Kuwait to De-Bank People Who Do Not Get Fingerprinted

All citizens and residents of the country must be fingerprinted by law, with no opt-out or waiver available.

Kuwait’s Ministry of Interior announced Wednesday that all citizens and expatriates must book a biometric fingerprinting appointment before December 31, 2024 or face being blocked from using their bank accounts or access government services.

“A biometric fingerprinting appointment must be booked before the specified deadline via the ‘Meta’ platform or the ‘Sahl’ app to avoid the suspension of governmental and banking transactions,” the government announcement said in a social media post Wednesday.

The December warning was not the first one given by the Kuwaiti government, back in September they issued a similar announcement, stating those who did not submit to fingerprinting were to be de-banked by September 30, but even that date was an extension to the measure, according to Times Kuwait in September.

At that time it was only Kuwaiti citizens that had the September 30 deadline, while expatriates had until December 30. Now, based on Wednesday’s announcement, it appears as though both groups have until December 31.

“Kuwaitis will be able to give their fingerprints until September 30 while expats will receive an even longer deadline – until December 30, 2024, according to the Ministry of Interior. The initial deadline to finalize the collection of fingerprints was June,” Biometric Update said in May.

Arab Times reported in September that the fingerprinting process began in May 2023 and the program was initiated in 2016. Arab Times also said that those who cannot physically report to a biometric fingerprinting facility can schedule to be fingerprinted at home.

While the deadline to submit fingerprints keeps getting extended, even the Kuwaiti aristocracy are subjected to the biometric scans.

“The Ministry emphasized the importance of adhering to the example set by the country’s political leadership, particularly His Highness the Amir, who was among the first to comply with the biometric fingerprint process. This move exemplified that government regulations apply equally to all citizens, without exception,” Kuwait Local said in October.

“Around 2.5 million citizens had completed the biometric registration as of September, while as of October, 470,900 expats had been registered. Just over 20,000 citizens are yet to submit their biometrics going by figures mentioned by authorities recently,” Biometric Update said Friday.
