Footage from a World Health Organization summit last month is prompting concern after a member of the global health body urged the implementation of a pandemic “simulation exercise.”

At a May 22 meeting of the Global Preparedness Monitoring Board (GPMB), co-chair Joy Phumaphi proposed the simulation be used to test new International Health Regulations (IHR) “to ensure their success” before being adopted.

“We feel very strongly that we cannot wait for the next emergency to find out how well the pandemic accord and the IHR amendments will work. We need to know now,” Phumaphi stated.

“We therefore suggest that Member States, together with other key stakeholders, carry out a simulation exercise based on the draft accord and draft IHR amendments later this year, before they are finalized and adopted. It can provide assurance of their effectiveness, help us all as a global community to identify any remaining gaps, and resolve any outstanding areas of disagreement.”

“A simulation exercise beforehand, and robust monitoring and accountability following their adoption, are two ways you can ensure these important instrument fulfill their potential and that we are ready for the next pandemic,” she continued, adding, “Please give this proposal your consideration.”

The pandemic simulation exercise proposed by the GPMB adds to three other tests in the organization’s Manifesto for Preparedness purportedly designed to “strengthen prevention preparedness.” The other three will test whether pandemic response is “sufficiently powerful,” if it will “deliver equity and coherence,” and whether the pandemic response will “have robust mechanisms for monitoring and accountability embedded into them.”

As exposed by The Epoch Times, the pandemic treaty which is still being deliberated by the WHO’s 194 member countries will eventually lead to more centralized control over global health.

“While the language of the accord and IHR revisions is often opaque and bureaucratic, analysts say the ultimate goal of the reforms is to vest more pandemic authority within the WHO and have this authority extend beyond pandemic emergencies,” writes Epoch Times’ Kevin Stocklin.

Speaking to the Times, former WHO scientist David Bell highlighted how the WHO hopes to ultimately implement a “One Health approach” that gives the global body broad powers during health emergencies.

“The trajectory is about centralizing power over health emergencies,” Bell explained. “It will centralize authority within the WHO, particularly in the director general, and it will broaden the scope to what they call One Health.”

“One Health is anything in the biosphere that affects human well-being in its current definition,” he said.

“They are already putting in place a very broad surveillance mechanism… They’re talking about two and a half billion dollars a year, which is three times the WHO budget just to run this. And this will look for any threats such as viral variant, which is [part of] nature, I mean, these happen all the time. Then they’ll be able to say essentially, that these are potential threats, therefore we need to lock down a population.”

Indeed, the WHO member’s proposal for a pandemic simulation lacks specifics, but in the broader context of a global power grab and in the absence of additional details, it should be viewed with extreme suspicion by the public.
