Video: Cop Punches Woman In Face Four Times During Arrest For Riding A Bike

A video released as part of a lawsuit against police in Millville, Philadelphia, shows an officer forcefully punching a woman in the face four times after he bungled an attempt to arrest her for riding a bike on the sidewalk.
As reported by NBC news, Sheila Stevenson, 42, has filed a civil suit (PDF), alleging police used excessive force, after then-Millville Police Officer Carlo Drogo stopped her one year ago on February 3 2008.
The newly released video shows Drogo attempting to use pepper spray on Stevenson while she is still on the bike, but instead spraying himself in the face.
As Stevenson struggles, a reeling Drogo knocks her off the bike and onto the ground.
Two more cops then arrive and haul Stevenson to the curb, one of them seemingly applying the full force of his upper arm onto her neck and head.
The same cop then thrusts his knee into her back twice, with full force, whilst attempting to handcuff her.
“I am not doing nothing,” Stevenson screams.

“Put your hands behind your back,” one of the other officers orders.
“Can you not do this? I’m not doing nothing! I’m not doing nothing,” she wails.
Drogo, clearly in great discomfort from using his own pepper spray on himself, then approaches Stevenson after the other officers have restrained her and aggressively punches her in the face and head four times.
“Why are you hitting me? You’re hitting me! Why are you hitting me?” Stevenson cries out. “Why did you hit me and I’m handcuffed?”
Stevenson was later convicted of resisting arrest.

As noted by NBC10, Drogo resigned from the police department in October for undisclosed reasons. He has previously issued a statement defending his actions and maintaining that Stevenson’s allegations represent a distortion of the facts.

A standard practice of police forces is to carry with them a small amount of illegal drugs in order to incriminate the victim when videos clearly show the officer to be in the wrong. They also carry on them unregistered firearms for the same reasons. White cops, Black victim. Maybe these white racist psycho cops are mad that Mc Cain didn’t get elected.

The article says this happened in Millville Philadelphia. This is wrong. This happened In Millville New Jersey. It s a small town of about 35,000 in southern New jersey, about an hour south of Philadelphia. I know because I live here. I grew up here and have been having runnin’s with these nazi police officers most my life. They have threatened me, beat up my friends, and harrased me, but yet I have a clean record because Ive never commited any crime. These cops are so out of hand here, infact when this happened it didnt even suprise me.
Talk about getting away with murder like three years ago another one of these s---heads shot his wife to death and then stabbed himself and tried to say it was in self defense. Every year we hire more of these worthless harrassing ticket writers and every year our crime goes up.
Ive even had the NJ State Police let themselves in my house while i was playing drums along to music in my headphones during daytime hours because of a neighbor’s phone call. What the helll is that?
Stay out of Millville, or even better yet stay the hell out of Nazi Jersey.
I cant wait for this piece of s--- state to go bankrupt and go under.

I think the law enforcements were trained to lose their natural affection toward people, to become robots without feelings! Then they go on duty tend-to-search for little mistakes out of vulnerable people. Because they’re brainwashed that if they catch people doing a mistake doesn’t matter how little…they’re doing a “good job.”
Everytime someone got arrested, most police seem to always refusing to communicate with the person, and just do their standard procedure. Then maybe found a reason to use force! They don’t care for what it’s right.

i’ve got friends and family in the military, police, border control. and i want to thank God for the cops in Maine. things like this are very rare. they still have common sense and understand people. there are some who love the power but for the most part they are good people. just don’t be dick or drive drunk. i hope the good ones prevent this here. of course this brutality s--- sucks, but we need to keep perspective understand this is a specific incident and police did not universally rally in the streets in defense of this. do any of you “copkillers” think pimps aren’t the scum of the earth. mafia-gangs are just as much to blame for the economy. just imagine how hard it must be for a good cop to try to fight this. remember how it felt when we woke up? imagine how he felt when he buried that first statement to protect the force. i hope they start pulling those back out. they’ll find they have alot more friends than enemies.

most people don’t even know that law. i always thought as a kid i was suppose to ride on the sidewalk so that cars would not run over me. a warning was the proper response, not criminally grabbing and assaulting the woman who is already scared of police brutality and racism.

