WHTI: Another Link in the Control and Surveillance Grid

In the PSA here, happy young people tote their Western Hemisphere Travel Initiative (WHTI) RFID cards as America the Beautiful plays in the background. U.S. Customs and Border Protection and the Department of Homeland Security claim this little biometric card will make traveling “more efficient,” not for tourists and business travelers, of course, but for the government. On June 1, 2009, U.S. citizens returning from Canada, Mexico, the Caribbean or Bermuda will be required to have this card, otherwise they will not be allowed in the country.
In January, the CBP and DHS penned a deal with Unisys Corporation to “provide information technology in support of the Western Hemisphere Travel Initiative,” specifically RFID. “The RFID component stores the traveler’s relevant information. Card readers that Unisys will deploy and manage will quickly communicate that information to CBP, whose systems can confirm the document’s validity and the traveler’s identity.”
The solution will also capture images of the vehicle and its driver, read license plate information, send the captured data to other CBP systems, and retain that data so that future searches can be performed quickly and easily.
Doubtless this data will also be shared with the DHS and other government agencies and will be retained in sprawling databases of the sort used by the NSA in its so-called warrantless electronic surveillance program.
In August, the Washington Post reported on a networked called the Border Crossing Information system.
“The federal government has been using its system of border checkpoints to greatly expand a database on travelers entering the country by collecting information on all U.S. citizens crossing by land, compiling data that will be stored for 15 years and may be used in criminal and intelligence investigations,” wrote Ellen Nakashima. Not only is it described as “part of a broader effort to guard against terrorist threats,” it also “reflects the growing number of government systems containing personal information on Americans that can be shared for a broad range of law enforcement and intelligence purposes, some of which are exempt from some Privacy Act protections.”
All of this was “authorized” after everything changed on September 11, 2001. “The government states in its notice [on the Border Crossing Information system] that the system was authorized by post-Sept. 11 laws, including the Enhanced Border Security and Visa Reform Act of 2002, the Aviation and Transportation Security Act of 2001, and the Intelligence Reform and Terrorism Prevention Act of 2004,” the Post reports.

Of course, these laws and the resultant high-tech track and trace schemes have nothing to do with terrorism. As usual, it is all about keeping tabs on potential troublemakers — that is to say folks who disagree with the government.
Recall James Comey’s testimony before the Senate Judiciary Committee in early 2007. Comey was John Ashcroft’s second-in-command at the Department of Justice during Bush’s first term. In his testimony, Comey “described how he had grown increasingly uneasy reviewing the Bush administration’s various domestic surveillance and spying programs. Much of his testimony centered on an operation so clandestine he wasn’t allowed to name it or even describe what it did,” writes Christopher Ketcham for Radar Magazine.
While Comey, who left the Department of Justice in 2005, has steadfastly refused to comment further on the matter, a number of former government employees and intelligence sources with independent knowledge of domestic surveillance operations claim the program that caused the flap between Comey and the White House was related to a database of Americans who might be considered potential threats in the event of a national emergency. Sources familiar with the program say that the government’s data gathering has been overzealous and probably conducted in violation of federal law and the protection from unreasonable search and seizure guaranteed by the Fourth Amendment.
Ketcham was told there “exists a database of Americans, who, often for the slightest and most trivial reason, are considered unfriendly, and who, in a time of panic, might be incarcerated. The database can identify and locate perceived ‘enemies of the state’ almost instantaneously.” The database is called Main Core and it allegedly contains data on eight million Americans. “In the event of a national emergency, these people could be subject to everything from heightened surveillance and tracking to direct questioning and possibly even detention.” Main Core was devised under the rubric of COG, or Continuity of Government.
For most people the Western Hemisphere Travel Initiative will be yet another government mandated nuisance, but for the government it is a vital link in a larger control and surveillance matrix. Main Core, writes Ketchum, citing a well-informed source — a former military operative regularly briefed by members of the intelligence community — “has roots going back at least to the 1980s and was set up with help from the Defense Intelligence Agency. He has been told that the program utilizes software that makes predictive judgments of targets’ behavior and tracks their circle of associations with ’social network analysis’ and artificial intelligence modeling tools.”
Main Core “is the table of contents for all the illegal information that the U.S. government has [compiled] on specific targets,” explains Ketchum’s source. An intelligence expert who has been briefed by high-level contacts in the Department of Homeland Security confirms that a database of this sort exists, but adds that “it is less a mega-database than a way to search numerous other agency databases at the same time.”
Is it possible the Western Hemisphere Travel Initiative will be searched by Main Core?

