’ve been telling Us………..stock up on dry/can goods, Weapons, and ammo and everything else you can. NOW!
That was last year and the word is? Nothing has changed. It’s still getting bad inside.
People are selling out the USA for paper money and retirement plans, over US constitutionality/Liberty/Freedom.
Of course? Some of them are being lied too, naturally.
And are blinded by false ideas of patriotism.
They have this belief that if a law comes from the Government. It must be obeyed.
Even if it is to the detriment of this countires Freedoms & Liberty.
But what really suprises me, is that Most Americans. Especially some of our troops.
Cannot recognise that while theyt are supposedlly going off to foreign lands to fight their wars for them. And bring them FREEDOM?
They totally miss seeing, Our countries loss of Freedoms and Liberty.

Very interesting, the planners are testing their theories. In the few weeks before the 24th Inf was deployed to Saudi Arabia from Ft. Stewart in response to the Iraqi invasion of Kuwait, the planners had a war gaming scenario which was based on the exact situation that occured. A former base commander at Ft. Stewart, Gen Schwarzkoff had created the US response to such an attack while commanding the base. Funny how things work out, eh? If these guys have planned for a major attack, then expect it to occur.

Folks, I know this is disheartening to read in the news. But I think that there is hope. Most of the police & soldiers are still on our side. If it comes down to them being put over us & told to take our guns, most will refuse. Even if not most then enough to eliminate their combat effectiveness. Remember we don’t want to fight our troops & police we want them to turn on the traitors & refuse to enforce the illegal laws. If they do then the NWO loses all credibility. It’s going to be bad but there is hope. I have a friend who’s dad fought the battle of Athens Tennessee right after WWII.
