The alleged shooter, identified as 58-year-old Ryan Routh, was reportedly a mercenary trying to recruit fighters to send to Ukraine frontline on behalf of the Ukrainian government.

Routh even reportedly went as far as recruiting Afhgan soldiers “who fled the Taliban” to fight for Ukraine, according to the New York Times, who wrote a glowing profile about his efforts in 2023.

As Snowden noted, Routh likely had links to U.S. intelligence agencies under Joe Biden given his intimate ties to the Ukrainian government.
For example, the New York Time reported Routh in 2023 met with the Helsinki Commission, formally known as the Commission on Security and Cooperation in Europe (CSCE), an independent U.S. government agency established by Congress in 1975.
