Nearly Half of Rapists in Berlin Last Year Were Foreigners Despite Being Minority Population

Crime stats from other German states make for more difficult reading with Remix News reporting in March last year that police data from the city of Frankfurt showed foreigners being responsible for 100 percent of all serious sexual assaults and 57.4 percent of all crimes.

Nearly half of all rapes and sexual crimes in Berlin are committed by non-Germans, a disproportionately high figure that has fueled concerns over rising sexual offenses, child victims, and potential grooming gang activities.

Nearly half of all rapes and gang rapes committed in Berlin last year were carried out by non-Germans, a figure that is disproportionately high compared to their share of the population, new figures have revealed.

According to state government data, 7,475 sexual offenses were recorded in 2024, including rape and sexual harassment. Of the 754 identified rape suspects, 373 did not have German citizenship. Similarly, in cases of sexual harassment, 701 suspects were identified, of whom 353 were non-Germans.

The statistics stem from an unpublished response from the Berlin Senate Administration for the Interior to a parliamentary inquiry by independent MP Antonin Brousek.

Crime data in Germany is usually only divided into German and non-German passport holders and thus, the percentage of foreign suspects — i.e. those with a migration background or who are foreign-born but naturalized citizens — is likely to be considerably higher.

The trend of rising sexual crimes in Berlin has been persistent. In 2018, authorities recorded 4,181 such cases, but this number has since risen consistently. Crimes involving foreign suspects — categorized as those without a German passport — have remained above one-third, significantly higher than their estimated 15 percent share of the population. In 2024, non-German suspects accounted for 38.4 percent of all sexual offenses suspects.

As Berliner Zeitung reported, the number of victims of sexual crimes has surged, with 5,860 victims recorded last year, marking an increase of 707 from 2023.

Disturbingly, more children and adolescents are falling victim to such crimes. Among victims, 1,121 were aged 10-13, while 1,609 were aged 14-15. This represents an approximate 15 percent increase in sexual crimes targeting minors compared to the previous year.

Other offenses under the category of sex crimes include child abuse, exhibitionist acts or indecent exposure, and sexual harassment. Statistics also reveal a worrying rise in sexual insults, which increased from 495 cases in 2018 to 751 in 2024. Of the 498 identified perpetrators, 190 were non-Germans, making up 38.1 percent of offenders.

Independent lawmaker Brousek, who previously sat with the Alternative for Germany (AfD) faction until 2023, raised concerns that Berlin may be experiencing a cover-up similar to the grooming gang scandals in the UK, where organized groups targeted underage girls for years. His inquiry sought clarification from the Senate regarding any known cases of grooming gangs or group-based sex crimes in Berlin. However, Christian Hochgrebe, State Secretary to Interior Senator Iris Spranger (SPD), responded, stating: “There are currently no facts in the sense of the questions.”

In cases of sexual harassment, foreigners were responsible for 64.4 percent of cases, while foreigners were responsible for 57.1 percent of cases involving abuse of minors.

In January last year, statistics from the Federal Criminal Police Office (BKA) revealed that between 2015 and 2022, there were more than 8,590 reported cases of rape by immigrants in Germany, with the vast majority of the victims being females with German citizenship.

The safety of women on public transport has become a particular cause for concern with German federal police recording 1,125 sexual offenses at train stations in the first six months of last year — for context, 1,184 sexual offenses were recorded at these locations for the whole of 2019.

“The current figures confirm that staying at train stations and on trains is becoming increasingly dangerous. Every day, at least six sexual crimes occur in this environment, which is a dramatic increase of 30 percent compared to the same period last year,” said AfD politician Marin Hess at the time.

“It must not be the case that train stations become spaces of fear for women. Women must be able to travel safely in Germany. The risk of becoming a victim continues to increase every month. Interior Minister Nancy Faeser must finally wake up,” added Heiko Teggatz, the federal chairman of the federal police union DPolG.

Notably, in Berlin, the issue of sexual harassment and assaults has grown so dire that the left-liberal parties are now calling for “women-only” cars in order to ensure women are safe.

Critics have pointed out that such cars would serve as a form of segregation and would not actually fix the problem, which is primarily foreigners targeting these women. It is also unclaar how thee trains would be controlled without more staff. Men who are looking to target women may even find the cars convenient, as they are expected to be full of women. 

Many attacks also take place on train platforms and in train stations, and these cars would do nothing to fix that reality.
