U.S.-Canada Military Plan Could Place Troops in Each Other’s Country

The militaries of the United States and Canada are wrapping up a seven-day exercise called “Vigilant Shield” on Tuesday. This marks the continuation of an ever-closer relationship between the two.
For instance, did you know that the United States military could go into Canada in times of emergency? And the Canadian military could go into the United States?
This extraordinary fact appears in a joint document of the U.S. Northern Command and the Canada Command. (The Pentagon established NorthCom in October 2002, and the Canadian military established the Canada Command in June 2005.)
The document is entitled “Canada-US Civil Assistance Plan,” and it is dated February 14, 2008.
David Pugliese of the Ottawa Citizen broke the story about this plan at the time, but it received little attention in the United States.
“The purpose of the Canada-United States Civil Assistance Plan (CAP) is to provide a framework for the military of one nation to provide support to the military of the other nation in the performance of civil support operations (e.g., floods, forest fires, hurricanes, earthquakes, and effects of a terrorist attack).” This framework is designed “to save lives, prevent human suffering, and mitigate damage to property,” the plan says.

The plan anticipates scenarios for using for using violence. “Opposing forces are not expected during the conduct of operations described in this plan,” it says. “However . . . commanders should consider the following Anti-Terrorism/Force Protection issues: (1) Terrorists organizations could conduct operations against the Canadian or US force, or in the civil support operations area; (2) State/provincial and local police capabilities could be severely degraded in the area of operations, allowing a corresponding rise in criminal activity that could affect the Canadian or US force; and (3) Environmental factors ranging from weather to contamination and disease could significantly affect the Canadian or US forces.”
Both the Canadian and U.S. forces have the right to use deadly force in self-defense, the plan says, though “there are no standing . . . rules of engagement or rules for the use of force,” the plan says. “Consequently, every mission will require unique guidance to deployed forces.”
“Support for law enforcement operations is not covered in this plan,” the document says. But it “will be included in the Canada-United States Combined Defense Plan.” That plan is not readily available.
Cross-border support “will only be provided when agreed to by appropriate authorities in both the Government of Canada and the U.S. Government,” the document says. Canada Command and NorthCom “will develop potential options of the military forces of one nation to support the military forces of the other.” These options will then go to Canada’s Chief of the Defence Staff, which will seek the approval of the Canadian government. On the U.S. side, NorthCom “will present military options to the SecDef, who will subsequently seek the approval of the President to deploy military forces to Canada.”
“Execution authority,” the document says, rests with the Canada Command and with NorthCom.
Training for such eventualities has already been approved. “Cross-border movement of military resources is authorized for training and exercises in preparation for bilateral military-to-military civil support,” the document says.
The document was signed by Lieutenant-General M. J. Dumais, commander, Canada Command, and General Victor E. Renuart, commander, US Northern Command.
“It’s completely bizarre and it’s frightening,” says Kevin Best, a social justice activist in Canada who has long worried about the increasing U.S. military presence in Canada.
As far as Canada’s military presence in the U.S., Best said, jokingly, “That’s really scary for you guys, isn’t it?”

Sorry for the bullet to the head,EH!! No offense but I would expect you guys would do the same. I like my Canadian and Mexican neighbors but I’m not giving up my soveirgnty to anyone , especially to the NEW WORLD ORDER NIGHTMARE!!! To all soldiers do not open fire on innocent citizens (not civilians). You do not have to follow your leaders orders, quit following blindly. To all cops don’t arrest the people, arrest the scum that are giving you these orders , throw them in jail not WE THE PEOPLE!!! If you do that I will have much more respect for you.

this trend of militarizing emergency recovery is truly pathetic. people really need to think about “emergency war powers”, “martial law” and the idea of having a horde of “peacekeeping emergency managers” armed with such sophisticated and powerful military weapons that the american public isn’t allowed to have (but of course there are ways to get those weapons). s---, if it wasn’t for the cute face of “we’re here to save you and mitigate public harm” people wouldn’t have to second guess what their gov’t was up to.

furthermore, why the f--- is it necessary for canadians to require our military’s aid? why do we require OUR military’s aid? and even more bizarre, why would we, Canada and the USA, DARE cross borders with our military if not to invade? and why can’t the peace corps, community volunteer organizations, medical services and public servants (police) do this?
martial law requires the front-face of an imminent threat of pandemonium, and conditioning people into thinking the military is the most necessary force to solve such a horrific solution, or in other words, incrementally sedate your own sense of danger, is their idea of selling indefinite martial law via militarized rescue squads. they’re here to rescue you from the chains of the constitution, for only in slavery, can you be truly freed from that painful conscious of yours. god, these sickening people are the enemies of nature and the universe, and they only give us more reason to live and fight back.

This is getting weird… I’m portuguese. I just received a letter from the job center, that mentions the recruitment into the portuguese army and I just heard on the news that the portuguese government will buy 12 planes.
Any comments? Sounds like WW3 is about to begin. Strange thing is I’m on army reserves and receiving that letter added to my suspiciousness.

This is how it was done in the Soviet Union. Troops from Estonia were placed in Uzbekistan, troops form Uzbekistan were placed in Ukraine and troops from Ukraine were placed in Estonia, etc.. That way if the local populations got ‘uppity’ there were soldiers who could be relied upon to gun them down.
More recently Saddam Hussein did the same thing in Iraq, where he’d take Sunni, Shi’ite and Kurd forces and scatter them in each others cities and towns so he’d have troops there to shoot at the population when it became annoyed with him. The only troops he ever really trusted seem to be the elite guards made from many of the Tikriti soldiers, the place and tribal area where Saddam originated from.

It is far easier to have forign troops come in in times of unrest or to help with martial law because they will not care if they kill another countries civilians. Folks if you have not noticed the Constitutuion or system of law means nothing to them. their goal is to create one world government, destroying all constitutions. and well to get the fnacy weapons we either have to take them or buy them, and well all things work around money.
These drills and plans have been in place for years, now they are just bring them right out into the open. Martial law is coming, and there is no way out of it, unless we fight, then the only way out may be death.
We can win, but we will not stop them, we have to fight from inside the belly of the beast.
Stock up, get trained, and do what you must.

Max, Canadians are not stupid, not all of us like hockey. Quite a few people up here do know whats going on with the US government and know what they are up to. As I said to my own family and close friends, the day I see a US soldier marching up and down my street I will die that day and I would take as many with them as I can. The police up here are getting more aggressive and abusive. Tall tail sign of s--- coming. Sir, I have to agree with you. I am retired military, and have a strong sense for our Bill Of Rights. I know a lot of retired military that would fight to protect our Constitution. A lot of these officers have been brain wash in Officer School, and there is a lot of them that only cares about their career. in i think 2001 i passed what must have been 2 miles worth of Canadian military on US 31 between Kokomo and Indianapolis headed south. i still have no idea what they were doing here. Just goes to show joint military operations have been going on for a while.