Those RFID chips last about 3 seconds in a 1000W microwave on high. Doesn’t physically damage the card. No one has ever said BOO about the chip not working on my cards, and I don’t have to worry about remote readers capturing my data without a “faraday cage” sleeve…

There is a counter-measure to this card. Merely change your name to an Hispanic name and then you don’t need any ID. Make sure to brush up on your “English” such as, “me no no,” and “me no speak Ingleesh.” That way you can operate unimpeded anywhere in the US. You won’t need ID or registration for your vehicle, or even insurance. If you do get arrested just wait a day or two for your bail review, that’s when you will be released. Then just change your name again and make sure to stay in Hispanic neighborhoods where there are no police. Bueno suerte pendechos!

I would never condone such things, so nobody better take me seriously, but remember in Terminator II where they tried to kill the scientist who invented the technology that would later make the Terminators possible as a way of stopping the destruction of humanity before it even started? That was a cool movie, wasn’t it? Of course, in real life, targeting scientists from Unisys Corporation (or even Boston Dynamics or Taser or Rand) is a bad idea as well as illegal, and it didn’t even work in the movie so never do that. Does this mean I should apply for a South-Eastern US passport? Voting machines barely work and they want me to believe they can coordinate a system that supplies up-to-date information? Good luck on that. The last 3 times I’ve swiped by card at a gas station I’ve had to walk inside. Again, best of luck. At least try and be practical. The US barely has enough money to wipe its own ass but there are those willing to waste even more money on a system that can’t work becasue there isn’t enough accountability. A friend of my family was hit by an illegal alien. What are the chances of that? Apparently way better than fixing a voting machine.

What some other have posted here is true. I crossed back into Canada at Fort Erie in Oct. 2007 and was waved through in 15 seconds. I crossed at Niagara Falls in August 2008 and was subjected to having my suitcase rifled and answering a whole bunch of questions about how often and why I go to Canada and who I see there.

It is possible to create a Utopian society, but it requires super efficient distribution of primary and alternative resources, and positively channeling people’s natural competitiveness – not through the homogonous hippy-dippy new age crap that ZG:addendum suggests…
(of course not everybody will be satisfied – the Cheney types will find an empowering, egalitarian society torturous – but we’ll have institutions to help those parasites who can’t adjust to an honest days living)
As far as main core goes – I have no doubt it exists – although I am fairly freaked out about the increasingly powerful AI – that can catalog, analyze, and predict behaviors – and will probably know us better than we know ourselves.
I have heard China has some similar projects going on right now that are making giving even top AI researchers pause…
The potential for abuse by Human or even non Human heirarchies is simply unbelivable!
These AI projects need severe civilian oversight – lest we find ourselves in a greater Scientific Dictatorship or Skynet like Dystopia.
It is essential that freedom fighters as ourselves take up the reign of power before we hit a “singularity” where those in charge of the machinery become our permanent masters!

Something that is going in to mandatory effect the beginning of next year (I just got mine, Yay!) goes along the same lines is the T.W.I.C. card (Transportation Worker Identification Credentials) You ‘re gonna have to have it to enter ports, refineries, etc.. I don’t have a choice I have to have it to work at my job. It’s not’s so bad though, you can see the cute little ‘micro chip’ on the front just under my picture. Background Check and fingerprinting info is stored on the card so it’s very convenient. Go NWO!

I live in a border city with the states and have not gone there since 911. You guys are going to love this one. Real I.D. isnt being called Real I.D. anymore. Its called an enhanced drivers license, contains an rfid chip and is already available for purchase at some states! Get ready guys because its going to be mandatory in a few years.

i guess the travel card is for americans who don’t want to get a passport. passports have the rfid in them now too, supposedly. yet another reason to boycott air travel. back in 1999 or so they started carding Americans leaving the country. the rationale was the airlines needed to make sure travelers had valid visas because the airlines were responsible for returning passengers to the us if they were not admitted to the destination country. since when do americans need permission to LEAVE the country? try entering an airport barefoot. if you don’t die of thirst or get poisoned by the airlines water during the flight, look forward to having your laptop cloned and interrogation on your choice of reading materials. too much trouble. we need to make the airlines feel the pain, then some of this crap will ease up.

They are making amerikah a virtual prison. Its happening faster and faster. They have sensors in the ocean on the west coast, they have chips in passports. They build more prisons every year. More and more people are becoming felons and that restricts our movements. The controls are getting tighter and tighter. Someone said “A country that is run by law is a corrupt country”.