She was not breaking the law. If the so called law go against the Constitution of the United States of America, then it is an illegal law, therefore rendering it null and void.
Riding a bike on a sidewalk is not against the law. She did not resist arrest because she was not under arrest. She was justified in resisting unlawful detainment from the cops because they had no legal authority to arrest her.
If it was for riding on the sidewalk, that’s an infraction a very minor offense which does not subject to arrest only a ticket or a warning.
So if she was within her legal means she was in her constitutional right to peddle away.

it’s a civil offense, like jaywalking. bikes are vehicles, and the law requires them to NOT be used on sidewalks – and I really hate people who do it anyway. it poses a risk to pedestrians.

she got arrested, for resisting an officer. if she stopped when they asked her to, and didn’t shove the cop, it might not have gone the way it did. as soon as they told her to stop, she peddled onward. right there, she broke the law. (in addition to being on the sidewalk in the first place, which I have zero pity for). and, she shoved the cop when he tried to get her off the bike. she already screwed up 3 times before she was even dragged off her bike.

First of all, in many states it is legal to ride a bike on the sidewalk.
Secondly, as a non-violent misdemeanor offense that, one would assume, doesn’t carry the penalty of jail time, are we really to believe that this is the most serious threat facing police in the Philadelphia area?
Finally, the woman didn’t push the cop until AFTER he assaulted her, an action that was obviously unwarranted as he had already detained her, unless, of course, you’re suggesting that a smaller, unarmed, lone woman on a bicycle was a threat to three larger, heavily armed policemen in cars.
Or are you perhaps suggesting that the act of verbally responding to a police officer’s questions and/or commands constitutes resisting arrest?
(If that’s the case, since no mention of placing her under arrest was made at anytime throughout the incident until AFTER she had been maced, how could she have been resisting it in the first place?)
I’d also like to know why they didn’t charge her with the drug offense at the time of her arrest if she was actually in possession of contraband instead of waiting until after she filed a civil suit against them.

The b***h did originally resist being detained, and could have gotten just a warning from a decent cop but two things occured- she resisted even talking to him and he wasn’t a decent cop but a pig who loves power and excessive force, and really hates it when his own pepper spray comes back on him and took it out on her. If it were a decent cop (somewhat rare) and she had just stopped and said ‘Oh I’m sorry I’ll stay off the sidewalk from now on” then she shoulda just got a verbal warning and let go. Now that it turns out she had drugs (assuming they weren’t planted on her as some pigs do, along with guns!) then this is just one f***ed up example that a high court of reprobate judges love to use as reason to take all our rights such as the right to travel in this case. Bicyclers who follow the law like me already put up with too much crap from drivers and the dangers of them not seeing us or drunk, and drivers don’t care that we have a right to the road where they have a licenced privilege, they get power mad too with their 2,000 lb. cars, but now we’ll have to put up with cops treating us like they can stop us for any reason.

For those of you who think she got what she deserved for resisting arrest, you are really dumb.
First of all, she did not resist arrest because she wasn’t under arrest. So how can she resist something she is not under or is being forced upon her.
Eventhough the cop told her to stop for riding on a sidewalk. I understand that he can stop her then for disobeying an order of a police officer which is really stupid to have such a law anyway. Especially if you did not violate any laws.
There is no constitutionality that states that we must ride on the street because the bike is a mechanical mechanism with two wheels which renders it in the gray area of a vehicle-type apparatus that you must ride on the street, obtain a rider’s license, and be strapped with a helmet, elbow pads, etc. to the T.
Also, he had no legal right to phisically grab her and begin to frisk her and check her for weapons or anything else if she was not under arrest.
They try to use the Terry Vs. Ohio bulls---, which in my opinion, was one of the first NWO ways of saying if you feel like searching a person for no reason, just have a suspicion and search away.
Yeah, what a f---ed-up country this is. Such contradictory bulls--- that these redneck ass, hillbilly ass, white pieces of s--- need a reality check. Only time will tell.

go read jefferson. it was well understood that the laws may need to change with the times, and a procedure was put in place to make that happen (such as amending it). jefferson wasn’t even sure we should HAVE a constitution.

