Cesar Vega-Muñoz was turned over to Mexican authorities by agents with U.S. Immigration and Customs Enforcement on Sept. 14, according to an agency news release.

Vega-Muñoz had worked at a Church’s Chicken restaurant in El Paso as a cook until his Dec. 27, 2011 arrest, the El Paso Times reported. He is allegedly part of a kidnapping gang that targeted business owners in Juárez.

The 27-year-old is one of seven men charged in the aggravated kidnapping of Natividad Torres Leyva, who was kidnapped at gunpoint in front of his house in Juárez on the morning of Sept. 15, 2009.

Torres Leyva got into the vehicle belonging to the men only after they pointed a gun at his wife, according to the release.
