The Woods Procedures were instituted in April 2001 to “ensure accuracy with regard to … the facts supporting probable cause,” thus ensuring inaccurate information would not be used to obtain a surveillance order from the FISA court. Despite this, former FBI Director James Comey signed FISA applications utilizing the same dossier he publicly called “Salacious and Unverified.”