I have to agree on this one. The bike was stolen, you see the officer looking at the serial number. She also threw the officers are off, which is resisting arrest. She had warrants for her arrest. She did not comply with officer’s requests.
Maybe she didn’t deserve getting punched, but she was tightening her arms and did not comply with police orders. If she was resisting officers have the option of more force.

You can tell that the people commenting have never been police.
I 100% Guarantee that none of the people who are criticising this cop
can tell you one thing about the procedure he went through during this encounter.
For those with tunnel vision and not one second of field experience let me narrate just what I was able to observe on this chopped up tape.
1. He stood behind her and repeatedly asked her to put her hands behind her back and she refused stating the normal criminal spiel “I’m not doing anything”.
2. She makes a defensive/offensive movement with her left arm/hand toward the officer which is why she was very legitimately taken to the ground.
3. She is still uncooperative when the other officers arrive. She clearly does not give the officers her hands while still yelling the same typical criminal spiel “I’m not doing anything”.
Even when officers repeatedly order her to put her hands behind her back.
4. I do not know why the 4 punches were thrown, but I would like to see more of the video and read the officer’s report. BTW if you don’t think people can still fight when they have handcuffs on you have no experience.
The whole point is this- If she would have cuffed up in the first place, none of this would have happened. She is a druggie and VERY obviously resisted arrest.
For those of you who think that it is legitimate to resist arrest when you don’t agree with the reason you are being arrested- I have this to say to you:
Obviously you have no experience.
If everyone was allowed to resist arrest when they disagreed with the reason for arrest then all criminals would resist arrest without fear of any consequence. If you don’t like the reason you were arrested the time to fight it is in court, not on the street. Once you resist arrest you must be neutralized until the end of your custody.
BTW Monday Morning Quarterbacks are nothing but a bunch of talking couch potatoes without enough experience to even coach a high school team. Are you a MMQ?

In the sixties, I often saw LAPD kick, stomp, baton strike handcuffed Hispanics..actually almost every weekend. The neighbors would get drunk, a bit loud..cops would then swoop in and really dish out severe beatings. So here we are almost 50 years later and nothing has changed? Anyone in law enforcement knows illegal, unjust beating of prisoners is usual conduct. As a dean in various inner city schools, I’ve seen it all. Follow directions and showing respect may deter cuffs put on too tight/broken bones/death. Project any attitude and the some cops can’t seem to handle it, lash out irrationally and illegally. Think for a moment, why would anyone want to hassle other people..bust folks for smoking pot to feel good? People attracted to law enforcement are a dangerous lot and best avoided. Honestly, I’m a hypocrite cause I go along and keep my mouth shut when I see “things”.. I hope those reading this are able to do better.

In 1867, he traveled the length and breadth of Israe. He saw here no Palestinians, no verdant orchards, no Arab villages and no teeming cities. Nothing. He saw, and described, neglect, swamps, cholera, malaria, sand. “A mournful expanse” is how he described the Land of Israel. Everything here in this Garden of Eden called Israel was built by Jewish genius. It is no surprise that you and your brethren covet it!
And if you are sitting in your house connected to electricity and typing a reply on a computer, that is because the Jewish people organized a state here that allows you a standard of living that is completely different from that of 99% of your sisters in the Arab states.

I was pulled over not too long ago because the car I was driving didn’t have a license plate lilght to illuminate the plate. It wasn’t the being pulled over that bothered me, it was the fact that I drove past this cop going in the other direction and he could have just as easily pulled me over in the well lit parking area of the mini mart. Instead I was followed for over a mile and then pulled over under the dark train trussel where there is little light. I was in the wrong, I didn’t know about the light.
This officer comes to my window with his hand on his weapon and a light in my face asking me for my papers. At this time I have no idea why I have been pulled over, and when I asked the officer he would not respond. I do have the right to know why I am being pulled over and detained don’t I, this is still America isn’t it? This officer did have a chip on his shoulder, and I find it strange that three cop cars, one a canine unit and a total of seven officers (counting the dog) where needed in a dark area under the train tracks to confront someone over a license plate light. Like he couldn’t read the licenes by headlights or that damn light they shine in your face.
My roomate had never been privy to anything like that and she started to get angry, I told her it wasn’t worth it, the only thing she would accomplish would be getting herself and me in trouble. I remember when the police where there to serve and protect and not beat and destroy. As for this lady, I have no clue what she did or didn’t do, I wasn’t there. So for any one to say she deserved what she got in my opinion is not playing with a full deck.

