A foreign male who may be in the country illegally is facing a slew of charges after he allegedly killed a child and seriously injured her mother in a drunk driving crash in Texas this week, according to reports.
The fatal wreck unfolded just before 3 a.m. on Sunday morning in Houston.
Christina Quainoo and her 7-year-old daughter Ivory Smith were on their way home from a relative’s house when they were T-boned by a driver who allegedly ran a red light and collided with their vehicle.
The other driver, identified as 41-year-old Joel Gonzalez Chacin, exhibited “multiple signs of intoxication,” according to Harris County Constable’s Office deputies who arrived at the scene a short time later.
“He got out and started taking pictures of the crash instead of rendering aid,” a Harris County Vehicular Crimes Division official told KPRC.
“It’s behavior we’ve never encountered before.”
Little Ivory was killed in the collision and her mother was critically injured.
“Joel Gonzalez Chacin was arrested and booked into the Harris County Jail for Intoxication Manslaughter. His bond has been set at $150,000.00 out of the 232nd District Court. Please keep the family and loved ones of the juvenile victim in your prayers this holiday season,” Houston Constable Mark Herman stated.
Additionally, Immigration and Customs Enforcement has lodged a detainer against Gonzalez Chacin, indicating he is not a U.S. citizen and may be in the country illegally.

“She has to learn how to walk again,” a family member said of mother Christina. “Her life has changed. Our lives have changed. She’s never going to be the same.”
