The president of Costa Rica has declared a state of emergency as a rash of illegal migrants pour through the country destined for the United States.
Costa Rican President Rodrigo Chaves declared the emergency last Tuesday, condemning migrants’ disrespectful behavior towards government authorities amid recent riots and authorizing crackdowns in response.
“I just want to reiterate to the press, international and the national press, Costa Ricans, but above all to those who are thinking of going through Costa Rica, I reiterate what I just told you. We are a generous people. Do not confuse that generosity with weakness,” President Chavez said at a press conference.
“Whoever comes here will respect our laws and our police and the towns through which they go transit.“
“I have instructed the security ministry to take a firm stance with anyone who takes Costa Rica’s kindness for weakness,” Chaves added, according to Reuters.

Despite his threats to quell violence, Chaves nevertheless added he’d grant safe passage to the migrants and even transport them to the north end of the country from a popular border crossing in the south.
Via Costa Rican media outlet Tico Times:
President Chaves asserted that peaceful passage will be allowed, but disrespect towards authorities will not be tolerated. Migrants will be redirected from Canoas and transported via buses to Costa Rica’s northern region.
The order “will facilitate additional funding and operational capabilities to manage the influx of migrants, primarily extracontinental individuals aiming to reach the United States,” according to the Tico Times.
The emergency declaration comes as over 60,000 migrants have traversed through Costa Rica during the month of September headed towards the US, inundating the small Central American country and straining its resources.
Foreign Minister Arnoldo André Tinoco discussed last month how Costa Rica handles the influx of migrants, saying 3,000 migrants enter the country daily and mentioning how federal authorities help the migrants pass north to Nicaragua.
“We have shelters and specialized people receiving these migrants. Many are women alone with children that have crossed the jungle of Darién, which is the jungle that is at Panama’s border to Columbia, and some are very weak in their health situation. And so we support and aid them also with international assistance to cross the country to the north,” Tinoco said in an interview last month.
“Nevertheless, we have said internationally that it’s not just or equitable that Costa Rica itself pays for all of these costs, for a problem – if you want to put it like that – that has not been caused by Costa Rica. So we are asking the international community to support us financially to help us to cope with this big challenge,” he added.
The president’s order also follows violence from migrants last month in the border town of Canoas, a major crossing point bordering Panama.
“Last week alone, 25 unruly migrants were detained and face deportation after confrontations with police in Canoas,” the Tico Times reports.
Footage out of Panama last month showed a large group of Chinese migrants lining up to board a bus that would then take them to Costa Rica.
The migrants then arrive in America via Mexico, a phenomenon recently witnessed and chronicled by X owner Elon Musk.
All this comes as President Chavez just met with US President Joe Biden in late August to discuss, among other things, US efforts to aid Costa Rica’s migration crisis.

President Biden also recognized Costa Rica’s continued cooperation in regional efforts to promote safe, orderly, and regular migration, including through the Safe Mobility Office, which aims to provide an alternative to migrants relying on smugglers by facilitating access to lawful pathways to the United States and other countries, reducing irregular migration. In addition, the Department of Homeland Security announced a Joint Statement of Cooperation establishing the framework to include Costa Rica among the Global Entry foreign country partners.
Costa Rica evidently plays a major role in the Los Angeles Declaration on Migration and Protection, according to the White House:
Costa Rica commits to plan for a renewal of the special temporary complementary protection category scheme for migrants from Venezuela, Nicaragua, and Cuba, that have arrived prior to March 2020, contingent on obtaining necessary financial resources, and to convene an international task force to secure additional direct support and financial resources to support its implementation.

The United States will provide additional U.S. support for a crisis response mechanism on migration. Working with Congress, we will provide an additional $25 million to the Global Concessional Financing Facility (GCFF) housed at the World Bank to prioritize countries in Latin America such as Ecuador and Costa Rica in their newly announced regularization programs for displaced migrant and refugee populations residing within their respective countries. The new funding would support registration processes, the extension of social services, integration programs, and would benefit host communities that have generously opened their doors to the most vulnerable.
The beleaguered Central American nation’s emergency declaration arrives in spite of all of these preventative actions taken by the US and Costa Rica in alleged efforts to stem the migrant flows, illustrating how the “crisis” is anything but random and spontaneous and instead a calculated, planned invasion.
