Following the New Years terrorist attack in New Orleans, Louisiana where a man purposefully ran over people in a truck, questions began to be raised as to why the vehicle barriers (also called diversity barriers) were not raised prior to the New Years celebration event.
“We have these hydraulic steel barriers from past events. Last Mardi Gras this happened, to an extent, maybe not terrorism, but still people getting hit in mass,” eyewitness Jimmy Cothran told CNN. “Those barricades were not up. Period. They had the flimsy orange ones that you could just push over with your finger. We actually thought it was kind of odd.”

Journalist Doug MacCash of Nola reported on-location and filmed the barriers. A police officer raised and lowered the barrier, showing safety equipment in action.

While the barriers intended to stop vehicles were not put up, allowing the attacker to drive into the crowded event, different styles of diversity barriers have been shown to not be effective at blocking large commercial trucks, although notably, the New Orleans terrorist drove a smaller passenger pickup truck.
It was reported that the barriers were being ‘replaced’ during the busy event, which some question the legitimacy of.

What’s been reported is they’re being replaced for the Super Bowl. Why you’d replace them all at once instead of a rolling replacement is puzzling and shows the security officials in NOLA are utter amateurs.

Even if the barriers were up, the attacker drove on the sidewalk, raising the question of the true effectiveness of the barriers.

It didn't matter. The barriers only block the street not the sidewalk. The street was blocked by a cop car. The terrorist turned into the street through the sidewalk.
