Just like the ones introduced here in the UK after the 77 bombings. This allows them to inforce vacination upon and or quaratine anyone suspected of being infected by any viral or biological agent or even anyone within a certain radius of an infectee . The law was suposed to target terror attacks but its no stretch of the imagination to see them using these laws / powers on anyone they like.
