A new piece of legislation introduced by Florida congressman Matt Gaetz (R) not only aims to poke fun at Democrat Rep. Adam Schiff (Cali.), it also highlights serious concerns over his mishandling of classified info gleaned from his work on the House intel committee.

News of Rep. Gaetz’s proposed bill, the “Preventing Extreme Negligence with Classified Information Licenses” Resolution, was first reported Thursday by The Daily Caller:

The Daily Caller first obtained the legislation, which is titled the PENCIL Act after former President Donald Trump’s nickname of Schiff, “Pencil-Neck.” PENCIL stands for “Preventing Extreme Negligence with Classified Information Licenses” Resolution.

“Congressman Adam Schiff led the effort for years to weaponize lies from the Clinton campaign and a corrupt Department of Justice to smear President Trump while destroying any trust the country had left in America’s intelligence agencies” Gaetz told the Caller before introducing the legislation.

“Speaker McCarthy kept his promise to remove Rep. Schiff from the Intelligence Committee, and with the PENCIL Resolution, we will express the sense of Congress that he should be barred from accessing any classified information at all. He can no longer be trusted by his colleagues in Congress or the American people,” Gaetz added.

“Gaetz first introduced the PENCIL Act in 2019, when Republicans did not have control of the House,” the Daily Caller reported.

“Pencil” is a reference to a nickname bestowed to Schiff by former President Donald Trump.

Schiff freaked out Tuesday after he was booted from the House intelligence panel by Republican House Majority Leader Kevin McCarthy, taking to Twitter to condemn the “petty, political payback for investigating Donald Trump.”

“If [McCarthy] thinks this will stop me, he will soon find out just how wrong he is,” vowed Schiff.

Schiff continued wailing over his demotion at a press conference and on Instagram.


The next day, McCarthy shot back that Schiff didn’t deserve to sit on the committee after he used “his power as a chairman and lied to the American public” about the Russia collusion hoax and the Hunter Biden laptop.

“Even the inspector general said it. When Devin Nunes put out a memo, [Schiff] said it was false,” McCarthy said in a dust-up with the press. “When we had a laptop, he used it before an election to [play] politics and say that it was false and said it was the Russians when he knew different, when he knew the Intel… He used his position as chairman, knowing he has information the rest of America does not, and lied to the American public.”

“So, no, [Schiff] does not have a right to sit on it. But I will not be like Democrats and play politics with these where they removed Republicans from committees and all committees. So, yes, he can serve on a committee, but he will not serve on Intel because it goes to the national security of America and I will always put them first,” McCarthy said.

Gaetz’s hilarious stunt came the same day Schiff confirmed plans to run for a Senate seat, potentially replacing ailing California Democrat Dianne Feinstein, who staffers have claimed has been showing signs of mental decline.

The PENCIL Act proposal arrives on the heels of a bill in the same vein proposed by Sen. Josh Hawley (R-Mo.) dubbed the PELOSI Act (“Preventing Elected Leaders from Owning Securities and Investments Act”), which aptly references suspicions former House Speaker Nancy Pelosi (D-Calif.) took advantage of her position to game the stock market.