Under the current attitude of law enforcement, all citizens are in danger. If something, anything goes wrong during any contact with them, whether it is by the officer’s own hand, you will be made to pay.
If a car backfires nearby and startles the officer, he will protect and serve you by blowing your brains out.
If a someone drives by and spits at the officer, he will probably taser you and beat you.
You’d better hope he doesn’t stub his toe when he gets you downtown, ’cause he’ll take you out bak and beat you all day.

Fair warning, I talk a mighty mean game of bulls---, which in turn allows me too lure you into a conversation where I can lead you to the “pool of truth”. Upon arriving at said pool you are free to take a dip at your own leisure and just soak it all in, make a little “mouth fountain” if you will. Hell, go to the deep end and do a “cannon ball”. It’s all good here at the pool of truth.
But there is one rule, (besides not running while carrying something sharp) when you see the truth and realize it for what it is………. you must acknowledge it. Sometimes it requires changing your point of view and this is very painful to the ego. You start questioning yourself, “How could I have been taken for a ride and for sooo long?” This is normal, and good for the awakening process, just let it go, you can even cry at this point if you wish.
Before too long your ego will go into remission because the veil has been lifted, and has allowed a steady stream of truth to enter into your life. The trasnformation is nothing short of a miracle. Eventually you will subdue this ravaging hunger for the truth through study and research, which will in turn allow you to have a satisfying conversation with my favorite (although very pitiful) creature……….the “sheep”.
Now mind you, the only reason these interactions are satisfying is beacause you walked away knowing you did your best to plant a seed of truth. Don’t ever try to get it all done in one session, because you will walk away tired and frustrated. Besides, Alec Baldwin would be scoopin’ out their brains with a melon baller due to the information overload. My point is that you have a mountain side of truth backing you up and crushing them with an avalanche of it, does no good. So be gentle with your newly acquired power.
The future may depend upon it.
Until then, quit running with the damn scissors and wakin’ up the pit bulls around here.

Hey- you know what folks. I know a few good cops. They’re buried in a cemetary. I had a cop come into my backyard and tell me I couldn’t have a campfire because it was open burning in violation of the city’s code. I told him to go f--- off and get off my png inside and get a gun because he was tresspasing. The following day he came back and apologised to my wife and a copy of the ordinance that said I could have a campfire. It’s just a matter of ascerting your rights. Nothing more. Someone earlier mentioned something that makes sense. Don’t go out or travel alone.

Police seem to be being trained to overpower and humiliate. There certainly are instances when these skills are necessary, but they represent just a small fraction of the encounters between police and the public. An attribute of a good policemen is the ability to discern levels of threat. Of course mistakes are
made and police can suffer for it. But routinely treating people with brutality just enhances the animosity of the populace, thereby tending to convert everyday encounters into confrontations. It’s crazy, and good policemen should object to the brutality because it jeopardizes their well-being.
Using one’s brain constructively to defuse situations and get the cooperation of the public would be so much more satisfying (to somebody with a brain) than trussing up and pommelling ‘another one’.
But the thuggery is just a reflection of the purulent corruption higher up in the political hierarchy.

This is only heading to one destination for all of us. You know deep down inside what it is. Putting threats in the news now of armed conflict is just another means to ward off any type of civl unrest. But if you are like me, it only kindles the anger. Our own tax dollars used for armed conflict against us.
Know this; I am not one for an ulterior agenda. I am not looking to re-install the Constitution, I am not looking to overthrow the government, nor am I looking to start a revolution. After the first citizen is killed by our own military, or militarized police in the coming full economic collapse, it will immediately be recognized as an act of war on the citizens. We will strike. We will strike with such a force that they will know their days are number.

