The operation is happening right outside the Catholic Charities Respite Center off of Austin Ave and 99 S 15th St. in McAllen, Texas.
Buses arriving at the center appear to be retrofitted with caged fencing, effectively making them “rolling cages,” as depicted by photos showing the inside of a bus.
