The Biden administration has been defying Congressional subpoenas demanding transparency about how it plans to implement an executive order that grants federal agencies the tools to register more voters.
Executive Order 14019 enacted by Joe Biden in March 2021 calls for “soliciting and facilitating approved, nonpartisan third-party organizations and state officials to provide voter registration services on agency premises.”
But the Biden administration has been stonewalling lawmakers on how specifically federal agencies will carry out the EO ahead of the 2024 election, according to lawyer and chair of the Election Integrity Network Cleta Mitchell.
“I believe that it’s unconstitutional. But having said that, why is it that the Biden administration has absolutely resisted every effort to turn over any of the plans by any of the agencies?” Mitchell posed to the House Judiciary Committee last Tuesday.

“The House Committee on Administration issued subpoenas in July to every Cabinet secretary asking for the plans for implementing Executive Order 14019, and not a single agency plan has been turned over to the House Administration Committee.”
Additionally, Mitchell said a U.S. Marshall whistleblower has revealed to her that some agencies have even sent out voter registration guidelines to noncitizens.
“He sent to the Department of Justice guidelines, instructions, to all the U.S. Marshalls notifying them that they are required to offer voter registration materials and voter education materials to everyone with whom they come into contact, including…of someone who had to be registered to vote who is a prisoner in a Texas federal facility,” she explained.
“He’s in prison for violating federal law because he was deported and returned. He’s a Mexican citizen. It says that in his file. And he was registered to vote. And they are required to give him voter registration materials. That is happening in federal prisons all over the country,” she added.
In other words, the Biden regime is already implementing the EO that they refuse to provide details for to the House Committee on Administration, which oversees election integrity.
Critics claim EO 14019 violates the Hatch Act — which prohibits civil service employees in the executive branch from engaging in political activity — because it uses civil service employees to selectively decide who register to vote.
In fact, internal documents shedding light on a July 2021 meeting between the Biden administration and “nonpartisan” outside groups over how to implement the EO reveal that the organizations in attendance were actually left-wing activist groups like George Soros’s Open Society Foundation, Fair Fight Action, pro-illegal immigration group Mexican American Legal Defense and Educational Fund, and the Sentencing Project.
“The 2021 meeting was also attended by representatives from the George Soros-backed Open Society Policy Center, End Citizens United, eBay founder Pierre Omidyar’s Democracy Fund, Black Voters Matter, the Brennan Center for Justice, the Leadership Conference on Civil and Human Rights, and other major left-wing activist groups, documents show,” the Washington Examiner reported in May.
“The Biden administration continues to spend taxpayer dollars on partisan voter registration initiatives,” House Administration Committee chariman Rep. Bryan Steil (R-WI) said at the time. “Not only is this shady, but it does not instill trust in our elections.”