3. cop had no probable cause to detain or search her.
4. a woman has the natural right to defend herself from physical harm when a police officer is illegally detaining her, if not molesting her, and assaulting her with pepper spray.
5. cop should definitely be fired and charged with assault and battery for punching the handcuffed woman in the face 4 times. there was absolutely no reason for this.

The article says this happened in Millville Philadelphia. This is wrong. This happened In Millville New Jersey. It s a small town of about 35,000 in southern New jersey, about an hour south of Philadelphia. I know because I live here. I grew up here and have been having runnin’s with these nazi police officers most my life. They have threatened me, beat up my friends, and harrased me, but yet I have a clean record because Ive never commited any crime. These cops are so out of hand here, infact when this happened it didnt even suprise me.
Talk about getting away with murder like three years ago another one of these s---heads shot his wife to death and then stabbed himself and tried to say it was in self defense. Every year we hire more of these worthless harrassing ticket writers and every year our crime goes up.
Ive even had the NJ State Police let themselves in my house while i was playing drums along to music in my headphones during daytime hours because of a neighbor’s phone call. What the helll is that?
Stay out of Millville, or even better yet stay the hell out of Nazi Jersey.
I cant wait for this piece of s--- state to go bankrupt and go under.

Only in a fascist state would someone get tackled down for riding a bike on the sidewalk, then get punched repeatedly because the dumb cop screwed up and sprayed himself with mace, yea, poetic justice! I myself have already been stopped, it was a nice day I thought Id go for bike ride, and what the f--- do I see pull up next to me after 5 minutes, a fricken pig, telling me I cant ride my bike on the sidewalk I pay for, because its “not safe”. Cops have also stopped me too for having the nerve, the audacity, to listen to music while I am biking, pig pulls up tells me to put my music away! I think the law enforcements were trained to lose their natural affection toward people, to become robots without feelings! Then they go on duty tend-to-search for little mistakes out of vulnerable people. Because they’re brainwashed that if they catch people doing a mistake doesn’t matter how little…they’re doing a “good job.”
Everytime someone got arrested, most police seem to always refusing to communicate with the person, and just do their standard procedure. Then maybe found a reason to use force! They don’t care for what is right.

It took me a lot of time to write this out, especially after watching several videos, and reading countless responses to this video.
To start I am a bike currier and spend a lot of time on my bike. I also have a hard time appreciating cops. But you have to look at this with a lot of perspective.
The first thing is that yeah, 95 percent of the people who think this guy is a piece of s--- are right. If this guy goes to jail, or gets sued, or whatever is decided, its definitely just, and he probably deserves it a thousand times worse. And yeah frankly speaking most cops are in the wrong. I think the most interesting thing though was that I saw a few people say that they have never seen or had a cop do anything good. And thats where the line starts to get blurry for me. I have been harassed and most certainly wronged by the police. However before my wife and I were married, she was saved by a cop and treated with the utmost respect. I have been hit on my bike by a cop and thrown on the hood of the car, to have another cop show up and give the other cop s--- and help me since he saw the actual incident.
The point is that you cant say every last cop can go f--- himself, where is there any common sense in that.
In this case, incident, whatever you wish to call it, the cop probably should have never pulled her in the first place, and unless she was hitting a crack pipe while riding the bike ( which without the use of both hands, seems kind of hard) he really had to reason or right to pull her.
In ever video I see yeah he gets sprayed in the face by his own mace, and wether he of she did it is almost irrelevant, she does resist arrest. she does push the cop which you shouldn’t do in a common sense situation. And yes to follow can only be described as sick, and the use of force by all three cops is disturbing, but my point is that before you all go shouting f--- the police, kill em all, or what you will, while the cops where very much in the wrong, she was not exactly just standing there doing nothing. Did she deserve a lawless and unjust beat-down, of course not, no one deserves that. Was she innocent, no not really.
I guess I just hope that things in this country look up. I hope cops will learn to use the power they have responsibly, people like Stevenson can live in a world without harassment, and people on the internet talk a little less s--- and a little more about how to fix the problem.

When he was frisking her, he was looking for drugs. They seem to know her very well and his intentions were more than just sidewalk citation.
I think he was using that as an excuse to check her for drugs.
When she pulled away, he had a right to claim she was resisting and possible concealing something of danger to him.

Yes, people have and will continue to use the bible as a means of control and for their own selfish, evil gains, but that is because as a people we are evil and that is what evil does. I totaly understand, I was a police officer for several years in hard towns} never hit a woman, even tho they kicked me , scracthed me and otherwise pounded on me. your an ass, hope your not an officer, if you are your the enemy, good luck.

Every time I hear that a cop has been killed I giggle like a schoolgirl – It just makes me feel all warm and cozy inside. I am SOOO not kidding about that. Seriously…and if the cop had a spouse and kid(s) at home left traumatized by it, their tears of pain and loss only sweeten it for me.

Keep in mind that when you are stopped riding your bicycle, if there is no permit bike license required, the cops will not know who you are when they pull you over. You see, the reason people are always apprehended when they pull stunts or run in their car, is because cars have license numbers. Even if you have ID on your person, the cops will only be able to ask for it. All you have to do is say you don’t have any.
All they can identify you with is by description and some grainy camera footage from their squad car. If you don’t look like a freak, then you shouldn’t have any problem making the civil servant’s life difficult.

She was riding her bike on the sidewalk. My only vehicle is a bike, and I prefer to ride on the sidewalk because I’m afraid of death. If I ride on the road, there is a large chance of death. Riding on the sidewalk is my only option in a lot of places. Police have in fact told me to ride on the road, and that is scary. They’re telling me to die.

Personally I see a lot of resistance here. A lawful order was not obeyed. She might have somehow hit the pepper spray away and it sprayed the officer-hard to tell. All the time she was resisting being handcuffed and the officer in question had to subdue her. The two officers on the ground with her were having a lot of trouble putting the cuffs on her.
I think I might have smacked her in the head not four times but six.
My opinion is FULL JUSTIFIED!
Any lawsuit is baseless…..
Laws are to follow in society not to be broken…..

Hell finally somebody who has the guts to say that this action was FULLY JUSTIFIED! Ok he forgot the Y! Big friggin deal.
It seems we (society) want protection but goes a little situation gets out of hand and wow the police have to handle everything with kid gloves. As several other comments go why did she resist? Was she guilty of something? Perhaps!
Besides riding a bike like she was I wonder? It could have been to just remove a hazard from the street.
Ok perhaps somewhat of an over reaction but she was resisting pretty hard to have three officers finally have to subdue her. She was not cooperating. That fact is clear!
Beat down to me perfectly appropriate……..
And no am not law enforcement.

Another case of the NWO’s mercenary squad committing a case of racial profiling. Late last year, a former minor league baseball player by the name of Robbie Tolan was shot and nearly killed by a cop after the cop made a mistake in reporting Tolan’s license plate number, claiming that Tolan was driving a stolen car.
However, Tolan was not driving a stolen car and was wrongfully followed home where the incident unfolded. When attempting to enter his family’s home in the affluent section of Bellaire, Texas, Tolan was told to get on the ground. When he asked why, the officer told him that he was driving a stolen car, to which Robbie Tolan replied that the car was not stolen, and in fact belonged to him.
By this time Tolan’s parents, former baseball grest Bob Tolan and his wife had come to the door only to be roughly padded down by the cops.
When one of the cops was roughing up Robbie Tolan’s Mother, he got up off the ground and walked over to the cop and said “get your f---ing hands off my Mother.”
With that, the cop turned around and shot an unarmed Tolan, wounding him in his liver.
Robbie Tolan is now forced to live with this bullet lodged in his liver, because the surgeons were unable to remove him. Living with this condition, he risks the possibility of serious and life threatening infections in the future.
The real issue here is did the cop in question make an honest mistake in regard to the license plate on Robbie Tolan’s car, or did he deliberately do so in an effort to search Tolan’s car because he’s African American? If so, this becomes yet another case of racial profiling by a group of racist cops.
